Abstract
Academic library consortia activity has become an integral part of academic libraries’ operations. Consortia have come to assert considerable bargaining power over publishers and have provided libraries with considerable economic advantage. They interact with publishers both as consumers of publishers’ products, with much stronger bargaining power than individual libraries hold, and, increasingly, as rival publishers themselves. Are consortia changing the relationship between academic libraries and publishers? Is the role of academic library consortia placing academic libraries in a position that should and will attract the attention of competition policy regulators? Competition policy prohibits buying and selling cartels that can negatively impact the free market on which the Canadian economic system, like other Western economies, depends. Competition policy as part of economic policy is, however, only relevant where we are concerned with aspects of the market economy. Traditionally, public goods for the greater social and cultural benefit of society are not considered part of the market economic system. If the activities of academic library consortia are part of that public good perspective, competition policy may not be a relevant concern. Using evidence gained from in-depth interviews from a national sample of university librarians and from interviews with the relevant federal government policy makers, this research establishes whether library consortia are viewed as participating in the market economy of Canada or not. Are consortia viewed by librarians and government as serving a public good role of providing information for a greater social and cultural benefit or are they seen from a market-economic perspective of changing power relations with publishers? Findings show government has little in-depth understanding of academic library consortia activity, but would most likely consider such activity predominantly from a market economic perspective. University librarians view consortia from a public good perspective but also as having an important future role in library operations and in changing the existing scholarly publishing paradigm. One-third of librarian respondents felt that future consortia could compete with publishers by becoming publishers and through initiatives such as open source institutional repositories. Librarians also felt that consortia have had a positive effect on librarians’ professional roles through the facilitation of knowledge building and collaboration opportunities outside of the home institution.

Abstract
Roles of academic libraries have recently been regularly discussed among Library and Information Science (LIS) scientists and practitioners. A shift of roles induced by various factors forces academic libraries to reconsider their operational guidelines and plan future scenarios. This article provides an analysis of the framing of roles assumed by academic libraries and identifies key factors and agents that influence the process. Research consisted of an analysis of official strategic documents of Lithuanian state-owned universities that are of great importance to the strategic development of academic libraries and the anchoring of their roles. Applying Laclau and Mouffe’s (2001) discourse theory and the concepts of new institutionalism as a theoretical approach, key factors and agents influential to the role of academic libraries were identified. Modernity, market, and quality as three interrelated discourses highlight the proposition that modernity is inseparable from the development of information technologies and infrastructure and that various professional networks in the library environment act as powerful institutional agents. Practices of market law application in universities have influence on the institutional logic of libraries which increasingly relies on the criteria of efficiency and rationality.

Abstract
Research into the library as place investigates the role of public library buildings as destinations, physical places where people go for various reasons ranging from making use of the library's resources and services or seeking to fulfill an information or reading need to less easily identified reasons that may include using the library's building as a place to make social or business contacts, to build or reinforce community or political ties, or to create or reinforce a personal identity. This study asks: How are one rural US public library system's newly constructed buildings functioning as places? The answer is derived from answers to sub-questions about adult library users, user, and staff perceptions of library use, and observed use of library facilities. The findings are contextualized using a framework built of theories from human geography, sociology, and information studies.
This case study replicates a mixed-methods case study conducted at the main public libraries in Toronto and Vancouver in the late1990s and first reproduced in Halifax, Nova Scotia in 2006. It tests methods used in large urban settings in a rural, small-town environment. This study also expands on its antecedents by using thematic analysis to determine which conceptualizations of the role of the public library as place are most relevant to the community under investigation.
The study relies on quantitative and qualitative data collected via surveys and interviews of adult library users, interviews of library public service staff members, structured observations of people using the libraries, and analysis of selected administrative documents. The five sets of data are triangulated to answer the research sub-questions.
Thematic analysis grounded in the conceptual framework finds that public realm theory best contextualizes the relationships that develop between library staff members and adult library users over time. The study finds that the libraries serve their communities as informational places and as familiarized locales rather than as third places, and that the libraries facilitate the generation of social capital for their users.

This chapter summarizes the core human rights and social justice functions of libraries.
Methodology/approach
After reviewing how each chapter of this edited volume offers evidence of libraries’ clear contributions in the area of human rights and social justice, this chapter explores in greater detail how the current environment in which libraries operate impacts their ability to promote human rights and social justice.
Findings
In many communities, libraries are the only institution capable of fulfilling a wide array of social justice and human rights roles. As they seek to fulfill these roles, however, libraries face significant challenges related to the lack of emphasis on considerations of human rights and social justice within the pedagogy, research, and practice of our field.
Originality/value
This chapter serves as a call to action for library practitioners, educators, and researchers to better articulate the social justice and human rights roles of libraries to policy-makers, funders, politicians, and community members.

Abstract
School library media specialists (SLMSs) often struggle with assuming leadership roles. Discrepancies existed in perceptions of SLMSs of their leadership preparedness, their opportunities to exert leadership, and their assumption of leadership roles. The purpose of this quantitative study was to explore the perceptions of SLMSs regarding their instructional leadership and to examine the extent to which they practiced instructional leadership. The study was designed to determine whether there were differences between SLMSs perceptions of the importance of their leadership roles and their opportunities to practice those roles. The results of the study indicated that SLMSs perceived all of the leadership roles to be more important than they were able to carry out in practice and that supportive administrators were the most essential factor in providing SLMSs the opportunity to practice and expand their roles as instructional leaders.

Abstract
The purpose of this nonexperimental research was to examine the perceptions of state-certified teachers regarding Library Media Specialists (LMS). Through collaboration and the use of social constructivist learning theories, teachers at three high schools in Georgia were interviewed regarding the roles and responsibilities of LMS. The primary research question asked how the perceptions of teachers on the practices of the role of the school LMS differ from the way the teachers perceive these roles to be important at their high schools. The secondary research questions addressed the correlations between high school teachers' demographic information and both the importance of and the practice of the roles of the high school LMS. Quantitative data were collected through a survey developed by McCracken (2000). A paired sample t-test was used to compare the theoretical and practical scales in each category of the LMS roles, and a Spearman rank-ordered correlations test was used to compare the 13 descriptive variables to theoretical and practical scales. Teacher participants reported each of the roles of the LMS to be more important than what is actually being practiced in their school settings and that similar views existed on both the practice scale and the importance scale. Implications include community and educator awareness of the role of the school LMS, an increased educator awareness of the roles of a state-certified school LMS to compliment the high school curriculum, and an increased awareness for the need of a LMS in public schools.

Abstract
The purpose of this study was to determine not-yet-tenured university library faculty members’ views of 27 methods their department chair may use to support and enhance the faculty member's professional development. The methods were derived from earlier qualitative research on department chairs in higher education. While academic teaching department chair roles have been the subject of the research literature for many years, little research has addressed library faculty perceptions of the department chair's role. The survey instrument used consisted of two parts: (1) a demographics section, consisting of five questions; and (2) a researcher-developed survey of faculty perceptions of the department chairs’ role in faculty development. Survey participants were asked to rate the importance of methods chairs may use in enhancing the professional activities of faculty. According to the not-yet-tenured library faculty members responding to this study, a chair engaging in the most important practices to enhance their faculty's professional development would be one who utilizes good communication, while acting as an administrative advocate.

Abstract
Library buildings are routinely reimagined, remodeled, or built new to meet the changing needs of their community. The move from collection-centric to user-centric service models has generated numerous writings about the library as place and space. The one concept lacking in the scholarly discourse is the changing roles of librarians to meet the needs of these new spaces and places. How do librarians fit in the new equation? When addressing the professional identity of librarians, which aspect of their work will need to evolve and which will need to be let go? A critical facet of sustaining services in new spaces is the need to develop the sustainable librarian – to remove the stigma of the librarian as “jack of all trades, master of none.” In order to realize this new mindset of mastering our domain we need to begin reimagining our work. Some ways, this can be accomplished by writing increased flexibility into position descriptions and creating organizational structures to better support librarians within the new spaces. With these new developments to our professional identities, librarians may learn to employ entrepreneurial skills in order to continuously anticipate services and develop skill sets to aid the library’s ability to fulfill its purpose. The authors provide a literature review to discuss the changing role of the academic librarian to meet the evolution of the library building and services. We will provide an example through findings and practices of Grand Valley State University and how it reimagined roles in the early 2000s and continues to reimagine roles in a new building and a renovated branch library. The change of spaces and places in academic libraries to accommodate user needs and perceptions has impacted how academic librarians work in these spaces and places. Library administrators need to rethink workflows, and organizational charts by examining flexible workloads, cross-training initiatives, professional development around new skills, and the letting go of obsolete practices.
Originality/value – in this chapter, the authors will discuss how library leaders are charged with translating the new roles of their librarians to meet the needs of their community in these new spaces and how library leaders may look beyond the literature of the profession for ways to facilitate change.

Abstract
It has been widely projected in the library literature that a substantial number of librarians will retire in the near future leaving significant gaps in the workforce, especially in library leadership. Many of those concerned with organizational development in libraries have promoted succession planning as an essential tool for addressing this much-anticipated wave of retirements. The purpose of this chapter is to argue that succession planning is the wrong approach for academic libraries. This chapter provides a review of the library literature on succession planning, as well as studies analyzing position announcements in librarianship which provide evidence as to the extent to which academic librarianship has changed in recent years. In a review of the library literature, the author found no sound explanation of why succession planning is an appropriate method for filling anticipated vacancies and no substantive evidence that succession planning programs in libraries are successful. Rather than filling anticipated vacancies with librarians prepared to fill specific positions by means of a succession planning program, the author recommends that academic library leaders should focus on the continual evaluation of current library needs and future library goals, and treat each vacancy as an opportunity to create a new position that will best satisfy the strategic goals of the library. In contrast to the nearly universal support for succession planning found in the library literature, this chapter offers a different point of view.

Abstract
This chapter explores the role of cultural activity within prison libraries for not only the general wellbeing of prisoners, but also as a form of indirect intervention for addressing unrecognised and/or unaddressed information needs amongst prisoners; particularly important needs of a more sensitive nature often repressed (e.g. remorse, mental health, relationships). Drawing on research to date, the authors discuss the information needs of prisoners, the associated benefits of cultural activity for information need recognition and understanding, and the support role of the prison library; and in relation, identify opportunities for further development of the library as a key change agent in the progressive rehabilitation of prisoners.
