Abstract

Purpose

The behavior of the entities in a small and medium-sized enterprise (SME) cooperation network is influenced by the core enterprise. Addressing the problem of how the network vulnerability changes when the core enterprise is attacked is a challenging topic. The purpose of this paper is to reveal the failure process of SME cooperation networks caused by the failure of the core SME from the perspective of cascading failure.

Design/methodology/approach

According to the Torch High Technology Industry Development Center, Ministry of Science & Technology in China, 296 SMEs in Jiangsu province were used to construct an SME cooperation network of technology-based SMEs and an under-loading cascading failure model. The weight-based attack strategy was selected to mimic a deliberate node attack and was used to analyze the vulnerability of the SME cooperation network.

Findings

Some important conclusions are obtained from the simulation analysis: (1) The minimum boundary of node enterprises has a negative relationship with networks' invulnerability, while the breakdown probability has an inverted-U relationship with networks' invulnerability. (2) The combined effect of minimum boundary and breakdown probability indicates that the vulnerability of networks is mainly determined by the breakdown probability; while, minimum boundary helps prevent cascading failure occur. Furthermore, according to the case study, adapting capital needs and resilience in the cooperation network is the core problem in improving the robustness of SME cooperation networks.

Originality/value

This research proposed an under-loading cascading failure model to investigate the under-loading failure process caused by the shortage of resources when the core enterprise fails or withdraws from the SME cooperation network. Two key parameters in the proposed model—minimum capacity and breakdown probability—could serve as a guide for research on the vulnerability of SME cooperation networks. Additionally, practical meanings for each parameter in the proposed model are given, to suggest novel insights regarding network protection to facilitate the robustness and vulnerability in real SME cooperation networks.

Abstract

Purpose

This paper aims to discuss and present the regional-innovation cluster policy for R&D efficiency and the creative economy. In particular, the R&D efficiency and creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. In this research, the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization are presented as policy proposals for R&D efficiency and the creative economy.

Design/methodology/approach

In this research, the universities, research institutes and enterprises of Daedeok Innopolis were studied. Thirty people from the universities in the area, 30 from the research institutes and 30 from the enterprises were surveyed through the quota sampling of the non-probability sampling method for this research. These survey respondents were science and technology policy specialists for the R&D, industrialization and entrepreneurial activities of Daedeok Innopolis. The methodological material is a questionnaire. The study’s investigation factors were the government’s role, knowledge creation and the network. Also, F-test, ANOVA and chi-square independence test were utilized for the survey data analysis.

Findings

Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement. This research was found through the analysis that the government policy is very useful for innovation ecosystem development. The knowledge capability has been enhanced in connection with knowledge creation. Also, the network has been vitalized. New-dimension industry–university–institute collaboration and a human resource management system are needed for R&D efficiency and the creative economy. Daedeok Innopolis needs consistent support for industrialization and foundation.

Social implications

Movement of and cooperation among humans, goods, knowledge, technologies, etc., occur in many areas (science, the economy, culture, arts, etc.) because of the compression of time and space through informatization and globalization. This has brought about changes in cross-border, regional and national relations and has stimulated competition in the aforementioned areas. To date, a state-dominated system has been operated to deal with these changes, but it has been shown to be inefficient because it cannot reflect the conditions in the region and does not allow quick reaction. The advantages of the region must be identified and utilized to boost the survival and development of the region. Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement.

Originality/value

The innovative feature of the study is proposed the science and technology policy (the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization) for the R&D regional-innovation cluster through the survey data analysis. In this paper, the R&D efficiency and the creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. The science and technology policy for the R&D regional-innovation cluster development is examined for the first time in this paper. This research is expected to make a significant contribution to the establishment of a development strategy for the regional-innovation cluster, and to the decision-making regarding the science and technology policy.

Abstract

Purpose

Small organizations within profit maximization supply chains form industrial clusters to share resources. They mainly deliver products and services in a reactive manner, where the cluster is only facilitating. However, the cluster management can lead business development and assign work packages intelligently to appropriate cluster members by respecting collaboration and innovation. This upgrade of the cluster management requires a systematic approach. Therefore, the intelligent Cluster Assignment Tool concept is developed and an illustrative example is given. The paper aims to discuss these issues.

Design/methodology/approach

Interviews and workshops were used to isolate the hierarchy of the assignment model, supported by a literature research. Fuzzy analytic hierarchy process method was applied to determine weights, consolidating data delivered by members of a Turkish aviation and defence cluster. The approach was discussed at the IEEE 2016 ICE Conference in Norway with experts to assess regional restrictions.

Findings

Cluster members are actively looking for possibilities to enhance innovation potential that they are ready to participate in systematic approaches. Cluster organizations can differ by leading their members actively, when respecting all isolated dimensions of assignment. This can lead towards a cooperation base enhancing the potential for innovation and new product development (NPD).

Research limitations/implications

The illustrative example indicates a good fit to clusters without a dominant anchor firm. The generic framework was deliberated on cross-sectional perspective as satisfactory to be applied to different sectors in developing economies.

Practical implications

This paper helps clusters and small organizations to upgrade for innovation. Furthermore, it delivers a strategic tool supporting organizational transformation, preventing the price trap as well.

Originality/value

This approach is focussing on multi-criteria assignment across cluster members, upgrading it to a united organization. It delivers a strategic framework for cluster management, building a collaboration environment leading to innovation and NPD.

Abstract

Purpose

In innovation networks, SMEs' capability to innovate is both enhanced and restricted by more powerful or better positioned partners. The purpose of this article is to ask how managers of processing SME suppliers in Italian and Swiss food innovation networks experience their relationships with innovation network partners and how they configure modes of interaction with them.

Design/methodology/approach

A series of problem centered interviews with managers of six Swiss and five Italian food sector SMEs was conducted.

Findings

Findings describe how SME managers in the two regions perceive the nature of interaction as well as benefits and disadvantages resulting from asymmetric relationships within networked innovation process. Differences in the perception frame and their impact on behavior in innovation networks are analyzed.

Research limitations/implications

The data are only valid for the food sector in the two regional markets. Furthermore, this paper only displays the perspective of managers of first and second processing food SME suppliers. Additional data should be gathered on the perspective of other network partners as well as on real‐time communication between them.

Practical implications

The findings suggest that active cooperation with especially customers in innovation networks supports innovation opportunities of processing food SME suppliers.

Originality/value

Scholars so far have comprehensively deduced potential advantages and problems resulting from asymmetries in power and positioning of partners for knowledge sharing in innovation networks but have not yet investigated its specifics. Particularly, empirical work on the perspective of managers from processing SME suppliers on innovation related cooperation with their partners in the value chain on networked innovation is yet almost scant.

Abstract

Purpose

To develop and empirically test a framework on how firm size can matter for firm behavior and performance in strategic networks of small and medium‐sized enterprises (SME networks).

Design/methodology/approach

Empirical study based on statistical analysis of standardized questionnaires and analysis of interview material from face‐to‐face interviews with managers in a population of 54 firms that operates in SME networks.

Findings

Firm size can be an important determinant for firm performance, and for networking inside and outside the SME network. Different networking behaviors are found to have different roles for pursuing corporate entrepreneurship and for gaining performance effects in interaction with corporate entrepreneurship.

Originality/value

Prior research has suggested larger firms as valuable for holding firms in SME networks together, but has not put much effort in explaining why and how, and what they gain from doing this. This study advances these suggestions by showing how larger firms can prosper simultaneously as they bind firms together in these networks. Since firm size may determine networking behavior and outcomes in SME networks, the suitability of a larger vs a smaller firm size for SME network participation is discussed.

Abstract

Purpose

The purpose of this paper is to propose a conceptual model that portrays how contextual factors and behavioural cooperation mechanisms influence the effect of trade associations on the export performance of small and medium enterprises (SMEs) in a Latin American emerging economy.

Design/methodology/approach

The author draws on multiple streams of literature including: co-location, networks, cooperation and export performance to suggest a series of solid theoretical insights to the literature on SMEs’ export performance, networks and co-location in the Latin American context.

Findings

Contextual factors and behavioural cooperation mechanisms influence the effect of trade associations on export performance determining the final sign of such effect. Trust plays a role within all proposed mechanisms, but is not as fundamental as previously characterised in studies on the export performance of SMEs. Cooperation might exist, prevail, and exert a positive impact on SMEs’ export performance even in the absence of trust.

Originality/value

This paper contributes to the literature on SMEs’ export performance, networks and co-location in the Latin American context by presenting a theoretical model that enfolds co-location, networks, trade associations and cooperation effects on SMEs’ export performance under the same foundation. It creates the categories of “contextual factors” and “behavioural cooperation mechanisms” to differentiate the elements that weight on the relationship between firms and trade associations, thus facilitating or hindering export performance. It guides policy makers and company managers on where to focus when incentivizing conduct towards a more productive export performance in Latin America and other emerging economies.

Objetivo

Este artículo presenta un modelo teórico que describe cómo factores de contexto y mecanismos de cooperación conductuales impactan el efecto de las asociaciones de negocios en el desempeño exportador de las pequeñas y medianas empresas (PYMES) en el contexto de los países emergentes de América Latina.

Acercamiento

Los autores se basan en diversas líneas de investigación de la literatura, incluyendo: Co-locación, Redes, Cooperación y Desempeño Exportador para sugerir una serie de conclusiones teóricas referentes a la relación entre las PYMES y las asociaciones de negocios.

Resultados

Los factores contextuales y los mecanismos de cooperación conductuales influyen en el efecto de las asociaciones de negocios en el desempeño de las exportaciones de las PYMES, determinando el signo final de dicho efecto. La confianza desempeña un papel dentro de todos los mecanismos conductuales propuestos, pero no tan fundamental como se caracterizó previamente en los estudios sobre el desempeño exportador de PYMES. La cooperación podría existir, prevalecer y ejercer un impacto positivo en el desempeño de las exportaciones de las PYMES, incluso en ausencia de confianza.

Originalidad/Valor

Este artículo contribuye a la literatura enfocada en PYMES, redes, co-locación y desempeño exportador, mediante la introducción de un modelo teórico que incluye en una plataforma única los conceptos de co-localización, redes, asociaciones de negocios y efectos de la cooperación en el desempeño de las exportaciones de las PYMES. En adición, crea las categorías de “factores contextuales” y “mecanismos de cooperación conductual” para diferenciar los elementos que influyen en la relación entre las empresas y las asociaciones de negocios, facilitando u obstaculizando así el desempeño de las exportaciones de PYMES en América Latina y otras economías emergentes.

Abstract

Purpose

This study aims to investigate how small- and medium-sized enterprises (SMEs) perceive the benefits and obstacles with university cooperation for themselves and regional development, setting out from the personal relations the parts have formed.

Design/methodology/approach

A quantitative approach was adopted, using a sample of 336 Brazilian SMEs that had undertaken some cooperation with universities in the past years.

Findings

From structural equation modelling, results show that interpersonal relations interfere in the type of cooperation formed, these being a catalyst in formalizing the cooperation. These relations also interfere in the perception of barriers and benefits of cooperation for the firm.

Practical implications

The results are clearer in the firm domain and less so in the region, implying that university-SME cooperation does not yet present clearly disseminated benefits so that firms can be more aware of the results. The barriers to cooperation seem to be overcome by interpersonal relations but also by the contracts established since they were more evident in the informal type of cooperation.

Originality/value

This study provides more empirical evidence about these relations in a context of low socio-economic development, a topic which is still under-explored in the field of university-firm cooperation.

Abstract

Purpose

This paper aims to reveal how larger enterprises and small and medium-sized enterprises (SMEs) can enable innovation collaboration for enhanced competitiveness of the offshore wind energy sector.

Design/methodology/approach

The research is based on a longitudinal qualitative study starting in 2011 with a project-based network learning course with 15 SME wind farm suppliers and follow-up interviews with 10 SMEs and continued with interviews conducted with 20 individual enterprises within operation and maintenance conducted in 2014-2015.

Findings

The findings reveal challenges as well as opportunities for innovation collaboration between larger enterprises and SMEs to contribute to the innovation and competitiveness of the offshore wind farm sector. A glass ceiling is revealed for demand-driven positions if the SME does not possess rare and specific valuable knowledge. There are opportunities revealed in general for supplier-driven positions if SME suppliers can collaborate and develop interesting solutions for larger enterprises. If SMEs succeed in either of these aims, the SMEs have an opportunity to attain partner-driven collaboration. However, challenges are present according to the understanding of the different organisational approaches in SMEs and larger enterprises and in the different business approaches.

Research limitations/implications

The research is limited to the offshore wind energy sector. Further research is needed for verification of the findings in other energy sectors.

Originality/value

A fourfold contribution is made to enhance the understanding of innovation collaboration and to enable competitiveness for the offshore wind energy sector. SMEs, larger enterprises, academic researchers and policy bodies are provided with a model for action within the four positions for innovation collaboration.

Abstract

Purpose

The objective of this research is to identify and characterize the coordination systems used by SME hub firms that are in a situation of dependence with respect to other members of their network, taking into account the influence of hub firm size.

Design/methodology/approach

Seven case studies were carried out: six innovation networks in which SMEs play a central role are compared with a “reference” case, in which the hub firm is a large company.

Findings

The authors' qualitative empirical analysis of seven innovation projects showed that: the sharing of benefits and the guarantees that are implemented vary depending on the hub firm's degree of dependence; trust and recourse to formal agreements differ according to hub firm size; and conflict solving is influenced by both hub firm size and degree of dependence.

Practical implications

Results have important implications for the management of innovation networks which are increasingly important for the development of SMEs. The knowledge of the adequate coordination mechanism is central for a SME hub firm and the success of the innovation project.

Originality/value

Investigations into the internal operation of inter‐organizational networks have become increasingly common. Nevertheless, empirical studies are still rare, particularly in the field of innovation networks and even more in the case of networks set up by small firms. This article partially fills this gap.

Abstract

Purpose

Based on firms’ need to remain competitive and dynamic in a scenario of constant change, the purpose of this paper is to compare the actors involved in cooperation for innovation between Brazilian small- and medium-sized enterprises (SMEs) and large firms (LFs), and also in two industries/sectors, manufacturing and services.

Design/methodology/approach

To achieve this objective, the database chosen was PINTEC, with data available from 1998 to 2014. The statistical analyses performed were binary logistic regression, descriptive statistics of the variables, correlation matrix and the difference of means.

Findings

The empirical evidence show that the firm’s characteristics (SME or LF) favour the use of one type of cooperation for innovation or another, highlighting SMEs’ proximity to their clients and LFs’ structures, tending to belong to business groups and having links to training centres and technical assistance networks.

Research limitations/implications

The theoretical contribution of this study lies in the evidence that types of cooperation for innovation can vary according to firm size and the type of industry/sector, and the practical contribution lies in pointing out the importance of clients for SMEs, and for LFs the importance of business groups, technical assistance and professional training centres. The importance of suppliers in cooperation for innovation stands out in the service sector, and that of clients in the manufacturing sector.

Originality/value

This study shows that the types of cooperation to innovation can vary according to firm size and type of sector, in an emerging market and with low rates of innovation. It is emphasized that most research on the subject has been carried out in developed countries or emerging Asian ones. Therefore, this study is innovative because it shows particularities of the Brazilian market that can subsequently be observed in other emerging markets.
