Abstract

The period since 1979 has seen a radical restructuring of public sector industrial relations. Not only has the size of the sector fallen, from over 30% of the workforce in 1979 to just under 22% in mid‐1993, although the sector still employs 5.4m people (Economic Trends, 1994). There has also been major organisational change. Apart from the major transfers of public sector staff to the private sector via privatisation, those remaining in the public sector — now largely the public services — have been subjected to major organisational changes. These organisational changes have been driven by Government policies based on concepts of financial accountability and market forces to cut waste and improve efficiency. A major concern has clearly been a reduction in public expenditure, the major part of which is salary costs. However, the linkage between the various strands of Government policy concerning the public sector have not always been clear cut — decentralisation and organisational innovation have not always been clearly connected to public sector pay policy. On other occasions changes in reward management have been predicated on organisational changes.

Abstract

Purpose

This paper seeks to examine the use of the cohort component method as a method of deriving replacement demand for manpower forecasting.

Design/methodology/approach

The paper explains the principal concepts of replacement demand and how replacement demand has been estimated in two alternative ways: the cohort component method and using longitudinal data on individuals. The paper focuses on one of these ways, the cohort component method, and illustrates how this method can fail to capture all the relevant flows driving replacement demand. It also compares the method to the alternative approach based on individual data and discusses US and Irish results using both methods.

Findings

The cohort component method is found to underestimate replacement demand significantly in many occupations.

Research limitations/implications

Research estimates of replacement demand should be based on individual longitudinal data rather than the cohort component method.

Originality/value

Many countries undertake some form of occupational employment forecasting including, in many cases, making estimates of replacement demand. This paper should help to clarify the appropriate choice of methodology for estimating replacement demand.

Abstract

An exploratory instrumental case study design was used to study interactions between leaders and employees at a large faith-based nonprofit healthcare organization. The study used a four-part intervention to infuse humility into leaders’ language, verbal expressions, and non-verbal behaviors, as well as the physical settings in which the interactions occurred. The study made a unique contribution to the field of leadership education in several ways. The researcher worked closely with two leader-practitioners to develop customized leader humility programs using the intervention tool. Following each leader-employee interaction, leaders had a chance initially to reflect on the experience through a journaling exercise and subsequently to discuss the experience in a one-on-one interview with the researcher. This article shares the key findings from the study along with each leader’s unique development experience, as well as a recommendation for people who are charged with developing leaders in academic or organizational settings.

Abstract

Purpose

The purpose of this paper is to analyze the reception and impact of Jürgen Habermas’s global academic best seller in the USA between 1974 and 2018. It specifically addresses the consequences of the long delay in the publication of the English translation of Habermas’s 1962 public sphere concept until 1989 in the context of Habermas’s paradigm shift from the Kantian ideal of a participatory democracy to a systems-theoretical interpretation of deliberative democracy, which informs Between Facts and Norms (1992/1996).

Design/methodology/approach

This paper can be classified as a “conceptual paper” that draws on empirical research, namely, Adrian Rauchfleisch’s (2017) bibliometric co-citation analysis of two decades of public sphere research, which features a multi-dimensional scaling of these research communities based on the distance matrix of the co-citation network.

Findings

As the 22,000 scholarly citations for structural transformation as of April 2018 already indicate, this paper confirms in detail that Habermas’s original public sphere concept attracts significantly more academic interest on an interdisciplinary basis than Between Facts and Norms, which no longer pursues a critical theory of contemporary democracy. Instead, this shift toward a uniquely sophisticated theory construction in the realm of normativity produces a work in Rechtstheorie (Thomas McCarthy) that is by definition removed from political practice. The paper demonstrates that only the criteria developed in structural transformation can be applied to the analysis of constitutional crises in the USA.
