Abstract

Purpose

Indicators for quality of schooling are not only relatively new in the world but also unavailable for a sizable share of the world’s population. In their absence, some proxy measures have been devised. One simple but powerful idea has been to use the schooling premium for migrant workers in the USA (Bratsberg and Terrell, 2002). The purpose of this paper is to extend this idea and compute measures for the schooling premium of immigrant workers in the USA over a span of five decades.

Design/methodology/approach

In this paper, the authors focus on the schooling premia for the Latin American and the Caribbean region and compare them to those of migrants from other regions, particularly from East Asia and Pacific, India, Northern Europe and Southern Europe, all relative to immigrants from former Soviet Republics. The available data allow us to measure such premia for workers who graduated from school, either at the secondary or tertiary levels, in their home countries between 1940 and 2010.

Findings

The results show that the schooling premia in Latin America have been steadily low throughout the whole period of analysis. The results stand after controlling for selective migration in different ways. This contradicts the popular belief in policy circles that the education quality of the region has deteriorated in recent years. In contrast, schooling premium in India shows an impressive improvement in recent decades, especially at the tertiary level.

Originality/value

In this paper, the authors extend the idea of computing schooling premium for migrant workers in the USA (Bratsberg and Terrell, 2002) and present comparative estimates of the evolution of schooling premia in 17 Latin American countries for both secondary and tertiary schooling levels.

Abstract

Russia has undergone tumultuous changes during the transition process. This has been nowhere more evident than within the labour market. The transition has now progressed to such an extent that it is possible to examine whether the issues of a re‐capitalisation and restructuring of human capital have been addressed. This paper uses the Russian Longitudinal Monitoring Survey to assess rates of return to human capital investments for the years 1994‐1998. It utilises standard earnings functions to assess the returns to education as well as to specific levels of post‐compulsory education and training. This article places specific emphasis on firm level training and the role of the firm, for the purpose of this special issue. Results suggest, in the case of Russia, that significant and positive returns to education and training exist comparable in magnitude to those in other transition countries.

Abstract

This paper argues that the assumption of a homogeneous workforce, which is implicitly invoked in the decomposition analysis of changes in welfare indicators, hides the role that schooling and its returns may have on the understanding of these changes. Using Peruvian cross-sectional data for a period of 10 years (2004–2013) and counterfactual simulations, this paper finds that the main factor contributing to poverty reduction has been individuals’ changes in labor earnings, and the role of these changes has been less important in reducing income inequality. The main driving force of reduced income inequality has been the fall in returns to education, which at the same time has been one of the important factors to constraining the period’s remarkable progress in poverty reduction and expansion of the middle class.

Abstract

Purpose

The purpose of this paper is to study the gender specific private returns on education (RE) in Europe in a comparative perspective. The authors extend the model of de la Fuente (2003) by estimating the parameters by gender and introducing maternity leaves and benefits. The paper analyses the impact of the public policy variables evaluating the elasticities with respect to unemployment benefits, marginal and average tax rates, maternity leave and childcare benefits.

Design/methodology/approach

The authors estimate the Mincerian coefficients, with the Heckman’ selection model, for 12 West European countries using the EU-SILC data. The authors then use them as input to calibrate the decision model.

Findings

The RE of females tend to be higher than those of males in all the Europeans countries but Germany, the Netherlands and Sweden. The gender gap can be explained mainly by the wage premia and labour income taxes which more than compensate the negative effects on females’ returns triggered by higher unemployment rates and maternity-related benefits.

Practical implications

The tax system has the most pronounced effect on RE. An increase in the marginal tax rates has a negative impact. An increase in the average tax rates can have a negative or positive impact, depending on the progressivity of the tax system. An increase in unemployment benefits and maternity or child-care benefits has a negative but fairly small impact.

Social implications

The analysis considers just one dimension of maternity related policies: the effect on RE and differences across gender. These policies may have aims which are beyond the scope of this paper, for instance to increase fertility. From this viewpoint, the small values of the elasticities presented are reassuring in that they suggest that they can be implemented at a fairly small cost in terms of investment in human capital.

Originality/value

The authors compute the RE using a model which allows us to take into account and assess the significance of relevant variables: wage premium, income tax, some public transfers and benefits, costs of the investments. Moreover, the authors estimate the wage premia using relatively recent EU-SILC data. Finally, the paper compares 12 EU countries spanning quite different labour market conditions and institutions.

Abstract

Purpose

This study sets out to investigate the pattern of benefits from education along the earnings distribution and compares this pattern between general and vocational/technical education in Singapore, with a particular focus on male‐female differences.

Design/methodology/approach

Quantile regression methodology is used, which allows for estimates of education benefits that differentiate the contribution of the quantity and quality of education along the earnings distribution. The quantile regression estimates highlight where in the income/ability distribution the impact of education is more pronounced.

Findings

Finds that, while the pattern of returns to an additional year of education for general education follows that of other high income countries, exhibiting increasing returns to education as one goes from lower to higher income quantiles, the returns to vocational education exhibit much lower heterogeneity. Based on the findings, the vocational education system in Singapore has served women with secondary vocational qualifications particularly well. They earn more, have higher labor force participation, experience higher employment rates and are associated with a narrower gender earnings gap compared with women with general education. However, this is not the case for women with polytechnic qualifications, who earn much less than men with such qualifications.

Practical implications

The findings suggest that, by and large, Singapore's vocational education system at the secondary level has successfully addressed the needs of the industry and has contributed towards narrowing gender earnings differentials. It has also contributed towards less overall earnings inequality, because it results in less heterogeneity in the returns to education, compared with general education. However, the curricula of polytechnics need to be re‐examined to identify the cause of the sharply lower female benefits from this type of education.

Originality/value

The paper contributes to the empirical literature with its use of the quantile regression methodology in evaluating the benefits of vocational versus general education for men and women.

Abstract

This chapter reviews the status of Education For All (EFA) in China and identifies four gaps: between rural and urban residents, between residents of geographic regions, between ethnicity groups, and between the genders. It turns to examine the educational situation and interests of girls weighed down by the crushing burden of multiple disadvantages in “left-behind” Western China. Based on analysis of macro-level socio-economic and educational conditions, along with rich micro-level data on girls’ vigorous pursuit of education, the authors argue that the changing conditions of rural girls’ lives and their education can best be understood from a critical empowerment perspective. Summarizing the global discourse and cross national evidence on the benefits of girls’ education, the chapter and looks beyond a utilitarian perspective and argues for the cogency of a critical empowerment framework. Filled with telling stories and case studies of Han Chinese, Tibetan, and Muslim girls, this chapter proposes that prioritizing girls’ education in Western China is crucial and required for achieving the MDG of gender parity. Even though girls are often stranded by family financial conditions, their actions and ideas seeing education as their future reflect a changing gender identity and role in the family and society. The fieldwork suggests that educating girls promotes localized development, reduces dangerous levels of economic gaps and social instability, but also advances hard to measure effects: personal and civil empowerment, and sustainable, harmonious cultural change – as well as MDG.

Abstract

Purpose

To investigate the extent of over‐education for recently arrived tertiary educated male immigrants in order to ascertain if higher educated immigrants face assimilation hurdles in the Australian labour market.

Design/methodology/approach

Using immigrant longitudinal data (LSIA), this paper uses the job analysis/objective method of defining over‐education. Also, bivariate probits are used to account for selectivity into employment when studying the determinants of graduate over‐education. The over, required and under‐education (ORU) earnings function is utilised to find the rates of return to education investment.

Findings

It is found that English speaking background (ESB) immigrants to have similar rates of over‐education compared to the native born, while only Asian non‐English speaking background (NESB) immigrants see a rise in over‐education after tighter immigration and welfare policies were introduced. Returns to required schooling are substantial, but the penalty for excess years of schooling is large, though consistent with the stylised facts of over‐education.

Research limitations/implications

Short time‐frame (up to five years) only allows for an investigation of initial assimilation.

Originality/value

Using panel data, this paper is the first to study the initial phase of highly educated immigrant assimilation into the Australian labour market from the viewpoint of job matching rather than just employment.

Abstract

Prior to the spring 2020, education in the United States looked very similar to how it had always looked … students attended brick-and-mortar schools, used technology in their classrooms and homes to supplement their learning, and relied on the support of teachers as needed or wanted. Parents, for their part, were involved in the traditional supportive roles of checking over homework, monitoring attendance, and providing encouragement as warranted, and worked to balance this role with professional and community obligations and responsibilities. The COVID-19 pandemic swept across the globe, and parents as well as teachers were suddenly thrust into different and less familiar roles, as teaching and learning transitioned to a virtual experience. In examining this transition, a team consisting of researchers from Florida and North Carolina sought to determine the effectiveness of the parent roles in schooling from the educator perspective. In this chapter, the findings of this study are explored and analyzed, with recommendations made for research moving forward in this area.

Abstract

This study explores the impact of parents’ and children’s early expectations on children’s later school persistence and completion of compulsory and secondary education, paying special attention to the parent-child agreement in early educational expectations. Results from analyzing longitudinal data from the Gansu Survey of Children and Families (GSCF) show that children often carry educational expectations quite different from their parents’. Consistent with previous research, children’s and their parents’ early expectations are strong predictors of children’s later educational attainment. More importantly, the analysis reveals that children benefit greatly when they share with their parents’ high expectations. Those children whose high expectations aligned with their parents fair best in later educational outcomes: They are more likely to complete compulsory education and secondary education. The combined determination of parents and children can help moderate the negative impact of poverty and facilitate children’s continued efforts in fulfilling their expectations. This positive impact holds even for children from the most impoverished families. This study points to the importance to recognize that there are non-material resources that family could provide to advance children’s education.

Abstract

Purpose

This work examines the returns to education for workers who pursue additional education after time out of the labor force. It compares those who remain in the labor force during additional education with those who drop out of the labor force during additional education. It compares two cohorts of the National Longitudinal Survey of Youth (NLSY).

Design/methodology/approach

This work utilizes a difference equation to estimate the returns to education for workers who pursue additional education after time spent out of school and in the labor force.

Findings

The results indicate a sheepskin return of approximately 14% for those who remain in the labor force and a return of approximately 9% to years of additional education for those who drop out of the labor force. This contrasting pattern of returns is robust to sample selection correction and a variety of checks.

Research limitations/implications

This work does not fully account for all threats to causation. Further research could pursue these and make use of data from more clearly defined periods of education.

Practical implications

This work finds key differences between the internal labor market faced by those remaining in the labor force and the external labor market faced by those dropping out of the labor force. A policy focused on re-training workers should account for these differences.

Originality/value

This is the first work to compare workers who pursue additional education while remaining in the labor force to workers who pursue additional education and drop out of the labor force.
