Abstract

This chapter highlights the development of the 21st century teacher leader through experiential learning environment of the Transition To Teaching Lab School (TTT), a California State University Dominguez Hills alternative route to certification program in partnership with Cal State Teach and several high-need school district representing urban and rural areas across the state of California. The Lab School serves as a biome for perspectives of contemporary constructivists, revolutionary pedagogy, and practical application in a real-world school setting, whereby the teacher-leader can ultimately expand his or her perspective of potentially enlarging their sphere of influence beyond the classroom, and to the community and society.

Abstract

Since the turn of the new millennia, governments have increasingly moved away from professional models of educational decision-making and turned toward a neoliberal production model in which markets and test scores drive educational decisions. In this “brave new world,” teachers have become “human capital,” and principals, the managers of their productivity rather than leaders of learning. As a result of this changing dynamic, teachers have increasingly turned to teacher unions or federations, and away from local school jurisdictions and governments to protect their salaries, working conditions and professionalism. Principals, in turn, have found themselves in a no-win situation – caught between top-down demands from big governments and local school districts for teacher compliance, and big unions' insistence on fair treatment for all teachers. This chapter, therefore, intends to explore this increasingly fragile role of principals in three international settings, in our rapidly changing world.

Abstract

Teacher education reform in the United States has been an ongoing theme over the past 100 years, particularly since A Nation at Risk in the 1980s, when education became increasingly politicized and less of a public good with which the American public did not tinker. These reforms have four different themes: (1) strengthening the clinical component of teacher education, (2) preparing educators with the tools needed for equity and social justice, (3) participating in heightened accountability demands, and (4) expanding alternative certification. This chapter explores these four strands of reform and concludes they are colliding forces in which the country pours time, resources, and energy. Ongoing collisions on the reform landscape produce increasingly negative consequences for teacher education, teacher recruitment, and retention and America's public schools.

Abstract

Even though the progress in creating inclusive learning environments varies across different countries, the implementation of inclusive education systems can clearly be considered a European shared policy goal. However, there is still a lack of both a clear definition of inclusive education and indicators on the provision of necessary resources in order to implement a high-quality inclusive school system. In the presented study, we aimed to shed light on how teachers who work at different schools in Austria perceive the resources provided to them in order to realize high-quality inclusive education. Furthermore, the study searched for factors, which influence teachers' subjective perception of resources, like years of work experience or the number of students in a classroom. To assess teachers' perception of resources, a revised version of the Perception of Resources Questionnaire (PRQ) developed by Goldan and Schwab (2018) was used focussing on three dimensions: human resources, material resources and spatial resources. The results generally indicate that teachers feel ambivalent or have a somewhat positive perception of available resources. In line with the Organization for Economic Cooperation and Development (OECD) principles of inclusive education ‘each according to his needs’, we argue that it is not possible to clarify what ‘adequate resources’ might be. The creation of an inclusive learning environment requires considerable effort, and the degree of pedagogical support should be decisive for the allocation of resources. This can only be evaluated if the main learning barriers for each student are identified.

Abstract

In this chapter, the professional knowledge landscape of schools is explored for its shaping effect on the life satisfaction and morale of teachers. Knowledge communities, those associations and relationships that teachers experience as they navigate life in schools, is the conceptual lens that is used. Two teacher stories are explored. Both narratives reveal emotional and relationship influences on teachers as they find, build and work in knowledge communities. Knowledge community interactions, in turn, help them to understand the issues of their school community and support their survival on the larger professional landscape. This chapter uses narrative inquiry to analyse the stories that the teachers in the two exemplars (one Canadian; one American) lived and relived, told and re-told. Finally, serial interpretation allows for the unearthing of encompassing ideas which cut across both narratives and make visible common themes worthy of research attention.

Abstract

The underlying assumption of this chapter is that the pedagogical leadership of school principals is a cornerstone for preservice and practicing teachers’ professional education in schools. The theory–practice divide in teachers’ performance (Koutselini & Persianis, 2000) can be overcome by changing the school ethos and culture from loose associations of students and teachers to communities of learning, a shift which cannot be achieved unless school principals value this effort and support teachers’ leadership in the learning communities of schools. The in-service training program RELEASE, which was funded by the European Committee (Project ID: EACEA-521386: Toward achieving Self-REgulated LEArning as a core in teachers’ In-SErvice training in Cyprus) is presented as an effective project for developing teachers’ leadership, as well as a rewarding experience for student teachers during their School Experience Program or Practicum. The program lasted one school year and aimed to enhance both the school principals’ pedagogic role in supporting participating teachers’ (preservice and in-service teachers’) professional development and leadership for changing teaching routines and enhancing students’ performance. This project productively shaped the life and work of schools, forming a foundation for powerful preservice pedagogies that will follow.

The role and performance of a teacher is central to the teaching and learning process in any educational system, but they are often misinterpreted in the context of educational monitoring and quality assurance. Although efforts to relate teacher quality to educational quality are rarely challenged, establishing linkages between teacher quality and student performance have proven to be complex and inconclusive. This holds true especially in the Indian context wherein teachers experience diverse working conditions that may make traditional measures of teacher quality seem impractical and speculative. Teacher roles and performance, apart from being subjected to contrasting realities in schooling systems, are influenced by cultural capital, systemic forces, and teacher education programs. This chapter attempts to unravel the complexities of an Indian school teacher and highlight some of the issues that teachers are likely to face and grapple within their work situations. Nevertheless, the role of a professional and humane teacher will stand paramount in building the future of India.

There is a strong body of research that indicates that teacher quality has a stronger effect on student learning than any other school-based factor. At the same time, most teacher evaluation systems have traditionally failed to distinguish among different levels of teacher effectiveness or to link evaluation results to professional development in meaningful ways. In this chapter, we compare teacher responses in S. Korea and the United States to evaluation policies. We provide initial evidence that teachers and principals in Seoul defined “effective teachers” as those who helped manage their schools in areas such as affairs/planning, curriculum/instruction, science and technology, discipline, and extra-curricular activities. In contrast, the Michigan teachers and principals in the study were more likely to view effective teachers as those who planned instruction to meet student needs and provided evidence of student engagement and learning. In addition, educators’ notions of effective teachers seemed related to their responses to new teacher evaluation policies. In particular, the teachers in Seoul strongly resisted the new teacher evaluation policies while their counterparts in Michigan either supported the new evaluation policies or at least did not actively resist them. These differences seemed related to regulative, normative, and cultural-cognitive elements associated with the teacher evaluation policies in the jurisdictions where the teachers and principals worked.
