Abstract

Purpose

The purpose of this paper is to explore, through the use of a multidisciplinary lens, the policy context and the scope for improvements in university‐based public programmes focused on improving innovation in small and medium enterprises (SMEs).

Design/methodology/approach

The authors use the street‐level bureaucracy (SLB), combined with the systems of innovation approach (SIA) and diagnostic analysis (DA) to understand the context components that impact on public programme services. The study is part of a research programme oriented to the diffusion of information systems in SMEs and which used original interview‐based programme support case studies, interviews with regional policy managers, and documentation relating to the policy system and different public programmes. Although the empirical work was UK and European Union centric the results of the research have wide applicability.

Findings

The paper establishes the importance of programme contexts for diagnosing and providing a basis for public programme improvements. It further demonstrates the robustness of the context analysis framework to provide insights into proposed policy changes. The responsibility of improving programme contexts relies on actors that operate outside programme organisations, for instance EU funding bodies, government departments in charge of SME policies, public‐private partnerships, and private evaluators. Given this complexity it is suggested that SME associations have a potentially important role in increasing participation by SMEs in the public programme for innovation and knowledge support policy. Despite possible policy changes the requirement for public programme support for innovation and hence the role of universities as programme providers is confirmed and expanded.

Research limitations/implications

The results demonstrate the value of a multidisciplinary framework to analyse programme interventions at both macro and micro levels and provide a basis for programme policy and policy implementation improvements.

Originality/value

This research is a novel attempt to use the SLB, SIA and DA to public programme university‐based interventions in SMEs and SME policies in general. It complements extant research on open innovation and knowledge exchange by extending the concept of public programme contexts. Beneficiaries of the findings include policy makers, programme organisations, universities, SME associations, and researchers.

Abstract

Purpose

This paper seeks to understand how strategic information systems (IS) alignment takes place in small and medium‐sized enterprises (SMEs).

Design/methodology/approach

The paper employs a qualitative and quantitative analysis of data from 27 cases.

Findings

A contingent model allows re‐interpretation of earlier findings that appear to be inconsistent. First, benefit realisation depends on alignment between IS and business strategies. Second, IS investment is frequently limited to supporting operations and transactions. Third, organizations with more sophisticated IS tend to perform less successfully than those with less complex systems, the greatest alignment and highest performance are reported for systems to improve efficiency, and organizations that adopt a low‐cost approach are unlikely to use IS strategically.

Research limitations/implications

The paper extends understanding of the contingent nature of SMEs' investment in, and use of, IS, and of the effect of market position on IS management. It provides guidelines by describing the dominant paths to alignment. The limitations are that the SME sample is not random, the scoring protocols rely on author coding, whether the research identifies cycles of alignment, alternative interpretations of path hierarchy, and if an SME's location uniquely defines its alignment path.

Originality/value

Performance is a function of the alignment between IS strategy and other business domains. However, prior research has focused on outcomes, rather than the processes by which alignment is developed. Using multiple case data, this paper investigates alignment in SMEs, explaining why different SMEs follow different paths to alignment. Four paths are identified, with the path chosen contingent on an SME's market position.

Abstract

Purpose

This study seeks to compare and contrast the contexts and processes of the formation and development of small and medium enterprises (SMEs) in Brazil and Mexico. Additionally, a research agenda is defined based on information generated by various sources regarding the initial stages of enterprise formation.

Design/methodology/approach

This research paper uses data collected from a 2002 study conducted by the Inter‐American Development Bank, along with institutional reports and academic literature, in order to perform a comparative analysis on the gestation and early development of SMEs in Brazil and Mexico.

Findings

This analysis of prior research studies indicates that emerging economies like Brazil and Mexico face enormous social and economic challenges that have in turn slowed down the efficiency and effectiveness of SME support programs. In addition, the differences found in the institutional, socio‐cultural, and economic context of Brazil and Mexico reveal that governments and entrepreneurs face the challenge of sustaining the existence of SMEs.

Research limitations/implications

Since, there was no access to raw data and no statistical procedures could be conducted, the significance of the differences between SMEs in Brazil and Mexico discussed in this paper is perceptual. Future research resulting from this paper shall develop theories that would help to create effective SME support programs, identify how particularities in every country affect SME formation, development, and survival, and explore issues faced in the growth, maturity, and mortality stages of SMEs.

Originality/value

SMEs are extremely important to the economies of both Brazil and Mexico. However, an understanding of the micro and macro issues faced by these countries is very limited. This research paper identifies and analyzes such issues in order to specifically make way for future empirical research.

Abstract

Purpose

Using the case study of a small firm this research study aims to understand the actions required for diffusion of an innovation in a small firm.

Design/methodology/approach

The research used a qualitative approach involving interviews, referring to archival documentation and observations to understand the actions required for diffusing an innovation in an SME.

Findings

From this case study various institutional actions specific to a small firm were identified as a result of government intervention. Classic theories of adoption and use such as, TAM, TPB, TRA or DoI can quantify measures but cannot explain the impact of the actions that the applied King et al. framework did. Further, although these actions are not directly evident, using the qualitative findings and analysis it can be seen that they are important for the diffusion of an innovation. It can also be learnt that these institutional actions can be vitally important for the growth and development of a future innovation. Although the role of government intervention was small in monetary terms, the mere presence of government representation was critical to ensure that the proposed plans and measures were implemented in the appropriate manner and at the appropriate time, both for the small firm and for the government. In terms of the theoretical framework's institutional actions it can be learnt that not all action outcomes are clearly visible. Some are tangible, while others are not. This implies that to diffuse innovation, there needs to be an understanding of monetary, human and other such resources to form a better understanding. However, most importantly it can be concluded that the diffusion framework developed by King et al. provides a clear picture of the diffusion of an innovation and is most useful for understanding not only national government interventions that previous research identified. Previous institutional actions research has not clearly shown how a micro understanding of the impacts of the various actions can be obtained, of which this study provides further evidence.

Originality/value

Collaborative arrangements between HEIs, SMEs and government funding agencies are increasingly encouraged. This paper examines and understands the impacts of strategies used for diffusing innovations, of which the SME and KTP contexts have fewer studies.

Abstract

Web‐based technologies are becoming an important way for small and medium‐sized enterprises (SMEs) to acquire information systems capabilities to support business transformation. This paper investigates the business, technology, and IS drivers for component‐based applications. Web service technology is identified as a key driver for SMEs to gain operational and strategic benefit from net‐sourced information systems. The role of Web services in SMEs is explored through application of Venkatraman's business transformation model. The Web‐service transformation model is applied to a case study of a SME that is adopting Web service technology. The case identifies the potential benefits for SMEs of Web service technology and considers the factors that enable successful Web service adoption.

Abstract

Purpose

This paper aims to explore the relationship between owner-manager or leader’s ambidextrous leadership style and its effect on human resource management (HRM) practices, contextual ambidexterity and knowledge-intensive small- and medium-enterprises (SMEs) strategic agility.

Design/methodology/approach

This study presents an in-depth qualitative case study analysis of two knowledge-intensive SMEs from India’s information technology and health-care products industry serving a range of global clients. Using the theoretical lenses of empowerment-focused HRM practices, ambidextrous leaders, contextual ambidexterity and strategic agility, semi-structured interview data of leaders, managers and employees of the case organizations were analysed. Through a two-staged analytical process, we abductively developed a novel conceptual framework at the intersection of the above theoretical lenses.

Findings

The findings suggest that the knowledge-intensive SME’s strategic agility, ambidexterity and empowerment-focussed HRM approach was influenced by the owner-manager or leader’s ambidextrous leadership style and their philosophy towards managing people and had a positive impact in creating a culture of trust, participation, risk-taking and openness, and led to delivering innovative products and services as well as several positive employee-level outcomes.

Originality/value

Recent literature reviews on HRM In SMEs highlight several gaps, including the impact of owner-manager or leader’s philosophy of managing people in shaping HRM practices and employee outcomes. This paper thus adds to the existing literature on HRM and knowledge-intensive SMEs.

Abstract

Purpose

The paper seeks to overcome previous research limitations by examining both macro (industry, country) and micro (functions, enterprise) level phenomena within the information communication technologies (ICT) use of small and medium‐sized enterprises (SMEs). Australia and Germany were chosen because both recognise the importance of SMEs.

Design/methodology/approach

The study adopted an interpretivist philosophy and a qualitative case study method that enables gathering data which are rich in detail. Semi‐structured, on‐site interviews were carried out in eight firms of various classifications.

Findings

The study found that, for micro enterprises, ICT is only emerging in the form of systems that have the potential to facilitate the interactions with the outside. Small enterprises rely heavily on personal interactions, which they supplement with the use of ICT. In medium enterprises, ICT is more extensively used in interactions, both internally and with the environment. The differences between Australian and German firms do not significantly affect the extent to which ICT is infused into observed SMEs.

Research limitations/implications

The study used the interpretivist research paradigm which is based on the assumption that reality is socially constructed. Findings indicated the need for increased organisational competencies and greater scope to use ICT to facilitate interaction with the external environment, especially customers and suppliers and forming alliances.

Originality/value

The case studies provided rich stories of ICT infusion in the important SME sector on an international scale and produced context‐aware institutionalised expectations that can help other SMEs understand ICT use. They can use the findings as benchmarks against which to measure their own endeavours.

Abstract

Purpose

The purpose of this paper is to provide an integrative picture of the state of the art of the literature on digitalisation of small and medium-sized enterprises (SMEs) as an enabler for their internationalisation process and as a comprehensive view of the specific domains impacted by digital technologies as well as their repercussions on the international outreach.

Design/methodology/approach

A systematic review which leverages a descriptive analysis of extant literature and an axial coding technique has been conducted to shed light on the current knowledge and to identify primary research areas and future research lines.

Findings

The research indicates that digitalisation impacts the internationalisation of SMEs in three specific domains: (1) internationalisation through the adoption of information and communication technologies (ICT) technologies and e-commerce platforms; (2) international expansion through the digitalisation of value chain activities and (3) international outreach through knowledge acquisition on digital platforms.

Originality/value

The value of this study is threefold. First, the authors attempt to systematically review the literature on SMEs digitalisation and internationalisation and provide a holistic perspective on the intertwining of these two research streams. Second, the authors propose a novel conceptualisation on the dimensions of SMEs digitalisation as enablers to internationalisation. Third, the authors put forward promising future lines of research.

Abstract

Purpose

In recent years there has been an increasing interest in make-to-stock and make-to-order combined strategies in food manufacturing operations. However, most scholarly work to-date has neglected the role of hierarchical production planning (HPP) in guiding small- and medium-sized enterprise (SME) implementation of such strategies. The purpose of this paper is to address food SME manufacturers’ readiness to adopt such strategies, in terms of internal integration and their capability to adopt formalised planning approaches.

Design/methodology/approach

This study adopted an action research methodology to explore the potential impact of HPP in SME food manufacturers. Selected companies had identified product variety management as a challenge and also had recognised the need to enhance internal integration. Given this, the research team, from a theoretical perspective, proposed the use of HPP set within a broader decision-making conceptual framework to improve internal integration and planning.

Findings

This paper adopts the fundamental position that HPP provides a useful framework in the establishment of strategic and tactical level constraints and priorities which then act as specific guides at the operational level, and presents empirical evidence in a food SME manufacturing context. In the cases the authors studies, the cascading effect of this decision-making framework focused attention on key metrics, encouraged greater internal integration and delivered tangible, significant improvements in performance. This was greatly facilitated by the provision of new key data on the cost of certain managerial trade-offs which these firms faced.

Originality/value

SMEs are of a scale that requires a formalised planning approach; however production planning systems are typically designed for large scale enterprises. This paper addresses the need of SMEs in this regard. Well-established supply chain metrics were used to establish the benefits of both HPP and resulting improvement in internal integration and beyond, in terms of improvement in the quality of planning decisions.

Abstract

Purpose

As evidence mounts on the importance of small to medium‐sized enterprises (SMEs) to national and international economies and the opportunities presented to them by the internet, it becomes important to understand the key issues which determine internet adoption and utilisation. With literature on SME internet adoption fragmented and incoherent, there is also a need for conceptual framework development and testing to provide more focused research in this important area. Several researchers have also highlighted a need for research which concentrates more on specific industrial sectors rather than taking a more generalist approach to SME internet adoption. Within this evolving research context, the agri‐food industry makes a particularly relevant area of study, which this paper aims to study.

Design/methodology/approach

This paper addresses this purpose by conducting a study of 50 Northern Ireland SME agri‐food companies. The study utilises and tests a conceptual framework derived from the extant literature in relation to the determinants of SME web site adoption and utilisation.

Findings

The findings of this study point to the need for SME agri‐food companies to develop an awareness of the internet's efficacy for their business and a subsequent dynamic strategic approach in adoption and utilisation. However, the lack of marketing ability and negative industry norms prevalent within developed economy agri‐food industries will contribute negatively to internet adoption and utilisation. These will need to be addressed if the internet, and web site adoption and utilisation in particular, are to provide an effective business tool. The research findings support the conceptual framework's usefulness as a research tool. The findings point to the importance of marketing ability and industry norms in relation to their impact on the central determinants of internet adoption by the SME agri‐food companies studied.

Originality/value

In this paper it is contended that a lack of marketing ability and negative industry attitudes towards internet adoption and utilisation will constrain levels of awareness of the efficacy of the internet as a business tool for the individual businesses researched. The findings reveal that this will subsequently contribute to a lack of strategic web site development and subsequent utilisation.
