Abstract

Public procurement in many countries is one of the most important factors in governance and is a priority target of reform. In many humanitarian situations however, service delivery cannot wait for procurement reform. The needs of many of the Millennium Development Goals are immediate, while procurement reform may take years to institutionalize. Under these circumstances, international organisations such as the United Nations have both implementation and capacity-building roles, often placing them in high-risk situations. This has led to the development of procurement risk assessment and management tools, designed to provide objectivity in country procurement risk monitoring and review, as well as assist capacity building. The procurement risk assessment methodology that follows uses established risk modeling to provide procurement risk ratings in 60 HIV/AIDS, Tuberculosis and Malaria programs in 26 countries, and is successfully promoting procurement strengthening within high-risk country offices.

Abstract

Purpose

Since the handling of environmentally sensitive products requires close monitoring under prescribed conditions throughout the supply chain, it is essential to manage specific supply chain risks, i.e. maintaining good environmental conditions, and ensuring occupational safety in the cold environment. The purpose of this paper is to propose an Internet of Things (IoT)-based risk monitoring system (IoTRMS) for controlling product quality and occupational safety risks in cold chains. Real-time product monitoring and risk assessment in personal occupational safety can be then effectively established throughout the entire cold chain.

Design/methodology/approach

In the design of IoTRMS, there are three major components for risk monitoring in cold chains, namely: wireless sensor network; cloud database services; and fuzzy logic approach. The wireless sensor network is deployed to collect ambient environmental conditions automatically, and the collected information is then managed and applied to a product quality degradation model in the cloud database. The fuzzy logic approach is applied in evaluating the cold-associated occupational safety risk of the different cold chain parties considering specific personal health status. To examine the performance of the proposed system, a cold chain service provider is selected for conducting a comparative analysis before and after applying the IoTRMS.

Findings

The real-time environmental monitoring ensures that the products handled within the desired conditions, namely temperature, humidity and lighting intensity so that any violation of the handling requirements is visible among all cold chain parties. In addition, for cold warehouses and rooms in different cold chain facilities, the personal occupational safety risk assessment is established by considering the surrounding environment and the operators’ personal health status. The frequency of occupational safety risks occurring, including cold-related accidents and injuries, can be greatly reduced. In addition, worker satisfaction and operational efficiency are improved. Therefore, it provides a solid foundation for assessing and identifying product quality and occupational safety risks in cold chain activities.

Originality/value

The cold chain is developed for managing environmentally sensitive products in the right conditions. Most studies found that the risks in cold chain are related to the fluctuation of environmental conditions, resulting in poor product quality and negative influences on consumer health. In addition, there is a lack of occupational safety risk consideration for those who work in cold environments. Therefore, this paper proposes IoTRMS to contribute the area of risk monitoring by means of the IoT application and artificial intelligence techniques. The risk assessment and identification can be effectively established, resulting in secure product quality and appropriate occupational safety management.

Abstract

Purpose

The purpose of this paper is to describe and compare in a qualitative way how internal auditors perceive their current role in risk management within US and Belgian companies.

Design/methodology/approach

In order to get adequate data, Chief audit executives from 10 different companies were interviewed and relevant documents were analyzed.

Findings

In the Belgian cases, internal auditors' focus on acute shortcomings in the risk management system creates opportunities to demonstrate their value. Internal auditors are playing a pioneering role in the creation of a higher level of risk and control awareness and a more formalized risk management system. In the US cases, internal auditors' objective evaluations and opinions are a valuable input for the new internal control review and disclosure requirements mentioned in the Sarbanes Oxley Act.

Research limitations/implications

Given the qualitative nature of this study, generalization to all Belgian and US companies is not possible. The time specific character of the subject is an opportunity for future longitudinal research.

Practical implications

In Belgium, the internal auditing profession is actually in a kind of “transition phase”. In order to survive this transition phase, internal auditors need to assume a “teaching role” vis‐à‐vis the different management levels to make them aware of their responsibilities in risk management. After this transition period, internal auditors will be able to focus more on their core activities.

Originality/value

In addition to a number of quantitative studies, this paper extends in a qualitative and comparative way the understanding of the specific role of internal auditors in risk management within US and Belgian companies.

Abstract

Purpose

Inspired by new findings on and perceptions of risk governance, such as the necessity of taking a broader perspective in coping with risks in companies and working together in interactive groups with various stakeholders to deal with complex risks in the modern world, the purpose of this paper is looking for new ways to deal with financial risks. Current methods dealing with those risks are confronted with the problems of being primarily based on past data and experience, neglecting the need for objectivity, focusing on the short-term future and disregarding the interconnectedness of different financial risk categories.

Design/methodology/approach

A literature review of risk governance, financial risk management and open foresight was executed to conceptualize solutions to the mentioned-above problems.

Findings

Collaborative financial risk assessment (CFRA) is a promising approach in financial risk governance with respect to overcoming said problems. It is a method of risk identification and assessment, which combines aspects of “open foresight” and the financial risk management and governance literature. CFRA is characterized as bringing together members of different companies in trying to detect weak signals and trends to gain knowledge about the future, which helps companies to reduce financial risks and increase the chance of gaining economic value. By overcoming organizational boundaries, individual companies may gain the knowledge they would probably not have without CFRA and achieve a competitive advantage.

Research limitations/implications

A conceptual paper like the one at hand wants empirical proof. Therefore, the authors developed a research agenda in the form of five propositions for further research.

Originality/value

This paper discusses the existing problems of financial risk identification and assessment methods. It contributes to the existing literature by proposing CFRA as a solution to those problems and adding a new perspective to financial risk governance.

Abstract

Purpose

The purpose of this paper is to give an overview of current risk management approaches and outline their commonalities and differences, evaluate current risk management approaches regarding their capability of supporting cost-efficient decisions without unnecessary security trade-offs, outline current fundamental problems in risk management based on industrial feedback and academic literature and provide potential solutions and research directions to address the identified problems. Despite decades of research, the information security risk management domain still faces numerous challenges which hinder risk managers to come up with sound risk management results.

Design/methodology/approach

To identify the challenges in information security risk management, existing approaches are compared against each other, and as a result, an abstracted methodology is derived to align the problem and solution identification to its generic phases. The challenges have been identified based on literature surveys and industry feedback.

Findings

As common problems at implementing information security risk management approaches, we identified the fields of asset and countermeasure inventory, asset value assignment, risk prediction, the overconfidence effect, knowledge sharing and risk vs. cost trade-offs. The reviewed risk management approaches do not explicitly provide mechanisms to support decision makers in making an appropriate risk versus cost trade-offs, but we identified academic approaches which fulfill this need.

Originality/value

The paper provides a reference point for professionals and researchers by summing up the current challenges in the field of information security risk management. Therefore, the findings enable researchers to focus their work on the identified real-world challenges and thereby contribute to advance the information security risk management domain in a structured way. Practitioners can use the research results to identify common weaknesses and potential solutions in information security risk management programs.

Abstract

Purpose

The paper proposes addressing the design and implementation of a web‐based risk assessment system that enables remote project team members to assess the risks at the conceptual design stage.

Design/methodology/approach

The prototype system is based on a client/server architecture and uses fuzzy logic and web‐based technology. A risk assessment scenario is used to demonstrate the operation and benefits of the prototype system.

Findings

The research found that the use of a web‐based risk assessment system for distributed project team members has major benefits in terms of use of linguistic terms to express risk assessment, ease of communication, ease of maintenance, and greater consistency, among others.

Research limitations/implications

There is scope for enhancing the system through the development of a risk management module, improving the user interface and making specific provisions for different project types.

Practical implications

The move in industry towards collaborative working practices is supported by systems such as this. Risk assessment is an important area that requires the input of all team members, if evenly distributed.

Originality/value

This paper has presented an innovative approach to risk assessment for distributed project teams. It will be of interest to all parties involved in construction projects, particularly those involved in risk assessment.

Purchasing organizations use various strategies and techniques to minimize the chance and impact of detrimental events occurring in the supply base. Supply risk assessments are a necessary first step in managing those risks. An analysis of in‐depth interviews with purchasing professionals from nine companies indicates that purchasing organizations often create contingency plans, and implement process‐improvement and buffer strategies in response to perceived supply risks discovered in assessments. Even though risk assessments, contingency plans, and risk management efforts are generally acknowledged as being important, many of those interviewed believed that there was not enough done in their organizations to mitigate supply‐related risks.

Abstract

Purpose

The numerous spoil grounds brought about by mega transportation infrastructure projects which can be influenced by the ecological environment. To achieve better management of spoil grounds, this paper aims to assess their comprehensive risk levels and categorize them into different categories based on ecological environmental risks.

Design/methodology/approach

Based on analysis of the environmental characteristics of spoil grounds, this paper first comprehensively identified the ecological environmental risk factors and developed a risk assessment index system to quantitatively describe the comprehensive risk levels. Second, this paper proposed a comprehensive model to determine the risk assessment and categorization of spoil ground group in mega projects integrating improved projection pursuit clustering (PPC) method and K-means clustering algorithm. Finally, a case study of a spoil ground group (includes 50 spoil grounds) in a mega infrastructure project in western China is presented to demonstrate and validate the proposed method.

Findings

The results show that our proposed comprehensive model can efficiently assess and categorize the spoil grounds in the group based on their comprehensive ecological environmental risk. In addition, during the process of risk assessment and categorization of spoil grounds, it is necessary to distinguish between sensitive factors and nonsensitive factors. The differences between different categories of spoil grounds can be recognized based on nonsensitive factors, and high-risk spoil grounds which need to be focused more on can be identified according to sensitive factors.

Originality/value

This paper develops a comprehensive model of risk assessment and categorization of a group of spoil grounds based on their ecological environmental risks, which can provide a reference for the management of spoil grounds in mega projects.
