Abstract

Purpose

The purpose of this study is to investigate the influence of institutional dynamics on road accidents and whether this relationship is moderated by information and communication technology (ICT).

Design/methodology/approach

The study adopted a quantitative approach with 133 respondents. Research hypotheses were tested in AMOS version 21. In addition, moderated regression analysis was used to test the moderating role of ICT on the relationship between institutional dynamics and road accidents.

Findings

The results show that vehicle maintenance, policy enforcement, safety culture, driver training and driver management positively influence road accidents. Moreover, the study established that ICT moderates the relationship between institutional dynamics and road accidents.

Practical implications

The results of this study serve as a practical guideline for policymakers in the road haulage sector. Managers may gain insights on how to design effective interventions to reduce road accidents.

Originality/value

This research contributes to the existing body of knowledge by exploring previously unexplored moderating paths in the relationship between institutional dynamics and road accidents. By highlighting the moderating role of ICT, the study sheds new light on the institutional dynamics that influence road accidents in the context of road haulage companies.

Abstract

Purpose

The purpose of this paper is to design a unified operational design domain (ODD) monitoring framework for mitigating Safety of the Intended Functionality (SOTIF) risks triggered by vehicles exceeding ODD boundaries in complex traffic scenarios.

Design/methodology/approach

A unified model of ODD monitoring is constructed, which consists of three modules: weather condition monitoring for unusual weather conditions, such as rain, snow and fog; vehicle behavior monitoring for abnormal vehicle behavior, such as traffic rule violations; and road condition monitoring for abnormal road conditions, such as road defects, unexpected obstacles and slippery roads. Additionally, the applications of the proposed unified ODD monitoring framework are demonstrated. The practicability and effectiveness of the proposed unified ODD monitoring framework for mitigating SOTIF risk are verified in the applications.

Findings

First, the application of weather condition monitoring demonstrates that the autonomous vehicle can make a safe decision based on the performance degradation of Lidar on rainy days using the proposed monitoring framework. Second, the application of vehicle behavior monitoring demonstrates that the autonomous vehicle can properly adhere to traffic rules using the proposed monitoring framework. Third, the application of road condition monitoring demonstrates that the proposed unified ODD monitoring framework enables the ego vehicle to successfully monitor and avoid road defects.

Originality/value

The value of this paper is that the proposed unified ODD monitoring framework establishes a new foundation for monitoring and mitigating SOTIF risks in complex traffic environments.

Abstract

Purpose

Railway-level crossings (RLCs) are the point of intersection between rail and road users and are therefore hotpots of road-rail user conflict and catastrophic collisions. The purpose of this study is to assess the risks associated with RLCs and suggest probable reduction measures. Through questionnaires and visual inspection, the authors identify the safety risks, hazards and hazardous events at some railway crossing of Addis Ababa light rail transit (AA-LRT) north-south (N-S) route. The identified risky events are then categorized based on As Low As Reasonably Practicable (ALARP) principle and generic risk ranking matrix. The authors then examine existing safety management measures at railway crossing and assess the need for additional safety management. Five major crossings on the 16.9 km (10.5 mi) N-S line, starting from Menelik II Square to Kality, were considered for the study. This study is carried out by data collection from about 145 stakeholders and the application of statistical data and risk analysis methods. The major findings of this study and the recommendations for improvement are suggested.

Design/methodology/approach

The research followed a case study approach. Through questionnaires and visual inspection, the authors identify the safety risks, hazards and hazardous events at some railway crossing of AA-LRT N-S route. The identified risky events are then categorized based on ALARP principle and generic risk ranking matrix. Collected data was then analyzed using SPSS to deduce relationships.

Findings

The study findings reveal human factors as the greatest cause of accidents, injury or death. About 22% of hazards identified by category are human factors, whereas 20% are because of technical problems. Intolerable risks stand at 42%, whereas the tolerable risks are at 36% according to risk classification results as per the ALARP model. Because the process of risk management is a long-term cycle, its importance should not be missed at any time.

Research limitations/implications

Because of design considerations of RLCs and the difference in generalized human behaviors for people of a given region, the results are limited to AA-LRT RLCs. This study opens a discourse for detailed evaluations, qualitative and quantitative analysis into the categorized identified hazards. There is also room for additional research into the performance of RLCs aimed at formulating standard necessary features that should be included on RLCs for proper risk control especially in emerging economies.

Abstract

Purpose

The purpose of this paper is to perform fine classification of road traffic visibility based on the characteristics of driving behavior under different visibility conditions.

Design/methodology/approach

A driving simulator experiment was conducted to collect data of speed and lane position. ANOVA was used to explore the difference in driving behavior under different visibility conditions.

Findings

The results show that only average speed is significantly different under different visibility conditions. With the visibility reducing, the average vehicle speed decreases. The road visibility conditions in a straight segment can be divided into five levels: less than 20, 20-30, 35-60, 60-140 and more than 140 m. The road visibility conditions in a curve segment can be also divided into four levels: less than 20, 20-30, 35-60 and more than 60 m.

Originality/value

A fine classification of road traffic visibility has been performed, and these classifications help to establish more accurate control measures to ensure road traffic safety under low-visibility conditions.

Abstract

Purpose

With the aid of naturalistic simulations, this paper aims to investigate human behavior during manual and autonomous driving modes in complex scenarios.

Design/methodology/approach

The simulation environment is established by integrating virtual reality interface with a micro-simulation model. In the simulation, the vehicle autonomy is developed by a framework that integrates artificial neural networks and genetic algorithms. Human-subject experiments are carried, and participants are asked to virtually sit in the developed autonomous vehicle (AV) that allows for both human driving and autopilot functions within a mixed traffic environment.

Findings

Not surprisingly, the inconsistency is identified between two driving modes, in which the AV’s driving maneuver causes the cognitive bias and makes participants feel unsafe. Even though only a shallow portion of the cases that the AV ended up with an accident during the testing stage, participants still frequently intervened during the AV operation. On a similar note, even though the statistical results reflect that the AV drives under perceived high-risk conditions, rarely an actual crash can happen. This suggests that the classic safety surrogate measurement, e.g. time-to-collision, may require adjustment for the mixed traffic flow.

Research limitations/implications

Understanding the behavior of AVs and the behavioral difference between AVs and human drivers are important, where the developed platform is only the first effort to identify the critical scenarios where the AVs might fail to react.

Practical implications

This paper attempts to fill the existing research gap in preparing close-to-reality tools for AV experience and further understanding human behavior during high-level autonomous driving.

Social implications

This work aims to systematically analyze the inconsistency in driving patterns between manual and autopilot modes in various driving scenarios (i.e. multiple scenes and various traffic conditions) to facilitate user acceptance of AV technology.

Originality/value

A close-to-reality tool for AV experience and AV-related behavioral study. A systematic analysis in relation to the inconsistency in driving patterns between manual and autonomous driving. A foundation for identifying the critical scenarios where the AVs might fail to react.

Abstract

Purpose

Connected vehicle-based variable speed limit (CV-VSL) systems in fog area use multi-source detection data to indicate drivers to make uniform change in speed when low visibility conditions suddenly occur. The purpose of the speed limit is to make the driver's driving behavior more consistent, so as to improve traffic safety and relieve traffic congestion. The on-road dynamic message sign (DMS) and on-board human–machine interface (HMI) are two types of warning technologies for CV-VSL systems. This study aims to analyze drivers’ acceptance of the two types of warning technologies in fog area and its influencing factors.

Design/methodology/approach

This study developed DMS and on-board HMI for the CV-VSL system in fog area on a driving simulator. The DMS and on-board HMI provided the driver with weather and speed limit information. In all, 38 participants participated in the experiment and completed questionnaires on drivers’ basic information, perceived usefulness and ease of use of the CV-VSL systems. Technology acceptance model (TAM) was developed to evaluate the drivers’ acceptance of CV-VSL systems. A variance analysis method was used to study the influencing factors of drivers’ acceptance including drivers’ characteristics, technology types and fog density.

Findings

The results showed that drivers’ acceptance of on-road DMS was significantly higher than that of on-board HMI. The fog density had no significant effect on drivers’ acceptance of on-road DMS or on-board HMI. Drivers’ gender, age, driving year and driving personality were associated with the acceptance of the two CV-VSL technologies differently. This study is beneficial to the functional improvement of on-road DMS, on-board HMI and their market prospects.

Originality/value

Previous studies have been conducted to evaluate the effectiveness of CV-VSL systems. However, there were rare studies focused on the drivers’ attitude toward using which was also called as acceptance of the CV-VSL systems. Therefore, this research calculated the drivers’ acceptance of two normally used CV-VSL systems including on-road DMS and on-board HMI using TAM. Furthermore, variance analysis was conducted to explore whether the factors such as drivers’ characteristics (gender, age, driving year and driving personality), technology types and fog density affected the drivers’ acceptance of the CV-VSL systems.

Purpose

Major incidents in road tunnels remain a collaborative challenge for the emergency services (fire and rescue service, police and ambulance), emergency dispatch centres (EDCs) and infrastructure owners. The aim of this paper is to investigate how collaborative partners to the ambulance services perceive the rescue effort and to identify factors that may influence its efficiency.

Design/methodology/approach

Focus group and individual interviews were conducted with 19 participants who were infrastructure owners or had operational or tactical responsibilities with the emergency services or EDCs in two regions in Sweden with multiple road tunnels. The collected data were analysed using qualitative content analysis.

Findings

Three main categories described efficiency factors during and after an incident: (1) coordinating the initial information (using a shared terminology), (2) achieving situational awareness (identifying those persons in need) and (3) lessons (not) learnt (lack of joint tactical plans and exercises). The emerging theme was access, assess and evaluate.

Practical implications

The findings suggest that establishing national policies and collaborative forums might yield more efficiently managed rescue efforts in road tunnel incidents in Sweden and other countries with similar organisational structures.

Originality/value

This study offers new insights on interoperability during responses to complex underground incidents.

Abstract

Purpose

This research examines what motivates professional truck drivers to engage in eco-driving by linking their self-reports with objective driving scores.

Design/methodology/approach

Theory of Planned Behavior (TPB) is illustrated in an embedded, single-case study of a Finnish carrier with 17 of its truck drivers. Data are obtained through in-depth interviews with drivers, their fuel-efficiency scores generated by fleet telematics and a focus group session with the management.

Findings

Discrepancies between drivers’ intentions and eco-driving behaviors are illustrated in a two-by-two matrix that classifies drivers into four categories: ideal eco-drivers, wildcards, wannabes and non-eco-drivers. Attitudes, subjective norms and perceived behavioral control are examined for drivers within each category, revealing that drivers’ perceptions did not always align with the reality of their driving.

Research limitations/implications

This study strengthens the utility of TPB through data triangulation while also revealing the theory’s inherent limitations in elucidating the underlying causes of its three antecedents and their impact on the variance in driving behaviors.

Practical implications

Managerial insights are offered to fleet managers and eco-driving solution providers to stipulate the right conditions for drivers to enhance fuel-efficiency outcomes of transport fleets.

Originality/value

This is one of the first studies to give a voice to professional truck drivers about their daily eco-driving practice.

Abstract

Purpose

This paper aims to analyse the prevalence of emotional and rational appeals in social advertising campaigns. There are studies about the effectiveness of these tones of appeals in social marketing, but there is no evidence about their prevalent use in social advertisements.

Design/methodology/approach

The authors conducted a content analysis of forty social advertisements promoting attitudes and behaviours regarding social causes. The selected ads were in video format and were extracted from the YouTube channels of Portuguese governmental and non-governmental organisations. The ads were coded according to the characteristics of each tone of appeals and classified as emotional, rational or a mix of both.

Findings

The authors classified 25 social ads as rational appeals, 8 as emotional and 7 as a mix of both appeals. The results of the research show that social marketers have preference for the use of rational tone in social advertising campaigns.

Originality/value

This study shows that there is a disruption between theory and practice in social marketing, considering the higher prevalence of rational appeals in contexts where theory recommends emotional appeals for higher effectiveness. This evidence is surprising, considering a previous study that evidenced a higher use of emotional appeals in advertising connected to social causes than in commercial advertisements. This paper focus on how practice may disrupt theory and explores possible reasons for the phenomenon.

Abstract

Purpose

The purpose of this study is to frame digital transformation (DT) within municipalities to improve the life cycles of urban infrastructure.

Design/methodology/approach

The study provides the results from a systematic review of the literature on concepts of DT and its implications for municipalities, barriers and challenges to DT, as well existing DT frameworks for municipalities and their built assets. This literature review leads to the development of a DT framework to help cities conduct a planned and federated DT beforehand. Then, workshops are conducted with two major Canadian municipalities.

Findings

The results of these studies point to the need for a dedicated DT framework for municipalities because of their particular context and their role and proximity to citizens. The theoretical framework develops 22 elements, which are divided among 6 categories. Through its application, the framework helps to identify and target the predominant issues hindering the DT of municipalities, specifically “legacy practices” and “data management.”

Research limitations/implications

Limitations include limited experimental conditions and small sample size. Further work is needed to validate the framework. Other approaches are advocated to complement the data collection and analysis to generate more convincing results.

Practical implications

The theoretical framework was validated through two case studies on two large Canadian municipalities.

Social implications

Municipalities maximize the value they provide to citizens and to be at the forefront of resilience and sustainability concerns. The use of technology, digital processes and initiatives helps cities to improve planning, optimize works and provide better services to citizens.

Originality/value

The framework is original in that it specifically aligns assets management with DT in a municipal context.
