Abstract

Purpose

The purpose of this paper is to examine and discuss, in-depth, how solar electricity can be developed and used to tackle grid electricity-related problems in African countries suffering from unreliable and inadequate grid electricity.

Design/methodology/approach

The paper discusses in depth the current status of grid electricity in Africa continent and suggested solar electricity as an alternative cost-effective method to the existing grid electricity problem in remote areas. An extensive analysis of the major contribution of solar electricity in various sectors such as economic, health, communication, social and environmental benefits is provided. The paper concludes with a discussion on how solar power generation can be developed.

Findings

The paper shows that in developed countries where ICT has been applied extensively, ICT offers increased opportunities for sustainable economic development and plays a critical role in rapid economic growth, productive capacity improvements, education, government, agriculture and international competitiveness enhancement. The paper has pointed out that ICT has yet to make significant impact in most African countries due to lack of reliable and adequate electricity. Solar electricity has been seen as the most cost-effective way of generating electricity, especially in remote rural areas, for ICT devices. For the widespread of solar power generation in Africa, various strategies have been identified which include training of qualified solar engineers and technicians, establishing PV markets and business modes, introduction of solar energy education in schools and universities, political leaders appreciating solar electricity as one of the major energy component, lowering initial cost of the PV technology, availability of finance mechanisms for rural communities, import tax exemption and African countries regarding rural electricity as one of the basic needs.

Practical implications

The paper shows that the problems of lack of qualified solar technicians and established PV markets and business modes (especially in remote areas), lack of solar energy education in schools have to be addressed before the benefits of ICT in Africa can be seen. Other issues include African countries appreciating solar electricity as one of the major energy component, lowering initial cost of the PV technology, availability of finance mechanisms for customers, import tax exemption and African countries regarding rural electricity as one of the basic needs like food, shelter and clothing. Overhaul of existing systems needs to take place in order to provide the means to deal with some of these issues.

Originality/value

Availability of reliable electrical energy remains crucial for development of ICT in rural African countries. Solar electricity is clearly one of the most promising prospects to the grid electricity problem in African countries because most African countries lie in the sunshine belt. The paper raises awareness about this in a unique way and suggests some novel measures about increasing the availability of solar systems for solar power generation. It is anticipated that the increases in solar power generation, especially in remote areas, will increase the use and application of ICT in various sectors.

In spite of the outstanding efforts of the United Nations, the poverty alleviation targets outlined in Millennium Development Goals have not been fully achieved. The further need for improving the living standard of the world population led to the introduction of a new set of revised and expanded Sustainable Development Goals in 2015. The private business and especially large multinational enterprises (MNEs) are playing a significant role in the implementation of the sustainable development program. However, in spite of decades of research, the mechanisms through which MNEs can contribute to host country economic development are still not fully understood. Furthermore, the role of local government and its possibilities to influence MNEs’ activities have not received sufficient attention. The aim of the MNEmerge project was to develop and test the framework for an analysis of the contribution of MNEs to sustainable development agenda. Specific attention is placed on the formation of linkages between subsidiary and local stakeholders such as society, business, and government. The chapters in this book outline the findings of the project and provide recommendations and implications for policy makers.

Abstract

Purpose

Recently, multidimensional aspects of poverty has been increasingly focused on which includes education, economy and health, while access to modern energy such as stable electricity is also one of the possible solution; thus, this article aims to divulge the relation between access to electricity and progression in socioeconomic status in urban and rural areas of Nigeria in an attempt to propose a sustainable framework for access to electricity.

Design/methodology/approach

Demographic and health survey data are collected using four categories of model of questionnaires. A standard questionnaire was designed to gather information on features of the household's dwelling element and attributes of visitors and usual residents between the 2018 period. Biomarker questionnaire was used to gather biomarker data on men, women and children. Logistic model estimation technique was employed to estimate the socioeconomic factors affecting access to electricity in Nigeria.

Findings

These studies discovered that there are diverse set of factors affecting access to electricity in Nigeria especially in the rural areas. However, respondent residing in rural areas are still largely deprived access to electricity; most importantly, households with no access to electricity are more likely to use self-generating sets as revealed. Additionally, empirical findings indicated that the higher the level of your education and wealth, the higher the likelihood of having access to electricity in Nigeria. These factors included political will to connect the rural areas to the national grid, development of other infrastructures in those deprived areas and others.

Practical implications

The problem confronting access to electricity in Nigeria has three components. The first is the significance of those deprived access to electricity in the rural areas and the physical resources needed to connect them to the national grid. The second is the political willingness of the government to have equitable distribution of public goods evenly between rural and urban areas especially on electricity access which will go a long way in reducing poverty in Nigeria. The third is lack of robust national development plans and strategy to tackle the problems facing electricity access in Nigeria.

Social implications

As the rate of socioeconomic status/development increases, access to electricity is anticipated to rise up in Nigeria.

Originality/value

The findings can be used by the policy makers to address problems facing access to electricity in Nigeria.

Abstract

Purpose

The purpose of this publication is to present a didactic concept with the targeted impact of a positive future vision. This paper reflects the effect of local educational action on the development of regionally optimised visions in rural regions of a European industrial state, compared with a rural region in the developing country of Senegal.

Design/methodology/approach

An assessment and analysis of two conceptual approaches to education and technology is conducted with a view to participating in a future multicultural participatory design process, and identifying the chances that communities have to build future‐oriented structures that support local roots and development.

Findings

In the short‐term, the technological and material results are the targeted localisation of a windmill in the (physical and cultural) countryside. In the long‐term, educative and social results are expected to strengthen local civil society, which is initiated by empowering students through their self‐responsibility in the Alpine region of Greifenburg, Austria. The “windmill” in the region is a publicly visible sign and a technology‐based icon in the landscape, based on local consensus on several levels and inspiring further regional consensus on energy, climate protection and its active creation through entrepreneurship in civil society.

Originality/value

Technology serves as a catalyst to trigger social cohesion among multiple cultures in a region and to enhance conviviality.

Abstract

Purpose

The purpose of this article is to analyse electricity supply in the Solomon Islands face extraordinarily expensive electricity tariffs – currently set at 96 c/kWh – making them amongst the highest in the world. Power is supplied by a fleet of diesel generators reliant on imported liquid fuels. In this article, the authors model the 14,100 kW power system on the island of Guadalcanal and demonstrate that by investing in a combination of hydroelectric and solar photovoltaic generating capacity, power system costs and reliability can be improved marginally. However, when the authors model a 3-Party Covenant (3PC) Financing structure involving a credit wrap by the Commonwealth of Australia, electricity production costs fall by 50 per cent, thus resulting in meaningful increases in consumer welfare.

Design/methodology/approach

This study’s approach uses an integrated levelised cost of electricity model and dynamic partial equilibrium power system model. Doing so enables the authors to quickly analyse the rich blend of fixed, variable and sunk costs of generating technology options. The authors also focus on the cost of capital that is likely to be achieved under various policy settings.

Findings

The authors find that a 3PC Financing policy can substantially reduce the production costs associated with capital-intensive power projects in an unrated sovereign nation. Such a policy and associated prescriptions are not specific to the Solomon Islands or power generation. The conceptual framework and associated financial logic that underpins the initiative can be generalised to other “user pays” infrastructure projects and to other developing nations. The broad applicability of 3PC financing means that it is not country specific, project specific or asset class specific.

Research Limitations/implications

It is important to note that the analysis in this paper has a number of limitations in that the authors do not deal with rural electrification or distribution network costs. The focus of this paper is to identify policy interventions that are capable of making profound changes to the cost and the reliability of wholesale electricity production.

Originality/value

The focus of this paper is to identify a policy intervention capable of making profound changes to the cost and the reliability of wholesale electricity production. While there is nothing novel associated with a 3PC Financing per se, the authors are unaware of its direct use as a form of delivering foreign aid. A 3PC Financing has the effect of shifting the source of aid funding from fiscal account surplus/deficit (i.e. cash outlays) to balance sheet (i.e. credit wrap). However, this is not a “magic pudding” – 3PC Financing creates an asset-backed contingent liability and will have the effect of reducing the donor country’s own debt capacity by a commensurate amount, holding the nation’s credit rating constant.

Purpose

Rural communities around the world are searching for solutions to upkeep, restore and improve local services that are deteriorating. They are exploring the potential of a digital transition along with the opportunities and threats created by new patterns of mobility and closer links with urban areas. The expansion of information and communication technologies (ICT)-enhanced applications enables rural communities to improve their quality of life. The concept of smart village is primarily about how rural communities make the best use of both ICT and social innovation by responding to the ongoing and emerging challenges. Therefore, the aim of this paper is to investigate strategies for adoption of smart villages along with the challenges faced.

Design/methodology/approach

A quantitative research methodology was adopted in this research. A web-based questionnaire survey was conducted to collect data. In total, 110 fully completed and useable questionnaires were received. Statistical analyses were undertaken using the Statistical Package for Social Sciences (SPSS).

Findings

The results indicate that lack of budget, lack of clear strategies for development of sustainable “smart villages”, lack of collaboration between stakeholders and lack of knowledge related to “smart villages” are the most debated challenges for implementing smart village agenda. Whereas smart energy, smart healthcare, smart transport, smart education and smart water are the top five most important smart village strategies.

Research limitations/implications

Despite the novel insights provided by this study, it has some limitations. Given that the research reported in this paper is based on literature review and small-scale survey, results presented are only tentative and not generalisable. The findings of this paper are limited to the UK context only. Although generalisability outside of this context may be limited, the authors infer that the results are relevant to other comparable developed countries.

Originality/value

Research on smart village development is rare. This paper presents a theoretical basis on the concept of smart villages. It adds to the rich insight that goes into the understanding and awareness of the current smart village strategies along with the key challenges organisations encounter when implementing smart village initiatives. This research has implications towards informing professionals and policymakers on key lessons learnt during the implementation of smart village strategies. Also, this paper contributes to the academic debate on smart village development and provides useful recommendations to both policymakers and practitioners.

After the Mandela government took power in 1994 in South Africa, one of its highest priorities was providing power to the impoverished rural areas, and particularly the infrastructure‐poor black “townships.” In addition to a scarcity of resources, multiple stake‐holders with very different agendas were integrally a part of the decision‐making process. To this extent, what happened with the electricity industry is a metaphor for the multiple issues—social, economic, and political—which had to be negotiated by the new society. The multiple stake‐holders were brought together in a “Forum,” a non‐regulatory advisory body which was designed to specifically include all relevant interested parties in an open (“transparent”) problem‐solving process. This forum system was extensively used in the 18–24 months immediately before and after the 1994 elections to deal with a host of issues. The National Electricity Forum (NELF) was one of the earliest and most successful of these forums. This case reviews the build‐up to the 1994 elections, describes how the forum process worked, and outlines its structure.

Purpose

The purpose of the present study is to investigate the community’s view of power outages and their effect on sustainable community development. This research has three aims. This project will first investigate how a blackout affects a community’s ability to live sustainably.

Design/methodology/approach

A survey questionnaire was developed that included 22 factors from the literature. The questionnaire was distributed to diversified segments of society from different regions of Pakistan and examined critical factors affecting sustainable community development. A total of 349 (77%) responses were received.

Findings

The study results confirm that power failure negatively affects the sustainable life of a community. This study found that the reduced production of large manufacturing, decrease leisure and comfort, reduced public administrative efficiency, loss of educational opportunities and increased use of traditional energy sources are the most important factors for sustainable community development. Findings also suggest that policymakers and practitioners in public organizations need to ensure that projects are completed in a timely manner to meet growing community needs.

Originality/value

The purpose of this research is to address knowledge gaps related to power outages and sustainable community development. The major impact of power disruptions on communities was previously disregarded in development discourse. Participants in these discussions recognize communities as genuine stakeholders and acknowledge that power outages can have a substantial impact on their economic and social development. However, previous studies have neglected to address this phenomenon.

Abstract

Purpose

Electric cooperatives may be seen as an alternative form of organizing in the shadow of investor-owned utilities. They are presumed able to meet financial challenges while simultaneously honoring cooperative principles of member-owners. This paper aims to investigate such a balancing act and conceptualize “key performance indicators” (KPIs) as a dramatic accounting discourse.

Design/methodology/approach

This paper uses a dramaturgical approach to cooperative performance accounting, and claims that KPIs are a simplification of a complex and shifting reality which they also socially construct. Data were gathered from annual financial reports and websites of rural electric cooperatives along with semi-structured interviews conducted with senior cooperative officials.

Findings

The cooperatives in this case study reported a huge number of KPIs. However, this paper reveals that the performance indicators serve impression management goals and operational demands rather than reporting on fulfillment of the “Seven Cooperative Principles” that are fundamental to the cooperative movement.

Research limitations/implications

Extant inquiry regarding electric cooperatives tends toward a positivist research approach and a realist worldview. This overlooks dramatic and critical possibilities of KPIs as a management construction project. Expanding beyond mainstream research, this paper calls attention to artistic production of knowledge and applies a qualitative framework to problematize accounting disclosures.

Originality/value

Prior KPI research has often been instrumental, looking for predictive evidence that KPIs have strategic value as a “tool” for organizations to attain competitive advantage. This paper introduces the notion that performance measures are theatrical, and applies this to rural electric cooperatives, an industry mostly ignored in the academic literature.
