Abstract

A preliminary investigation and discussion of effective methods of staff development as identified by a sample of teachers from international schools. Discusses the nature and purpose of staff development, and the views of teachers on the most effective methods of staff development. Identifies the importance of staff development by colleagues from within a school as one of the most effective methods, and also the development of local school groups as a means of enhancing development for both the individual and the institution. Develops a list of questions that both teachers and administrators may wish to address when evaluating the role and effectiveness of staff development within their own schools.

Abstract

Believes that an urgent need for in‐depth understanding of the relationship of staff development to education quality exists in current educational reforms, policy making, and teacher education. Based on the existing knowledge of education quality, quality management and effective schools, aims to propose a framework to show how staff development can be designed and managed to contribute to the assurance and enhancement of school education quality from the perspective of seven multimodels of school education quality. Different models emphasize different aspects of school education quality and propose different strategies to enhance it. For ensuring long‐term school education quality in a changing educational environment, staff development can be organized and managed according to the major concerns of multimodels. Proposes some practical considerations for designing and implementing school‐based staff development.

Abstract

Aims to develop an organizational model for understanding and managing effective curriculum change in school. Assumes that curriculum change and teacher competence development occur in a three‐level context of school organization: the individual level, the group/ programme level, and the whole school level. There exists mutual development and reinforcement between curriculum and teacher competence and also a hierarchy of influence across three levels. Congruence between curriculum change and teacher development and across levels is important for effectiveness of teaching and learning. Congruence represents conceptual consistency and operational consistency, reflecting the strength of school culture. Provides a comprehensive conceptual framework to plan and manage curriculum change and teacher competence development.

Professional development schools (PDSs) are a specific type of school–university partnership designed to support teacher preparation, professional development, inquiry and research, and student learning. Active teacher engagement in PDS work over the past three decades has led to the emergence of teacher leader practice and development as a serendipitous outcome of PDS partnerships. Emphasizing teacher leadership throughout, this chapter provides an overview of PDSs, including a definition and core purposes, benefits of continuous learning for all PDS stakeholders, and the complexities of PDS work before offering a brief history of PDS in the United States.

Abstract

Addresses the purposes of school libraries by pinpointing their emotional, mental, and spiritual benefits for young learners. Discusses their requirements by considering typical organizational deficiencies and situations in Africa, particularly Kenya. Concludes with a summary of some of the existing contributions made towards the achievement of school library development in Africa. Acknowledges that specific steps exist to develop school libraries in Kenya but that these steps have lacked direction, co‐ordination, and goals. School libraries can be developed with limited operational infrastructure, so long as their establishment and development can be planned and co‐ordinated. So‐called problems of school library development are embedded in the underdeveloped attitude to recorded information and libraries in Africa, which is commonly disguised by “lack of resources”.

Abstract

Purpose

In pursuit of achieving Education‐For‐All goals of universal primary education and improving quality of education, the Indian Government has been providing substantial resources to Indian states. The responsibility of providing access and quality remains the states' responsibility. Assessment of educational development will therefore become a focal point of the Center for Education Policy & Guidelines Formulation. While educational development indices help in ranking states, they do not help in capturing best practices and assessing the efficient utilization of resources. Assessment of the Educational Development Efficiency can augment educational development indices in vogue. The purpose of this paper is to develop an Educational Development Efficiency (EDE) model to benchmark the Indian states.

Design/methodology/approach

This paper uses an input‐process‐output conceptual framework to identify the dimensions of educational development. This paper employs Data Envelopment Analysis (DEA) to compare relative efficiency of 28 states and seven Union territories in India and benchmark them. In order to strengthen the discriminatory power of DEA, cross‐efficiency model was used. Factor analysis was performed to determine the inter‐relationships between variables. The efficiency impacting variables were identified using multiple regression analysis.

Findings

This paper benchmarked Indian states on educational development based on their performance. Gross enrolment ratio, students' academic performance and infrastructural investments were identified as the three key variables impacting states' EDE. This paper has shown that the educational administrators can use the EDE model to identify the best practices from efficient states. Insights into utilization of input resources to enhance educational development and consequent improvement of state efficiencies are presented. Four components have been identified to analyze the states' educational development progress – namely, financial adequacy, school resource strength, educational quality and educational access.

Practical implications

Contributions of this paper pertain to evolving a decision support model for national education policy planners, besides providing analytic support to the administrators of the states to benchmark and emulate the efficient educational programs.

Originality/value

This paper is one of the few published studies concerning the evaluation of educational development programs launched in the Indian schools and providing a cross‐comparison of the Indian states for the purposes of performance benchmarking as well as exploring the influencing factors.

Abstract

Purpose

The purpose of this paper is to report on an exploratory study regarding the present situation of middle managers in schools; their professional development needs; and requirements of middle leaders for quality school management so that contents of existing professional development programmes could be improved to meet the needs of middle leaders of primary school education.

Design/methodology/approach

Employing both quantitative and qualitative methods, this paper reports on a study of the training needs of middle leaders in primary schools in which their present situation, their needs for professional development and requirements for quality school management and leadership are explored. The study adopted survey questionnaires as the main method of data collection. To supplement quantitative data with regard to the professional development needs, six middle managers were purposefully selected for semi-structured interviews.

Findings

The findings suggest that there are insufficient training opportunities for middle leaders in primary schools and that there is a strong demand for including the notions of interpersonal skills, crisis management, resources management and understanding of education ordinances in the professional development curriculum for middle leaders. The study recommends that training programmes should exert focus on meeting the specific needs of middle leaders and the content and approach be multi-dimensional.

Originality/value

In spite of the small scale of the survey study, the data collected from individual in-depth interviews can provide the investigators with supplementary information on their professional development needs which also serves the purpose of triangulation. The finding can also be a very constructive reference for course providers who wish to re-engineer and improve the quality of professional development programmes for middle leaders. This may help arouse their interests and enhance their learning motivation.

Abstract

Purpose

In Germany up until now, there has been very little research on staff development in schools. The purpose of this paper is to comprehensively assess school-based staff development and to describe the interplay between different instruments of staff development (e.g. classroom observations, development discussions) at the school level.

Design/methodology/approach

Considering that different constellations of organizational management tools may be differentially effective in different contexts (see Mintzberg, 1983/1992), an approach that takes a combination of different staff development instruments into account was chosen. Data were gathered from principals of primary and secondary schools in two federal states of Germany. Using regression, cluster analysis, and analysis of variance, the authors examined different instruments and patterns of staff development used in everyday school practice and determined how these affected the professional development of teachers.

Findings

Five staff development patterns could be identified. With regard to the extent of professional development activities of teachers, these patterns have been proven to have a different impact. Furthermore, the use of the different staff development patterns seems to be heavily dependent on the type of school.

Research limitations/implications

Further research would be needed that examines if the three most relevant staff development patterns identified in this study can also be proven to be effective with regard to somewhat “harder” criteria than the extent of professional development activities of teachers. Such criteria could be teachers’ teaching skills or even student achievement.

Originality/value

The current study is the first to examine staff development in German schools systematically. The results provide some good leads for further studies in this area.

Abstract

Professional development aims to impact upon teacher knowledge, teacher practice and thus change student outcomes. Some of the most effective examples of professional development have focussed on active involvement of staff and administration in the process and have been extensive and progressive in nature. In this paper, we report on the implementation of a model of professional development in which school reculturing, collaboration between teaching professionals and opportunities for individual teacher learning are core themes. This study, undertaken at a disadvantaged primary school in Queensland, Australia, was a collaborative effort between the school and a university. The case study data were collected within the context of a larger research project. Analysis of the data, collected from focus group interviews with 11 teachers at the school and reflective notes taken from the second author’s research journal, revealed four major themes which focus on reflections of the process of professional development: individual focus areas chosen by the teachers; positives about the process; areas for improvement; and ideas for sustaining the professional collaboration. In conclusion, this study has shown that professional development undertaken in a climate of school reculturing and collaboration enhances a teacher’s sense of ownership and relevance of the in‐service.
