Abstract

The Hon K.C. Beazley MP, Australia's Minister for Defence recently visited Marconi Communication Systems Ltd (MCSL) Chelmsford. During the visit he witnessed a demonstration of a new, high‐power, high‐frequency transmitter designed for the Alice Springs experimental Over The Horizon Radar (OTHR). The facility will provide Australia with the world's most advanced operational land‐based early‐warning system with the ability to detect and display targets at distances greater than two thousand kilometres. In contrast, conventional radar systems, such as those used by air traffic control, have a range of only a few hundred kilometres.

Abstract

Examines accountability in training and enterprise councils and uses executive pay as an example of changing mechanisms and values. Discusses a number of issues crucial to public sector management: democracy in “quangoland”; public sector ethics; what constitutes a private, as opposed to a public, organization. Contributes to the debate on the wider reordering of the machinery of government: the emergence of “quangoland” and the implication of this for accountability and democracy. One of the central issues in this is the seeming confusion over lines of responsibility, and how responsibility is divided between agency executives and Ministers in Parliament. Draws a contrast between the determination of pay for executives in the newly “private sector” Training and Enterprise Councils and their predecessors and counterparts in nationalized industries and local government. Highlights many of the central debates in the vastly changed world of public sector management in Britain.

Abstract

Purpose

This paper aims to examine the challenges and opportunities for implementing ICTs in Africa. It identifies potential areas that ICTs can be targeted and implemented for maximum in the region, and offers an integrated framework that could help the region to coordinate various components and institutionalize ICTs in the economy. It is argued that Africa needs an integrated approach to leverage ICTs for socioeconomic development.

Design/methodology/approach

The paper reviews African theoretical perspectives of ICTs. Synthesizing literature on African perspectives of ICTs, an integrated framework is developed to help provide a coherent focus for the implementation of ICTs in a holistic manner.

Findings

Basic systems for leveraging ICTs for development in Africa are fragmented and uncoordinated. Critical physical infrastructure and human capacity do not work synergistically to effectively implement ICTs. Where the basic infrastructure exists, various components do not operate synergistically to engender optimal results.

Practical implications

Ideas formulated in this study will be helpful to future researchers relative to how various ICT components could be systematized and managed to stimulate sustainable socioeconomic development and structural changes in Africa. The framework will help to guide policymakers to design and implement ICT‐friendly policies and strategies.

Originality/value

A systemic framework is developed to help policymakers in Africa to institutionalize ICTs in their economies.

Abstract

Based on a lecture prepared as part of the celebration of Cranfield University's 50th anniversary. After briefly reviewing the early years, including Cranfield University's entry into this technology, discusses the nature of this industry, Some of the technology drivers, including environmental concerns, are examined to provide a background against which the development and the future of the industry can be considered. This is followed by a brief survey of some of the possible new civil aero gas turbine applications over the next 50 years, both the very likely and some curiosities. Finally, the changes that are likely to occur within the industry as a result of wider economic and political trends are considered, as well as the implications for those working within the industry. The development of the civil aero gas turbine has contributed, in large measure, to today's, US$ 300 billion civil aviation industry and is rightly seen as one of mankind's major engineering achievements. A single paper cannot do justice to this industry.
