Abstract

The study investigated popular election results regarding the relationship between the variables of county board member defeat or re‐election and the reappointment or dismissal of county school superintendents, in the state of North Carolina, within a one, two, three or four year time frame. All 100 county school districts were studied over a 12‐year period of time in which an ex post facto quasi‐experimental research design was used to determine the relationship between incumbent board member defeat and superintendent turnover following six general elections. Results of the study show there was stability in both superintendent reappointment and incumbent school board member re‐election. These findings do not support previous research regarding the dissatisfaction theory in that previous studies found significant differences between superintendent turnover and incumbent school board member defeat. This study, unlike others, focused on county public superintendent turnover and county board member election results as opposed to city or state superintendent and school board member elections.

Abstract

Purpose

The purpose of this research was to determine the extent to which American school board members faced electoral competition, as well as the factors influencing the likelihood of competition.

Design/methodology/approach

The authors utilized original national survey data of American school board members linked with school district demographic data obtained from the National Center for Education Statistics. Several hypotheses were tested using three state-level fixed-effects logistic regression models predicting electoral competition.

Findings

The authors found that 39.6% of American school board members reported not having an opponent in their most recent election. School board members serving larger urban school districts with higher percentages of special needs students and racial minorities were more likely to have faced electoral competition.

Originality/value

The authors highlighted potential flaws in the traditional model of local democratic governance and helped expand understanding of the dissatisfaction theory of American democracy and continuous participation theory. The authors concluded with several suggestions on how the results can be used to inform future local governance reforms that increase electoral competition and/or create more effective governance models.

Abstract

This research replicated earlier research done in non‐partisan school district elections, concerning the effect of school board member incumbent defeat on non‐voluntary superintendent turnover. In earlier research incumbent defeat was related to involuntary superintendent turnover at the .001 level. It was felt that the partisan (Democratic‐Republican) nature of school board elections in Pennsylvania might change the nature of this relationship and offer some insight into the effect of partisan politics on the local politics of education. Based on the research reported in this article it does not appear that partisan elections have the predicted influence on the politics of local school districts. No partisan predictors supplied a more significant relationship with non‐voluntary superintendent turnover than the general category of incumbent defeat regardless of partisan relationships.

Abstract

The paradigm of the Chinese Box Puzzle served as the analytic framework for this study of school board member recruitment. It directed attention to the process of selection and elimination that narrows the population of a school system to the very few who are elected to the school board. In terms of the paradigm, between the largest box — the many who are governed — and the smallest box — the few who govern — are intermediate boxes that identify the social and political processes that successively narrow the population. The study did not advance specific hypotheses, but rather sought to trace the collective careers of sixty school board members and to draw implications from the modal patterns. The essential finding, that the recruitment process propels into office school board members who are different in many respects from those whom they represent, has important implications for educational governance.

Abstract

This study is based on the earlier work of Iannaccone and Lutz, Kirkendall and Le Doux and Burlingame and uses socio‐economic data obtained from 77 school districts in Massachusetts through the period 1963–1972. The study examines a series of hypotheses related to the “gap” that may develop between community demand and school board response. Some of the findings are (i) the Iannaccone‐Lutz model of school board member incumbent defeat is valid and the “gap” between community demands and the school board's response is an important factor in the operational model; (ii) the school board's response to community's demands (tax rate) is an important variable in determining the “gap” resulting in incumbent defeat and in predicting the variance in this political phenomenon in school districts; (iii) socio‐economic‐political indicators of school district change selected by Kirkendall are related to school board member incumbent defeat.

Purpose – Cory Booker will likely step down as mayor of Newark in 2014 or 2018. When he does, the possibility of a strong Latino candidate emerging is quite likely. There are a number of black politicians who would like to succeed Booker as well. This chapter identifies eight potential successors to Booker and assesses their ability to create a multiracial electoral coalition using prior vote performance in citywide elections.Design/methodology/approach – This study regresses district (or precinct) level vote preferences for the aforementioned potential successors in previous elections on the racial and ethnic composition of the district, using voter district demographic data from 2000 and 201011The 2010 data is still incomplete at the time of publication. As such, this data will be used sparingly. compiled by the US Census Bureau and the Minnesota Population Center.Findings − There is a decade’s worth of evidence suggesting racially polarized voting among blacks and Latinos in Newark. The racialized black and Latino candidates examined in this chapter had much stronger support in districts with large coethnic populations. In contrast, the more deracialized candidates often had softer support in districts with high concentrations of coethnic voters, but often performed better in districts with higher concentrations of non-coethnics.Originality/value − While the author cautions against reading too much into the findings, the results do portend a future of racially polarized voting in Newark, especially as the city’s population diversifies and as different factions vie for power.

Abstract

Purpose

The purpose of this paper is to examine decision making and resource allocation in a small, rural district in a Midwestern state of the USA during a time of economic retrenchment.

Design/methodology/approach

Qualitative case study methods were used, including focus groups and personal interviews with current and former district administrators, Board of Education members, teachers, parents, and other members of the communities the district serves. Organizational archetypes were used as an analytic framework to reveal the deeper cultural values and preferences influencing board and superintendent decisions.

Findings

Underlying historical patterns of decision making were found that were not aligned with constituents' preferences. District leaders refused to consider information that did not fit with their own beliefs and a crisis of leadership occurred, which resulted in the ousting of the superintendent and a majority of school board members. These patterns of decision making furthermore advantaged one group of constituents and disadvantaged another.

Originality/value

This study illustrates the potential of archetypes as an analytic framework for understanding organizational decision making. Revealing tacit patterns of decision making can help organizations recognize and change patterns that are dysfunctional and have negative outcomes.

Abstract

Superintendents’ agency in the US is shaped by governance systems within education systems. These Education Governance Systems have been in a state of flux and experienced turbulence for twenty years. The professional challenge this research addresses is how do 14 credentialed educational professional African American women superintendents with doctorates and track records of school improvement, navigate the turbulence to empower families, and Empower Young Societal Innovators for Equity, Renewal (EYSIER), Social Mobility, and Peace.

This chapter identifies three aspects of a theory of knowledge to action to emerge from the empirical evidence presented. First, African American women superintendents need to know how to access policy and legislation, how to stay up to date with policy and need to be empowered to challenge policy. Policy has the back of African American women fighting institutionalised racism. Second, African American women superintendents need role models, and mentors with wisdom who can create proactive and mobilising networks across the state and the nation to advocate for and to support the teachers’ and leaders’ professional learning to be the best teachers, leaders and superintendents they can be. Finally, the African American women superintendents who have been self-selecting, or identified as potential future superintendents by current superintendents and schoolboards, need to be part of succession planning that transcends the short elected lives of district school boards. Newly incumbent African American women superintendents need to be empowered by Education Governance Systems to enable them to deliver on their manifestos and track records of outstanding school improvement with the impact strategies they were employed to implement. The impact strategies include promoting high-quality home–school engagement and ensuring all students learn how to learn, are culturally sensitive, ask good questions and solve problems as Young Societal Innovators for Equity and Renewal. The chapter recommends a network of African American women superintendents implements this theory of knowledge to action and that their work is documented, and if successful in optimising students’ learning, and outcomes, disseminated to build capacity for EYSIER.

Abstract

This study analyzes the effects of budget referenda on spending levels. An agency theory framework is used to identify the incentives of voters and school boards, and to discuss the use of the referendum as a budget control mechanism. The regression analysis compares expenditures in New York State school districts with and without referenda requirements. Total spending is found to be 5.5% higher in districts without referenda, ceteris parabis. However, the specific rules related to referenda and budget defeats appear to be important determinants of their effectiveness.

Abstract

This article employs a system analytic framework to categorize the available research literature on the politics of education in order to explain the inter‐relationship of private and public interests and of different levels in primary and secondary American schools. The objectives are several: to explain and develop the analytical framework of David Easton; to illustrate its heuristic utility by categorizing empirically‐based research within the components of that framework, and to suggest and encourage future research directions in the subject. Education has escaped application of traditional policy analysis in America because educators have convinced scholars and laymen that they are “non‐political,” a label which even most political scientists have accepted without challenge. However, during the 1960s, a few scholars in education and political science began to apply political analytical methods to public school conflict. This research has begun to change perceptions of education and to provide a beginning set of research projects whose data support tentative generalization about the policy‐making process and the total system of public schools. This orientation is bound to increase because of increasing national government intervention in local schools, both through integration and financial policies. These have provoked growing conflict locally over the proper direction of school policies. In this article, we see how such stress is transmitted in the form of “demands” and “supports” into the “political system”, that persistent social mechanism known in all societies in different forms provides an “authoritative allocation of values and resources”. The political system, in this case public school bodies, “converts” such “inputs” into “outputs” of public policy, which in their administration create outcomes which later cause a “feedback” into the political system as the material for new policy demands. For each component of this Eastonian system, this article examines relevant research, providing an extensive annotated bibliography. From this review, it is possible to suggest lines of needed research.
