The purpose of this article is to present an overview of the history and development of transaction log analysis (TLA) in library and information science research. Organizing a literature review of the first twenty‐five years of TLA poses some challenges and requires some decisions. The primary organizing principle could be a strict chronology of the published research, the research questions addressed, the automated information retrieval (IR) systems that generated the data, the results gained, or even the researchers themselves. The group of active transaction log analyzers remains fairly small in number, and researchers who use transaction logs tend to use this method more than once, so tracing the development and refinement of individuals' uses of the methodology could provide insight into the progress of the method as a whole. For example, if we examine how researchers like W. David Penniman, John Tolle, Christine Borgman, Ray Larson, and Micheline Hancock‐Beaulieu have modified their own understandings and applications of the method over time, we may get an accurate sense of the development of all applications.

This study utilizes World Bank Governance Indicators to investigate government effectiveness in Asia, both regionally and across sub-regions. Several factors seem to influence the level of government effectiveness: accountability and voice, control of corruption, and wealth and income. The presence of a democratic form of government does not seem to be an important factor, but we note that more sensitive measures of democracy might produce more positive results. We then comment on the strengths and weaknesses of the dataset and offer some suggestions for future research.

Governments and other organizations are confronted with more frequent and devastating crises and disasters as the environment within which they operate becomes more complex and tumultuous (Hwang & Lichtenthal, 2000; Rosenthal & Kouzmin, 1997). Recent catastrophic events, such as the tsunami in Southeast Asia and Hurricane Katrina in the United States, have heightened interest in efforts to plan for and resolve these crises. However, despite the far-reaching disruptions caused by these crises, the literature on the topic of crisis impacts has hitherto been relatively scant, and most studies are not empirical (Pelling, Ozerdem, & Barakat, 2002).

YORKSHIRE‐based Kluber Lubrication Great Britain Ltd welcomed nearly 50 guests to the opening recently of their new offices and depot at Hough Mills, Northawrum on the outskirts of Halifax. It is from this town that German Kluber grease products have been distributed for some 13 years. James H. Heal & Co Ltd, of Halifax, originally had the agency and from the business so generated the present Klüber Lubrication Great Britain Ltd was formed five years ago, with James Heal as shareholders.

Library users continue to experience difficulty in using the online catalog, particularly in the area of subject access. This project describes a test of a new design for subject access to online catalogs. The new design requires a wide range of subject searching capabilities and search trees to govern the system's selection of searching capabilities in response to user queries. Is the performance of search trees superior to subject searching approaches chosen at random? This project is geared to make that determination.

Search trees presented in this article control system responses and determine appropriate subject searching approaches to user queries. Users do not explicitly choose a particular approach. Rather, systems respond with an approach based on the extent to which queries match the catalog's controlled vocabulary and produce retrievals. The benefit of incorporating search trees into online bibliographic systems is the ability to place the responsibility of determining which approach produces the best results on the system.

Most second‐generation online catalogs give libraries some capability to customize help messages, screen displays, and system prompts. Microcomputer applications designed or mounted locally may offer even more flexibility. Commercially available information systems offer the user some type of assistance, even when not totally profitable. The librarian has become an active, if not always willing, participant in the design of his or her system's user interface. Knowledge of both patrons and collections can have direct bearing on the structure and effectiveness of the library's automated system, its interface, and online help features.

Bidhya Bowornwathana is associate professor at the Department of Public Administration, Faculty of Political Science, Chulalongkorn University, Bangkok, Thailand. His research interests are on governance and administrative reform. He has written several books in Thai on administrative reform and public administration. He co-edited a book with John P. Burns on Civil Services Systems in Asia (Edward Elgar, 2001). He also has chapters in recent books such as in Christopher Pollitt and Colin Talbot, eds., Unbundled Government (Taylor and Francis, 2004), Ron Hodges, ed., Governance and the Public Sector (Edward Elgar, 2005), Eric E. Otenyo and Nancy S. Lind, eds., Comparative Public Administration: The Essential Readings (Elsevier, 2006), and Kuno Schedler and Isabella Proeller, eds., Cultural Aspects of Public Management Reform (Elsevier, 2007). He was Chairman of Department of Pubic Administration, Chulalongkorn University. He has served several times as member and secretary of the national administrative reform commissions appointed by Thai governments.
