Abstract

Purpose

Trade and investment flows into less-advanced economies could bring about important technological spillovers that could boost firm-level productivity and bolster their long-term economic growth. However, learning by doing and various forms of innovation activities are typically underprovided in a laissez faire policy environment. This brief paper outlines some of the motivations for public sector interventions to support learning by doing and stronger technological spillovers. The paper aims to discuss these issues.

Design/methodology/approach

To accomplish this, the paper provides a brief discussion of three key areas for policy attention, covering: the features that make international production networks fertile platforms for these spillovers; the opportunities for technology spillovers in the services sector; and the challenges associated with policies to link SMEs into these sectors that are fertile ground for technology spillovers and innovation.

Findings

This paper concludes by presenting a few possible guidelines on innovation and technology policy based on the lessons of industrialization attempts in the last several decades. A key insight tying these strategies together is that of creating incentives to compete and innovate, and ensuring that support is outcome oriented and temporary.

Originality/value

This paper contributes to the literature and practitioner-oriented scholarship by providing a clear framework for thinking about how to promote technology spillovers from trade and investments, as part of new industrial policies.

Abstract

Purpose

This paper aims to provide an updated review of policy literature and evidence on the development implications of extractive industries.

Design/methodology/approach

It synthesizes the main lessons drawn from an extensive review of policy and academic literature on this topic. It outlines the risks attached to the natural resource curse as well as the associated solutions, as demonstrated by empirical evidence and policy experience.

Findings

Based on the authors’ review of case studies and multi-country empirical analyses, there is a mixed picture on the link between extractive industries and inclusive growth. The authors find that, on the one hand, significant risks are commonly associated with the natural resource curse faced by countries that wish to tap this wealth for development. On the other hand, the mixed results also suggest that the many challenges related to expanding extractive industries are not necessarily unavoidable.

Practical implications

For policymakers, the main message is that some countries that have taken important steps to improve the governance of their wealth as well as channel these toward productive investments – notably human capital – appear to have transformed the natural resource curse into a boon for development.

Originality/value

The main contribution of this paper is that it provides the most comprehensive review to date on this body of the policy and academic literature. It will serve as a guide for policymakers, civil society and other stakeholders working on issues linked to extractive industries.

Case overview

The protagonist in this case is Mrs Maribeth Ocampo a manager of a reputable non-governmental organization (NGO) that plans to devise a position on the Philippines' Priority Development Assistance Fund (PDAF) (or more pejoratively called “pork barrel”). This NGO manager intends to tap the assistance of their local legislator to fund some of their projects. Her NGO has been working with farmers in provinces in the Bicol region and one of the recent projects of the group involves skills training for the female farmers, which aims to provide the latter with a greater variety of income source which they can tap during the lean season. Expenses associated with the project include costs of the training sessions (e.g. cost of session kits and honorarium of resource people) and assistance that will be provided to the female farmers to start their venture.

However, recent reports have surfaced which cast doubts on the accountability and transparency associated with the PDAF of the legislators. Some reports indicate the presence of commissions that NGOs must allegedly pay to the legislators in exchange for their access to the said funds, while a recent scam involves the creation of bogus NGOs that allegedly serve as conduits through which legislators can take advantage of their allocation. The NGO manager needs to decide on whether and to what extent to engage with legislators on tapping the pork barrel funds. She also needs to address the question: “What is the position of my NGO (and possibly all reputable NGOs more broadly) on pork barrel funds moving forward?”

Expected learning outcomes

This case aims to familiarize the manager with key public finance concepts such as discretion and accountability; and to develop her/his appreciation of the politics surrounding the public sector budget and, in particular, discretionary funds. The case is focused on Philippine legislators' discretionary funds, the PDAF. However, it can be used to discuss issues surrounding public finance concepts of transparency, accountability and citizens' engagement in the budget process in a much broader context within developing democracies.

The case revolves around the scandal surrounding the pork barrel funds of some legislators that were exposed for apparent abuse in early 2013. The scandal and its repercussions are still ongoing at the time of writing this case, so the authors expect to update this case moving forward. It aims to highlight an example of the role of public institutions and its respective challenges when it comes to critical decisions of keeping public financial a credible undertaking. It is also expected that this case will help develop an understanding of the pros and cons in the use of discretionary funds and help the student identify potential risks for abuse in public finance management with respect to these funds.

Abstract

The overall goal of science is to build a valid and reliable body of knowledge about the functioning of the world and how applying that knowledge can change it. As personnel and human resources management researchers, we aim to contribute to the respective bodies of knowledge to provide both employers and employees with a workable foundation to help with those problems they are confronted with. However, what research on research has consistently demonstrated is that the scientific endeavor possesses existential issues including a substantial lack of (a) solid theory, (b) replicability, (c) reproducibility, (d) proper and generalizable samples, (e) sufficient quality control (i.e., peer review), (f) robust and trustworthy statistical results, (g) availability of research, and (h) sufficient practical implications. In this chapter, we first sing a song of sorrow regarding the current state of the social sciences in general and personnel and human resources management specifically. Then, we investigate potential grievances that might have led to it (i.e., questionable research practices, misplaced incentives), only to end with a verse of hope by outlining an avenue for betterment (i.e., open science and policy changes at multiple levels).

Abstract

Examines the issue of how variations in language used in advertising affect advertising preference with a sample of bilingual, Korean Americans. Uses past literature to hypothesise that the level of acculturation would moderate ethnic consumers’ preference for advertisements in English versus their native language. Extends previous research in the field of ethnic advertising by considering whether findings from studies conducted with Hispanic American consumers are applicable to Asian Americans. Shows that no significant differences were detected in bilingual Korean American preferences for advertisements in which the message was presented in English as compared with those that used Humgul (Korean language) to communicate with the audience. Concludes with suggestions for further research.

Abstract

Terrorism, an important component of Political risk as a possible determinant of ADRs (American Depository Receipts) returns have received little attention in academic literature. To address this issue and examine whether political risk is a major determinant of ADR returns of emerging market countries, this paper empirically examines market valuation of Indian ADRs around acts of terrorism. Using a sample of 52 such events in the sample period Jan 2003‐Dec 2003 we empirically analyze returns of Indian ADRs. The results from our study indicate a marginally negative significant effect, failing to indicate that event of terrorist attacks severely affect the Indian ADRs listed on the US stock market. This may be explained by a combined effect of; (a) the optimism of US investors towards emerging markets, and (b) market participants becoming more resilient and making informed choices around the “general” events of terrorism.

Abstract

For decades organizational citizenship behavior (OCB) has been of interest to scholars and practitioners alike, generating a significant amount of research exploring the concept of what citizenship behavior is, and its antecedents, correlates, and consequences. While these behaviors have been and will continue to be valuable, there are changes in the workplace that have the potential to alter what types of OCBs will remain important for organizations in the future, as well as what types of opportunities for OCB exist for employees. In this chapter we consider the influence of 10 workplace trends related to human resource management that have the potential to influence both what types of citizenship behaviors employees engage in and how often they may engage in them. We build on these 10 trends that others have identified as having the potential to shape the workplace of the future, which include labor shortages, globalization, immigration, knowledge-based workers, increase use of technology, gig work, diversity, changing work values, the skills gap, and employer brands. Based on these 10 trends, we develop propositions about how each trend may impact OCB. We consider not only how these trends will influence the types of citizenship and opportunities for citizenship that employees can engage in, but also how they may shape the experiences of others related to OCB, including organizations and managers.

Abstract

Since 1986, there has not been another federal immigration reform policy that has legalized the status of the undocumented migrants living and working inside the United States. Instead, there has been only criminalization and punitive measures. From the administrations of Bill Clinton to Donald Trump, and now that of Joe Biden, there has been a bipartisan continuity of the “enforcement-only approach,” which has corresponded with capital's increased reliance and preference for non-citizen labor. The abandonment of inclusive citizenship and rights-based immigration reform in favor of restrictive measures allows for capitalists to increase capital accumulation through greater exploitation of migrant workers. Working backwards from this process shows how this method of labor procurement and exploitation extends from the roots of imperialist expansionism abroad: the imposition of free-trade agreements and economic displacement, regional militarization, and the regulation and criminalization of cross-border migration. Because of these factors, it has become apparent that prospects for citizenship and rights-based reform will not likely be advanced electorally within the current configuration of party politics in the United States, and has therefore shifted to different forms of class struggle in workplaces and communities across the country.
