Abstract

Purpose

The purpose of this paper is to discuss different approaches of performance measurement and benchmarking as “reflexive institutions” for local governments in England, Germany and Sweden from a comparative perspective.

Design/methodology/approach

These three countries have been selected because they represent typical (most different) cases of European local government systems and reforms. The existing theories on “institutional reflexivity” point to the potential contribution of benchmarking to public sector innovation and organizational learning. Based on survey findings, in-depth case studies, interviews and document analyses in these three countries, the paper addresses the major research question as to what extent and why benchmarking regimes vary across countries. It derives hypotheses about the impacts of benchmarking on institutional learning and innovation.

Findings

The outcomes suggest that the combination of three key features of benchmarking, namely – “obligation”, “sanctions” and “benchmarking authority” – in conjunction with country-specific administrative context conditions and local actor constellations – influences the impact of benchmarking as a reflexive institution.

Originality/value

It is shown in the paper that compulsory benchmarking on its own does not lead to reflexivity and learning, but that there is a need for autonomy and leeway for local actors to cope with benchmarking results. These findings are relevant because policy makers must decide upon the specific “governance mix” of benchmarking exercises taking their national and local contexts into account if they want them to promote institutional learning and innovation.

Abstract

Gender equality plans (GEPs) are currently the preferred approach to initiate structural change towards gender equality in research organisations. In order to achieve structural change, GEPs have to be more than just a formally adopted institutional policy. Effective GEPs lead to a transformation of gendered practices and thus to structural change. This chapter presents the innovative approach developed for an H2020 structural change project and its theoretical background. We argue that due to the dual logic, which characterises academic organisations, the organisational logic and the academic logic, change is a complex endeavour. To deal with this complexity, one of the main functions of a GEP is to provide space and initiate reflexivity at an individual as well as at an institutional level. A theory of change approach supports reflexivity in all stages of a GEP as it ensures that basic assumptions of the institutional change process are questioned and reflected on by the different stakeholder groups involved in the implementation.

Abstract

Purpose

This chapter is aimed at contributing to the question of how institutional reforms affect multi-level governance (MLG) capacities and thus the performance of public task fulfillment with a particular focus on the local level of government in England, France, and Germany.

Methodology/approach

Drawing on concepts of institutional evaluation, we analytically distinguish six dimensions of impact assessment: vertical coordination; horizontal coordination; efficiency/savings; effectiveness/quality; political accountability/democratic control; equity of service standards. Methodologically, we rely on document analysis and expert judgments that could be gleaned from case studies in the three countries and a comprehensive evaluation of the available secondary data in the respective national and local contexts.

Findings

Institutional reforms in the intergovernmental setting have exerted a significant influence on task fulfillment and the performance of service delivery. Irrespective of whether MLG practice corresponds to type I or type II, task devolution (decentralization/de-concentration) furthers the interlocal variation and makes the equity of service delivery shrink. There is a general tendency of improved horizontal/MLG type I coordination capacities, especially after political decentralization, less in the case of administrative decentralization. However, decentralization often entails considerable additional costs which sometimes overload local governments.

Research implications

The distinction between multi-purpose territorial organization/MLG I and single-purpose functional organization/MLG II provides a suitable analytical frame for institutional evaluation and impact assessment of reforms in the intergovernmental setting. Furthermore, comparative research into the relationship between MLG and institutional reforms is needed to reveal the explanatory power of intervening factors, such as the local budgetary and staff situation, local policy preferences, and political interests in conjunction with the salience of the transferred tasks.

Practical implications

The findings provide evidence on the causal relationship between specific types of (vertical) institutional reforms, performance, and task-related characteristics. Policy-makers and government actors may use this information when drafting institutional reform programs and determining the allocation of public tasks in the intergovernmental setting.

Social implications

In general, the euphoric expectations placed upon decentralization strategies in modern societies cannot straightforwardly be justified. Our findings show that any type of task transfer to lower levels of government exacerbates existing disparities or creates new ones. However, the integration of tasks within multi-functional, politically accountable local governments may help to improve MLG type I coordination in favor of local communities and territorially based societal actors, while the opposite may be said with regard to de-concentration and the strengthening of MLG type II coordination.

Originality/value

The chapter addresses a missing linkage in the existing MLG literature which has hitherto predominantly been focused on the political decision-making and on the implementation of reforms in the intergovernmental settings of European countries, whereas the impact of such reforms and of their consequences for MLG has remained largely ignored.

Abstract

Purpose

The explanatory power of Multi-Level Governance (MLG) has been and is being questioned. Two main criticisms have been raised: first, that MLG is ultimately descriptive, not explanatory; second, that MLG is a case of concept stretching, that it is ultimately an umbrella notion rather than a theory. This chapter outlines what ripostes may be provided to such critiques and argues that the progress of the study of MLG and its usage in political science and public policy and management may lie to an important extent in fostering the dialogue with other streams of research (thus filling the gap of some ‘missing linkages’ in the extant MLG literature), like network governance; policy learning; the analysis of policy tools and the tools of government in complex systems; models in strategic management like stakeholder analysis and others.

Methodology/approach

This volume is a collective contribution by authors from different disciplinary backgrounds who all address, from different angles and by using a variety of research methods, the key question of how to bring into the MLG research agenda a range of disciplines and applied fields of inquiry that have so far only limitedly been used in the MLG stream of research and literature more systematically.

Findings

It arises from the volume that theoretical frames like network governance; policy learning; policy tools analysis; stakeholder analysis and others have important potential to further the MLG research agenda. A number of contributions address the transformation of MLG in the European Union (EU), the polity where MLG arrangements where first detected and labelled as such (Marks, 1993). Others apply MLG frames to other institutional settings, including non-democratic regimes.

Research implications

This volume is a collective attempt to suggest ‘cross-fertilisations’ from other disciplines or applied fields that may lead to unleash more of the potential and promises of the MLG agenda. It is hoped that this work lays some of the foundations for building bridges between the MLG literature and disciplines and theoretical frames that may be effectively brought into the MLG research agenda.

Practical/social implications

MLG has long gone beyond the academic debate, to become an analytical lens employed by EU and other institutions across the globe. MLG informs the practice of policy-making. By addressing some key gaps in the extant literature and furnishing perspectives to link MLG to disciplines that may provide theories and models to further its analytical potential, this volume aims at contributing to improving the practice of MLG.

Originality/value

The volume is – to our knowledge – the first systematic attempt to bring into the MLG literature a whole range of theories and models that may provide ways forward to the understanding and usage of MLG.

Abstract

Purpose

The purpose of this paper is to investigate public partners’ motives for seeking and/or accepting partnerships with third sector organisations.

Design/methodology/approach

The approach is to seek to identify and explain motives from different perspectives; as responses to government failure or voluntary failure, as related to governance structures, and/or as driven by resource dependencies. The empirical material was gathered through semi-structured interviews with public employees in Swedish municipalities. The aim of the interviews was to grasp the public partners’ motives for partnerships with third sector organisations. Each interview started with questions on the presence and forms of partnerships, thus creating a backdrop for the motives, both during the interview and as a map of the partnership landscape.

Findings

The most prominent motives for public engagement in partnerships with third sector organisations are related to democratic values, the need to solve concrete problems, and economic rationality. The motives vary with the type of partnership of which there is considerable variation in scale, content and contribution; the types of partnership vary with different policy fields and services. Different perspectives highlight different motives but none of them excludes other perspectives.

Originality/value

The main contribution of the paper is the empirically based findings of a multi-layered public–third sector partnership landscape where policy fields, forms and complex motives are intertwined.

Abstract

Since more than one decade, the German armed forces are undergoing massive modifications in structure, size and mission, which can be traced back to the transformation of the international security environment and globalisation effects after the end of the Cold War (Held, McGrew, Goldblatt, & Perraton, 1999). As the threat scenarios changed from mutual deterrence to a multitude of risks and dangers, including violent internal conflict, international terrorism and global ecological crisis, the threat perceptions within wider society underwent simultaneous changes. Today, ‘security’ and ‘insecurity’ are terms with totally different connotation than only 20 years ago. Clearly, these alterations also initiated a new era of civil–military relations in Germany after 1990. Besides the rather obvious transnational effects described by the changing security context as well as the trend towards globalisation and to new security regimes, perpetual societal changes within West European societies evenly took place during the last thirty years. These societies are therefore becoming ‘post-traditional societies’ (Giddens, 1994)1 or – as far as the armed forces are concerned – ‘post-military’ societies (Shaw, 2000). This study aims at examining the current state of civil–military relations and deals with the question of the existence of a civil–military gap in Germany. Therefore, empirical data stemming from an international project will be examined. After a sketch of the patterns of civil–military relations in Germany, a brief description of the methodology of the German part within the Civil–Military-Gap-project is given. Afterwards, some key findings of the project data, concerning a set of questions relating to security, war and peace issues, are presented and discussed.
