Abstract

Purpose

The paper seeks to provide a commentary on Michailova and Jormanainen's viewpoint entitled “Knowledge transfer between Russian and Western firms: whose absorptive capacity is in question?”(CPoIB, Vol. 7 No. 3).

Design/methodology/approach

The paper offers a critical analysis of issues regarding knowledge transfer and absorptive capacity in the context of business interactions between Russian and Western firms.

Findings

Based on the author's 25 years of experience in knowledge transfer between Western and Russian counterparts (managers, companies and researchers), the generic concepts “knowledge”, “Western” and “Russian” no longer provide meaningful points of reference for actual knowledge transfer.

Research limitations/implications

Research so far has failed to develop the tools for realistic assessment of current Russian and Western absorptive capacity and has provided inadequate explanations for the hurdles, resistances and other barriers still entailed in the process of knowledge transfer between the two sides. This commentary suggests that the basic assumptions behind the scholarly literature about knowledge transfer between Western and Russian interactants should be examined carefully and that research should focus on identifying the factors that facilitate as well as the factors that impede effective knowledge transfer. The scholarly conversation on the topic needs to continue, particularly through genuine collaboration between Russians and Westerners and between researchers and practitioners.

Practical implications

It is recommended that a system is needed for establishing and sustaining effective knowledge transfer which would both enrich understanding of how such transfer actually works and articulate specific behavorial guidelines that will help each side to transfer their relevant knowledge and increase their own absorptive capacity more effectively.

Originality/value

The commentary challenges some existing views and practices and outlines new directions in relation to both research and practice regarding knowledge transfer between Russian and Western firms.

Abstract

Purpose

The Russian Federation is one of the world’s largest exporters of fossil-based energy sources such as oil, natural gas and coal. Approximately 90% of the energy production in the Russian Federation consists of oil, natural gas and coal. Renewable energy (RE) in the Russian Federation mainly comprises hydroelectric energy. The purpose of this paper is to identify the factors that influenced the growth of RE resources in the Russian Federation between 1990 and 2020.

Design/methodology/approach

The unit root tests augmented Dickey and Fuller and Phillips and Perron, as well as Johansen cointegration and Granger causality approaches, were used. This study was conducted using vector error correction models for the years 1990–2020.

Findings

The cointegration method's findings demonstrate that while a rise in non-RE sources has a negative impact on RE development, an increase in income, energy consumption, trade openness and CO2 emissions has a favorable impact on RE expansion. The vector error correction model Granger causality test also shows a unidirectional relationship between RE and non-RE sources, gross domestic product, energy consumption and CO2 emissions. Trade openness, on the other hand, has no causal association with RE.

Practical implications

The Russian Federation must consider the practical implications of RE sources. However, there is a greater need for the Russian Federation to frame sound energy policies for RE development.

Originality/value

This paper aims to fill a gap in the literature on Russian RE development. Furthermore, the results of the methodological analysis can be used to guide policymakers in the field of RE development. This paper is also more policy-relevant and is quite useful in the context of sustainable energy development.

Abstract

Purpose

This study aims to investigate the recent changes in the strategies of international hotel chains in the Russian market, as well as their role in the sustainable development of small and medium towns as prospective local tourism destinations.

Design/methodology/approach

General observation of the local environment, statistical analysis and a qualitative approach were used to reveal current developments in international hotel chains’ strategy in Russia, and new opportunities for a number of small towns to be embedded in the development of the Russian tourism market. The current scenarios were examined using the available secondary data, including federal statistics and relevant empirical studies, as well as case studies and personal interviews with industry experts that allowed access to respondents’ opinions and market knowledge.

Findings

In recent years, investment in the Russian regions has become more attractive for international hotel chains. Findings of the study add to the literature on emerging markets by presenting an overview of the main challenges facing international hotel chains in the Russian market and by stressing the facilitating effect of foreign hotel chains’ upon tourism infrastructure development in small and medium towns in Russian regions. The statistics presented, as well as key opinions of hoteliers and local authorities, contribute to an understanding of the strategies used by international hotel operators in emerging economies with reference to new evidence from Russia.

Originality/value

The main output of this study is that it yields a better understanding of the strategic movement of international hotel chains into the Russian regions and new opportunities to develop tourism infrastructure in small and medium cities situated in Russian regions as prospective tourism destinations.

Abstract

Purpose

This paper aims to examine the challenges experienced by Russian research and development (R&D) organisations in international technology collaboration in the global innovation arena.

Design/methodology/approach

A total of 33 Russian R&D organisations were selected from a sample of 138 potential participating organisations from the Central, Nord‐Western and Volga Federal Districts of Russia to take part in a qualitative interview study. Organisations were selected based on their responses to a questionnaire which measured the extent and nature of their experience in international technology collaborations. Participants were interviewed about their experiences of engaging in international technology collaboration under two different modes of collaboration: short term customer‐supplier relationships vs longer‐term strategic alliances. The semi‐structured interviews focused on 15 different issues which had been derived from the previously published literature on international technology collaboration and a thematic analysis was conducted on the resultant data.

Findings

The analysis indicates which of the issues reported as problematic in the literature were pertinent to the Russian organisations in the sample under each mode of collaboration. The findings also provide some evidence that Russian R&D organisations have made progress in the transition from the command to the market economy and are adjusting to the new environment, albeit gradually in some cases.

Research limitations/implications

The paper presents interpretive, qualitative findings, which were analysed from a Russian perspective in three out of seven Federal Districts of Russia. The research sample does not include non‐Russian counterparts and the analysis is restricted to those variables which have previously been identified as exerting an influence over international technology collaborations.

Practical implications

The study reveals a broad range of insights into the types of issues which warrant close managerial attention from both Russian managers and their international partners in engaging in international technology collaborations with contemporary Russian R&D organisations.

Originality/value

The research suggests that different sets of challenges emerge for organisations engaged in different modes of international collaboration and provides insight into the unique context of Russia, challenging some of the previously published analyses of the influence of Russian business and managerial practices on the innovativeness of contemporary Russian organisations.

Abstract

Purpose

The purpose of this paper is twofold. First, the article explores an understudied side of invention commercialization–the rejection of business as something “dirty” among Russian scientists. As such, the paper contributes to the individual-level explanations of innovation promotion, hence balancing extant literature's excessive focus on institutional explanations. Second, the article suggests that Russian scientists' rejection of business is rooted in broader Russian work ethics rift between “material” and “ideational” aspects of life. As such, the paper shows how dominant collective values refract in the management practice of specific social class, i.e. of scientists.

Design/methodology/approach

To analyze the rift between material and ideational aspects of Russian scientists' work, the article employs directed content analysis (DCA) of in-depth interviews with 45 Russian scholars. To address credibility bias of the research findings stemming from DCA, I further draw on the survey of existing studies, researches and polls highlighting Russian population attitudes toward the dichotomy between “material” and “ideal” realms.

Findings

This study argues that Russian scientists' likelihood of invention commercialization is positively associated with their ability to integrate in a personal psyche business and science as equally valuable facets of life.

Originality/value

The article identifies the three groups of scientists – opportunity-seekers, idealists and integrators – with different attitudes to invention commercialization. The article shows how policymakers should apply institutional incentives differently to each group of scientists to achieve higher rates of invention commercialization.

Abstract

Purpose

The aim of the current article is to discuss the role of the Bologna process in enabling quality of educational change, internationalisation and greater mobility using an example case study of a Russian university. Some discussion is provided to offer insights and inform future research and practice.

Design/methodology/approach

The authors highlight some of the quality issues associated with the Bologna process and reflect on how the statements underpin quality of learning and mobility in a European higher education area (EHEA) context. They explore some of the issues raised from the documentation and examine some early experiences and challenges from a leading Russian university as part of a wider examination of higher education in a Russian context.

Findings

The Bologna Declaration was signed in 1999 by 29 European countries. The Declaration became the guiding document for the Bologna process which is now being implemented by 47 (inclusive) EU and non‐EU countries. In Russia, Bologna did not begin well and was originally resisted by employers and universities several years ago. It has recently been started again but it is still in its early stages, as Bologna is only now being implemented more fully. Nevertheless, there are issues around the two cycle system and diploma certificates. Recognition from some employers is also still an issue but less so than before. However, specialist auditing agencies can also be used in conjunction with the universities to assure quality and reassure employers going forward. There is also a strong recognition that Russian higher educational institutions have come a long way in a short space of time in terms of quality and process development.

Originality/value

Whilst the research is limited to one case and is essentially qualitative and exploratory, the integrated analysis and discussion still provides useful insight and reflection concerning key issues as a consequence of recently implementing the Bologna process within the Russian educational system.

Abstract

Purpose

This study aims to explore how Russian-origin immigrant entrepreneurs manage to adapt their business-to-business (B2B) relationship management practices and moral concerns to the business ethics of their country of origin and of the host country via the prism of ethical relativism. By focusing on the ethical values of immigrant entrepreneurs in a business relationship context, the study aims to extend the currently limited understanding of these issues in the B2B marketing field.

Design/methodology/approach

A qualitative approach is applied to provide findings from eight in-depth interviews with first-generation Russian entrepreneurs living and doing business in Finland. A narrative approach to the data analysis is used, in particular by applying a thematic analysis of the collected interviews because of the focus on the personal experiences of the interviewees.

Findings

The results illustrate how the immigrant entrepreneurs adapt to ethical values and norms in Russia and Finland and how they enact those values in B2B relationship management in the countries. Immigrant entrepreneurs share several national and ethical backgrounds, which may influence their interaction in international markets, helping them adapt to country-specific business ethics.

Practical implications

The results imply that managers should acquire knowledge on ethical norms at the global level and at the national level, where they aim to expand their business. Productive business relationships involve the premises of honesty, transparency, fairness toward business partners and minimizing opportunism. However, business relations between developed and emerging markets may demand relativism when addressing ethical behavior.

Originality/value

This is one of the few studies that explore the ethical values of immigrant entrepreneurs in the context of international business relationships. The study contributes to the limited literature on ethics in the fields of B2B marketing and immigrant entrepreneurship. The authors encourage further research on ethical values adoption by immigrant entrepreneurs, which is an essential topic in times of increased workforce immigration.

Purpose

The paper aims to reveal the attitude of the Russian competition authorities towards cross-border mergers involving foreign buyers. The study addresses the following question: Is the probability of Russian competition authorities' intervention significantly different when a foreign buyer takes part in the merger? This is the key test to reveal whether competition authorities gravitate towards “economic nationalism” or “promotion of foreign investments”.

Design/methodology/approach

The discrete choice model is applied to the dataset of 7,607 merger cases investigated by the Russian competition authorities between 2012 and 2017. The probability of competition authorities' intervention, such as merger correction by using remedies or deal rejection, is used as a measure of special attention.

Findings

The study finds out favoritism patterns of the regulator with regard to foreign companies. In particular, the deals involving a foreign buyer had less chance of intervention, i.e. imposition of remedies, from national competition authorities. The sanctions period does not moderate the probability of approval of a cross-border merger with foreign buyers by the Russian competition authorities.

Originality/value

The paper contributes to merger control literature by addressing the political economy issues. It discovers that, besides regulation by the law, there are hidden motives, such as protectionism or favoritism of foreign companies, which could drive the regulator's decision. Therefore, the studies of cross-border mergers provide an opportunity to investigate the political issues of merger control through the identification of a special attitude to foreign companies and analysis of regularities that might explain such a policy.

Abstract

Purpose

The purpose of this paper is to contribute to knowledge about Russian public sector accounting in times of change by exploring the emergence of a new way of accounting for Russian central government.

Design/methodology/approach

In this paper, accounting is viewed as a social and institutional practice. A frame of reference guided by three theoretical perspectives is elaborated on. This troika incorporates a system approach to accounting, an accountability approach, and an institutional approach. Document search represents the major method of collecting data for this paper.

Findings

This paper suggests that launching a nascent version of Russian central government accounting is better comprehended in terms of legitimacy rather than in terms of instrumentality.

Research limitations/implications

This paper focuses on the appearance of up‐to‐date accounting provisions at macro‐level and does, therefore, have limitations with regard to scope. This makes it intellectually rewarding to link the central government initiatives with endeavours to implement them at different levels of government and in specific public sector organizations.

Originality/value

Bearing in mind, the lack of consistent research efforts on the topic in Western English‐language literature, this paper strives to bring rather “alien” Russian central government accounting into the international arena for the purposes of cross‐national comparisons and wide‐ranging discussions. It also contributes to the literature dealing with the role of international organizations in the reform of public sector accounting.

Abstract

Purpose

The purpose of this paper is to explore cultural impact on the harmonisation of Russian Accounting Standards with International Financial Reporting Standards (IFRS).

Design/methodology/approach

A theoretical review established that differences still exist between the two sets of accounting standards. For decades, Russia was a socialist state of planned economy. Accounting was a tool of centralised control, and accountants had a job of gathering information for statistical purposes of the government and tax authorities. This led to the development of a “Soviet culture” mindset. Accountants saw their jobs as following prescribed rules. Accounting is seen by Hofstede as a field in which historically developed practices are more important than laws of nature. It is therefore expected that accounting rules and the way they are applied will vary among different national cultures. Hence, Gray tried to explore how Hofstede's national cultural dimensions may explain international differences in accounting. With respect to past research in this area, Nobes argued that “national accounting traditions are likely to continue into consolidated reporting where scope for this exists within IFRS rules”. Ding et al. investigated the role of a country's culture and legal origin as an explanation for the differences between local Generally Accepted Accounting Principles (GAAP) and IAS as they were in 2001. The study gathered 53 Russian accountants' attitudes towards reporting under harmonised Russian Accounting Standards through semi structured interviews.

Findings

The findings supported the theoretical view of a “Soviet culture” which has an impact on harmonisation of Russian Accounting Standards with the IFRS. Russia's high rankings in such cultural dimensions as power distance, uncertainty avoidance and collectivism have contributed to the development of certain preferences among Russian accountants. Those preferences were for statutory control, uniformity, conservatism and secrecy. Further findings indicate that accountants in Russia display reluctance to disclose financial information to the external users. One of the main reasons was found to be fear of disclosing too much information to competitors. Based on these findings, accountants in Russia display clear signs of preference for secrecy as opposed to transparency, as identified by Gray.

Originality/value

One of the contributions of this study is to examine current perceptions of Russian accountants towards financial reporting under new harmonised Russian Accounting Standards based on Rozhnova's study.
