Abstract

Purpose

The purpose of this chapter is to compile the expected scenarios of development of digital economy in modern Russia and determine the essence and peculiarities of the optimal scenario implementation.

Methodology

The research is based on the Theory of Games, which is used for comparison of expected scenarios of development of digital economy in modern Russia. A criterion of optimality of the scenario of development of digital economy in modern Russia in this work is effectiveness of its implementation, determined by comparing the results and expenditures in view of probability of each possible sub-scenario.

Results

The performed scenario analysis of development of digital economy in modern Russia showed that the most effective and, therefore, optimal scenario is the one that envisages implementation of the offered new model of a well-balanced digital economy. Despite the fact that probability was determined only for sub-scenarios, within each distinguished scenario, (for determining confidence intervals of the values of indicators) which were not compared with the level of their probability, the given optimal scenario envisages the largest changes compared to the current set course of the formation of digital economy in Russia and hence is the least probable.

Recommendations

The established optimal expected scenario of development of digital economy, which envisages application of its new well-balanced model, is recommended for practical implementation in modern Russia. The given quantitative characteristics of the optimal scenario of development of digital economy in modern Russia could and should be recommended for usage as the basis for developing practical recommendations for monitoring and control of implementation of the optimization model of digital economy in modern Russia.

Abstract

Purpose

The purpose of this chapter is to compile the expected scenarios of development of information economy in the global economic system, determine the role of scenario that envisages practical implementation of the new model of a well-balanced information economy among these scenarios according to the criterion of effectiveness and probability, and select and substantiate the optimal scenario.

Methodology

Due to the absence of initial statistical information that allows characterizing the basic conditions for further development of information economy in the global economic system, the method of stochastic modeling is used for describing forecast scenarios in this chapter. This method is used due to its applicability for forecast analysis in the conditions of uncertainty. With the help of this method, qualitative description of the expected scenarios of development of information economy in the global economic system is accompanied by selected quantitative characteristics, which are conventional, that is, they are given for comparing various scenarios, not for specifying a precise value of estimate indicators. Comparison of the expected scenarios of development of information economy in the global economic system is conducted using comparative analysis method.

Results

It is concluded that the most effective and optimal scenario is the one that supposes implementation of the offered new model of a well-balanced information economy – despite its lower probability as compared to the other scenarios.

Recommendations

The set optimal expected scenario of development of information economy, which envisages application of its new well-balanced model, is recommended for practical implementation in the modern economic systems.

Abstract

This research highlights the scenarios that might serve as a strategic vision to describe a future beyond the current library, one which both guides provosts and creates a map for the transformation of human resources and technology in the university research libraries. The scenarios offer managerial leaders an opportunity to envision new roles for librarians and staff which brings a much needed focus on the development of human resources as well as a thought-stream to understand decisions which effectively and systematically move the organization toward a strategic vision.

These scenarios also outline possible future directions research libraries could take by focusing on perspectives from library directors, provosts, and administrators for human resources. The four case study scenarios introduce potential future roles for librarians and highlight the unsustainability of the current scholarly communications model as well as uncertain factors related to the political, social, technical, and demographic issues facing campuses. Given the changes institutions face, scenarios allow directors to include more uncertainty when developing and articulating a vision. These scenarios may start a discussion, before a strategic planning process, to sharpen the evaluations and measures necessary to monitor achievements that define the value of the library.

Regional trading arrangements are proliferating at a rapid pace in the Asia-Pacific region, although the architecture that will eventually emerge remains uncertain. In this chapter we explore the economic implications for both China and its trading partners of the current crop of preferential arrangements and potential future developments in the Asia-Pacific region, using computable general equilibrium simulations. By doing so the chapter aims to identify factors that are likely to weigh heavily in the economic interests of the different participants in some of the alternative ways in which the trade architecture of the region might develop, and the extent of convergence or divergence in these interests.

Abstract

Commentators have claimed that business schools encourage unethical behavior by using economic theory as a basis for education. We examine claims that exposure to agency theory acts as a self-fulfilling prophecy, reducing ethical behavior among business students. We experimentally test whether economics coursework or a manipulated competitive vs. cooperative frame affects measured ethical behavior in simulated decision settings. We measure ethical behavior using established tasks. We also measure ethical recognition to test whether agency theory reduces recognition of ethical issues. Exposure to agency theory in either prior classwork or the experiment increased wealth-increasing unethical behavior. We found no effect on unethical behavior that does not affect wealth. We found no effect of exposure to agency theory on ethical recognition. Usual laboratory experiment limitations apply. Future research can examine why agency theory reduces ethical behavior. Educators ought to consider unintended consequences of the language and assumptions of theories that underlie education. Students may assume descriptions of how people behave as prescriptions for how people ought to behave. This study contributes to the literature on economic education and ethics. We found no prior experimental studies of the effect of economics education on ethical behavior.

Abstract

Ethical issues and moral reasoning are important in the tax policy context because shared moral values create good societies (Paul et al., 2006). This study of the equitable relief subset of the innocent spouse rules is a good example of Congressional and IRS policy that has been substantially reformed twice (and continues to be reassessed) to create tax law that effectively treats innocent spouses equitably (Fleischman & Shen, 1999). The purpose of this study was to evaluate the degree to which subjects' moral reasoning, using the first two steps of Rest's (1986) ethical reasoning model, is related to perceived moral intensity (Jones, 1991) in several tax-based equitable relief situations. Integrative social contracts theory provides the study's theoretical lens.

Subjects evaluated a mailed-questionnaire containing two separate equitable relief scenarios about a spouse who was unaware of her husband's tax evasion – one scenario included verbal abuse and the other scenario contained no such abuse. The survey also contained a variety of ethics and attitudinal measures used to measure the study's focal variables. The results support the a priori hypotheses that moral intensity is positively related to recognition of an ethical issue, judgment that the ethical scenario is unethical, and judgment to grant equitable relief. In addition, the scenario containing emotional abuse was associated with increased levels of moral intensity as compared to the scenario that did not contain abuse. The paper concludes with a discussion of both professional and public policy implications.
