Abstract

The feasibility of using job evaluation procedures to establish non‐biased pay structure is a central issue in the debate over comparable worth. Results of two investigations indicate that even under carefully controlled conditions job evaluation results are highly susceptible to random and systematic errors on the part of the evaluators, and are apt to vary significantly from the concept of worth underlying the evaluation plan. The choice of evaluation instruments or scoring procedure can also have a major impact on results. Thus, the feasibility of using job evaluation results as the governing criterion of the relative worth of jobs is highly questionable.

Abstract

Purpose

The purpose is to offer a critique of the process of decision-making by top university administrators and to analyze how their decisions imposed their preferences and expanded administrative control.

Design/methodology/approach

In the fall of 2021, the top administrators at Boston-based Northeastern University required that all members of the university community return to fully on-campus face-to-face work. That decision involved a return to what was labeled “normal operations” and followed a year-and-a-half of adjustments to the COVID-19 pandemic. Building on that case example, the analysis then ranges backward and forward in time. Other decisions – by Northeastern University leaders as well as leaders at other schools – are considered as well.

Findings

Leaders impose labels on complex contingencies as a way of constructing meaning. No label is objectively true or indisputable. In the hands of individuals who possess hierarchical power and authority, the application of a label such as “new normal” represents an exercise of power. Through an exploration and analysis of the underlying, unspoken, assumptions behind the application of the “new normal” label, the article suggests how the interests of university leaders were being advanced.

Research limitations/implications

Because of its reliance on labeling, the paper focuses mainly on the words of administrators – at Northeastern University and elsewhere – that are called upon to explain/justify decisions. The multiplicity of interests forwarded by the “new normal” label are explored. No attempt is made – nor would it be possible – to understand what was in the hearts and minds of these administrators.

Practical implications

The article makes a case that any and all pronouncements of leaders should be understood as assertions of power and statements of interests. The practical impact is to suggest a critical analysis to be applied to all such pronouncements.

Social implications

The approach taken in this article is situated within post-modernist analysis that critiques dominant narratives, disputes epistemological certainty and ontological objectivity and takes cognizance of coded messages contained in language.

Originality/value

Everyone has been through a traumatic period of time with the pandemic. The author has focused on a specific community – university administrators and tenure/tenure track faculty – as a window to help explain how decision-makers shaped their response. The author wants to emphasize the labels imposed by leaders and the assumptions behind the application of those labels.

A federal district court injunction in Illinois will reverberate beyond the Land of Lincoln by reaffiriming policy and law for local phone competition in the USA. Chief District Judge Charles P. Kocoras reminded legislators, regulators and telecommunications executives that state regulators are to employ federal telecommunications law and policy, specifically total element long run incremental pricing (TELRIC) for unbundled network elements (UNE‐s), to administer markets for local telephone services. The genius of the decision resides in its fidelity to sedulous implementation of telecommunications statute and precedents, and by so doing, in sustaining public policy that enhances consumer welfare, stimulates investment and spurs innovation.

Abstract

Purpose

The purpose of this paper is to describe a general purpose localization system, GRAIL. GRAIL provides real‐time, adaptable, indoor localization for wireless devices.

Design/methodology/approach

In order to localize as diverse a set of devices as possible, GRAIL utilizes a centralized, anchor‐based approach. GRAIL defines an abstract data model for various system components to support different physical modalities. The scalable architecture of GRAIL provides maximum flexibility to integrate various localization algorithms.

Findings

The authors show through real deployments that GRAIL functions over a variety of physical modalities, networks, and algorithms. Further, the authors found that a centralized solution has critical advantages over distributed implementations for handling privacy concerns.

Originality/value

A key contribution of this system is its universal approach: it can integrate different hardware and software capabilities within a single localization framework. The deployment of such a system in academic and research environments allows researchers to explore issues beyond algorithms and investigate effects in real deployments.

Abstract

There is little mystery as to why the publicly subsidised expansion of college enrolments has been common during postwar years: popular demand that college opportunities be made more universal has motivated government officials to establish programmes promoting enrolment expansion. It should also be recognised that such programmes are often carried out to complement more comprehensive public efforts designed to meet national needs. A concentration on the most important events in the US which have contributed to the linkage of policies for national development and expansion of higher education shows that higher education is unlikely to lose its dual role as a centre of research, and as an institution open to a wide cross‐section of society. Further, most colleges and universities are so dependent on public financial support that future plans will be dependent on the policy makers.

Abstract

This paper explores the major factors influencing multinational companies’ (MNCs) propensity to change the level of resource commitments during financial crises in emerging markets. Favorable changes in the host government policies, market demand, firm strategy, and infrastructural conditions are hypothesized to influence the MNCs’ decision to increase resource commitments during a crisis. The hypotheses are tested with data collected in a survey of 82 MNCs during the recent Argentine financial crisis (late 2002). While all the above variables are considered by the respondents as generally important reasons for increasing resource commitments during a crisis, only favorable changes in government policies significantly influence MNCs’ decisions to change the level of resource commitments during the Argentine financial crisis. The research, managerial implications, and policy‐making implications are discussed.

Abstract

Purpose

This research study aims to capture the movement of research focus and to highlight notable authors, journals and documents on teachers' satisfaction from 1956 to 2022.

Design/methodology/approach

This paper analyzed the bibliographic metadata associated with 720 Clarivate Web of Science indexed articles on this topic, using descriptive, co-occurrence and thematic analyses.

Findings

The study first identified the growth trajectory of literature on this topic over time and found a steady increasement since 2016. The findings also revealed four sub-topics that scholars often investigate when studying teachers' satisfaction, which are: leadership, engagement, self-efficacy and retention, as well as the scholars' research focus on those sub-topics across different periods. In recent years, scholars have been paying more attention to exploring the influence of various leadership styles and teachers' professional identities on job satisfaction.

Originality/value

This paper is the first bibliometric review on this topic. The results of this study showed that there was little collaboration between authors across countries and territories. Therefore, there is a considerable demand for comparative studies on this topic, which can expose untapped insights from various cultures and societies. Finally, by featuring the most influential authors, documents and journals on teachers' satisfaction, this work might serve as an introduction for scholars who are new to this topic.

Abstract

Purpose

The purpose of this paper is to offer an explanatory process model of stakeholder management. The model shows how and why path dependence is manifested in stakeholder management issues.

Design/methodology/approach

The paper integrates stakeholder theory with key ideas from path dependence literature. The resulting propositions are examined in the context of a longitudinal case study of the United Airlines and US Airways abandoned merger in 2000‐2001

Findings

The paper's analysis demonstrates that initial conditions are accentuated by the sequence of actions, offering a plausible explanation for process outcomes.

Practical implications

On the practical side, the paper provides a problem‐solving tool for stakeholder management to analyze the stakeholder linkages during strategic initiatives.

Originality/value

The paper addresses an important research gap, exploring how stakeholder‐related path dependencies influence the process of conflict escalation.
