Abstract

Purpose

Newly designed schools for centuries have projected fresh ideals regarding how children should learn and how human settlements should be organized. But under what conditions can forward‐looking architects or education reformers trump the institutionalized practices of teachers or the political‐economic constraints found within urban centers? The purpose of this paper is to ask how the designers of newly built schools in Los Angeles – midway into a $27 billion construction initiative – may help to rethink and discernibly lift educational quality. This may be accomplished via three causal pathways that may unfold in new schools: attracting a new mix of students, recruiting stronger teachers, or raising the motivation and performance of existing teachers and students.

Design/methodology/approach

We track basic indicators of student movement and school quality over a five‐year period (2002‐2007) to understand whether gains do stem from new school construction. Qualitative field work and interviews further illuminate the mechanisms through which new schools may contribute to teacher motivation or student engagement.

Findings

Initial evidence shows that many students, previously bussed out of the inner city due to overcrowding, have returned to smaller schools which are staffed by younger and more ethnically diverse teachers, and benefit from slightly smaller classes. Student achievement appears to be higher in new secondary schools that are much smaller in terms of enrollment size, compared with still overcrowded schools.

Originality/value

We emphasize the importance of tracking student movement among schools and even across neighborhoods before attributing achievement differences to specific features of new schools, that is, guarding against selection bias. Whether new schools can hold onto, or attract new, middle‐class families remains an open empirical question. Future research should also focus on the magnitude and social mechanisms through which new (or renovated) schools may attract varying mixes of students and teachers, and raise achievement.

Abstract

With the rapid development of the Chinese economy and society, the number of international schools in China has increased sharply. As a core part of school quality, the curriculum development in international schools is facing a series of challenges due to the changing requirements from both the government and the market. In order to better understand the current practices of curriculum development in these international schools in China, this study adopts Tyler’s and Gu’s curriculum theories to design a questionnaire to collect data from 104 international schools national-wide. In addition, a semi-structured interview for teachers and principals was also conducted in nine international schools in five different cities in China.

The findings show that most international schools aim at cultivating “global citizens” or “leaders and elites.” In China, most schools attach importance to foreign language teaching, and most courses are offered in English. Group work, inquiry and discussion, and project-based learning are frequently adopted in international schools. The findings also show there is a strong integration of “Chinese culture” and “global vision,” and schools generally try to balance the two aspects. Some schools rely heavily on foreign curriculum resources, and are in urgent need of capacity building in term of curriculum development based on Chinese policy, market demands and their school realities. Compared with developed countries, international schools in China endorse the new mission, mixing the requirements of modernization and globalization at the same time. Therefore, how to reconstruct a Chinese neo-modern curriculum system is the fundamental challenge for all international schools in China.

Abstract

Purpose

Construction organizations' investment in effective talent-development programs is a key strategy in attracting, developing and retaining staff. Such programs are especially important given the current challenges in the construction workforce, including labor shortages, an aging workforce, generational differences in the workforce, supply chain disruptions and the need to effectively train staff in the skills that are essential in a constrained labor environment. To address these challenges, this study proposes a performance measurement strategy that construction companies can use as input to design their talent development programs.

Design/methodology/approach

The strategy intends to assess the performance of project managers and develop criteria that define categories of their performance, including the top performers' category. This enables construction organizations to provide each project manager with individualized training that addresses areas of weakness and in turn, develops the skills that correspond with being top performers. The proposed strategy was developed and tested by surveying the immediate supervisors of 187 project managers working for general and specialty contractors in the United States. Principal component analysis was used to develop a single performance construct from seven performance criteria.

Findings

This construct was used to organize the project managers into the categories of top, above-average and below-average performers. According to the findings, top-performing project managers have well-rounded skills in the areas of leadership, communication, technical proficiency and overall job knowledge.

Practical implications

The outcomes of this study can help construction organizations focus their talent-development programs on the skills most associated with PMs being top performers.

Originality/value

This study provides construction organizations with a comprehensive performance-measuring construct to focus their talent-development programs on the skills most associated with top-performing project managers. Researchers can use this study as a foundation for further understanding how performance is related to various construction professions.

Abstract

Purpose

Doctoral candidates possess specialized knowledge that could support sustainability transitions. Doctoral education, however, often focusses on discipline-specific topics and working methods, making it difficult to “see the bigger picture”. This summer school on wood construction gathered doctoral candidates from different fields to explore how solutions to complex sustainability issues could be found by working together across disciplines and by engaging multiple stakeholders. The purpose of this study is to report the pedagogical approaches taken and to understand whether these fostered the candidates’ ability to develop systemic solutions and professional competency.

Design/methodology/approach

Twenty doctoral candidates from various backgrounds participated in a two-week summer school organized by a consortium of four universities. Interdisciplinary groups worked on real-life challenges using a systemic approach to co-create tangible solutions. To support the creation of socio-technical innovations, stakeholders and experts from different fields were involved. The participants completed two questionnaires during the summer school to help elucidate their learning experiences.

Findings

The doctoral candidates showed strong willingness to cooperate across disciplines, though they found it important to connect this learning experience to their research. The candidates reported that the experience enhanced their ability to work in a multidisciplinary capacity. The experience identified a solid basis for interdisciplinary learning principles that could be replicated.

Originality/value

The summer school focussed on an innovative learning experience based on a systems thinking approach and the development of interdisciplinary capacity in the research-business ecosystem.

Abstract

Purpose

Despite the extensive research on critical success factors (CSFs), there is a paucity of studies that examine CSFs for the deployment of risk assessment and management processes in developing countries, particularly, Africa. The purpose of this paper is to investigate the perception of construction professionals on CSFs appertaining to the deployment of risk assessment and management practices (RAMP) in Tanzania with the aim of filling the knowledge gap.

Design/methodology/approach

The primary data were collected from 67 construction professionals working with clients (private and public), consultants, and contractor organisations (foreign and local) within the Tanzanian construction. Response data was subjected to descriptive and inferential statistics with one-way analysis of variance to examine the differences in the perception of the identified CSFs.

Findings

The descriptive and empirical analysis demonstrated a disparity of the ranking of the ten CSFs among the groups; however, the differences were not significant. Based on the overall sample, the results of the mean score ranking indicate that “awareness of risk management processes”; “team work and communications”; and “management style” were the three highly ranked CSFs whereas “co-operative culture”; “customer requirement”; and “positive human dynamics” were considered to be the least important.

Research limitations/implications

The study did not differentiate the perceptions of the CSFs according to the ownership (local or foreign), and the sample consisted of organisations in one industry operating in Tanzania. Consequently, the findings may not generalise to other industries or to organisations operating in other countries.

Practical implications

For RAMP to be implemented effectively, Tanzanian constructional-related organisations should consider the identified CSFs as a vehicle for improving project success through reduction of risk uncertainty. Furthermore, regardless of the type of organisation, “management style”, “team work and communication” are necessary for the successful deployment of RAMP.

Originality/value

This study makes a contribution to the body of knowledge on the subject within a previously unexplored context. The study provides insights on the drivers and enablers (CSFs) of risk assessment implementation across the Tanzania construction sector.

Abstract

Purpose

The purpose of this paper is to offer an assessment of seismic structural vulnerability of a sample of public schools using Lang survey questionnaire. The structural integrity of public schools in Lebanon is a source of deep concern due to their outdated design and deteriorated status, their apparent lack of compliance with seismic design regulations, the unknown status of their safety and stability, their substandard maintenance and their low construction quality. These schools have not undergone any strengthening improvements to enhance their load-carrying capacity or their resistance to earthquake activity.

Design/methodology/approach

This paper is based on survey questionnaire illustrating the seismic risk exposure of public schools in Lebanon. It offers an assessment of seismic structural vulnerability of a sample of public schools using Lang survey questionnaire. It stresses the needs of retrofitting of public school buildings to enhance their functional capacities against future destructive earthquakes.

Findings

The findings of the survey emphasize the seismic structural vulnerability of the majority of public schools in Lebanon and call for deeper assessment and investigation that involve government officials for strengthening and retrofitting of public school buildings as part of holistic disaster risk-reduction strategy to prevent the induced serious risk to children in the event of a devastating earthquake.

Originality/value

This article should alert school administrators, public leaders and government officials regarding the seismic threats and their subsequent effects on the structural safety of public school buildings in Lebanon. The assessment of seismic structural vulnerability has rarely been performed or even discussed in the Lebanese-related literature.

Abstract

Purpose

The construction industry has shown an inherent inability to adopt advanced technological innovations. The construction innovation literature is highly fragmented and outlines an overwhelming number of factors that arguably influence the transfer of technological innovations in construction. Factor-based research in the construction innovation literature tends to set out technological innovations and their adoption as socially neutral events, overlooking the role of context in the adoption process. Hence, the authors’ understanding of how technological innovations are transferred and implemented in the construction industry remains limited by the constraints of reductionist approaches adopted by factor-based research. This paper aims to advance the authors’ understanding of the actual experiences of technological innovations transfer in construction. Instead of introducing another set of factors, the research, through empirical investigation, develops a comprehensive and holistic framework to re-interpret the existing factor-based literature taking into consideration the role of the construction context and the socially constructed nature of technological innovations.

Design/methodology/approach

This research uses a participatory exploratory multiple case study design strategy, which has much in common with action research. The factors that could influence the transfer of technological innovations were investigated in three selected case studies over an extended period of time. During the research, a prototype system application of construction integration was used as a basis to discuss the adoption of technological innovations.

Findings

The findings suggest moving from the commonly held beliefs in the rational school of technological innovation and the functionalist paradigm towards constructivist approaches to capture the role of context and the stoically constructed nature of technological innovations. It is suggested that construction companies need to develop management capabilities to manage the changing political environments of the adoption process. The research supports the emerging view of technological innovations in construction as a collaborative-based innovation, which is a function of relationships and context.

Research limitations/implications

The research is limited by the settings of the action research design and the use of an interpretive approach. Because the focus was on investigating the “why” question, little attention was given to the “how” question. Accordingly, the findings provide little insights into the way organizations can manage the changing political and social environment of the adoption process. The authors also acknowledge that in spite of their best efforts to build a theoretically grounded framework of factors, they may have overlooked some relevant studies. However, the objective of this research was not to conduct a systematic literature review or to come up with a framework that quantitatively captures all previous research studies; instead, the objective was to build a holistic framework that can be used as a base to analyze the role of construction context and the socially constructed nature of technological innovations in the adoption process.

Practical implications

The research offers several practical insights. First, it suggests that construction companies need to develop management capabilities to be able to lead the changing political environment of the adoption process successfully. Second, the research supports the emerging view of technological innovations in construction as a collaborative-based innovation that is a function of relationship. From a policy perspective, the research provides the basis to reconsider the effectiveness of federal and provincial policies that promote advanced technological Initiatives. The majority of these policies focus on the technical aspects in assessing the adoption of technological innovation, providing little incentives to companies to manage the changing political and social environment of the adoption process.

Originality/value

This research offers several theoretical and methodological contributions. First, it advances the authors’ understanding of the actual experiences of the transfer of technological innovations in construction organizations. Second, instead of introducing another set of factors, the research develops a framework to re-interpret the existing factor-based literature, considering the role of construction context and the socially constructed nature of technological innovations. The research uses the theoretical lens of the social construction of technology framework to analyze the adoption process. The existing literature suggests that such research is scarce and highly needed. Third, unlike the mainstream reductionist approaches, this research adopts an exploratory action research inquiry design that uses both inductive and deductive inquiry approaches to understand the socially constructed nature of innovation transfer in construction. The adopted research design offers a valuable methodological contribution to the existing body of knowledge.

Abstract

Purpose

The purpose of this paper is to present previous studies and reports which have shown that most school buildings in the USA suffer from inadequate physical conditions. As American school buildings become “older”, it is essential for every school district to have an effective facilities maintenance management plan of its facilities. Therefore, the main purpose of this study is to identify and analyze how facilities maintenance is planned, managed and carried out by large public schools in the State of Texas, USA.

Design/methodology/approach

Guidelines taken from the literature drove the development of a survey questionnaire, which was sent to 320 school facilities managers from four major metropolitan areas in Texas. Elementary, middle and high schools with enrollments of 750 students or more were selected from the Texas Education Agency's web site. The responses were received in a secure database established at an online web site, where participants' identities were kept confidential.

Findings

The overall findings of this research indicate a poor quality of facilities maintenance management practices exists in large public schools in Texas. Nevertheless, the study also found that schools following the guidelines set by the US Department of Education tend to have comparatively more detailed and contemporary information about their facility's condition. As a result, these schools are able to predict the projected needs of the school, including its maintenance needs.

Originality/value

The results of this study can be adapted and used by any public school that would like to provide high‐quality school facilities for healthy and supportive teaching and learning environments.

Abstract

Purpose

Clients of the construction industry, an important segment of the project management (PM) discipline, can make an important contribution to the occupational health and safety (OHS) performance of the construction projects they procure. This practice note aims to describe an initiative of the Office of the Federal Safety Commissioner in Australia.

Design/methodology/approach

A model client framework was developed to assist Australian Government agencies to embed OHS into their procurement and PM practices.

Findings

The model client framework establishes principles for the management of OHS in construction projects and establishes processes for client involvement in OHS through the planning, design and procurement, construction and completion stages of construction projects. Within each project stage, key management actions are established for Australian Government agencies.

Practical implications

The model client framework will enable Australian Government agencies to operate in a consistent framework and on a similar footing, with respect to the management of OHS in their construction projects. This practice note describes the key components of the framework.

Originality/value

The model client framework is the first comprehensive set of tools and resources to support construction clients to integrate OHS into their procurement and PM processes. The life‐cycle approach ensures that OHS information is transferred throughout the construction supply chain from the client, through the designer, constructor and ultimately to the end‐user. The Framework shows how the integration of OHS into all aspects of project decision making (led by the client) can significantly improve the OHS performance of construction projects.

Abstract

Purpose

The construction industry is a very important part of the Malaysian economy. The government's aim is to make the industry more productive, efficient and safe. Small to medium‐sized enterprises (SMEs) are at the core of the Malaysian construction industry and account for about 90 per cent of companies undertaking construction work. One of the main challenges faced by the Malaysian construction industry is the ability to absorb new knowledge and technology and to implement it in the construction phase. The purpose of this paper is to consider absorptive capacity in Malaysian construction SMEs in rural areas.

Design/methodology/approach

The research was conducted in three stages: first, understanding the Malaysian construction industry; second, a literature review on the issues related to absorptive capacity and discussions with the Construction Industry Development Board (CIDB); and third, multiple case studies in five construction SMEs operating in a rural area to validate the factors influencing absorptive capacity.

Findings

Nine key factors were identified influencing absorptive capacity in Malaysian construction SMEs operating in rural areas. These factors involved: cost and affordability; availability and supply; demand; infrastructure; policies and regulations; labour readiness; workforce attitude and motivation; communication and sources of new knowledge and; culture.

Originality/value

The key factors influencing absorptive capacity presented in this paper are based on validation from the case studies in five construction SMEs in Malaysia. The research focuses on how they operate in rural areas; however, the research results have wider application than just Malaysia. The key factors identified as influencing absorptive capacity can serve as a basis for considering knowledge absorption in the wider context by SMEs in other developing countries.
