Outsourcing of logistics has great importance in disaster relief. Aid agencies spend several billion US dollars every year on logistics services. However, the concept of outsourcing has not been established adequately in literature on humanitarian logistics, leading to a fragmented view of the practice. This paper provides a holistic perspective of the concept by constructing a conceptual framework to analyze both practice and research of outsourcing in humanitarian operations. Based on this analysis, we explore future trends and identify research gaps.
The paper is based on a structured review of academic literature, a two-round Delphi study with 31 experts from aid agencies and a complementary full-day focus group with twelve experts from aid agencies and logistics service providers.
The paper systemizes the current practice of outsourcing in humanitarian logistics according to a conceptual framework of five dimensions: subject, object, partner, design and context. In addition, it reveals ten probable developments of the practice over the next years. Finally, it describes eight important research gaps and presents a research agenda for the field.
The literature review considered peer-reviewed academic papers. Practitioner papers could provide additional insights into the practice. Moreover, the Delphi study focused on the perspective of aid agencies. Capturing the views of logistics service providers in more detail would be a valuable addition.
The paper establishes the academic basis for the important practice of outsourcing in humanitarian logistics. It highlights essential research gaps and, thereby, opens up the field for future research.

Purpose – The purpose of this chapter is to discuss the complex interplay between the media, school shootings and society from the perspective of mediatization of the victim. In mediatization of the victim, the media, in a crisis, plays a key role in connecting people, disseminating information, compiling a security-related picture and providing for potential new emergencies.
Design/approach – The chapter draws on Winfried Schulz's (2004) typology for the analysis of mediatization of the victim in the multidimensional manner. It examines how mediatization works in practice by applying Schulz's typology in the analysis of the two school shootings in Finland in Jokela in 2007 and in Kauhajoki in 2008. The empirical material consists of interviews with police, state and municipal officials and people from non-governmental organizations. Media materials (electronic and print) were collected from the major Finnish media houses and several state and community official web sites.
Findings – The chapter argues that the media shapes the construction of the victim in the process of mediatization and makes the role of victim and witness both central and ambiguous. The chapter concludes by drawing upon the work of French sociologist Luc Boltanski (1999) on morality, media and politics as it identifies the ways in which mediatization engages the affective potential of the spectator and evokes a specific disposition to act upon the suffering, thus, creating a moralizing effect on the spectator.
Originality/value – The chapter produces new theoretical and empirical knowledge on the complex interplay between the media, school shootings and society by discussing it from the perspective of the victim. Consequently, it contributes in deepening our understanding of the process of mediatization and the place of the victim in it in the case of violent crisis such as school shootings.

The paper extends the organizational learning framework: Structural-Functional (SF)-single-loop or Conflictual-Radical (CR)-double-loop learning to the management accounting literature. The sociological approach of organizational learning is utilized to understand those contingent factors that can explain why management accounting innovations succeed or fail in organizations.
We view learning as enhancing an organization’s strategic competitive advantage by making it better able to adopt and diffuse innovation in respond to changes in its environment in order to manage improved performance. The success of management accounting innovations is contingent upon whether its learning process involves SF-single-loop or CR-double-loop learning to adopt and diffuse process innovation.
The paper suggests that the learning strategy that the organization chooses is the reason why some management accounting innovations are more successfully adopted than others and why some innovations are easily diffused in some organizations but not in others. We propose that the sociological approaches to learning provide an alternative framework with which to better understand the adoption and diffusion of process innovations in management accounting systems.
It has become evident that management accounting researchers need to pay particular attention to an organization’s approach to adoption and diffusion of innovation strategies, particularly when they are designing and implementing process innovation programs for an organization. According to Schulz (2001), there are two interrelated stages of the learning that can shape the outcome of the innovation process in an organization. The first stage is related to the acquisition/production (adoption) of knowledge that results in gathering information, codification, and exploration. This is followed by the second stage which is the distribution or dissemination (diffusion) processes. When these two stages – adoption and diffusion – are applied within an accounting context, they address issues that are commonly associated with the successes and/or failures of management accounting innovations.
Although innovation involves learning, the nature of the learning process does not completely describe the manner in which an innovation affects the organization. Accordingly, we suggest that the two interrelated organizational sociological dimensions of innovations processes, namely, (1) the adoption and diffusion theories of Rogers (1971 and 1995), to approach organizational learning, and (2) the SF (single loop) and CR (double loop) approaches to learning be used simultaneously to describe management accounting innovations.
When an innovation is implemented, it initially can be introduced as an incremental change, one that can be limited in both in its scope and its breadth of administrative changes. This means that situations which are most likely to benefit from its initiation can serve as the prototype for its adoption by the organization. If successful, this can be followed by systemic accounting innovations to instituting broader administrative changes within the existing accounting reporting and control systems.

The purpose of this paper is to provide findings of an exploratory study of Special Agents in Charge (SACs) in a variety of federal law enforcement agencies and presents summary descriptions, including demographics and career paths of female agents.
Incumbent SACs, reached with assistance from law enforcement organizations and through snowball techniques, anonymously completed questionnaires that were mailed to each individually. This methodology provided a snapshot in time of the first generation of women to have reached the rank of SAC.
The findings suggest that women are moving up the ranks of federal agencies even while their overall percentages of employment have become somewhat static. Regardless of type or size of federal agency, there are a number of common career paths and the ages and racial demographics of the women are also similar across agencies.
As federal agency recruitment of women seems to have stagnated, a portrait of women who have reached middle management may provide insight into the obstacles women face in these agencies and also into how some women have overcome these obstacles.
The findings are derived from the first ever study of women SACs. In addition to providing a snapshot of incumbent women, it will provide baseline data for later studies of future generations of women who move up in the ranks of federal law enforcement.
