Abstract

Inquiry into managerial situations, problems and issues is needed very often. A mode of inquiry using situation‐actor‐process (SAP)‐ learning‐action‐performance (LAP) (SAP‐LAP) models of flexible systems management is presented here. It is argued that in order to gain deep insight and for effective action, a SAP‐LAP model of inquiry may be developed by identifying critical questions in each element of the SAP‐LAP paradigm. Three generic SAP‐LAP models for inquiry into general problem solving, change, and flexibility are presented followed by an illustrative application. These models may be adapted according to the requirements of the context under consideration.

Abstract

Purpose

Energy supply delivered via various energy projects is an important aspect of energy security for India. Managing supply through various capacity additions for providing continuous electricity 24×7 by 2019 is a significant challenge for the country. In this context, there is a need to assess the present situation of energy generation from the traditional energy projects that are being installed for the purpose of capacity addition. Thus, the purpose of this paper is to develop an inquiry model based on situation-actor-process (SAP), learning-action-performance (LAP) for the Indian energy and power sectors to analyze the status of the supply side of energy security.

Design/methodology/approach

A SAP-LAP model is used to synthesize the situations of both the energy and power sectors. For both systems, inquiry- and matrices-based SAP-LAP models have been considered for this purpose. The situation is presented for various issues related to the execution of different types of energy projects. Actors in these sectors are classified by those who are responsible and engaged in the execution of various energy projects. For demonstration purposes, only a thermal energy project is highlighted in this case study. Based on the synthesis of SAP elements, various LAP elements are analyzed which leads to lessons that may be learnt from the case. Suitable actions are identified, followed by an assessment of their impact on the performance of the energy projects.

Findings

By developing a framework for a SAP-LAP model for the assessment of energy security, it was found that both sectors need more investment for their sustainable growth and that the actors identified should be proactive in their decision making. Decision making should be based on the sustainable management practices of life cycle management and life cycle costing for the better utilization of energy resources to strengthen overall energy security.

Research limitations/implications

The SAP-LAP analysis is used to explain the supply side of energy security in a managerial context, as applied in the case of the Indian energy and power sectors. However, some other quantitative multiple-criteria decision-making techniques like the preference ranking organization method for enrichment of evaluations, the complex proportional assessment of alternatives, the analytic hierarchy process or qualitative interactions assessment techniques such as interpretive structural modeling (ISM), total interpretive structural modeling (TISM) or the interpretive ranking process can also be explored for the development of an energy security framework.

Practical implications

The synthesis of SAP leads to LAP, which bridges the gap by suggesting improvement actions based on learning from the present situation of power supply, from actors in the industry and from existing processes. The model presents the situation of energy security in terms of the timely execution of energy projects and their impacts on the gross domestic product of the country.

Social implications

The framework for learning can provide information to the various stakeholders, investors and sector organizations inquiring about various issues related to energy projects and supporting the idea for energy security and sustainability.

Originality/value

The SAP-LAP model is a novel approach for analyzing the present status of energy supply performance in a single model, which can act as the support for decision making in conflicting situations, specifically the conflicting nature of the Indian energy and power sectors.

Abstract

Purpose

Digital India, the flagship programme of Government of India (GoI) originated from National e-Governance Project (NeGP) in the year 2014. The programme has important aspect of information security and implementation of IT policy which supports e-Governance in a focused approach of Mission Mode. In this context, there is a need to assess situation of the programme which covers a study of initiatives and actions taken by various actor involved and processes which are responsible for overall e-Governance. Therefore, the purpose of this case study is to develop a Situation-Actor-Process (SAP), Learning-Action-Performance (LAP) based inquiry model to synthesize situation of information security governance, IT policy and overall e-Governance.

Design/methodology/approach

In this case study both systematic inquiry and matrices based SAP-LAP models are developed. Actors are classified who are found responsible and engaged in IT policy framing, infrastructure development and also in e-Governance implementation. Based on a synthesis of SAP components, various LAP elements were then synthesized then which further led to learning from the case study. Suitable actions and performance have also been highlighted, followed by a statement of the impact of the efficacy i.e. transformation of information security, policy and e-Governance on the Digital India programme.

Findings

On developing the SAP-LAP framework, it was found that actors like the Ministry of Electronics and Information Technology of the Govt. of India secures a higher rank in implementing various initiatives and central sector schemes to accelerate the agenda of e-Governance. Actions of other preferred actors include more investments in IT infrastructure, policy development and a mechanism to address cyber security threats for effective implementation of e-Governance. It was found that actors should be pro-active on enhancing technical skills, capacity building and imparting education related to ICT applications and e-Governance. Decision making should be based on the sustainable management practices of e-Governance projects implementation to manage change, policy making and the governmental process of the Indian administration and also to achieve Sustainable Development Goals by the Indian economy.

Research limitations/implications

The SAP-LAP synthesis is used to develop the case study. However, few other qualitative and quantitative multi criteria decision making approaches could also be explored for the development of IT security based e-Governance framework in the Indian context.

Practical implications

The synthesis of SAP leads to LAP components which can bridge the gaps between information security, IT policy governance and e-Governance process. Based on the learning from the Situation, it is said that the case study can provide decision making support and has impact on the e-Governance process i.e. may enhance awareness about e-services available to the general public. Such work is required to assess the transparency and accountability on the Government.

Social implications

Learning based on the SAP-LAP framework could provide decision making support to the administrators, policy makers and IT sector stakeholders. Thus, the case study would further help in addressing the research gaps, accelerating e-Governance initiatives and in capturing cyber threats.

Originality/value

The SAP-LAP model is found as an intuitive approach to analyze the present status of information security governance, IT policy and e-Governance in India in a single unitary model.

Abstract

Purpose

There are various risks that can derail the adoption of business analytics (BA) practice in a telecom service provider (TSP) thereby jeopardising the possibility to increase profitability and improved customer experience. The purpose of this paper is to analyse different associated risks using situation-actor-process, learnings-actions-performance (SAP-LAP) model and build mitigation strategies for the adoption. Also the risks are ranked using the interactive ranking process (IRP) methodology and the dominating matrix provides insight to the actions and actors that need attention to improve the processes and performance.

Design/methodology/approach

A case study of a TSP (X1) was analysed through close interactions with experts within the company and externals involved in setting up the BA practice in X1. Using the SAP-LAP framework risks were identified and then the IRP was used to rank the actors w.r.t performance and actions w.r.t processes.

Findings

X1 has taken initiatives for setting up the BA practice in order to improve the profitability and customer experience through data insights. The suggested conceptual SAP-LAP model helps to address risk mitigation strategies for its adoption and the IRP frameworks helps in understanding the prioritisation matrix (using the ranking) to be considered to mitigate the risks.

Research limitations/implications

The IRP framework is limited to certain relationships between actors, w.r.t processes and actions w.r.t performance for the prioritisation matrix of identified risks. This has scope to be further expanded to other relationships and therefore refining the findings. Also this approach could be used to study other industries too.

Practical implications

SAP-LAP model identifies the risks in adopting the BA practice in a TSP. The synthesis of SAP leads to LAP, which bridges the gap by suggesting improvement actions based on the learning from the present situation, actors and processes. IRP provides the prioritisation matrix for mitigating the risks by identifying the dominating factors.

Originality/value

BA practice plays a dominant role in a TSP. An approach to study the risks of its adoption using the SAP-LAP and IRP framework bridges the gap between the academic and corporate world. This paper is very relevant to managers involved in setting up a BA practice. For the academic, use of research model validates the identification of risks that are recognised in the corporate world and prioritising the risks that need to be addressed.

Purpose – Flexible system management has brought a concept of flexibility in all spheres including maintenance management. Considerable literature is available on various facets of flexibility management, namely, production, supply chain, day‐to‐day activities, etc.; however, not much literature on flexibility in maintenance is reported. The purpose of this paper is to bridge this gap highlighting various issues involved in flexibility on maintenance. Design/methodology/approach – A situation‐actors‐process (SAP)‐learning‐action‐performance (LAP) model has been applied to understand and analyze the concept of flexibility in maintenance. The paper analyses a case study of ABC, a Government maintenance organization for repair of automobiles in India, to discuss the various issues arising out of maintenance flexibility. Findings – Various issues concerning flexibility in maintenance are: business or corporate philosophy, systems and processes, inventory, manpower, performance measurements and information systems. Research limitations/implications – The concept of flexibility in maintenance has been demonstrated using only two facets of maintenance, i.e. manpower and the repair scope in the case study. Practical implications – The SAP‐LAP model presents the concept of flexibility in maintenance adequately. The concept can be implemented while planning the maintenance in any organization for various issues like inventory stock levels, manpower, repair scope, etc. The technicians may be trained on more than one specialty so that they can easily re‐muster into other streams in case of flexible maintenance environment. Originality/value – This is an original approach to apply the concept of flexibility in the area of maintenance management. The issues affecting maintenance flexibility are identified and future researchers may find these gaps interesting.

Abstract

Purpose

In the recent years, the two increasingly popular topics, namely, Industry 4.0 and circular economy (CE) have attracted the attention of many academicians and practitioners. However, the connection between CE and Industry 4.0 has not been much investigated in the literature. Motivated by this gap, the purpose of this paper is to integrate these two streams and attempt to understand the new paradigm of Industry 4.0 for resolving the issues pertaining to CE principles.

Design/methodology/approach

The study uses situation, actor, process, learning, action, performance (SAP-LAP) linkages framework to analyze the applications of Industry 4.0 mechanisms in realizing the issues of current CE business models. This is done through the interpretation of the cross-interaction and self-interaction relationships among the different interfaces/elements of SAP-LAP.

Findings

The results suggest that top managers are the most essential actors for integrating the use of Industry 4.0 to achieve sustainability, in the light of CE. In addition, advanced technologies such as Internet of Things and cyber-physical systems are the most important Industry 4.0 actions that help in improving the CE performance parameters.

Research limitations/implications

This qualitative study is an attempt to analyze and assess the strategic issues pertaining to Industry 4.0 standards in CE. The study identifies learnings (challenges/opportunities) and the corrective actions which are imperative toward achieving CE principles. This study will guide managers and policymakers to understand the importance of implementing Industry 4.0 for accomplishing CE principles.

Originality/value

This study integrates two important streams of literature – Industry 4.0 and CE. Thus, this paper offers insights about the importance of Industry 4.0 standards in achieving CE principles.

Purpose

Pharmaceutical donations are a practical approach to increase medicine availability during disasters such as disease outbreaks. However, often donated pharmaceuticals are inappropriate and unsuitable. This convergence of inappropriate pharmaceuticals is a severe operational challenge and results in environmental hazards. This study explores the pharmaceutical supply chains (PSCs) during a disease outbreak to relieve the negative impact of the material convergence problem (MCP).

Design/methodology/approach

This study adopts a situation-actors-process learning-action-performance (SAP-LAP) linkage framework to understand the PSC dynamics. The problem-solving component of the SAP-LAP analysis provides the strategies catering to MCP. The findings from the SAP-LAP helped to develop the causal loop diagram (CLD). This study conducts several experiments on the proposed strategies by integrating CLD into a stock and flow diagram. Later, a disease outbreak case study accessed the pharmaceutical donations effect on PSC performance.

Findings

The study synthesises and evaluates propositions and strategies to incorporate circular economy (CE) principles in PSC. This study proposed two strategies; one to sort and supply and the other to sort, supply and resell. The reuse policy improves humanitarian organisations' finances in the simulation study. This study verified the operational improvement of PSC by reducing the transport and storage burden due to MCP.

Originality/value

This study comprehensively approaches the issue of drug donation and uniquely produced several propositions for incorporating a CE perspective in PSC. The study also proposed a unique simulation approach to model the donation arrivals in response to a disease outbreak using susceptible, exposed, infectious and recovered modelling.

Abstract

Purpose

In today’s uncertain business environment, Industry 4.0 is regarded as a viable strategic plan for addressing a wide range of manufacturing-related challenges. However, it appears that its level of adoption varies across many countries. In the case of a developing economy like India, practitioners are still in the early stages of implementation. The implementation of Industry 4.0 appears to be complex, and it must be investigated holistically in order to gain a better understanding of it. Therefore, an attempt has been made to examine the Industry 4.0 implementation for the Indian manufacturing organization in a detailed way by analyzing the complexities of relevant variables.

Design/methodology/approach

SAP-LAP (situation-actor-process and learning-action-performance) and an efficient interpretive ranking process (e-IRP) were used to analyze the various variables influencing Industry 4.0 implementation. The variables were identified, as per SAP-LAP, through a thorough review of the literature and based on the perspectives of various experts. The e-IRP has been used to prioritize the selected elements (i.e. actors with respect to processes and actions with respect to performance) of SAP-LAP.

Findings

This study ranked five stakeholders according to their priority in Industry 4.0 implementation: government policymakers, industry associations, research and academic institutions, manufacturers and customers. In addition, the study also prioritized important actions that need to be taken by these stakeholders.

Practical implications

The results of this study would be useful in identifying and managing the various actors and actions related to Industry 4.0 implementation. Accordingly, their prioritized sequence would be useful to the practitioners in preparing the well-defined and comprehensive strategic roadmap for Industry 4.0.

Originality/value

This study has adopted qualitative and quantitative approaches for identifying and prioritizing different variables of Industry 4.0 implementation. This, in turn, helps the stakeholder to comprehend the concept of Industry 4.0 in a much simpler way.

Abstract

Purpose

Supply chain coordination is concerned with managing dependencies between various supply chain members and the joint efforts of all supply chain members to achieve mutually defined goals. There are different coordination mechanisms reported in the literature that have been discussed in isolation like information sharing, information technology, long‐term partnerships, and joint decision making which help in coordinating supply chain members. Various coordination models have been proposed considering isolated activities of the supply chain. There is a need to consider a holistic perspective of coordination in the entire supply chain. This paper sets out to analyze a case study of XYZ, a leading automotive parts manufacturer in India, to throw light on the status of coordination in its supply chain.

Design/methodology/approach

A situation‐actor‐process (SAP)‐learning‐action‐performance (LAP) model has been applied to analyze the case study of XYZ. The situation represents the present scenario of the organization. Actors are the participants, influencing the situation to evolve different business processes. Based on SAP, various learning issues have been analyzed which lead to suitable action followed by impact of SAP on the performance of the supply chain of the organization.

Findings

Various issues that need attention are: the type of relationship with suppliers and buyers, coordination effort with supply chain members, various mechanisms like information sharing, information technology, information systems, joint decision making, and flexibility required to adopt the above‐mentioned issues of coordination.

Research limitations/implications

The flexible model of SAP‐LAP is used to explain soft and hard issues of supply chain coordination in a managerial context with reference to a dynamic SAP‐LAP model as applied to the case of XYZ.

Practical implications

The flexible model of SAP‐LAP presents the situation of coordination to participants who may initiate the processes needed to be coordinated. It also helps in identifying flexibility gaps in adoption of coordination mechanisms. The synthesis of SAP leads to LAP, which bridges the gap of flexibility by suggesting improvement actions on the gaps of flexibility or the learning from the present situation, actors and processes.

Originality/value

This is a novel approach to analyze quantitative and qualitative issues of supply chain coordination in a single model comprising various perspectives on coordination, coordination mechanisms, and flexibility required to coordinate, and the impact of coordination on performance of the supply chain.

Abstract

Purpose

Humanitarian Supply chain Management (HSCM) is concerned with managing the efficient flow of aid materials, information and services to reduce the impact of disaster on human lives. Post 2004 Indian Ocean tsunami, the relief activities in India were not planned and executed properly. The purpose of this paper is to analyse the present situation existing to tackle a disaster, identify the gaps and suggest few mechanisms to overcome the gaps.

Design/methodology/approach

A situation‐actor‐process (SAP) learning‐action performance (LAP) model has been applied to analyze the HSCM activities in India. The “situation” represents the present scenario of the organization. Actors are the participants, influencing the situation to evolve different business processes. Based on SAP, various “learning” issues have been analyzed which lead to suitable “action” to be followed by impact of SAP on the “performance” of the supply chain of the organization.

Findings

Various issues that need attention are identification of the supply sources, co‐ordination among the actors, importance of a central authority, role of experienced SCM professionals, scarcity and abundance of the resources may be seen together, supply chain understanding in the disaster management and necessity of a financial supply chain.

Research limitations/implications

The general model of SAP‐LAP is used to explain various issues of HSCM in a managerial context.

Practical implications

The SAP‐LAP model presents the situation of HSCM in India to actors who may initiate the relief operations. It also helps in identifying issues in the current method of operation. The synthesis of SAP leads to LAP, which helps in suggesting the improvement actions or the learning from the present situation, actors and processes.

Originality/value

The paper presents a novel approach to analyze qualitative issues of HSCM in a single model comprising various perspectives on activities undertaken during the relief operations, both prior to disaster and post disaster.
