Abstract

Purpose

This paper aims to explore to what extent can the Saudi–US alliance endure, given the several challenges it has faced over the past decade. Using a conceptual framework from the alliance theory, the paper will trace the historical evolution of the alliance between the two countries, then will identify some of the challenges that have faced the alliance on both the regional and bilateral levels, and finally will assess the impact of these challenges on the resilience of the Saudi–US alliance.

Design/methodology/approach

This paper will use the alliance theory literature to analyze the challenges and the resilience of the Saudi–US relations.

Findings

The Saudi–US alliance has encountered several challenges in the past decade such as the Arab spring, the Iranian nuclear deal and the Civil War in Syria and Yemen. However, this alliance proved to be resilient, and the strategic partnership between the two countries managed to overcome these challenges.

Originality/value

The importance of this paper stems from the fact that the USA and the Saudi Arabia are two pivotal countries, and their relationship affects regional and international dynamics. The paper contributes to the literature on the Saudi–US bilateral relations as well as their views on recent regional issues such as the Arab Spring, the civil war in Yemen and Syria. Assessing the limits and potentials of the alliance between the two countries could also help us understand the future of regional developments in the Middle East.

Abstract

Purpose

This study aims to scrutinize and analyze the regional challenges facing Kuwait and their impact on Kuwait’s national security since the outbreak of Arab Spring revolutions in 2011. These challenges are as follows: the Iranian threat, the Arab Spring revolutions and the recent Gulf crisis with Qatar.

Design/methodology/approach

The study adopts national interest approach, which focuses on a state’s economic, military and cultural objectives. According to this approach, a state seeks to achieve its own national interests. There are multiple national interests, but the ultimate goal is the survival and security of the state.

Findings

The study concludes that the Gulf countries, including Kuwait, are facing unprecedented challenges as a result of the dire consequences of the Arab Spring revolutions, the control of Houthi group on Yemen’s institutions and the repercussions of negotiations between 5 + 1 group (Russia, China, France, Britain, the USA + German) and Iran on the Iranian nuclear program. These developments are not in the interest of the Gulf countries in general and Kuwait in particular. The study recommends that Kuwait must adopt an external strategy based on achieving the regional balance with the countries of the region and dealing with different challenges according to its national interest.

Originality/value

The importance of the study stems from the fact that the Arab region witnessed many developments at the political, economic and social levels since the outbreak of the Arab Spring revolutions. These developments posed many threats to Arab countries such as the spread of terrorism, religious extremism, terrorist organizations and non-state actors. They also became a key determinant of foreign policy. Kuwait was affected by these developments. In addition, it faces threats affecting its national security such as the Iranian threat, the Arab Spring revolutions and the Gulf crisis with Qatar. The study addresses these threats and how Kuwait, as a small state, has dealt with such enormous ones.

Abstract

The initial policy of the countries that developed vaccines has been to lock the vaccine by patent. This has been due to the fact that domestic demand for vaccine was mounting. Since only a few countries could invest in it, manufacturing and export remained at the behest of those few resulting in deep inequity in the global rollout. Pandemics are global health crises. Hence, calls for the patent waiver for the COVID-19 vaccine are growing to access the vaccine. The vaccine and its production, marketing and distribution have been politicized driven by the hegemonic aspiration. Both manufacturing and import-dependent countries are racing to win the diplomatic battle: the former has to win to gain hegemony and the latter to get the vaccine. Hence, the vaccine distribution has been marked with deep discrimination, and as a result, the migrant community is less likely to get their vaccine on time. This article engages in the decades-long debate over intellectual property rights and patenting life-saving vaccines. We argue that exemption of COVID-19 vaccines from intellectual property rights would improve global access and equity.

Abstract

Purpose

This paper aims to argue that the Global Political Economy (GPE) theory of neomercantilism provides a sound explanation to the American military involvement in the Persian Gulf. Accordingly, this paper also proposes the concept of “Neomercantilist War” which analyses the use of military force to protect a strategically vital economic resource (such as Gulf oil). Neomercantilist War is a point of similarity between the GPE school of neomercantilism and the International Relations (IR) school of realism.

Design/methodology/approach

The 1991 Gulf War and the American invasion of Iraq in 2003 are two major events of American military involvement to protect and/or seize Gulf oil. These two events will be tested for neomercantilism, in addition to the concept of “Neomercantilist War” as presented in the paper. The first feature, or definitional component, of neomercantilism is the major role of the state, the second is the preponderance of security/geopolitical goals over economic goals and the third is the zero-sum, relative gains mentality to dealing between states IR.

Findings

The GPE school of neomercantilism and the concept of Neomercantilist War do offer a sound explanation of American military involvement in the Gulf.

Originality/value

The American military involvement in the Gulf region has been analysed using the IR schools of realism and liberalism, but never using GPE theory. Even though GPE is mostly concerned with economic activity, the scope of GPE should be expanded to include military policies if they affect economic resources and activity.

Abstract

Purpose

The purpose of this paper is to try to reach the main factors that could put national security at risk as a result of government cloud computing programs.

Design/methodology/approach

The paper adopts the analytical approach to first lay foundations of the relation between national security, cybersecurity and cloud computing, then it moves to analyze the main vulnerabilities that could affect national security in cases of government cloud computing usage.

Findings

The paper reached several findings such as the relation between cybersecurity and national security as well as a group of factors that may affect national security when governments shift to cloud computing mainly pertaining to storing data over the internet, the involvement of a third party, the lack of clear regulatory frameworks inside and between countries.

Practical implications

Governments are continuously working on developing their digital capacities to meet citizens’ demands. One of the most trending technologies adopted by governments is “cloud computing”, because of the tremendous advantages that the technology provides; such as huge cost-cutting, huge storage and computing capabilities. However, shifting to cloud computing raises a lot of security concerns.

Originality/value

The value of the paper resides in the novelty of the topic, which is a new contribution to the theoretical literature on relations between new technologies and national security. It is empirically important as well to help governments stay safe while enjoying the advantages of cloud computing.

Abstract

Purpose

This paper aims to understand the trade transportation situation between China and Koreas, and to explore the possibility of establishing the surface transportation corridor between China and Koreas in the future. Moreover, the paper also intends to find out the mode choice behaviors of shippers, which can be used to analyze the substitute effects of the surface modes on the water one.

Design/methodology/approach

The paper first analyzes the Sino-Korean bilateral trade and the corresponding trade transportation between China and Koreas. Secondly, it presents the surface transportation network between China and Koreas, and analyzes the warming relations between the North and South. Finally, the modal split of trade transportation between China and Koreas is estimated by establishing a mode choice model based on a questionnaire survey.

Findings

With the increasingly stable political environment and the physical highway and railway connections, the surface transportation network would become possible. Moreover, the shippers need the multimodal transportation system between China and Koreas, and many shippers would select road or rail mode if a suitable road or rail network were available. Especially, between China and South Korea, the road, rail and water mode may be used evenly, while the road mode may play a more important role between China and North Korea. The surface modes would have a huge substitute effect on the water mode.

Originality/value

The existing literature conducted research mainly from the perspective of economy and geopolitics, while the topics of transportation between China and Koreas are rarely concerned. This paper intends to throw some light on the situation of the trade transportation between China and Koreas, consider the potential of relation improvement on the Korean Peninsula proactively and study the surface transportation issues between China and Koreas.

Abstract

Purpose

Various studies dealing with brand orientation were analysed to discuss how the issues identified in this area have been relating over time. This paper aims to identify the key studies, the keywords used and the origin of the studies.

Design/methodology/approach

A systematic literature review (SLR) was performed within the Scopus database to select and summarize the studies that deal with brand orientation. Finally, 90 articles were subjected to bibliometric analysis.

Findings

Five major research areas were identified (brand orientation concept, hybrid strategies, internal branding management, brand performance and perceived brand orientation) and discussed.

Research limitations/implications

As the main theoretical contribution, the results showed a focus on research in five areas: the development of the brand orientation concept and proposed extensions; hybrid strategies; the relations between brand orientation, internal branding and brand management; the relation between brand orientation and financial performance; and the perceived brand orientation, mostly applied to higher education sector.

Originality/value

The study offers a general overview of brand orientation, identifying relations on topics of interest, main keywords and sub-themes in this field. The results contribute to fulfilling the research gap about the relationship between all these aspects. Finally, an agenda for future research is proposed.

Se analizaron diversos estudios sobre la orientación de la marca con el fin de discutir cómo se han ido relacionando a lo largo del tiempo los problemas identificados en esta área. Esta investigación identifica los estudios clave, las palabras clave utilizadas y el origen de los estudios.

Metodología

Se realizó una revisión sistemática de la literatura (SLR) con la base de datos de Scopus para seleccionar y resumir los estudios que tratan de la orientación de la marca. Finalmente, 90 artículos fueron sometidos al análisis bibliométrico.

Hallazgos

Se identificaron cinco grandes áreas de investigación (concepto de orientación de marca, Estrategias híbridas, Gestión interna de marca, Rendimiento de marca, Orientación de marca percibida) y se discutieron.

Implicaciones de la investigación

Los resultados mostraron un enfoque en la investigación en cinco áreas: el desarrollo del concepto de orientación de marca y las extensiones propuestas; las estrategias híbridas; las relaciones entre la orientación de marca, el branding interno y la gestión de marca; la relación entre la orientación de marca y el rendimiento financiero; y la orientación de marca percibida, aplicada principalmente al sector de la educación superior.

Originalidad/valor

El estudio ofrece una visión general de la orientación de la marca, identificando las relaciones sobre temas de interés, las principales palabras clave y los subtemas en este campo. Los resultados contribuyen a llenar el vacío de investigación sobre la relación entre todos estos aspectos. Finalmente, se propone una agenda futura de investigación.

Abstract

Purpose

The purpose of this study is to identify various Russian manifestations on expanding its role in sub-Saharan Africa, as well as shed light on the major obstacles it may face.

Design/methodology/approach

The research paper uses the “national role theory” to analyze the factors that helped in the growing Russian role in sub-Saharan African countries. It assumes that every state seeks to play a particular role, and that role is reflected in its foreign policy, which is known as “role performance,” and this role originates from several sources. On the other hand, this role faces various obstacles, mostly from the external environment, especially the international system’s structure, global values and international obligations, known as “role prescriptions.”

Findings

Despite Russia’s ability to use all its capacities in expanding its role in the African continent, the degree of its influence varied from one field to another. While it was very influential in the military, security, political, diplomatic and technical fields, it is relatively less in the economic and counter-terrorism areas.

Research limitations/implications

This study paves the way for further researches related to international competition over sub-Saharan Africa, whether economically, militarily or politically, in addition to other studies related to potential cooperation opportunities, especially in security and combating terrorism.

Originality/value

This research’s significance stems from using the existing theoretical structure represented in national role theory in analyzing the Russian orientation toward sub-Saharan Africa, giving more attention to the latest developments in Russian strategy, as well as clarifying the major obstacles that may hinder its activities.
