Abstract

Purpose

SCOR 10.0, released in late 2010, is the second version of the supply chain operations reference model (SCOR) to incorporate risk management processes, metrics and best practices. Given the paucity of studies that have explored the coverage and integration of supply chain risk management (SCRM) within SCOR, the analysis and suggested improvements for SCRM are designed to enhance SCOR’s collaborative and coordinated management of supply chain (SC) risks. The paper aims to dicsuss these issues.

Design/methodology/approach

Critical analysis was used to analyse the coverage and integration of SCRM within SCOR 10.0.

Findings

Discrepancies were identified in how SCRM has been incorporated into SCOR, including issues with the hierarchical representation of SCRM processes, metrics, best practices and skills. These may potentially propagate into difficulties in embedding risk management processes within other SC processes, visualizing risk metrics in a SC’s value hierarchy and reconciling SCOR’s SCRM with organizational enterprise risk management.

Research limitations/implications

This paper is limited to theoretical analysis of the coverage and integration of risk in SCOR 10.0. Once the issues identified are remedied, the subsequent suggested improvements require validation through empirical testing.

Originality/value

Despite SCOR’s wide acceptance as a reference model in managing SC operations, there has been no investigation of its approach to SCRM. The analysis addresses this lack of prior investigation by analysing SCRM in the latest version, SCOR 10.0. The paper identifies deficiencies and suggests amendments regarding SCRM’s coverage and integration of SCRM.

Abstract

Purpose

Performance measurement (PM) of any supply chain is prerequisite for improving its competitiveness and sustainability. This paper develops a framework for supply chain performance measurement (SCPM) for agriculture supply chain (ASC) based on internet of things (IoT). Moreover, this article explains the role of IoT in data collection and communication (SC visibility) based on the supply chain operation reference (SCOR) model.

Design/methodology/approach

This research identifies various key performance indicators (KPIs) and also their role in SCPM for improving its sustainability by using SCOR. Further, Shannon entropy is utilized for weighing the basic processes of SCPM and by using weights, fuzzy TOPSIS is applied for ranking of identified KPIs at metrics level 2 (deeper level).

Findings

“Flexibility” and “Responsiveness” have been reported as two most important KPIs in IoT based SCPM framework for ASC towards achieving sustainability.

Research limitations/implications

In this research, metrics are explained only at SCOR level 2. But, this research will guide the managers and practitioners of various organizations to set their benchmark for comparing their performance at different levels of business processes. Further, this paper has managerial implications to develop an effective system for PM of IoT based data-driven ASC.

Originality/value

By using IoT based data driven system, this article fills the gap between SCPM by measuring different SC strategies in their performance measurable form of reliable, responsive and asset management etc.

Abstract

Purpose

The strategic management of the supply chain encompasses the development and integration of a supply chain strategy and the evaluation of the findings. An integrated approach is required for linking the supply chain strategy with the overall strategic management of the company for it to be successful. In this regard, this paper aims to examine and compare the relative efficiency of two models, namely, supply chain operations reference (SCOR) and the balanced scorecard (BSC) for measuring the supply chain performance.

Design/methodology/approach

A quantitative research design is used and 800 individuals were recruited from the industrial sector in the Eastern Province of Saudi Arabia. A three-tier model was used based on BSC, data envelopment analysis (DEA), decision-making trial and evaluation laboratory (DEMATEL).

Findings

The findings have indicated that DMUs 2, 4, 6, 7, 9, 11, 13 and 15 were efficient, while the other DMUs were non-efficient. These non-efficient units were not aware of the training and development and learning and growth. The concern presents comparatively poor performance of employees at this stage even this issue was based on system performance and indifference of managers, establishing complexities in the long-term system. The relationships were determined among four dimensions of BSC by identifying the supply chain metrics and applying the DEMATEL approach.

Originality/value

The current study provides empirical support for the DEA network model concerning its preference and improved performance measurement as compared to BSC model.

Abstract

Purpose

The purpose of this paper is to develop a consolidated framework for government e-procurement (e-GP) performance measurement based on the importance internal stakeholders attach to performance measures and metrics, providing in-depth understanding of their interest in e-GP performance.

Design/methodology/approach

This study is divided into two main phases: internal stakeholder identification and consolidation of performance measures and metrics. The mixed-methods approach follows semi-structured expert interviews with questionnaires collected from 413 internal stakeholders.

Findings

Five internal stakeholder groups were identified: management, auditors, financial officers, service users, and service support staff. Eight measures and 44 corresponding metrics were consolidated, and 21 significantly distinct performance metrics were identified from stakeholders’ perceptions. As expected, financial measures were most important to financial officers, while contract management was most important to service support staff.

Practical implications

Although e-GP processes can vary by country, this study’s approach to developing an e-GP performance measurement framework is adaptable, offering beneficial guidelines for designing e-GP performance measurement systems.

Originality/value

This paper goes beyond the existing literature by magnifying the internal stakeholder roles and perceptions of importance, as reflected in the consolidated e-GP performance measurement framework. The consolidation approach with theoretical references (new public management, transaction cost economics, and institutional theory) yielded comprehensive e-GP-specific performance measures and metrics, providing a rigorous approach to measuring e-GP performance.

Abstract

Purpose

In humanitarian logistics operations, performance measurement is crucial for effective operation. The purpose of this paper is to develop a set of indicators for humanitarian relief organizations (HROs) for their organizational-level logistics operations.

Design/methodology/approach

The authors applied the supply chain operations reference (SCOR) framework to the context of humanitarian supply chains. By taking a bottom-up approach with the support of a large HRO, the authors identified the most important metrics through examining its supply chain processes. The initial metrics are then validated by seven HROs to ensure their applicability in humanitarian logistics operations.

Findings

A hierarchical benchmarking framework is proposed, and a set of 26 metrics is identified. The validation of these metrics supports the initial work with all metrics deemed important. It also highlights the implementation difficulty as only five indicators are readily available. The authors further suggested the automation of key logistics processes, which would significantly increase the number of implementable metrics to 14.

Research limitations/implications

The sample size of the validation is small, and the last mile delivery is not covered by the metrics.

Practical implications

With these performance metrics, HROs are able to monitor their logistics performance better with processed-based measures, which may lead to their policy and process adjustments for performance improvement.

Originality/value

The work contributes to performance measurement in humanitarian logistics with a framework of a generic metrics set. The validation result is also original to reveal the state of performance measurement on the ground.

Abstract

Purpose

The purpose of this paper is to establish an effective risk assessment approach based on the conditional value-at-risk (CVaR) in the agricultural supply chain.

Design/methodology/approach

This study analyzes and assesses the risks of breeding, processing, transportation and warehousing in the agricultural supply chain. The ordered weighted averaging operator is used to sort risk control factors according to their importance and determine the main risk indicators of an enterprise. The CVaR model is utilized to establish the risk loss function, and an improved genetic algorithm is employed to identify the optimal risk control portfolios in the case of the smallest risk loss.

Findings

Based on the approach, the optimal combination of risk control to minimize risk losses is determined. Results show that the proportion of capital investment in risk control differs at three confidence levels, and a large amount of money needs to be invested in the production process at the source. Thus, any attempt to control the risks inherent in the agricultural supply chain must begin with the production process at the source.

Originality/value

Supply chain risk management has become increasingly important and significant to the operation and production of enterprises in recent years. The proposed method to assess the risk in the agricultural supply chain can benefit managers in making smart decisions to control total risk.

Abstract

Purpose

The purpose of this paper is to examine and compare extant framework in humanitarian supply chain management (HSCM) and to propose a framework on humanitarian supply chain (HSC) performance measurement based on the content, context and process.

Design/methodology/approach

The structured keywords, namely humanitarian supply chain (HSC), humanitarian logistic (HL), humanitarian relief chain (HRC) and humanitarian chain (HC) as an exact phrase were searched in the title, abstract and keywords in the academic database. A total of 66 peer-reviewed articles were selected for analysis purpose that reports framework from the reviewed literature. These selected frameworks are categorized in dimensions, namely framework novelty, framework source, recognize elements/constructs of framework, comparative analysis of the framework and in-depth study of HSCM performance measurement.

Findings

The analysis reveals that the majority of these developed frameworks are novel and academic based. Case study is most prominent research methodology in the development of HSCM framework. Lack of coordination among humanitarian stakeholders is the major challenge in the empirical implementation of framework. This study proposes future research trend toward a unified HSCM framework that will facilitate to uncover the coherent set of elements/constructs in the field of HSCM.

Research limitations/implications

This study considers peer-reviewed articles published in English language, and excludes conference papers, working articles, technical data/reports and book chapters.

Practical implications

This study categorizes new dimension for framework analysis and proposed an HSC performance measurement framework which gives new insights to the academicians, practitioners and policy makers for future work.

Social implications

This examination gives the establishment to facilitate investigation of viable, efficient and effective HSCM, and detail opportunities for practices.

Originality/value

This study critically analyzes 66 frameworks under the different criteria to identify research gap and trends. Furthermore, this study proposes the HSC performance measurement framework.

Abstract

Purpose

Base-of-the-pyramid (BoP) markets are frequently characterized by institutional voids. However, it remains unclear how institutional voids impact corporate and supply chain risk and performance. This intersection will be analyzed in this paper.

Design/methodology/approach

This paper presents a systematic literature review of 94 BoP papers published between 2004 and 2019 in peer-reviewed, English-language journals available on Scopus. Drawing upon established frameworks for examining institutional voids, supply chain risks and BoP performance, frequency, and contingency analyses are conducted. Contingencies are established to provide insights into the associations between different constructs from the selected frameworks.

Findings

Supply chain risks are pervasive in the BoP discourse, especially when BoP markets are characterized by institutional voids. The frequency analysis of the constructs suggests that the key supply chain risks discussed in the BoP literature include social risk, credit risk, product market and operating uncertainties, knowledge and skill biases and decision-maker risks due to bounded rationality. The contingency analysis suggests that institutional voids are associated with supply chain risks that affect performance.

Research limitations/implications

A theoretical framework aligning three research streams in the context of BoP calls for future studies to test the causality of highlighted constructs that are significantly associated. The analysis is confined to the constructs that are taken into account based on specific conceptual frameworks.

Practical implications

The study provides practitioners with a framework to manage supply chain risks in BoP-related firms to enhance firm performance. Managers can use key dimensions of supply chain risk, such as the product market, the input market and operating uncertainties, to evaluate performance in the BoP context.

Originality/value

Specifically, this research has strengthened the inquiry of supply chain risks in the presence of institutional voids that may have an impact on firm performance

Abstract

Purpose

The purpose of this paper is to develop and validate a scale measurement of supply chain operations reference (SCOR)-related performance indicators and proposed constructs, SCOR-related performance indicators as practices within the Indian manufacturing sector.

Design/methodology/approach

A literature-based model on SCOR processes with five constructs and respective performance indicators was empirically validated by using a structured questionnaire. A total of 155 respondents among Indian manufacturing sector participated in this research, and the returned questionnaires were analyzed by using structural equation modeling.

Findings

The study established a relationship among the SCOR-related performance indicators and overall supply chain performance indicators (OSCPI). The moderation effect of demographic characteristics, namely, employee size, company age and type of company showed significant differences between SCOR-related performance indicators and overall supply chain indicators.

Research limitations/implications

The scope of the study is limited to specific Indian manufacturing firms. The survey could not represent whole population of manufacturing sector.

Practical implications

The findings assist managers/supply chain practitioners in improving the performance measures identified using the standard framework, i.e., SCOR processes, overall supply chain performance measures as standard practices for Indian manufacturing sector for a profitable and sustainable business growth in global environment.

Originality/value

This research holds a value for suggested practices under SCOR processes and the proposed model for OSCPI, a path finder/performance measurement tool for supply chain professionals in the Indian context.

Abstract

Purpose

COVID-19 is a global event affecting supply chain operations and human health. With COVID-19, many issues in business models, business processes and supply chains, especially in the manufacturing industry, have had to change. The ability to analyze supply chain performances and ensure circularity in supply chains has become one of the factors whose importance has increased rapidly with COVID-19. Therefore, it aims to determine which supply chain performance criteria come to the fore for the company under consideration to accelerate the transformation into high performance and circularity in supply chains.

Design/methodology/approach

In this study, a new circular-SCOR model is proposed, and 17 supply chain performance measurement criteria are prioritized for a manufacturing company in the context of circular economy principles during COVID-19 by using stepwise weight assessment ratio analysis and analytical hierarchy process method, separately.

Findings

As a result, for both methods, in the case study discussed, the demand fulfillment rate is determined as the most prominent criterion in line with the circular economy principles in the COVID-19 period in manufacturing supply chains.

Originality/value

It is expected that this study will contribute to managers and policy makers as it addresses the “new normal” that started after COVID-19 and the criteria to be considered in supply chain performance measurement and emphasizes the need to adopt circular supply chains, especially in manufacturing industries.
