Abstract

This paper reviews the human behaviour and risk communications which occurred during a number of major fires (Beverly Hills Supper Club, Summerland, Woolworth’s, Bradford, King’s Cross) and a crowd crush (Hillsborough). The paper draws on official Inquiry reports and related research, including a series of five underground station evacuation studies modelled on the King’s Cross fire scenario. The pattern of delay in warning the public is considered in terms of misconceptions about “panic” and the performance of public facilities as a communication system consisting of design, technology, management and occupancy (setting in use). The paper advocates performance‐based design, warning system technology and facilities management (organisational and occupant response) criteria, allied to minimally sufficient early warning of the public on a risk communication timeline. The latter needs to address and accommodate the timing and duration of occupant response, shelter and escape behaviour from different locations as an emergency unfolds.

Abstract

Purpose

This study aims to review the stages of the traditional disaster timeline, propose an extended version of this timeline and discuss the disaster strategies relevant to the different stages of the extended timeline.

Design/methodology/approach

An extensive review of the existing literature was made to discuss the need for an extended version of the conventional disaster timeline and to explain the differences between the various disaster management strategies. The research approach was based on theoretical and practical reasoning underpinned by the literature.

Findings

The proposed extended disaster timeline allows better allocation of a wider range of management strategies. Successful disaster management depends on prioritisation of efforts and the use of the right strategy(s) at the right time: before, during and after an incident.

Practical implications

This study provides a better conceptualisation of the disaster stages and corresponding strategies. It clarifies the role of each strategy, thus linking it more effectively with the disaster timeline. Subsequently, this study is expected to improve decision-making associated with the disaster management process. In the end, it is expected to help transforming the conventional disaster timeline into a more practical one that is result-oriented more than only being a conceptual model.

Originality/value

Disaster management strategies are used interchangeably very often in the literature. A few attempts were made to capture multiple strategies in one study to demonstrate what constitutes effective disaster management without mixing irrelevant strategies with the different disaster stages.

Abstract

Purpose

The purpose of the study is to evaluate the relationship of Journal Publication Timeline (submission to first decision and submission to final decision) with various Journal Metrics (citing half-life, article influence score, the immediacy index, the acceptance rate, the impact factor (IF), five years IF, Eigenfactor and cited half-life) of top 600 journals retrieved from Journal Citation Report (JCR) 2020 under the tag, Elsevier Unified.

Design/methodology/approach

Top 600 journals in the decreasing order of the IFs under the tag, “Elsevier Unified” were retrieved from JCR 2020 of Clarivate Analytics. Information about “Journal Metrics” was ascertained using “Customized Service” of JCR, while information about the “Publication Timeline” of each journal was obtained using Elsevier's “Journal Insights Service.” It was found that only 177 journals provided the complete information regarding the “Publication Timeline” and hence considered for the study. Descriptive statistics and correlation analysis was conducted to test the different hypotheses.

Findings

It was found that submission to first decision has a significant relationship with the immediacy index, citing half-life and the acceptance rate. Submission to final decision has a significant relationship with Journal Impact Factor (JIF), the immediacy index, Eigenfactor, citing half-life and the acceptance rate.

Research limitations/implications

The study will provide the authors with sound and valuable information to support their selection of journals. Inferences in light of fluctuations in the scholarly communication process in terms of Publication Timelines and Journal Metrics can be deeply understood with the aid of the current study's findings. What considerations authors have to take before submitting their papers is the main implication of the study. Journal administrators can also benefit from the findings of the current study as it can help recruit and manage reviewers, which will ensure a successful publication timeline.

Originality/value

The study correlates Publication Timeline Indicators with Journal Metrics Indicators using secondary cross-sectional data. Though most previous studies only examine the relationship of the Publication Timeline with the Journal Impact Factor (JIF), there is very scarce literature that deciphers the influence of Publication Timeline indicators on different Journal Metrics indicators (including JIF).

Abstract

Surging global natural disasters provide incentive for risk-reducing policies and strategies. In this light, the African Union (AU) engaged a multi-stakeholder policy formulation process between 2002 and 2006, to develop a continent-wide disaster risk reduction (DRR) strategy. Drawing from secondary data, this chapter assesses the process and applies qualitative analysis instruments to critically assess the AU’s disaster policy. Linkages to the 2005 international Hyogo Framework for Action (HFA) are also highlighted. The analysis reveals that Africa’s policy formulation process was belated for over a decade, with respect to international expectations. The formulation process was however largely African owned and led, culminating in a strategy document that reflected African contextual reality at the time, and aligned well with HFA fundamental goals. The applied multi-stakeholder approach enhanced a spirit of participation across levels and was central to the largely successful policy formulation process. However, targeted policy outcomes were not explicit, and poorly formulated indicators marred short- and long-term policy evaluation. Based on these results, we conclude that the African-wide DRR policy formulation processes were belated but participatory, systematic and very successful. Belated policy formulation reflects an initial inertia on the African continent, justified by past negative policy experiences and the desire to succeed. A replication of this policy formulation approach in Africa is recommended, albeit exercising more caution on policy timing, the elaboration of better monitoring and evaluation instruments and criteria. Participation should further embrace modern, risk-free (anti-COVID-19-friendly) information and communication technologies.

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. Abstract

Purpose

This study aims at exploring the topology of two risk communication cases, Bovine Spongiform Encephalopathy (BSE) in 2008 and H1N1 in 2009, in South Korea and investigating the progression of risk events related to media's role in risk amplification.

Design/methodology/approach

Content analysis of major Korean media is conducted. BSE and H1N1 stories in 2008 and 2009 are collected and analyzed. First, the basic nature of media coverage of the events such as frequency of stories is surveyed. Second, framings adopted in media to cover two cases are analyzed.

Findings

The result indicates that unfolding events related to BSE and H1N1 risk show a similar timeline with the frequency of media coverage of the given risks. Also, media adopted political framings for BSE and health/medial framings for H1N1.The authors cautiously suggest that the framings in media have influenced the politicization of BSE risk issue among the public, but, at the same time, the media framings on H1N1 have attenuated potential politicization of H1N1's risk.

Originality/value

This paper demonstrates the relationship between the process of social amplification of risk and media framings in Korea.

Abstract

Purpose

The purpose of the study is to analyze the impact of the Publication Timeline, i.e. Submission to First Decision and Submission to Acceptance on Journal Metrics, i.e. Impact Factor (IF) and 5-year IF.

Design/methodology/approach

Data related to the IF and 5-year IF were retrieved from Clarivate Analytics’ Journal Citation Report 2020. The Publication Timeline of each journal was ascertained through their respective websites. To attain the model fit summary, an analysis of variance (ANOVA) test was performed. Regression analysis was also performed on the models using SPSS 21 software to ascertain the nature and degree of impact the Publication Timeline (Submission to First Decision and Submission to Acceptance) has on Journal Metrics (IF and 5-year IF).

Findings

Submission to First Decision has a significant inverse relationship with both the IF and 5-year IF, whereas Submission to Acceptance has a significant direct relation with 5-year IF and an inverse but insignificant relationship with IF.

Research limitations/implications

Journals published by Springer Nature and of multidisciplinary nature have been considered for the study. Only those journals were selected that provided the information regarding the Publication Timeline, whereas those which did not provide the same, were excluded. However, new insights can be revealed if the journals published by different publishers and belonging to one particular discipline are studied.

Practical implications

The study helps to ascertain the impact of the Publication Timeline on the Impact Metrics of the journals. It can help the authors select the journals as their publishing venues considering the Publication Timeline. Publishers can also be benefitted from the findings of this study since improvisations and modifications in their Publication Timelines can positively influence the impact metrics of their respective journals.

Originality/value

The study attempts to measure the impact of the Publication Timeline on Journal Metrics using cross-sectional secondary data, by performing regression analysis. Though various studies have examined the influence of the Publication Timeline on the IF using correlation analysis, to the best of the authors’ knowledge, this study is the first of its kind to use regression analysis to check the relation, as well as the degree of impact the Publication Timeline, has on Journal Metrics.

Abstract

Purpose

The aim of this paper is to present a comprehensive analysis of risk management in East Asia from 1998 to 2021 by using bibliometric methods and tools to explore research trends, hotspots, and directions for future research.

Design/methodology/approach

The data source for this paper is the Web of Science Core Collection, and 7,154 publications and related information have been derived. We use recognized bibliometric indicators to evaluate publications and visually analyze them through scientific mapping tools (VOS Viewer and CiteSpace).

Findings

The analysis results show that China is the most productive and influential country/region. East Asia countries have strong cooperation with each other and also have cooperation with other countries. The study shows that risk management has been involved in various fields such as credit, supply chain, health emergency and disaster especially in the background of COVID-19. We also found that machine learning, especially deep learning, has been playing an increasingly important role in risk management due to its excellent performance.

Originality/value

This paper focuses on studying risk management in East Asia, exploring its publication's fundamental information, citation and cooperation networks, hotspots, and research trends. It provides some reference value for scholars who are interested or further research in this field.

Abstract

Purpose

Covid-19 is a worldwide pandemic disease that changed the government communication to citizens about the health emergency. This study aims to provide in-depth research about regional Italian government communication through social media (SM) and its effects on citizens' engagement.

Design/methodology/approach

The study uses a case analysis, focusing on the Italian context. In detail, the authors analyse the more involved Italian regions in Covid-19 pandemic (Lombardy, Veneto, Piedmont, Emilia Romagna and Tuscany) applying the Crisis and Emergency Risk Communication (CERC) model.

Findings

The results reveal that SM is a powerful tool for communication during a health emergency and for facilitating the engagement with stakeholders. However, results also highlight a different perception about the timing of the Covid-19 crisis.

Practical implications

Findings suggest a gap between the answer of the public government compared to the citizens' needs that are clear since the first earlier stage of the pandemic event. The engagement level is very high since the first phase of the pandemic event; however, to be adequately developed, it requires specific and timing information that are not always in line with the citizens’ communication needs.

Originality/value

This is the first research that aims to study the citizens' engagement in the Italian regions during the Covid-19 pandemic.
