Abstract
Purpose
This paper aims to explore how historical context influences the content and selection of rhetorical legitimation strategies. Using case study method, this paper will focus on how insurance companies and labor tried to defend their legitimacy in the context of enactment of Medicare in the USA. What factors influenced the strategic (rhetorical) decisions made by insurance companies and labor unions in their institutional work?
Design/methodology/approach
The study is empirically grounded in archival research, involving an analysis of over 9,000 pages of congressional hearings on Medicare covering the period 1958–1965.
Findings
The authors show that rhetorical legitimation strategies depend significantly on the specific historical circumstances in which those strategies are used. The historical context lent credibility to certain arguments and organizations are forced to decide either to challenge widely held assumptions or take advantage of them. The authors show that organizations face strong incentives to pursue the latter option. Here, both the insurance companies and labor unions tried to show that their positions were consistent with classical liberal ideology, because of high respect of classical liberal principles among different stakeholders (policymakers, voters, etc.).
Research limitations/implications
It is uncertain how much the results of the study could be generalized. More information about the organizations whose use of rhetorics the authors studied could have strengthened our conclusions.
Practical implications
The practical relevancy of the revised paper is that the authors should not expect hegemony challenging rhetorics from organizations, which try to influence legislators (and perhaps the larger public). Perhaps (based on the findings), this kind of rhetorics is not even very effective.
Social implications
The paper helps to understand better how organizations try to advance their interests and gain acceptance among the stakeholders.
Originality/value
In this paper, the authors show how historical context in practice influence rhetorical arguments organizations select in public debates when their goal is to influence the decision-making of their audience. In particular, the authors show how dominant ideology (or ideologies) limit the options organizations face when they are choosing their strategies and arguments. In terms of the selection of rhetorical justification strategies, the most pressing question is not the “real” broad based support of certain ideologies. Insurance company and labor union representatives clearly believed that they must emphasize liberal values (or liberal ideology) if they wanted to gain legitimacy for their positions. In existing literature, it is often assumed that historical context influence the selection of rhetorical strategies but how this in fact happens is not usually specified. The paper shows how interpretations of historical contexts (including the ideological context) in practice influence the rhetorical strategies organizations choose.

Abstract
Purpose
There is a paucity of contemporary evidence on the organisational (as opposed to operational) psychosocial hazard (OPH) exposures of UK police officers. The purpose of this study is to report on OPH exposures measured via an instrument developed by the UK government – the management standards indicator tool – among police officers sampled from an entire UK force. The study seeks to provide reference values for UK police officers' OPH exposures, to consider these in relation to government exposure targets, and to examine the association between officers' OPH exposures and perceived work‐related stress.
Design/methodology/approach
Police officers (n=1,729) completed the management standards indicator tool which measures perceived exposure to seven psychosocial work environment dimensions: demands, control, managerial support, peer support, relationships, role, and change. In addition, a single‐item measure of perceived work‐related stress was applied.
Findings
Sector‐specific reference values were generated by job role and rank on each of the seven dimensions assessed by the indicator tool. Scores on all seven dimensions were below government target levels (indicating that scores fell below the 80th percentile in relation to benchmark data). In total, 46 per cent of police officers reported their work to be very or extremely stressful. A significant positive correlation (p <0.01) was found between scores on each of the seven psychosocial work characteristics and perceived work‐related stress.
Originality/value
This study is the first to report on the assessment of UK police officers' OPH exposure using the management standards indicator tool. It provides reference values that UK forces will find useful for benchmarking and intervention‐targeting purposes, and against which progress in reducing OPH exposures can be assessed.

Abstract
Purpose
This paper aims to examine how “wilderness tourism” is being successfully used to promote tourism development in the economically depressed community of Bangor Ridge in Jamaica. Through this promotion, its sponsor, Sun Venture Tours, has been able to create employment for local residents and in so doing, contribute to community development and poverty alleviation. The company has also been able to demonstrate that local entrepreneurs have the capacity to address issues in their communities with little or no reliance on government.
Design/methodology/approach
The paper employs a qualitative research methodology using both primary and secondary data. The study focuses specifically on Bangor Ridge in Jamaica with Costa Rica and Belize used as comparators.
Findings
This paper concludes that the exclusion of heritage assets from the government's development strategies for tourism in Jamaica has resulted in economic and social stagnation and a decline in economic opportunities for rural communities on the island where unemployment and poverty are rife. It argues that there is a strong case for consultation among all stakeholders as to the value of the country's natural assets and the future of tourism in Jamaica. The paper observes that tourism cannot be sustained unless Jamaica's natural assets are preserved and carefully utilized.
Originality/value
This paper explores topical issues and provides a case study that clearly illustrates how government could redirect its interest in terms of support to local communities whose assets form the basis for tourism products on the island.

Abstract
Purpose
This paper investigates the relationship between managerial emotional intelligence (EI) levels and a rating of leadership effectiveness (subordinate ratings).
Design/methodology/approach
The study involved administering the Mayer Salovey Caruso emotional intelligence test (MSCEIT) EI test to 38 supervisors within a large manufacturing organisation. Ratings of supervisory leadership effectiveness were assessed via subordinate ratings on an attitude survey detailing questions relating to supervisor performance. Altogether data were collated from a total of 1,258 survey responses.
Findings
The overall results of the data analysis suggest that half of the MSCEIT scores may act as a strong predictor of leadership effectiveness, particularly the branches within the experiential EI domain (r=0.50, p<0.001). Interestingly, the relationship between supervisor ratings and the reasoning EI domain (r=−0.12) was not as expected.
Practical implications
These findings endorse the validity of incorporating EI interventions alongside the recruitment and selection process and the training and development process of managerial personnel. However, they also question the conceptual validity of a key branch (managing emotions) of the MSCEIT.
Originality/value
Although EI is viewed as a key determinant of effective leadership within leadership literature there is a relative dearth of supporting research that has not used student sample populations or a conceptually suspect model of EI within their research methodology.

Abstract
Purpose
Cities are host to many of the world’s knowledge intensive research and innovation clusters. As such, they are likely to be attractive locations for emerging market multinational enterprises (MNEs) seeking to engage in knowledge seeking “springboard” type firm-level catch-up strategies. The purpose of this study is to therefore explore whether city-based research-intensive clusters containing deep pools of location bounded (i.e. “sticky”) knowledge are a stronger driver for greenfield research and development (R&D)-related FDI projects for Chinese MNEs than they are for developed market MNEs.
Design/methodology/approach
The authors use logistic modelling on 97,163 worldwide greenfield FDI projects to explore the relative likelihoods of Chinese MNEs engaging in R&D-related greenfield (i.e. “strategic asset seeking”) FDI projects as well as how city type (global or research-intensive cluster city) moderates this relationship for Chinese MNEs.
Findings
The authors find that Chinese MNEs are more likely to engage in overseas R&D FDI projects (compared with other types of project) than DMNEs and that research-intensive city clusters hold a stronger attraction for Chinese MNEs than developed market MNEs.
Research limitations/implications
The authors discuss how the research contributes to the debate on emerging market MNE catch-up theory, as well as that on sub-national city location choice, by highlighting the growing importance of sub-national geography to understanding strategic asset seeking related greenfield FDI.
Practical implications
Sub-national city location choice is an important driver of strategic asset seeking FDI for Chinese MNEs, one that both national and local city level policymakers should pay attention to.
Social implications
Chinese FDI via aggressive mergers and acquisitions to acquire key technologies has been restricted in recent years. Policymakers must consider whether they may also wish to restrict Chinese greenfield FDI in R&D-related projects, which now exhibit a pronounced upward trend.
Originality/value
The authors highlight the growing importance of sub-national geography to understanding strategic asset seeking related greenfield FDI in Chinese MNEs (and how it plays, more generally, a central role in their strategies).

Bobbie Scull's bibliography of federal government bibliographies was begun in 1971 as an annual informational publication primarily intended for the faculty at Louisiana State University. Later she distributed it to libraries all over the state of Louisiana. In 1973 RSR began to publish these lists on an annual basis. This is the fourth such appearance. In the meantime these bibliographies were cumulated and published in two volumes: Bibliography of U.S. Government Bibliographies 1968–73 and 1974–76. (Pierian Press, 1975, 1979). RSR is proud to continue the annual supplements which are now computer produced at LSU. Although this supplement appears in Volume 8:1 (1980) in the future they will appear in the final issue of the year.

We observe with pleasure that the French Analytical Control, which is known as the Controle Chimique Permanent Français, continues to make satisfactory progress. The value and importance of the system of Control cannot fail to meet with appreciation in France—as it cannot fail to meet with appreciation elsewhere—so soon as its objects and method of working have been understood and have become sufficiently well known. From the reports which appear from time to time in l'Hygiène Moderne, the organ of the French Control, it is obvious that a number of French firms of the highest standing have grasped the fact that to place their products on the market with a permanent and authoritative scientific guarantee as to their nature and quality, is to meet a growing public demand, and must therefore become a commercial necessity. An ample assurance that the Controle Chimique Permanent Français is a solid and stable undertaking is afforded by the facts that it is under the general direction of so distinguished an expert as M. Ferdinand Jean and that he is assisted by several well‐known French scientists in carrying out the very varied technical work required.

A Summary by Dr. Alexander Klemin of the Papers Presented Before the Fourteenth Meeting of the Institute held at Columbia University, New York, on January 29–31, 1946. AERODYNAMICS IN spite of increased wing loadings, the use of full span wing flaps has been delayed, because of inability to find a suitable aileron. The Development of a Lateral‐Control System for use with Large‐Span Flaps by I. L. Ashkenas (Northrop Aircraft), outlines the various steps in the aerodynamic development of a retractable aileron system well adapted to the full span flap and successfully employed on the Northrop P‐61. Included is a discussion of the basic data used, the design calculations made, and the effect of structural and mechanical considerations. Changes made as a result of preliminary flight tests are discussed and the final flight‐test results are presented. It is concluded that the use of this retractable aileron system has, in addition to the basic advantage of increased flap span, the following desirable control characteristics: (a) favourable yawing moments, (b) low wing‐torsional loads, (c) small pilot forces, even at high speed.
