Abstract

Purpose

This paper aims to examine housing need for older people and people with dementia, with reference to Scotland. This paper also examines policy responses and tensions arising from such need and looks critically at the evidence of care needs and what older people want in relation to later life conditions, including dementia.

Design/methodology/approach

Taking the Being Home: Housing and Dementia in Scotland report (2017) as a baseline descriptor, the authors have collated evidence from a range of sources to help them examine what has changed in terms of policy, practice and population ageing. Set against this backdrop, using desk-based analytical methods, the authors interrogate existing planning processes and systems in Scotland.

Findings

Scottish Spatial Planning has a policy blindness on the overwhelming evidence of the housing needs derived from an ageing population. Policy focus is geared towards the amount of housing supplied, rather than appropriate types of housing, leaving older people with little choice of suitable accommodation. A key area to improve is in establishing greater co-operation and policy synthesis between health, social, housing and planning functions. Broad policy ambition must be transferred into detailed reality for older people and people with dementia to benefit.

Originality/value

The integrated approach and in-depth analysis, linked to planning policy and housing need, is highly original and much needed.

Abstract

It is now fashionable to suggest that the Celtic regions of the United Kingdom are the internal colonies of the central English state and that they have been, particularly since the rapid industrialization of the nineteenth century, subject to a penetrating anglicization of their culture and institutions. In terms of the internal colonialism thesis, it can be argued that the cultural nationalism of Scotland which was developed in the nineteenth century was an attempt to maintain the distinctiveness of civil society in Scotland in the context of massive regional economic imbalance. The Scottish intelligentsia, dominated by Edinburgh lawyers and Presbyterian ministers, can thus be compared with the intelligentsia of Third World societies undergoing a process of de‐colonization where separate cultural identities have to be preserved or, if necessary, constructed.

Abstract

Purpose

The purpose of this paper is to empirically test how company size affects the use of Scotland’s place brand in product branding by small and medium-sized enterprises (SMEs) in the book industry in Scotland.

Design/methodology/approach

This paper uses a mixed-method approach to investigate place brand adoption for product branding by SMEs in the Scottish book industry through the analysis of Scotland’s place brand identifiers in a corpus of 208 online book blurbs.

Findings

Results from the analysis show that, amongst SMEs in the Scottish publishing industry, smaller companies are more likely to use Scotland place brand identifiers in product marketing.

Originality/value

This is the first study to analyze book blurbs from a marketing perspective and it is one of the few articles on product-place co-branding. Additionally, branding in SMEs is a relatively new and uncharted area of research to which this study contributes, and branding in book publishing is also a scarcely researched area, to which this study offers new, empirical data about the relationship between place brands and product brands.

The most startling characteristics of the 1987 General Election were, by common consent, the scale of the Conservative victory nationally and the extraordinary contrast to this British picture provided by the results in Scotland. North of the border the Conservatives found themselves reduced to holding only 10 of the 72 Scottish seats. Scottish Office Ministers such as Michael Ancram and John MacKay were dumped by the electorate, leaving the Secretary of State, Malcolm Rifkind, with the immediate problem of finding enough live bodies to fulfil the administrative requirements associated with parliamentary business in Scotland (apart from the difficulty of also ensuring that his team had a minimum level of ability necessary to understand and undertake their duties!).

Abstract

Purpose

During the 2014 independence referendum in Scotland, there was much debate about the future broader political direction of the country but little discussion about its impact on Scottish tourism. The purpose of this paper is to explore and discuss the impact of the different future political options from a tourism perspective.

Design/methodology/approach

From the literature, four main political drivers were identified, and using Scotland as a reference, they were used in discussions with six experts to explore how tourism could develop under different political options. The outcomes from these discussions were combined by the researcher to develop in conjunction with the experts an agreed discussion note. This discussion note formed the basis for the exploration of the impact on tourism under four different future political options.

Findings

Of the four political options (devolution limited, devolution plus, devolution max/fiscal autonomy/federation and full independence), it is clear that all options had different positive and negative impacts for tourism. The devolution max option, however, was perceived as most damaging to tourism, because tourism would not be considered a priority, relative to other policy issues. The study concludes with six key lessons that destination management organisations (DMOs) should contemplate when considering the impacts of different political futures.

Research limitations/implications

Being focussed on one country with a strong political party whose raison d'être is independence makes it difficult to extrapolate the results. Nevertheless, given the strong commonality of agreement of the impacts within the experts consulted, this study suggests that DMOs can and should engage in political debates about the future of tourism in their destination.

Originality/value

The 2014 independence referendum in Scotland failed to achieve its primary aim of independence for Scotland, but it did provide space for other political options to be explored. This paper provides a perspective on how tourism could develop under different political options, and so help raise its profile in any future debates, both in Scotland and other destinations.

Abstract

Purpose

The purpose of this paper is to undertake an analysis of the implications of potential Scottish independence for inward foreign direct investment (FDI), multinational enterprise strategies and the local economy.

Design/methodology/approach

This paper takes a multidisciplinary approach drawing on literature and evidence in the international business and management, political economy and economic geography fields to analyse the role and impact of inward FDI in Scotland following possible Scottish independence.

Findings

Scotland continues as an attractive location for FDI, with greater diversity than hitherto. While the country’s comparative advantages in immobile natural resources provide some protection from uncertainty, weak embeddedness is a risk factor irrespective of independence. A range of transition costs of independence are identified, which could be high and of indeterminate duration, and some will be sector-specific. There are also new possibilities for tailoring of policies and potential reindustrialization opportunities in renewable technologies. The foreign investors most vulnerable to political risks and uncertainties are those whose market scope is the rest of the UK (rUK) either as exporters or value-chain integrators, in addition to the high political risk industries of energy, banking and financial services and defence. Scottish subsidiaries’ significance within their parent MNE groups will also be a major factor in determining responses to political risks and uncertainties.

Originality/value

Specific focus on the impact of potential independence on the foreign-owned sector as a major contributor to the Scottish economy.

Abstract

Purpose

The purpose of this paper is to quantify the impact of women's enterprise on Scotland's economy and to provide policy recommendations to the Scottish Government on increasing women's business ownership.

Design/methodology/approach

The paper has been developed in collaboration with the Royal Bank of Scotland Group (RBS Group) and has utilised existing business data and research sources which have not recently been analysed to provide gender‐based information on businesses within Scotland. Where possible, calculations of gross value added (GVA) contribution by gender have been made. In addition, a review of relevant entrepreneurship data was carried out and comparative studies from other parts of the UK and North America were used to benchmark findings.

Findings

The impact of women's business ownership on Scotland's economic performance is not consistently measured by the Scottish Government. An increased commitment to women's enterprise policy development from the UK Government has not been emulated in Scotland despite devolved responsibility for economic development.

Practical implications

Practical outcomes from this research include: policy recommendations for the Scottish Government; practical recommendations for business support providers; actions for the RBS Group “Women in Business” team; recommendations for improved data disaggregation.

Originality/value

This is the first report to evaluate the impact of women's enterprise on the Scottish economy since 2005. Its findings and recommendations are of value to the Scottish Government and Scotland's economic development and business support agencies.

Abstract

The Glasgow Digital Library (GDL) Project has a significance over and above its primary aim of creating a joint digital library for the citizens of Glasgow. It is also both an important building block in the development of a planned and co‐ordinated “virtual Scotland” and a rich environment for research into issues relevant to that enterprise. Its creation comes at a time of political, social, economic and cultural change in Scotland, and may be seen, at least in part, as a response to a developing Scottish focus in these areas, a key element of which is a new socially inclusive and digitally driven educational vision and strategy based on the Scottish traditions of meritocratic education, sharing and common enterprise, and a fiercely independent approach. The initiative is based at the Centre for Digital Library Research at Strathclyde University alongside a range of other projects of relevance both to the development of a coherent virtual landscape in Scotland and to the GDL itself, a supportive environment which allows it to draw upon the research results and staff expertise of other relevant projects for use in its own development and enables its relationship to virtual Scotland to be both explored and developed more readily. Although its primary aim is the creation of content (based initially on electronic resources created by the institutions, on public domain information, and on joint purchases and digitisation initiatives) the project will also investigate relationships between regional and national collaborative collection management programmes with SCONE (Scottish Collections Network Extension project) and relationships between regional and national distributed union catalogues with CAIRNS (Co‐operative Academic Information Retrieval Network for Scotland) and COSMIC (Confederation of Scottish Mini‐Clumps). It will also have to tackle issues associated with the management of co‐operation.

Abstract

Purpose

This paper aims to critically explore the consequences of how Scotland interprets the UK Misuse of Drugs Act (1971). Scotland prosecutes 24 per cent of people found in possession of illegal drugs for drug “dealing” compared to less than 15 per cent in England and Wales and less than 16 per cent in Northern Ireland.

Design/methodology/approach

The paper provides a narrative review in the context of the background of the economic and social costs of illegal drugs in Scotland and compares this with the UK and Northern Ireland.

Findings

The explanation for such a wide disparity in numbers of dealers between these countries proposed is that the Scottish Police force is comparatively more successful at persuading courts that small quantities of drugs rather than for personal use are in fact for onward sale or supply to others.

Practical implications

The police in Scotland have a network of specialist drug units in which officers make decisions in the absence of benchmarks against which to judge quantities of repossessed drugs. Taking this approach, a devolved Scotland's commitment to drug prohibition has resulted in some very curious differences in classifications of prosecutions compared to other countries.

Originality/value

The paper explores the consequences of how Scotland deals with the use of illegal drugs and the economic and social costs.

Abstract

Scotland now has three key statutes that provide a legal framework for the support and protection of adults at risk of harm: Adults with Incapacity (Scotland) Act (2000), Mental Health (Care and Treatment) (Scotland) Act (2003) and Adult Support and Protection (Scotland) Act (2007). This article provides details of the 2007 act and highlights its interaction with the other two. The author argues that an effective adult support and protection strategy will need to address all three acts. A pyramid of intervention is used to explain the increasing levels of intervention that are now available in Scotland. The article also highlights how Scotland continues to diverge from the rest of the UK. It argues that comparative studies within the UK as well as the wider world, using tools such as the pyramid, could improve our understanding of this important and rapidly changing area of law.
