Abstract

European air transport policy, emerged through the confluence of case law and legislation, in four broad areas: liberalization, safety and security, greening, and the external policy. Following the implementation of the single market for air transport, policy shifted to liberalizing and regulating associated services and in recent years to greening, the external aviation policy, and safety and security. Inclusion of air transport in the Environmental Trading Scheme of the European Union exemplifies the European Commission’s proactive stand on bringing the industry in line with emission reduction trajectories of other industries. However, the bid to include flights to third countries in the trading scheme pushed the EU into a controversial position, causing the Commission to halt implementation and to give ICAO time to seek a global multilateral agreement. The chapter also discusses how the nationality clauses in air services agreements breached the Treaty of Rome, and a court ruling to that effect enabled the EC to extend EU liberalization policies beyond the European Union, resulting in the Common Aviation Area with EU fringe countries and the Open Aviation Area with the USA. Another important area of progress was aviation safety, where the EU region is unsurpassed in the world, yet the Commission has pushed the boundary even further, by establishing the European Safety Agency to oversee the European Aviation Safety Management System. Another important area of regulatory development was aviation security, a major focus after the woeful events in 2001, but increasingly under industry scrutiny on costs and effectiveness. The chapter concludes by arguing that in the coming decade, the EU will strive to strengthen its position as a global countervailing power, symbolized in air transport by a leadership position in environmental policy and international market liberalization, exemplified in the EU’s external aviation policy.

Abstract

The voluntary hospital trustee has traditionally seen issues of medical care, including those of patient safety, as falling within the delegated sphere of the medical staff. This customary distancing of the trustee from direct involvement in patient safety issues is now challenged by unprecedented scrutiny of hospital safety results through voluntary disclosure or mandatory public reporting. This new climate, fostered by the Institute of Medicine's To Err is Human and the Institute for Healthcare Improvement's 100,000 Lives campaign, has complicated the role of the trustee in satisfying the traditional “prudent person” test for meeting fiduciary obligation as the trustee's breadth of involvement expands. Viewed theoretically, Mintzberg models the hospital as a case of a professional bureaucracy, in which the professional staff is responsible for standard setting and regulation. This traditional role of the professional staff is potentially assumed by others lacking technical background. Trustees are now asked to examine reports identifying physician compliance in attaining safety standards without education in the practice supporting those standards. Physician board members, whose numbers have increased in the past decade, are often sought to take the lead on interpretation of patient safety standards and results. The very public nature of patient safety reporting and its reflection on the reputation of the organization for which the trustee is ultimately accountable create a new level of tension and workload that challenges the dominant voluntary model of trusteeship in the United States health system.

Abstract

This chapter presents a theoretical framework of the industrial relations (IR) system in China’s coal mining industry, combining the roles of management organizations, workers, and trade unions, as well as government agencies. It is one of the first empirical attempts to investigate the relationship between human resource (HR) practices, labor relations, and occupational safety in China’s coal mining industry over the past 60 years, based on the secondary data on coal mining accidents and case studies of two state-owned coal mines in a northern city in Anhui Province, China. The fluctuating occupational safety has been affected by government regulations over different time spans, marked by key political agendas, and by coal mining firms taking concrete measures to respond to these regulations, while exhibiting differing safety performance in state-owned versus township-and-village-owned mines. The field studies compared a safety-oriented to a cost-control-oriented HR and labor relations system, and their influences on safety performance. Coal mining firms and practitioners are advised to shift the traditional personnel management paradigm to a modern HR management system. In addition, although workers are often blamed directly for accidents, it is suggested that workers’ participation and voice in various processes of decision-making and policy implementation, and trade unions’ active involvement in protecting workers from occupational hazards, be encouraged.

The present chapter has reviewed the opportunities and limitations of the Russian Federation to situate as a leading international destination. There are significant methodological and conceptual issues during the assessment of the world countries and regions safety level. They are caused by lack of the universal assessment method of such risks, incompleteness of the risk criteria taken into consideration, subjective assessment factors, and occasional substitution of the risk factors with the political–competitive ones. Still, the safety issue is one of the most important for a modern tourist. The available information resources, providing their own safety level assessment of the world countries and regions for travellers, differ between them in terms of the selected categories, specified safety levels of the countries and regions and also in terms of understanding and details of the travel risk notion itself. But the greatest challenge for an ordinary tourist, who does not have experience in searching specialised information, is to become familiar with these information resources.

Purpose – Freeway networks are designed to higher standards and are safer infrastructures as compared to other road types, if properly designed. On the other hand, these facilities are driven at very high speeds and therefore speed and design consistency are essential for achieving safe infrastructure designs. This chapter describes the criteria for speed and design consistency and looks at new tools and criteria for improving freeway safety in new and in existing infrastructures.

Methodology – This chapter describes the criteria to evaluate if there are speed, design and human factors inconsistencies, as well as potential solutions for tackling local deficiencies and speeding issues. As one of the critical issues in freeway safety is represented by run-off-road crashes, a specific section in the chapter is devoted to newly developed design and assessment tools for improving roadside safety. The potential implications of Intelligent Transportation System (ITS) technologies on freeways design and management are also presented.

Findings and Social Implications – The important crash reduction trends observed in the decade 2001–2010 are now slowing down and new actions are required to be coupled with more traditional design checks. The full implementation of cooperative ITS systems is expected to have a very important impact on road safety, but in the short term several safety improvements can be realised: section speed enforcement techniques and high-friction wearing courses have been proven to be extremely effective, as have perceptual measures accounting for human factors principles.

Abstract

Although it is widely acknowledged that health care delivery systems are complex adaptive systems, there are gaps in understanding the application of systems engineering approaches to systems analysis and redesign in the health care domain. Commonly employed methods, such as statistical analysis of risk factors and outcomes, are simply not adequate to robustly characterize all system requirements and facilitate reliable design of complex care delivery systems. This is especially apparent in institutional-level systems, such as patient safety programs that must mitigate the risk of infections and other complications that can occur in virtually any setting providing direct and indirect patient care. The case example presented here illustrates the application of various system engineering methods to identify requirements and intervention candidates for a critical patient safety problem known as failure to rescue. Detailed descriptions of the analysis methods and their application are presented along with specific analysis artifacts related to the failure to rescue case study. Given the prevalence of complex systems in health care, this practical and effective approach provides an important example of how systems engineering methods can effectively address the shortcomings in current health care analysis and design, where complex systems are increasingly prevalent.

Abstract

Purpose

The purpose of this research was to utilize protection motivation theory, which states that individuals will take actions to protect themselves from threats when they have both knowledge of actions that will protect them from the threat and the motivation to do so, to develop a better way of training adolescents to be safe on the Internet.

Design/methodology/approach

This study utilized an experimental approach in a high school environment to test its hypotheses. Participants were split into two groups: a group who received a tutorial about how to stay safe on the Internet (an enactive mastery tutorial that allowed students to actually try out the skills they were learning) and a group who did not receive the training. Participants were then asked about their intentions to engage in protective behaviors, their perceived ability to do so, and the likelihood that these protective behaviors would help them to stay safer on the Internet.

Findings

The findings indicated that an enactive mastery training program increased intentions to engage in safe online behavior in the future, offering a foundation for the development of future theory-based online safety interventions.

Research limitations/implications

This study was conducted in a small geographic region in schools that agreed to utilize a class period to test the enactive mastery tutorial, which limits its external validity. Furthermore, this study only measured intentions to engage in protective behaviors, not actual behaviors.

Practical implications

This research provides a guideline for an effective way of increasing the likelihood that adolescents will engage in protective behaviors online, which has great practical applications for teachers, administrators, PSA advertisers, etc.

Originality/value

This chapter provides a framework for creating programs to help adolescents engage in safer behavior. Furthermore, it introduces the idea of involvement to the protection motivation theory literature, which is a valuable variable to consider when determining how to create an effective campaign to change behavior.
