The purpose of this study is to quantify port efficiency assessment indicators to analyze the impact of COVID-19 on Chinese One Belt One Road (OBOR) ports.

Abstract

Purpose

The purpose of this study is to quantify port efficiency assessment indicators to analyze the impact of COVID-19 on Chinese One Belt One Road (OBOR) ports.

Design/methodology/approach

This study utilized a grey prediction model GM(1,1) to forecast five relevant indicators for each of the 17 OBOR ports both with and without COVID-19 background conditions. Additionally, the data envelopment analysis (DEA) efficiency assessment approach was used to analyze the impact of COVID-19 on port efficiency.

Findings

The results indicate that cargo and container throughput growth rates during the COVID-19 pandemic are reduced by 1.7 and 2.1%, respectively. There was also a noticeable reduction in technological efficiency (TE) as well as pure technological efficiency (PTE), while scale efficiency (SE) remained largely unaffected. Furthermore, the dynamic efficiency MI was mainly negatively impacted by changes in overall efficiency change (EFFCH), where pure efficiency change (PECH) less than one contributed significantly towards overall regression of port efficiencies during this period.

Originality/value

This paper is unique in its use of a combination of the grey prediction model and DEA efficiency assessment to quantify changes in important indicators during pandemic periods. This approach not only provides a quantitative understanding of the impact on port-level efficiency through numerical quantification but also offers readers an intuitive understanding.

Abstract

Purpose

This paper recommends new criteria for selecting seaports of embarkation during military deployments. Most importantly, this research compares the current port selection criterion, which is to select the seaport with the shortest inland transport time from the deploying installation, to the proposed port selection criteria, which are to select the seaport based on the shortest combined inland and oceanic transit time to the destination theater.

Design/methodology/approach

The authors construct an original integer program to select seaports that minimize the expected delivery timeline for a set of notional, but realistic, deployment requirements. The integer program is solved considering the current as well as the proposed port selection criteria. The solutions are then compared using paired-samples t-tests to assess the statistical significance of the port selection criteria.

Findings

This work suggests that the current port selection criterion results in a 10–13% slower delivery of deploying forces as compared to the proposed port selection criteria.

Research limitations/implications

This work assumes deterministic inland transit times, oceanic transit times, and seaport processing rates. Operational fluctuations in transit times and processing rates are not expected to change the findings from this research.

Practical implications

This research provides evidence that the current port selection criterion for selecting seaports for military units deploying from the Continental United States is suboptimal. More importantly, logistics planners could use these recommended port selection criteria to reduce the expected delivery timelines during military deployments.

Originality/value

Several military doctrinal references suggest that planners select seaports based on habitual installation-to-port pairings, especially for early deployers. This work recommends a change to the military's current port selection process based on empirical analyses that show improvements to deployment timelines.

Abstract

This paper presents an alternative approach to evaluating the overall efficiency and performance of Taiwanese container ports. Specifically, a parallel activity with series structure concept in the form of data envelopment analysis (MNDEA) is used to construct a model that applies to three different activities: harbor management, stevedoring and warehousing operations. We will further divide each activity into two process types, production processes and services processes. We will also adopt a Delphi survey approach and use the Analytic Network Process (ANP) to identify these processes’influence dependence and their degree of importance for the MNDEA model setting. An empirical application demonstrates the performance of Taiwanese container ports by using MNDEA with window analysis techniques via the directional distance functionThe results demonstrate that the application is effective in indicating and/or suggesting resource-adjustments, while considering which undesirable output levels and shared inputs were involved. The results also present directions for possible improvements in workplace efficiency.

Abstract

Purpose

This study examines the relationship between business strategy, management control system (MCS) type and performance. Does the alignment of organisation business strategy and MCS fresult in better performance?

Design/methodology/approach

This study draws on the business strategy and MCS type literature to identify business strategies and MCS types. A scoring method was used to identify business strategy types and cluster analysis to identify MCS types from a sample of 80 firms and 621 firm-years of data. Analysis of variance was used analyse the differences.

Findings

Four types of MCS were identified and were labelled clan, adhocracy, market and hierarchy. The sample was split into defender, analyser, prospector and reactor strategies. The results showed defender strategies performed better with hierarchy or market type MCSs while prospector strategies performed better with clan or adhocracy MCS types. Analysers performed acceptably with all MCS types.

Practical implications

The results of this study suggest that organisations should align their business strategy with a certain MCS type to achieve good performance. Also, alignment of top management and business strategy is supported as the top management properties differ between the MCS types.

Originality/value

This research contributes to the management control and strategy literature by demonstrating how the alignment between organisation business strategy and organisation-level MCS type determines organisational performance. The results suggest that differing business strategies yield better performance when aligned with the appropriate management controls represented by an MCS type.
