Abstract

Wine is widely regarded as a ‘complicated’ product and for the majority of consumers the purchasing of wine in the retail situation evokes considerable risk. Marketers are therefore constantly and increasingly trying to demystify wine in order to reduce the perceived risk levels of consumers in the purchase situation. Most previous research in the area of perceived risk literature tended to focus on the concept of risk and its measurement rather than on risk‐reduction. This study examined the preferred risk‐reduction strategies (RRS) employed by identified wine‐related lifestyle segments in the Australian wine market and linked these strategies to the wine retail environment. Relying on favourite brands or so‐called ‘safe brand’ buying was found to rank highest as a risk reduction strategy in the commercial (under $15 per bottle) and premium‐to super‐premium ($15‐$25) price ranges while the opportunity to try before buying ranked highest in the ultra‐premium ($25) price range. The results obtained have major implications for retailers and form the foundation for a competitive advantage. It also indicates the direction for future research in this strategically important area of wine consumer behaviour.

Abstract

Purpose

The purpose of the paper is to provide a retrospective assessment of progress in disaster risk governance in Africa against the Hyogo Framework for Action (HFA) since 2000. This assessment of progress achieved in disaster risk governance in Africa aims to identify achievements, good practices, gaps and challenges against selected HFA indicators (in particular Priority 1).

Design/methodology/approach

This study mainly followed a qualitative methodology although quantitative data were interpreted to achieve the research objectives. Available literature (scientific articles, research and technical reports) on disaster risk governance was used as primary research data. This research used a selected number of African countries as its basis for analysis (Burundi, Kenya, Mozambique, Nigeria, Swaziland and South Africa). By investigating literature on disaster risk governance an analytical framework was developed which guided the assessment of the achievements, good practices, gaps and challenges in implementing disaster risk governance on the African continent since the inception of the HFA in 2005.

Findings

The research found that African countries have been making steady progress in implementing disaster risk governance against theoretical indicators. The continent contains a few international best practices which other nations can learn from. Certain gaps and challenges are, however, still hampering better progress in the reduction of disaster risks. There is the need for multi-layered ownership and understanding of disaster risks and their cross-sectoral nature, with strong community engagement.

Originality/value

An assessment of progress in disaster risk governance in Africa can assist greatly in shaping future international and national policy, legislation and implementation. The research provided input to the Global Assessment Report for 2015 and identified opportunities in disaster risk governance beyond 2015.

Abstract

Increasingly, attention has been given to the need to mainstream risk reduction in development work in order to reduce the vulnerability of the urban poor. Using El Salvador as a case study, the paper analyses the mainstreaming process in the developmental disciplines of urban planning and housing. The overall aim is to identify how the existing separation between risk reduction, urban planning and housing can be overcome and integration achieved.

Since Hurricane Mitch in 1998, and especially after the 2001 earthquakes, not only relief and development organisations, but also social housing organisations have initiated a shift to include risk reduction in their fields of action in order to address the underlying causes of urban vulnerability. The factors that triggered the process were: 1) the negative experiences of organisations with non-integral projects, 2) the organisations' increased emphasis on working with municipal development, 3) political changes at national level, and more importantly, 4) the introduction and promotion of the concept of risk reduction by international and regional aid organisations. However, required additional knowledge and institutional capacities were mainly built up independently and internally by each organisation, and not through the creation of co-operative partnerships, thus duplicating efforts and increasing ineffective competition.

Whilst positive experience has been gained through the implementation of more integral projects, the creation of adequate operational, organisational, institutional and legal frameworks is still in its initial stage. Unfortunately, four years after the 2001 earthquakes, emergency relief funding for post-disaster risk reduction is coming to an end without the allocation of resources for following up and consolidating the initial process. Based on the findings, an integral model is proposed which shows how mainstreaming risk reduction in urban planning and housing could be dealt with in such a way that it becomes more integrated, inclusive and sustainable within a developmental context.

The pace of urbanization in the developing world is led by Asia. Over the next 25 years, Asia's urban population will grow by around 70% to more than 2.6 billion people. An additional billion people will have urban habitats (ADB, 2006).

The “Hyogo Framework for Action 2005–2015: Building the Resilience of Nations and communities to disasters” (HFA) was adopted at the UN World Conference on Disaster Reduction (January 2005, Kobe, Japan). The HFA specifies that disaster risk is compounded by increasing vulnerabilities related to various elements including unplanned urbanization. Across the HFA, important elements on urban risk reduction are mentioned as one of crucial areas of work to implement the HFA. In particular incorporating disaster risk reduction into urban planning is specified to reduce the underlying risk factors (Priority 4).

The importance of education in disaster risk reduction has been emphasized in several international agendas, frameworks, conferences, as well as UN programs. Chapter 36 of Agenda 21, on “Promoting Education, Public Awareness and Training” stated, “Education, including formal education, public awareness and training, should be recognized as a process by which human beings and societies can reach their fullest potential” (UNEP, 1992). Furthermore, the UN/ISDR System Thematic Cluster/Platform on Knowledge and Education argued that “Education for disaster risk reduction is an interactive process of mutual learning among people and institutions. It encompasses far more than formal education at schools and universities, and involves the recognition and use of traditional wisdom and local knowledge for protection from natural hazard” (UN/ISDR, 2005). In the 2006 Review of the Role of Education and Knowledge in Disaster Risk Reduction, Professor Ben Wisner commented, “Education, knowledge and awareness are critical to building the ability to reduce losses from natural hazards, as well as the capacity to respond to and recover effectively from extreme natural events when they do, inevitably, occur” (Wisner, 2006). The Second Asian Ministerial Conference on Disaster Risk Reduction (2007, India) urged governments to make school safety and the integration of disaster risk reduction into school curricula a priority on the national agenda (UN/ISDR, 2007a). The Third Asian Ministerial Conference on Disaster Risk Reduction (2008, Malaysia) recognized education as an essential contribution to effective implementation of disaster risk reduction and concrete impact in terms of shifts in behaviors at the local level, where communities are most vulnerable to disasters (UN/ISDR, 2008). Last but not least, the UNESCO Education for Sustainable Development (ESD) program emphasized that “Education is the primary agent of transformation toward sustainable development, increasing people's capacities to transform their visions for society into reality” (UNESCO, 2005a).

Abstract

Purpose

Reality suggests that the whole world is currently facing an unprecedented scale of natural disasters. Sri Lanka fell into this category after being one of the hardest hit countries of tsunami 2004. Irrespective of the major losses that tsunami 2004 resulted in, Sri Lanka is prone to certain natural disasters such as floods, landslides, etc., which frequently bring in severe damage throughout the country. Within the context of continuous occurrence of hazards and growing vulnerability, risk reduction has become one of the important solutions to mitigate disasters and for speedy recovery after a disaster. Disaster risk reduction entails measures to curb disaster losses by addressing hazards and the vulnerability of people, to them. Disaster risk reduction measures can be categorised in various ways. From another perspective, achieving best quality through reconstruction has shown poor results. However, there is a clear two‐way relationship between the concept of disaster risk reduction and quality of infrastructure, but it is not well explored. This paper aims to explore this issue.

Design/methodology/approach

Research on which this paper is based focuses on the need for investigating and exploring the relationship between disaster risk reduction and quality of infrastructure. Accordingly, this paper presents the background of the study based on a critical literature review, mainly the rationale behind selection of this particular research and the expected research approach to be adopted.

Findings

The findings suggest the notion that disaster risk reduction has an ability to influence the ultimate quality of a construction project, ultimately the success of the project.

Originality/value

There is a clear two‐way relationship between the concept of disaster risk reduction and quality of infrastructure, which is not yet well explored. This research will be further extended towards investigating this two‐way relationship.

Purpose

This exploratory study aims to identify the main risk reduction strategies when individuals suffer from coeliac disease (CD) or non-coeliac gluten sensitivity (NCGS) travel. Based on Yeung and Yee's (2013; 2019) model, the paper offers a new framework for analysing the main travel risk reduction strategies for people with specific food needs. The empirical work focuses on the perspectives of different stakeholders (CD and NCGS community, restaurant managers/service providers and nutritionists).

Design/methodology/approach

A qualitative approach based on thematic analysis is adopted. The results of 32 semi-structured in-depth interviews reveal different stakeholders' perspectives in order to understand the various strategies.

Findings

The findings confirm the high level of consensus that the main food risk reducers are: travel information, staff training in safety assurance, legislation and risk prevention protocols. The findings also show significant limitations in the information offered by restaurants, organisations and tourist destinations and the negative repercussions on the tourist experience and the reputation on a particular destination.

Practical implications

The results will help hospitality business managers and destination management organisations develop food risk reduction strategies to solve some of the most important food-related problems when people in this market segment travel.

Originality/value

This work contributes to the literature by providing a new framework on travel risk reduction strategies for people with specific food needs. The novelty of this research is mainly found in the study of risk reduction strategies related to the travel decision-making process for those with CD and NCGS from different perspectives.

Purpose

The purpose of this paper is to discuss how, despite increasing data availability from a wide range of sources unlocks unprecedented opportunities for disaster risk reduction, data interoperability remains a challenge due to a number of barriers. As a first step to enhancing data interoperability for disaster risk reduction is to identify major barriers, this paper presents a case study on data interoperability in disaster risk reduction in Europe, linking current barriers to the regional initiative of the European Science and Technology Advisory Group.

Design/methodology/approach

In support of Priority 2 (“Strengthening disaster risk governance to manage disaster risk”) of the Sendai Framework and SDG17 (“Partnerships for the goals”), this paper presents a case study on barriers to data interoperability in Europe based on a series of reviews, surveys and interviews with National Sendai Focal Points and stakeholders in science and research, governmental agencies, non-governmental organizations and industry.

Findings

For a number of European countries, there remains a clear imbalance between long-term disaster risk reduction and short-term preparation and the dominant role of emergency relief, response and recovery, pointing to the potential of investments in ex ante measures with better inclusion and exploitation of data.

Originality/value

Modern society is facing a digital revolution. As highlighted by the International Council of Science and the Committee on Data for Science and Technology, digital technology offers profound opportunities for science to discover unsuspected patterns and relationships in nature and society, on scales from the molecular to the cosmic, from local health systems to global sustainability. It has created the potential for disciplines of science to synergize into a holistic understanding of the complex challenges currently confronting humanity; the Sustainable Development Goals are a direct reflectance of this. Interdisciplinary is obtained with integration of data across relevant disciplines. However, a barrier to realization and exploitation of this potential arises from the incompatible data standards and nomenclatures used in different disciplines. Although the problem has been addressed by several initiatives, the following challenge still remains: to make online data integration a routine.

Ever since human society developed, environmental and social changes have led to major challenges that must be dealt with. Some of these major challenges are seen as “disasters,” for which a definition that is frequently used is similar to “A serious disruption of the functioning of a community or a society causing widespread human, material, economic or environmental losses which exceed the ability of the affected community or society to cope using its own resources” (UNISDR, 2004; see, e.g., Quarantelli, 1998, and Furedi, 2007, for discussions on the meaning(s) of “disaster”). From witnessing disasters and being forced to work through the aftermath, humanity has been shifting toward trying to reduce disasters’ impacts or to avert them entirely. This field has the modern-day interpretation of “disaster risk reduction,” defined as “The conceptual framework of elements considered with the possibilities to minimize vulnerabilities and disaster risks throughout a society, to avoid (prevention) or to limit (mitigation and preparedness) the adverse impacts of hazards, within the broad context of sustainable development” (UNISDR, 2004).
