Abstract

Purpose

Science and technology diplomacy (STD) is an emerging area in the field of public policy and technology management. The purpose of this study is to overview the concept of STD based on the two approaches “Science and Technology” and “Diplomacy” to explain its necessity for Non-Aligned Movement member countries.

Design/methodology/approach

To design the work, principal domains and sub-domains of STD are identified based on the thematic analysis. By using MAXQDA software, the initial codes are analyzed and validated for the case study. Then, six areas and 29 sub-areas are identified based on the fuzzy Delphi and the framework is designed.

Findings

STD is defined from six scopes, including political, economics, law and legal issues, social sciences, philosophy and science and technology. Each scope has its own mechanism that is discussed in the article.

Originality/value

This work is one of the first in the literature of science and technology policy making.

Abstract

Purpose

The purpose of this research is to define a knowledge‐centric model of the technological innovation process which can serve as a baseline for the development of enhanced enterprise performance capabilities.

Design/methodology/approach

This purpose is achieved through the integration of basic knowledge derived from a critical review of contemporary R&D, intellectual property and new product development.

Findings

Emerging from this research is a holistic appreciation for technological innovation at both the micro and macro levels of practice.

Originality/value

Corporate executives and technology professionals engaged in enterprise transformation initiatives; government and NGO professionals responsible for Science, Technology and Innovation (STI) capacity building; and students of technological innovation in both graduate and continuing education programs will find this knowledge‐centric portrayal of technological innovation helpful in modeling the current performance capabilities of a competitive global enterprise. A further outcome of this research is an indication that ongoing managerial effort to further enhance capabilities for technological innovation (STI capacity) is a rational strategy for improving the global competitiveness of any complex enterprise.

Abstract

Purpose

This paper reviews the national and institutional internationalization activities in Japan's higher education sector and considers the extent to which these efforts have attempted to incorporate and/or contribute to meeting the Sustainable Development Goals (SDGs).

Design/methodology/approach

This paper was developed based on a review of available demographic data on internationalization in Japan (in both English and Japanese), a survey of recent scholarly literature on this topic and conversations with numerous faculty and staff members working on internationalization issues in a wide range of higher education institutions throughout the country.

Findings

There are substantial internationalization efforts being made at both national and institutional levels, yet scholars and practitioners of higher education question the extent to which genuine internationalization is occurring. Moreover, the metrics used to track internationalization are somewhat limited and the available data, in many cases, can be complicated to interpret. A bit of tension also exists in Japanese universities between those who support the movement to internationalize and those who see it as a passing fad, an intrusion on their academic freedom and/or as a guise for Westernization – a tension that some cite, along with language barriers and system misalignment, as a challenge to internationalization.

Originality/value

Numerous scholars discuss the internationalization of higher education in Japan. The originality of this paper is in the comparison of Japan's higher education internationalization efforts to the movement to achieve the SDGs – both in Japan and as a global effort.

Abstract

Purpose

This study aims to to provide a model based on the context and conditions of the regions in Iran for monitoring regional innovation systems (RISs).

Design/methodology/approach

In the first stage, after reviewing the literature, interviewing the experts, and then thematic analyzing the content of the obtained data, initial Dimensions and indicators were identified. Then, a fuzzy Delphi technique and a seven-scale questionnaire were used to test the results and expert opinion. Finally, after the extraction and correction of the indicators to evaluate the RISs, a comprehensive model was identified in 5 dimensions, 16 indicators and 176 sub-indicators. In the next step, the importance weights of the main 16 indicators were determined using the analytic hierarchy process method.

Findings

The proposed RIS assessment model consists of firms’ behavior and regional interactions, economy, human capital, innovative outputs, locational features, that each dimension has its own indicators and sub-indicators, each one is discussed in the paper.

Originality/value

The research contribution is that the proposed RIS model of this research is the first model that is appropriate to the context of Iran.

Abstract

Purpose

Libraries, museums and cultural centers have long served as cultural ambassadors and foreign policy instruments, bridging diplomatic relationships among nation-states and institutions. The purpose of this scoping review is to ascertain and understand the emerging areas of research on libraries, museums and cultural centers in foreign policy and cultural diplomacy within broader research paradigms of international relations, social sciences, education and library and information studies by systematically mapping key concepts and identifying the types of studies and knowledge gaps.

Design/methodology/approach

Using the Joanna Briggs Institute’s (JBI) Manual for Evidence Synthesis, relevant peer-reviewed journal articles, books and book chapters that were published over a wide time period in any language from various databases were systematically examined. Two reviewers worked independently to extract the data and reached a consensus regarding the inclusion criteria using the JBI’s data charting template.

Findings

In total, 6,436 citations were screened, and 57 documents were identified as eligible for inclusion. The following sequences were reviewed and explored: study characteristics, theoretical approaches and research themes. The research themes were grouped into broader ones that included goals, actors, strategies and instruments. Finally, the concentration and clusters of ideas and gaps that emerged in the identified studies were investigated, resulting in a discussion of the recommendations and directions for future research.

Originality/value

This first scoping review is a useful tool for investigating the changing and novel roles of libraries, museums and cultural centers in cultural diplomacy and foreign policy. Although substantial work exists on the topic, the potential remains for interdisciplinary research to challenge and extend the current knowledge about cultural diplomacy practices in libraries, museums and cultural centers.

Abstract

Purpose

The European External Action Service (EEAS) is a relatively new diplomatic service established in 2010. In previous analyses, the authors noted a dominance of security and foreign policy messages emanating from the EEAS, demonstrating the European Union (EU)'s negotiating power. It was clear it had discovered the benefits of public diplomacy, but rather practised traditional diplomacy on public diplomacy specific platforms. The authors aim to pursue the monitoring of the EEAS’ strategy, covering 2019 and 2020, to understand how the use of Twitter supports the evolution of the EU foreign policy.

Design/methodology/approach

Questioning if the EEAS is entering the second phase of its life cycle (launched in 2010, its introduction phase was under Katherine Ashton, 2009–2014, followed by Federica Mogherini, 2014–2019, and Josep Borrell, 2019–2024), the authors carried out a content analysis on 765 tweets. The authors used the MARPE Diplo methodological framework to compare how the EU uses public diplomacy through its EEAS to negotiate its own interests with non-EU parties under the presidency of Federica Mogherini (period 1), during the transition period (period 2) and under the presidency of Joseph Borrell (period 3).

Findings

Based on the comparison with their previous studies, the authors demonstrate that, over the years, the overall discourse of the EEAS is much more oriented towards public diplomacy.

Research limitations/implications

The present study has two limitations. The first refers to the sampling of the participants involved in the citizen science experiment: they belong to a homogeneous age category and similar education level which might have biased their analysis. Second, the authors acknowledge the usual limitations linked to citizen science. However, the authors acknowledge a growing emphasis on the outcomes for society involving citizens and including partnerships between the public and scientists as well as an increased public engagement in policy processes.

Practical implications

The research leads into new insights regarding the European-centred translation of the EEAS messages, compared to the off-centred view of non-European contributors.

Social implications

The citizen science approach allows to integrate the targeted public to apply public diplomacy content analysis.

Originality/value

This case study is based on the principles of citizen science and demonstrates the importance of an off-centred approach in the analysis of the practices of public diplomacy.

Abstract

Purpose

The purpose of this paper is to present a first exploration of governmental duty of care towards scientists involved in science diplomacy by focusing on disaster research.

Design/methodology/approach

The method is a conceptual exploration, using specific case studies and potential scenarios within theories and practices of science diplomacy and duty of care, to raise questions and to suggest policy recommendations for government. The focus on disaster research links the analysis to disaster diplomacy, namely, how and why disaster-related activities (in this case, science) do and do not influence peace and conflict.

Findings

From examining case studies of, and outputs and outcomes from, disaster-related science diplomacy, governments need to consider duty of care issues in advance and develop a science diplomacy strategy, rather than responding after the fact or developing policy ad hoc.

Practical implications

Policy recommendations are provided to try to ensure that governments avoid simply reacting after a crisis, instead being ready for a situation before it arises and drawing on others’ experience to improve their own actions.

Social implications

Improved interaction between science and society is discussed in the context of diplomacy, especially for disaster-related activities.

Originality/value

Governmental duty of care has not before been applied to science diplomacy. The focus on disaster-related science further provides a comparatively new dimension for science diplomacy.

Abstract

Purpose

The purpose of this paper is to review the history, current activities, and prospects of Sino‐US cooperation in science and technology (S&T). It seeks to understand the role of S&T in Sino‐US relations, how the relationship has affected Chinese scientific development and, more generally, to better understand the ways S&T affect – and are affected by – the foreign policies of nation states.

Design/methodology/approach

Employing an institutional perspective, the paper is based on interviews in China and the USA and reviews of government documents and press reports.

Findings

Owing to the impacts of the Cultural Revolution on Chinese S&T, the relationship is highly asymmetrical when it began in the late 1970s. As Chinese capabilities have improved, aided measurably by the relationship with the USA, the two sides are now in a position to cooperate more fully across a wide range of areas of interest to both sides. Channels for cooperation have been developed through the two governments, through Chinese and US corporations and through academic institutions in the two countries. Together, these allow for collaborative activities in basic science, commercial research and development, and in S&T in support of public goods.

Originality/value

The Sino‐US relationship in S&T has become more important to the two countries as they face an array of daunting challenges of energy, public health, basic research, and new industrial technologies. Yet, the relationship has not been extensively studied in spite of its growing importance. This paper attempts to help overcome this neglect. A better understanding of the relationship will contribute to improved understandings of Sino‐US relations more generally, and to the ways in which S&T fit into the foreign relations of major powers.

Abstract

Purpose

A number of scholars including Benno Signitzer and Jacquie L'Etang have proposed public diplomacy as an alternative model to describe and/or inform the practices of public relations. However, international relations and political science scholars claim major differences between public diplomacy and PR, and few studies have sought to reconcile these claims and counter‐claims. The purpose of this paper is to report a comparative analysis of key concepts and principles of public diplomacy.

Design/methodology/approach

This article reports a comparative analysis of key concepts and principles of public diplomacy and the “new diplomacy” as described by Shaun Riordan and public relations (PR) as defined in Excellence theory and other contemporary models of PR to identify commonalties as well as divergences, and discusses how these can inform PR theory and practice.

Findings

This analysis shows similarities between these fields of practice, as well as six unique concepts and principles of public diplomacy and “new diplomacy” that inform corporate diplomacy and organisational diplomacy as an alternative paradigm to “public relations”.

Practical implications

Reconceptualising PR as corporate and organisational diplomacy involves much more than a name change. It recasts PR within alternative theoretical frameworks that are significantly different to those of dominant paradigms of PR and informs new and refined approaches to practice.

Social implications

Adopting the concepts and principles of public diplomacy and “new diplomacy” also would provide a more ethical and societally‐orientated approach to PR.

Originality/value

Most studies comparing public diplomacy and PR have focussed on commonalities with a view to expanding PR's territorial claim or gaining validation of PR. This analysis takes the opposite approach, identifying concepts and principles of public diplomacy and “new diplomacy” that contribute to an alternative paradigm of PR that is more effective, more societally‐orientated, more ethical, and ultimately more publicly accepted.

Abstract

Purpose

This article examines the effect of China's soft power projection through the Chinese media in Africa on the African audiences' perception of China's national image through a case study of the residents of Nairobi. It adopted Joseph Nye's soft power model and sought to address three fundamental questions : What is the extent and objective of China's media diplomacy in Africa? How has China's media “offensive” in Africa impacted African audiences' imagery of China? What are the implications, if any, of China's media diplomacy on the Kenyan public view of China?

Design/methodology/approach

This article used a mixed-methods research design, which deployed elements of positivism and interpretivism. It used a deductive approach and deployed the survey strategy, which entailed the collection of data from Nairobi city residents. The secondary data were collected from relevant academic literature sources. The primary data were analyzed empirically using the Statistical Package for the Social Sciences (SPSS), while the secondary data were analyzed using discourse analysis.

Findings

China's soft power projection through the Chinese media in Africa is aimed at addressing the “misinformation” about China. China seeks its share of representation among the African public to correct negative perceptions of China. Kenyans had a generally positive attitude toward China. South Africa and Angola have “Fairly” positive perceptions of the Chinese media. However, this study did not reveal whether the perception was due to the influence of Chinese media. These findings implied that the African public's positive imagery of China cannot be fully attributed to Chinese media's influence.

Originality/value

This study is groundbreaking in that it is one of the few studies that have focused on China's public diplomacy in Africa and assessed the impact of Chinese media on the African public’s perception of China.
