Abstract

This paper reports an employee‐management consensus approach for identifying safety initiatives that are both appropriate to the working environment and also perceived to be appropriate by the workforce. Issues affecting the success of employee involvement schemes are discussed and the methods used during the implementation stages of the programme to address them are described. The case study was set in the UK distribution division of an international oil company and was applied to safety issues affecting the division’s tanker drivers. The study used an employee questionnaire to assess drivers’ perceptions of safety management, workplace conditions and safety concerns. Factor analysis and structural equation modelling were used to develop a management/workplace/workforce model to describe the drivers’ working environment. The model was then used to discuss and explain the drivers’ choices of safety initiatives.

Abstract

In this article we explore how inpatient mental health services in England and Wales are interpreting and responding to policy derived from Mainstreaming Gender and Women's Mental Health (DH, 2003) in relation to women's safety in inpatient settings. This article will outline the background to concerns about safety in mental health settings for women and drawing on relevant literature and on interviews with service managers, practitioners and users identify some current issues in improving safety for women in inpatient settings and in creating single sex provision. Our review suggests that whilst there are improvements in provision for women in inpatient settings, some women are still not being offered a real choice of a women‐only setting on admission to hospital, and that changing the culture that permits a lack of physical and relational safety for women presents real challenges. We will discuss some of the implications for future practice.

Abstract

Aims to examine the impact of health and safety legislation emanating from the European Community and to analyse what effect, if any, it will have on British occupational health and safety law. An examination of the social action programmes shows that the pace of change has increased rapidly since the Single European Act was incorporated into the Treaty of Rome and became operative from July 1987. Because of rapid changes that are occurring on a broad front there was a need to be selective. Emphasizes to some extent, therefore, the construction industry because it would appear that European legislation is likely to have a major impact on British law and practice in this industry.

Abstract

Quality and safety are two important issues in the construction industry. The industry not only looks for good quality buildings but is also keen to promote a safe working environment on construction sites. Quality management systems (QMS) as well as safety management systems (SMS) are already in place in many countries where quality and safety issues are dealt with respectively. Unfortunately, both systems are frequently considered separately. It is the contention of this paper that there are similarities between both systems and that it is technically possible and desirable to integrate a SMS within a QMS to achieve an integrated quality and safety management system (QSMS). The paper highlights the relevant safety elements and quality requirements and, by means of surveys and interviews with quality managers and safety managers, confirms that there are similarities between a SMS and a QMS, making it possible to integrate these two systems, to achieve better co‐ordination and utilisation of scarce resources.

Abstract

Purpose

Frequent fire incidences in various hospitals across the globe with devastating effects on humans and other resources have multiplied. Stakeholders in the health-care sector are worried because of the yearly fire outbreak increase. However, fire safety management has been proved as a successful platform to mitigate fire in health-care facilities. How far regarding public health-care facilities is yet to receive in-depth studies in Malaysia. This paper aims to investigate the issues associated with fire safety management and proffers possible solutions to improve safety in public health-care facilities from the operators’ perception.

Design/methodology/approach

The objectives were achieved through a combination of case studies of five selected Malaysia’s public hospitals and a qualitative approach. Thematic analysis with the assistance of MAXQDA (software program designed for computer-assisted qualitative and mixed methods data) 2018, a type of qualitative data analysis software was used to analyse the collated data which emerged from the knowledgeable participants.

Findings

Lax implementation of safety policy, inadequate water pressure, poor maintenance, inadequate communication system, amongst others, emerged as the issues. Findings proffer five main measures to possibly improve fire safety management in public health-care buildings. This includes a feasible institutional framework, improve the emergency response team, improve the occupational health and safety system and others.

Research limitations/implications

This paper is limited to exploring the issues associated with fire safety management and proffer possible solutions to improve safety in public health-care facilities from the operators’ perception. Future research is needed to engage useful information in advancing fire safety management in public hospital buildings and possibly developing a qualitative model using a generic fire response model. Also, to investigate the level of compliance with the requirements of a fire safety management plan and possibly develop a well-detailed fire safety plan in Malaysia’s public health-care buildings.

Practical implications

As part of the paper implications, the paper concludes that improved fire protection systems via modern technologies and training of key staff members in accident response and recovery during fire emergencies should be encouraged. This can be achieved through the enforcement and implementation of a fire safety management plan. Thus, this study is encouraging the implementation and sustainability of a fire safety management plan for health-care buildings across Malaysia.

Originality/value

To the best of this paper’s knowledge, this is possibly the first comprehensive paper on fire safety management in public health-care facilities that engaged operators in Malaysia. Moreover, this paper proffers feasible policy solutions to improve the fire safety management plan in public health-care buildings.

Abstract

This paper aims at presenting the analysis of the views of construction participants in China’s construction industry on three major site safety issues. First, data from three distinctive roles (project managers, safety officers, and foremen) on site safety knowledge were analysed. Results indicate that they have low levels of safety knowledge. This is consistent with the existing literature, implying that safety training and education is a major issue around the world. In addition, the views of project managers and safety officers are further elicited on the second issue (that is, factors affecting site safety) and the third issue (that is, methods for improving project safety management). Results indicate that both parties have quite consistent views. The six most important factors are “lack of attention to safety protection by workers”, “lack of attention to safety management by main contractors/project managers”, “insufficient safety training”, “inadequate safety level”, “tiredness of workers”, and “poor quality of construction materials and equipments”. The five most promising methods are “increase in safety investment in terms of manpower, capital and finance”, “improvement in safety operations”, “no alcohol at work”, “increase in safety training and education for workers”, and “increase in safety inspection”. Discussions are given in this paper.

Abstract

Purpose

The purpose of this paper is to support the implementation of safety and security guidelines in the Norwegian oil and gas industry and verify the actual use of the guidelines by industry and authorities.

Design/methodology/approach

An action research approach was used, exploring organisational learning as described by Argyris and Schon and by Nonaka and Takeuchi as “The knowledge‐creating company.” Interviews (analysis of interviews), workshops and reviews of guidelines and audits were performed in addition to “learning workshops” trying to create understanding and compliance related to the guidelines among industry and authorities.

Findings

The guideline OLF104 is used in the Norwegian oil and gas industry, by operators and by suppliers and checked through audits. However, the guideline should influence working procedures at operators more. The guideline seems to have improved resilience.

Research limitations/implications

The impact of the guideline on safety and security should be more systematically assessed. It is suggested that improvement of experience and knowledge related to safety, security and resilience of distributed control systems could improve the guidelines.

Social implications

The paper shows that there is improved awareness, safety, security and resilience when process control systems are integrated with ICT systems.

Originality/value

The contribution of the paper is the exploration of a broad‐based action‐based approach, involving key stakeholders in a structured manner, to improve practices and facilitate implementation of safety and security guidelines. The contribution is also an empirical documentation of the implementation of key issues of security and safety in guidelines between two different areas of competence, ICT and process control. The paper will be of interest to the key stakeholders: the industry, authorities and the media.
