Abstract
Purpose
This historical example of the creation of the arms industry in the Connecticut River Valley in the 1800s provides new insights into the value of government venture capital (GVC) and government demand in creating a new industry. Since current theoretical explanations of the best uses of governmental venture capital are still under development, there is considerable need for further theory development to explain and predict the creation of an industry and especially those industries where failures in private capital supply necessitates governmental involvement in new firm creation. The purpose of this paper is to provide an in depth historical review of how the arms industry evolved spurred by GVC and government created demand.
Design/methodology/approach
This study uses abductive inference as the best way to build and test emerging theories and advancing theoretical explanations of the best uses of GVC and governmental demand to achieve socially required outcomes.
Findings
By observing this specific historical example in detail, the authors add to the understanding of value creation caused by governmental venture capital funding of existing theory. A major contribution of this paper is to advance theory based on detailed observation.
Originality/value
The relatively limited research literature and theory development on governmental venture capital funding and the critical success factors in startups are enriched by this abductive investigation of the creation of the historically important arms industry and its spillover into creating the specialized machine industry.

Abstract
Purpose
This study aims to explain the existing adaptation practices in an urbanized sub-region in the lower Chao Phraya River basin (CPRB) across different scales and dimensions. It offers an overview of water hazards in urban areas along the river basin to discover ways to deal with and recover from hazards via understanding the implications of existing and potential practice for the mitigation of hydrological hazards.
Design/methodology/approach
First, this study collected current adaptation strategies and measures from interview, focus group discussion, workshop organization, etc. to get the current adaptation strategies/measures for the whole CPRB and each specific area. Second, this study identified a set of criteria for evaluation from review of current publications and official reports. Then, the current adaptation strategies/measures were examined through a set of criteria to obtain the current situation of existing practices. Finally, analysis of key challenges and opportunities was done to propose supporting guidelines to reduce hydrological risks and incorporate further adaptation measures needed to boost resilience in the area.
Findings
Adaptation methods should focus on mixed adaptation, which integrates structural, social, organizational and natural adaptation, and to develop multi-dimensional collaboration. The adaption strategy has restricted the usage of some technologies and technical know-how, particularly in the area of climate change. As a result, intentional adaptation to become more inventive is required, to reduce hazards and improve disaster-response capacity. The various adaptation measures should be more integrated or more adaptive and to achieve greater cohesion and mutual benefit of individual measures, such as community-based adaptation or community-driven slum upgrading.
Originality/value
Hydrological risks are wreaking havoc on social, economic and environmental elements, particularly river flood, flash flood and drought in the Asia-Pacific region. Twenty-two existing adaptation options were evaluated with evaluation criteria such as scales of risks/impacts reduction, benefits of environmental and socio-economic and institutional aspects. The findings highlight the current situation of existing practices, key challenges and opportunities, which emphasized on natural-based solutions, raising knowledge and awareness and lessons learned on adaptation of hydrological risks. The existing adaptation measures will be suggested as supporting guidelines and master plans to minimize the hydrological risks.

Purpose
The main aim of this paper is to establish a reasonable and scientific evaluation index system to assess the high quality and full employment (HQaFE).
Design/methodology/approach
This paper uses a novel Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) multi-criteria framework to evaluate the quality and quantity of employment, wherein the integrated weights of attributes are determined by the combined the Criteria Importance Through Inter-criteria Correlation (CRITIC) and entropy approaches.
Findings
Firstly, the gap in the Yangtze River Delta in employment quality is narrowing year by year; secondly, employment skills as well as employment supply and demand are the primary indicators that determine the HQaFE; finally, the evaluation scores are clearly hierarchical, in the order of Shanghai, Jiangsu, Zhejiang and Anhui.
Originality/value
A scientific and reasonable evaluation index system is constructed. A novel CRITIC-entropy-TOPSIS evaluation is proposed to make the results more objective. Some policy recommendations that can promote the achievement of HQaFE are proposed.

Abstract
Purpose
The purpose of this study is to analyze the environmental efficiency level and trend of the transportation sector in the upper–mid–downstream of the Yangtze River Economic Belt and the JingJinJi region in China and assess the effectiveness of policies for protecting the low-carbon environment.
Design/methodology/approach
This study uses the meta-frontier slack-based measure (SBM) approach to evaluate environmental efficiency, which targets and classifies specific regions into regional groups. First, this study employs the SBM with the undesirable outputs to construct the environmental efficiency measurement models of the four regions under the meta-frontier and group frontiers, respectively. Then, this study uses the technology gap ratio to evaluate the gap between the group frontier and the meta-frontier.
Findings
The analysis reveals several key findings: (1) the JingJinJi region and the downstream of the YEB had achieved the overall optimal production technology in transportation than the other two regions; (2) significant technology gaps in environmental efficiency were observed among these four regions in China; and (3) the downstream region of the YEB exhibited the lowest levels of energy consumption and excessive CO2 emissions.
Originality/value
To evaluate the differences in environmental efficiency resulting from regions and technological gaps in transportation, this study employs the meta-frontier model, which overcomes the limitation of traditional environmental efficiency methods. Furthermore, in the practical, the study provides the advantage of observing the disparities in transportation efficiency performed by the Yangtze River Economic Belt and the Beijing–Tianjin–Hebei regions.

Abstract
Purpose
Shadegan County as a wetland area was selected because of its susceptibility to flooding hazards and inundation. The purpose of this paper is to analyze flooding hazard based on the analytical hierarchy process methodology.
Design/methodology/approach
The eight influencing factors (slope, distance from wetland, distance from river, drainage density, elevation, curve number, population density and vegetation density) were considered for flood mapping within the Shadegan County using analytical hierarchical process, geographical information system and remote sensing. The validation of the map was conducted based on the comparison of the historical flood inundation of April 21, 2019.
Findings
The results showed that around 32.65% of the area was under high to very high hazard zones, whereas 44.60% accounted for moderate and 22.75% for very low to the low probability of flooding. The distance from Shadegan Wetland has been gained high value and most of the hazardous areas located around this wetland. Finally, the observed flood density in the different susceptibility zones for the very high, high, moderate, low and very low susceptible zones were 0.35, 0.22, 0.15, 0.19, and 0.14, respectively.
Originality/value
To the best of the authors’ knowledge, the flood susceptibility map developed here is one of the first studies in a built wetland area which is affected by anthropogenic factors. The flood zonation map along with management and restoration of wetland can be best approaches to reduce the impacts of floods.

Abstract
Purpose
The purpose of this study is to address a highly heterogeneous rift margin environment and exhibit considerable spatiotemporal hydro-climatic variations. In spite of limited, random and inaccurate data retrieved from rainfall gauging stations, the recent advancement of satellite rainfall estimate (SRE) has provided promising alternatives over such remote areas. The aim of this research is to take advantage of the technologies through performance evaluation of the SREs against ground-based-gauge rainfall data sets by incorporating its applicability in calibrating hydrological models.
Design/methodology/approach
Selected multi satellite-based rainfall estimates were primarily compared statistically with rain gauge observations using a point-to-pixel approach at different time scales (daily and seasonal). The continuous and categorical indices are used to evaluate the performance of SRE. The simple scaling time-variant bias correction method was further applied to remove the systematic error in satellite rainfall estimates before being used as input for a semi-distributed hydrologic engineering center's hydraulic modeling system (HEC-HMS). Runoff calibration and validation were conducted for consecutive periods ranging from 1999–2010 to 2011–2015, respectively.
Findings
The spatial patterns retrieved from climate hazards group infrared precipitation with stations (CHIRPS), multi-source weighted-ensemble precipitation (MSWEP) and tropical rainfall measuring mission (TRMM) rainfall estimates are more or less comparably underestimate the ground-based gauge observation at daily and seasonal scales. In comparison to the others, MSWEP has the best probability of detection followed by TRMM at all observation stations whereas CHIRPS performs the least in the study area. Accordingly, the relative calibration performance of the hydrological model (HEC-HMS) using ground-based gauge observation (Nash and Sutcliffe efficiency criteria [NSE] = 0.71; R2 = 0.72) is better as compared to MSWEP (NSE = 0.69; R2 = 0.7), TRMM (NSE = 0.67, R2 = 0.68) and CHIRPS (NSE = 0.58 and R2 = 0.62).
Practical implications
Calibration of hydrological model using the satellite rainfall estimate products have promising results. The results also suggest that products can be a potential alternative source of data sparse complex rift margin having heterogeneous characteristics for various water resource related applications in the study area.
Originality/value
This research is an original work that focuses on all three satellite rainfall estimates forced simulations displaying substantially improved performance after bias correction and recalibration.

Abstract
Purpose
Current evidence indicates that humans and animals are at increased risk of multiple health challenges due to microplastic (MP) profusion. However, mitigation is constrained by inadequate scientific data, further aggravated by the lack of evidence in many African countries. This review therefore synthesized evidence on the current extent of MP pollution in Africa and the analytical techniques for reporting.
Design/methodology/approach
A literature search was undertaken in research databases. Medical subject headings (MeSH) terms and keywords were used in the literature search. The authors found 38 studies from 10 countries that met the inclusion criteria.
Findings
Marine organisms had MPs prevalence ranging from 19% to 100%, whereas sediments and water samples had between 77 and 100%. The most common and dominant polymers included polypropylene and polyethylene.
Practical implications
This review shows that most studies still use methods that are prone to human errors. Therefore, the concentration of MPs is likely underestimated, even though the authors’ prevalence evaluations show MPs are still largely pervasive across multiple environmental matrices. Also, the study reveals significant spatial disparity in MP research across the African continent, showing the need for further research in other African countries.
Originality/value
Even though some reviews have assessed MPs pollution in Africa, they have not evaluated sample prevalence, which is necessary to understand not only concentration but pervasiveness across the continent. Secondly, this study delves deeper into various methods of sampling, extraction and analysis of MPs, as well as limitations and relevant recommendations.

Abstract
This chapter analyzes the link between the digital divide, infrastructure regulation, and disaster planning and relief through a case study of the flood in San Jose, California triggered by the Anderson dam’s overtopping in February 2017 and an examination of communication failures during the 2018 wildfire in Paradise, California. This chapter theorizes that regulatory decisions construct social and disaster vulnerability. Rooted in the Whole Community approach to disaster planning and relief espoused by the United Nations and the Federal Emergency Management Agency, this chapter calls for leadership to end the digital divide. It highlights the imperative of understanding community information needs and argues for linking strategies to close the digital divide with infrastructure and emergency planning. As the Internet’s integration into society increases, the digital divide diminishes access to societal resources including disaster aid, and exacerbates wildfire, flood, pandemic, and other risks. To mitigate climate change, climate-induced disaster, protect access to social services and the economy, and safeguard democracy, it argues for digital inclusion strategies as a centerpiece of community-centered infrastructure regulation and disaster relief.

The study aims to investigate how pregnant and nursing mothers’ stories have been neglected in writing about gender, security and spaces.
Design/methodology/approach
The study chronicles Agogo Traditional Area’s pregnant and nursing mothers’ resistance and survival in this conflicted environment. The author used photo voices in a participatory photography design to give conflict-area women a voice. Interviews and observations supported this. Pregnant and nursing mothers were sampled using the purposive and snowball sampling techniques. The data analysis considered narrative analysis, photographic and inductive approaches.
Findings
The findings highlighted how these mothers in vicious settings experienced healthcare access and problems, societal issues including gender dynamics, food insecurity, and emotional and psychological well-being.
Originality/value
The findings in this study expand the socio-cultural narratives of pregnant and nursing mothers in violent spaces.
