This paper has two objectives. First, it investigates some conceptual linkages between the sub‐disciplines of development economics and environmental economics. We find common methodological orientations, and shared interests in growth processes, resources and sustainability, international trade, market mechanisms and market failure, institutions, and co‐operative international behaviour. Second, it introduces the other papers that appear in this special issue, and sets them within the context of the common orientations and themes that have been identified here. Finally, we offer some recommendations for the design of syllabuses in the field of development and environmental economics.

An overview of the cointegration approach to econometric specification and estimation is provided. A non‐technical approach is adopted, and is intended to serve as an entry into this important new literature for the reader with no background knowledge of the subject but with some limited knowledge of econometrics. Particular emphases are given to the rationale for using cointegration techniques in the estimation of economic relationships, to providing intuitive explanations of the concepts and techniques, and to demonstrating their applications in practice. Reference is made throughout to other articles which explain particular methods or recent developments more formally and fully than is possible here. Finally, a simple application of cointegration techniques to the estimation of the consumption function is provided.

The librarian and researcher have to be able to uncover specific articles in their areas of interest. This Bibliography is designed to help. THE RECENT SQUEEZE on local government expenditure has highlighted the dissarray that exists in the public library service in England and Wales, and the extraordinary measures being adopted by some authorities. Some of this disorder can perhaps be attributed to widely‐held attitudes prior to local government reorganisation. As a profession we have never been particularly good at co‐ordinating our approach to library services. Traditionally, many chief librarians looked upon their systems as their own unique empire. There was a deep‐rooted reluctance, perhaps even a fear, of pursuing common policies and practices with a neighbouring authority. The reason for those attitudes is not altogether clear, but they reflected an alarming narrowness of vision within our profession.

Legal process by its very nature cannot be swift; step by step, it must be steady and sure and this takes time. There is no room for hasty decisions for these would tend to defeat its purpose. Time, however, is of the essence and this is set for various aspects of legal action by limitation of actions legislation, which sets periods after which the case is no longer actionable. The periods are adequate and in civil law, generous to avoid injustice being done. The one serious complaint against the process of law, however, is the unwarrantable delays which are possible despite limitation. From the far‐off days of Equity, when Dickens' Jarndyce v Jarndyce, caricatured and exaggerated as it was, described the scene down to the present when delays, often spoken of in Court as outrageous are encountered, to say nothing of the crowded lists in the High Courts and Crown Courts; the result of the state of society and not the fault of the judiciary. Early in 1980, it was reported that 14,500 cases were awaiting trial in the Southeastern Circuit Crown Court alone. Outside the Courts legal work hangs on, to the annoyance of those concerned; from house purchase to probate. Here, the solicitor is very much his own master, unhampered by statutory time limits and the only recourse a client has is to change this solicitor, with no certainty that there will be any improvement, or appeal to the Law Society.

Language may be a treasured heritage of small comunities, all that is left to bind them together. It is often a matter of national or regional pride, keeping alive a tongue dead centuries past everywhere else; in an area of the Grisons forty thousand Swiss speak the Latin Romansch, the tongue spoken by the citizens of ancient Rome, and nowhere else in the world is it heard. There are so‐called official languages; in the councils of Europe, it has always been French, which is the official language of the European Economic Community; this means, of course, that all EEC Directives and in due course, judgments of its courts, will be first delivered in French.

GLASGOW was later by about one hundred and thirty years than some of the Scotch towns in establishing a printing press. Three hundred years ago, though Glasgow contained a University with men of great literary activity, including amongst others Zachary Boyd, there does not appear to have been sufficient printing work to induce anyone to establish a printing press. St. Andrews and Aberdeen were both notable for the books they produced, before Glasgow even attempted any printing.

SO the miners have, by a pretty massive vote and against their leaders' advice and hopes, turned down an offer of extra payment tied to greater production. No form of incentive scheme whatever will be considered, they say.

MOST people engaged in Work Study will share the general recognition that ‘Sitting by Nellie’ or ‘Standing by Syd’ is a wasteful and ineffective way of teaching workers how to do a new job or learn a new skill. Very few of the experienced workers who act as part‐time instructors have any instructional technique at all.

The formulated proposals for this legal principle in the trade battern of the European Community have again appeared in the EEC draft Directive. It has been many years in coming, indicating the extreme difficulties encountered in bringing some sort of harmony in the different laws of Member‐states including those of the United Kingdom, relating to the subject. Over the years there were periods of what appeared to be complete inactivity, when no progress was being made, when consultations were at a stand‐still, but the situation was closely monitored by manufacturers of goods, including food and drink, in the UK and the BFJ published fairly detailed reviews of proposals being considered — in 1979 and 1981; and even as recently as the last few months — in “Consumerism in the Community”, the subject was briefly discussed.
