Abstract

Purpose

Utilizing the theoretical foundation of the stimulus-organism-response framework, the present work developed and investigated a conceptual model. The work explores the effects of perceived risk of COVID-19 on tourists' choice hesitation and choice confidence. Furthermore, it examines the impacts of choice hesitation and choice confidence on psychological distress, which, in turn, influences purchase intentions and risk-protective behavior. Additionally, the study assesses the boundary effects of vulnerability on the association between choice hesitation, choice confidence, and psychological distress.

Design/methodology/approach

An online survey was administered in China during COVID-19 to assess the postulated hypotheses. We collected 491 responses using purposive sampling, and covariance-based structural equation modeling (CB-SEM) was performed to investigate the relationships.

Findings

Results show that the perceived risk of COVID-19 positively influences the choice hesitation and negatively impact choice confidence. It was also found that choice hesitation and choice confidence positively developed psychological distress, which, in turn, negatively triggered purchase intentions and positively developed risk-protective behavior. Additionally, perceived vulnerability had a significant moderating impact on the proposed relationships, strengthening psychological distress.

Originality/value

In the current context, this study measures bipolar behavioral outcomes using the S-O-R model. Because cognitive processes influence participation in health preventative behavior during the spread of diseases, we highlighted how the perception of risk and vulnerability to a pandemic serves as a reliable indicator of certain behaviors. This study advances understanding of how the psychological mindset of tourists copes with such circumstances. Due to the pandemic, tourists face limitations in their choices and are placing greater emphasis on adopting protective measures to mitigate associated risks.

Abstract

Purpose

Sub-Saharan Africa (SSA) is regarded as a region with one of the worst cases of armed conflict and climate risk. This paper examines the interactive effect of armed conflict and climate risk on gender vulnerability in SSA.

Design/methodology/approach

The difference and system generalised method of movement (GMM) were used to examine the relationship between the variables using annualised data of 35 SSA countries from 1998 to 2019.

Findings

The paper found strong evidence that armed conflict and climate change are positive predictors of gender vulnerability. The impact of climate change on gender vulnerability is found to be more direct than indirect.

Practical implications

The direct and indirect positive effect of armed conflict and climate change on gender vulnerability implies that climate change drives gender vulnerability through multiple channels. This underscores the need for a multi-disciplinary policy approach to addressing gender vulnerability problem in SSA.

Originality/value

The study contributes to the climate action debate by highlighting the need for climate action to incorporate gender inclusive policies such as massive investment in infrastructure and safety nets that offer protection to the most vulnerable girls and women affected by armed conflict and climate change. Societies should as a matter of urgency strive to structural barriers that predispose girls and women to biodiversity loss.

Purpose

Supply chain vulnerability (SCV) analysis is vital for manufacturers globally because it creates a pathway for building resilient supply chains in uncertain environments. This study aims to identify drivers of SCV in the Indian manufacturing sector.

Design/methodology/approach

Sixteen drivers were identified from the literature review and followed by expert interviews. Interpretive structural modeling was used to determine the hierarchical structural relationship among identified SCV factors.

Findings

It was found that risk is not a board room agenda. Misaligned performance measures with incentives and lack of risk dashboard are the causal factors of SCV. Supply chain security, centralized production and distribution and lack of trust in the supply chain were driven factors.

Originality/value

This provides new insights to assess and prioritize initiatives for supply chain sustainability in terms of continuing business operations. The structural model provides a systemic view of SCV and helps reduce vulnerability.

Abstract

Purpose

The purpose of this study is to develop a new hybrid method that combines interpretative structural modeling (ISM) and matrix cross-impact multiplication applied to classification (MICMAC) to investigate the influencing factors of sustainable infrastructure vulnerability (SIV).

Design/methodology/approach

(1) Literature review and case study were used to identify the possible influencing factors; (2) a semi-structured interview was conducted to identify representative factors and the interrelationships among influencing factors; (3) ISM was adopted to identify the hierarchical structure of factors; (4) MICMAC was used to analyze the driving power (DRP) and dependence power (DEP) of each factor and (5) Semi-structured interview was used to propose strategies for overcoming SIV.

Findings

Results indicate that (1) 18 representative factors related to SIV were identified; (2) the relationship between these factors was divided into a five-layer hierarchical structure. The 18 representative factors were divided into driving factors, dependent factors, linkage factors and independent factors and (3) 12 strategies were presented to address the negative effects of these factors.

Originality/value

The findings illustrate the factors influencing SIV and their hierarchical structures, which can benefit the stakeholders and practitioners of an infrastructure project by encouraging them to take effective countermeasures to deal with related SIVs.

Abstract

Purpose

This paper aims to develop preliminary damage scenarios for unreinforced masonry buildings located in low to moderate seismic hazard areas in Algeria, taking into account the specific site effects.

Design/methodology/approach

Three soil types were considered in this analysis according to the definition of the Algerian seismic code (RPA99/2003). Peak ground acceleration values were assigned to each soil type issued from a probabilistic seismic hazard analysis (PSHA). To highlight the effect of soil conditions on the seismic vulnerability analysis of masonry buildings, a site vulnerability increment is carried out, and the macroseismic Risk-UE method has been adopted and applied by developing two main seismic scenarios according to both return periods of the PSHA, 100 and 475 years, respectively.

Findings

Based on the preliminary results of rock site condition, it can be outlined that the significant damage obtained for different earthquake scenarios discovered a substantial worldwide seismic risk to the building stock of the study area. Once the site effect is integrated into the analysis, more high values of vulnerability indexes and expected damages are obtained. Moreover, it can be concluded that soft soil (S3) is a little bit more influential than stiff soil (S2) on the final vulnerability index compared to (S1). However, the difference between the soil effect S2 and S3 on the vulnerability index can be neglected.

Research limitations/implications

Researchers are encouraged to test the mechanical approaches for more detailed outcomes of a specific building analysis.

Practical implications

This research proves to the Algerian decision-makers that due to the site effects and the vulnerability of the masonry buildings, an urgent intervention program is required even for existing buildings located in low to moderate seismic hazard areas.

Originality/value

Several seismic vulnerability types of research have been conducted in Algeria for the unreinforced masonry buildings in moderate to high seismic areas in which generally the soil effect is neglected. In this context, this research paper proves that due to the site effects and the vulnerability of the masonry buildings, special attention is required even for existing buildings located in low to moderate seismic hazard areas. With this conclusion, the requirement of taking into account the soli effect in the high seismic areas is even more pronounced and should be conducted.

Abstract

Purpose

The overall objective of this study is envisaged to provide decision makers with actionable insights and access to multi-risk maps for the most in-danger stave churches (SCs) among the existing 28 churches at high spatial resolution to better understand, reduce and mitigate single- and multi-risk. In addition, the present contribution aims to provide decision makers with some information to face the exacerbation of the risk caused by the expected climate change.

Design/methodology/approach

Material and data collection started with the consultation of the available literature related to: (1) SCs' conservation status, (2) available methodologies suitable in multi-hazard approach and (3) vulnerability leading indicators to consider when dealing with the impact of natural hazards specifically on immovable cultural heritage.

Findings

The paper contributes to a better understanding of place-based vulnerability with local mapping dimension also considering future threats posed by climate change. The results highlight the danger at which the SCs of Røldal, in case of floods, and of Ringebu, Torpo and Øye, in case of landslide, may face and stress the urgency of increasing awareness and preparedness on these potential hazards.

Originality/value

The contribution for the first time aims to homogeneously collect and report all together existing spread information on architectural features, conservation status and geographical attributes for the whole group of SCs by accompanying this information with as much as possible complete 2D sections collection from existing drawings and novel 3D drawn sketches created for this contribution. Then the paper contributes to a better understanding of place-based vulnerability with local mapping dimension also considering future threats posed by climate change. Then it highlights the danger of floods and landslides at which the 28 SCs are subjected. Finally it reports how these risks will change under the ongoing impact of climate change.

Abstract

Purpose

Heavy rainfall is one of the main causes of the degradation of historic rammed Earth architecture. For this reason, ensuring the conservation thereof entails understanding the factors involved in these risk situations. The purpose of this study is to research three past events in which rainfall caused damage and collapse to historic rammed Earth fortifications in Andalusia in order to analyse whether it is possible to prevent similar situations from occurring in the future.

Design/methodology/approach

The three case studies analysed are located in the south of Spain and occurred between 2017 and 2021. The hazard presented by rainfall within this context has been obtained from Art-Risk 3.0 (Registration No. 201999906530090). The vulnerability of the structures has been assessed with the Art-Risk 1 model. To characterise the strength, duration, and intensity of precipitation events, a workflow for the statistical use of GPM and GSMaP satellite resources has been designed, validated, and tested. The strength of the winds has been evaluated from data from ground-based weather stations.

Findings

GSMaP precipitation data is very similar to data from ground-based weather stations. Regarding the three risk events analysed, although they occurred in areas with a torrential rainfall hazard, the damage was caused by non-intense rainfall that did not exceed 5 mm/hour. The continuation of the rainfall for several days and the poor state of conservation of the walls seem to be the factors that triggered the collapses that fundamentally affected the restoration mortars.

Originality/value

A workflow applied to vulnerability and hazard analysis is presented, which validates the large-scale use of satellite images for past and present monitoring of heritage structure risk situations due to rain.

Abstract

This chapter analyzes the link between the digital divide, infrastructure regulation, and disaster planning and relief through a case study of the flood in San Jose, California triggered by the Anderson dam’s overtopping in February 2017 and an examination of communication failures during the 2018 wildfire in Paradise, California. This chapter theorizes that regulatory decisions construct social and disaster vulnerability. Rooted in the Whole Community approach to disaster planning and relief espoused by the United Nations and the Federal Emergency Management Agency, this chapter calls for leadership to end the digital divide. It highlights the imperative of understanding community information needs and argues for linking strategies to close the digital divide with infrastructure and emergency planning. As the Internet’s integration into society increases, the digital divide diminishes access to societal resources including disaster aid, and exacerbates wildfire, flood, pandemic, and other risks. To mitigate climate change, climate-induced disaster, protect access to social services and the economy, and safeguard democracy, it argues for digital inclusion strategies as a centerpiece of community-centered infrastructure regulation and disaster relief.

Abstract

Purpose

Disasters continue to be most prevalent and severe for marginalised communities. To reach those furthest behind first, as the global community pledges in the 2030 Agenda, a critical assessment of equity in disaster risk governance is necessary. Yet, the understanding of factors that mediate the capacity of the governance processes to achieve equity ambitions is limited. This paper addresses this gap by proposing and testing a conceptual framework to assess equity in disaster risk governance.

Design/methodology/approach

The framework analyses the extent to which institutional relationships and data in risk governance support inclusion and diversity of voice and enable the equitable engagement of communities. The study applied the framework to key risk policies across governance levels in Brazil and Colombia.

Findings

The study finds that institutional awareness of cross-sectoral and -scalar coordination clearly exists. Yet, the engagement of actors further down the governance scale is framed reactively at all scales in both countries. The analysis of the risk data practices indicates that although data integration and sharing are key policy priorities, the policies frame the relations of disaster risk data actors as hierarchical, with data needs determined from the top down.

Originality/value

A key contribution of this framework is that its equity view results in a nuanced analysis, thus pointing to the differences between the two countries concerning the factors that mediate these challenges and providing specific entry points for strengthening equity in risk governance policies.
