Abstract

Purpose

The purpose of this study is to investigate the experiences of staff during the development and implementation of an Australian-first, family-focussed service addressing the mental health needs of young people (aged 12–25 years) with an intellectual disability. This study aims to understand the challenges and successes of the staff team when navigating their way in a new program working with a complex client group.

Design/methodology/approach

This study used a thematic analysis on data collected from focus groups at two time points in the implementation phase of the new program. Thematic analysis of the data was conducted to identify important themes relating to the staff’s challenges, successes and learning.

Findings

The findings showed that there was a lot of adaptation needed for staff members trained in either mental health, or disability, but not both. Another key finding was the importance of working with the young person’s family system as well as their existing system of support services. This major focus of the work for staff could be challenging due issues arising in the family unit and a lack of collaboration between services. Working with this complex client group was viewed as challenging and stress inducing; however, the motivation and attitudes of staff were found to be positive factors in the running of the program.

Originality/value

This paper makes an original contribution to the field, as it provides a unique look at staff experiences when needing to adapt to a new and challenging workplace that was the first-of-its-kind in Australia.

Abstract

The use of accounting to help apply the principles of scientific management to business affairs is associated with the adoption of standard costing and budgetary control. This first British industry‐based study of the implementation of these calculative techniques makes use of the case study research tool to interrogate archival data relating to leading iron and steel companies. We demonstrate the adoption of standard costing and budgetary control early on (during the inter‐war period) by a single economic unit, United Steel Companies Ltd, where innovation is attributed to the engineering and scientific background and US experiences of key personnel. Elsewhere, significant management accounting change occurred only with the collapse in iron and steel corporate profitability that began to become apparent in the late 1950s. The process of accounting change is addressed and the significance for our study of the notions of evolution and historical discontinuity is examined. The paper is contextualised through an assessment of initiatives from industry‐based regulatory bodies and consideration of the economic circumstances and business conditions within which management accounting practices were the subject of radical revision.

Abstract

Purpose

The purpose of this paper is to make a case for creating a strand of negotiated qualifications in the English (and more generally UK) vocational education and training (VET) system, using the approach established through Ufi-Learndirect Learning through Work (LtW).

Design/methodology/approach

The paper identifies some limitations in the recent Whitehead review of adult vocational education in relation to people already in work. Drawing on research into learning at work, modifications to the VET qualifications system are proposed based on the LtW approach.

Findings

The VET qualifications system assumes a purpose of preparing people for occupational entry and developing essential competence. The needs of adults already in work can be accommodated provided that they can be fitted within structures reflecting this assumption. It is less able to meet the bespoke needs of individual workers or employers. The LtW approach, which enables individual accredited programmes to be negotiated, offers a way forward that preserves the integrity of the qualification system.

Practical implications

Implementing a LtW-type approach in the VET sector is structurally more difficult than in higher education, although less likely to encounter academic resistance. The main challenge is likely to come from the need to modify regulatory rules and design principles for vocational qualifications.

Originality/value

Individually negotiated qualifications have been resisted in VET due to largely unfounded fears about reduced rigour and loss of control of content. The proposed approach offers a means of meeting individual needs while retaining the integrity of the qualifications system and reducing the proliferation of units and content within it.

IT is evident from the numerous press cuttings which are reaching us, that we are once more afflicted with one of those periodical visitations of antagonism to Public Libraries, which occasionally assume epidemic form as the result of a succession of library opening ceremonies, or a rush of Carnegie gifts. Let a new library building be opened, or an old one celebrate its jubilee, or let Lord Avebury regale us with his statistics of crime‐diminution and Public Libraries, and immediately we have the same old, never‐ending flood of articles, papers and speeches to prove that Public Libraries are not what their original promoters intended, and that they simply exist for the purpose of circulating American “Penny Bloods.” We have had this same chorus, with variations, at regular intervals during the past twenty years, and it is amazing to find old‐established newspapers, and gentlemen of wide reading and knowledge, treating the theme as a novelty. One of the latest gladiators to enter the arena against Public Libraries, is Mr. J. Churton Collins, who contributes a forcible and able article, on “Free Libraries, their Functions and Opportunities,” to the Nineteenth Century for June, 1903. Were we not assured by its benevolent tone that Mr. Collins seeks only the betterment of Public Libraries, we should be very much disposed to resent some of the conclusions at which he has arrived, by accepting erroneous and misleading information. As a matter of fact, we heartily endorse most of Mr. Collins' ideas, though on very different grounds, and feel delighted to find in him an able exponent of what we have striven for five years to establish, namely, that Public Libraries will never be improved till they are better financed and better staffed.

Abstract

THE pages of the Library World have at all times been open to receive the opinions of every side, on all questions of library policy, and we believe that it can be fairly claimed that no other English professional journal can show a greater record of catholicity and freedom from prejudice. Just recently we have published three articles in succession, which plead for, or advocate, some method of mitigating what the writers term the “Fiction Nuisance,” and one result of our complaisance may be witnessed in the stir which has been caused in journalistic quarters, over the alleged shortcomings of Public Libraries, and their scandalous distribution of nothing but fiction! It is argued, with some justice, that, if librarians are so quick to admit the existence of a fiction nuisance, then the case must be very serious indeed; and that it is regarded in this light may be gathered from the article on “Free Libraries,” by Mr. J. Churton Collins, in the June Nineteenth Century. For some reason or another, best known, no doubt, to themselves, certain librarians are always ready to join in the hue and cry against Public Libraries, and to lend the sanction of their authority to the general execration of fiction reading, thus giving a weapon to the enemy which is promptly used to thrash municipal libraries into a pulp. For months past this outcry against libraries has been going on, and there cannot be a single doubt that it has been stimulated by, if it did not originate in, the injudicious apologies for high fiction percentages in some library reports, and the publication of articles by librarians who admit too much, without giving substantial grounds for their conclusions. We are unable to say whether such apologies and articles are dictated by the weak, but human, desire to side with the majority, but there can be no doubt as to their harmful tendency and the evil they are causing all over the country. It is time, therefore, that the other, and, we believe, true side of the question should be put forward, and we propose to devote a series of articles to show that the charges made against Public Libraries of being nothing but huge engines for the distribution of fiction, mostly bad in tone and quality, are either gross misrepresentations, or exaggerations capable of explanation, and justification. As an introduction to this series, we have obtained permission from Mr. Thomas Greenwood, to use the greater part of the paper entitled, “The Great Fiction Question,” which is printed in Greenwoods Library Year Book, 1897, and is now becoming scarce and difficult to procure, owing to the book being out‐of‐print; like the later Year Book of 1900–1901. This paper is a vigorous, fair, and able statement of the case for fiction, which has not received the amount of attention it deserves, and we think it will be performing a service to librarians if we reprint it as a preliminary to our own proposed examination of the question of Fiction Reading in Public Libraries:

President Bill Clinton has had many opponents and enemies, most of whom come from the political right wing. Clinton supporters contend that these opponents, throughout the Clinton presidency, systematically have sought to undermine this president with the goal of bringing down his presidency and running him out of office; and that they have sought non‐electoral means to remove him from office, including Travelgate, the death of Deputy White House Counsel Vincent Foster, the Filegate controversy, and the Monica Lewinsky matter. This bibliography identifies these and other means by presenting citations about these individuals and organizations that have opposed Clinton. The bibliography is divided into five sections: General; “The conspiracy stream of conspiracy commerce”, a White House‐produced “report” presenting its view of a right‐wing conspiracy against the Clinton presidency; Funding; Conservative organizations; and Publishing/media. Many of the annotations note the links among these key players.

Abstract

NOT for a long time have books and libraries featured in the correspondence columns of The Times and other newspapers as regularly as they have in 1960. Earlier in the year Sir Alan Herbert's lending rights' scheme had a good run, and we have clearly not yet heard the last of it. Indeed, a Private Member's bill on the subject is to have its second reading in Parliament on December 9th. More recently, the Herbert proposals have had a by‐product in the shape of bound paperbacks, and a correspondence ensued which culminated in Sir Allen Lane's fifth‐of‐November firework banning hard‐covered Penguins for library use.

Abstract

In the early 1900s, Alfred Whitehead argued that the goals of educational reform would be met if knowledge were made functional rather than simply rearranging or privileging different forms of “inert” conceptual knowledge. And for knowledge to become functional it must be “conditionalized.” Decision-based learning (DBL) is different because it explicitly conditionalizes learning and makes knowledge functional. Moreover, DBL fits within an overall developmental progression of expertise and fills a gap often overlooked by formal education. Considerations for designing and implementing DBL are outlined.

Abstract

Purpose

The purpose of this paper is to review the evidence base for the use of risk formulation in forensic practice settings.

Design/methodology/approach

Systematic literature review principles were adopted to identify literature exploring risk formulation in forensic practice settings in relation to offending behaviour.

Findings

Data were analysed using a narrative synthesis approach, and commonalities were observed across some of the studies in terms of definitions, outcomes, and implementation, of risk formulation; however, the findings of the review did not provide a definitive account of risk formulation practice in forensic settings. This is due to the narrow scope of the included studies, the small yet diverse samples, the heterogeneity in research aims and the methodological weaknesses apparent within the included studies.

Research limitations/implications

Further research is needed to understand the application and outcomes of risk formulation in forensic practice settings.

Practical implications

Practitioners should be clear about how they are defining, implementing and assessing the outcomes of risk formulation, alongside being mindful of the evidence base when utilising forensic risk formulation in practice.

Originality/value

To the best of the authors’ knowledge, this is the first paper to focus solely on the evidence base for forensic risk formulation in practice.
