Abstract

Purpose

Corporate social responsibility (CSR) departments are often involved with civil society organizations (CSOs) through partnerships in order to develop projects. There are valuable exchanges and adaptation experiences involved in the process that goes beyond a project’s expected outcomes. The purpose of this paper is to show how knowledge sharing in a company’s CSO partnership occurs and explain the main drivers and the kind of value that could emerge from both sides.

Design/methodology/approach

The authors conducted a case study and analysed it according to its contribution by depicting the main drivers to boost knowledge sharing. The authors conducted interviews and supplemented them with documents and reports.

Findings

The study revealed learning issues from corporate and CSO sides. The authors found asymmetry in management education between companies and CSO employees. This study highlights the relevance of adjusting vocabulary to promote knowledge sharing benefits in partnerships. The presence of a “third party” in the partnership successfully helped management understand the importance of adjusting vocabulary to ease the project lifecycle flow.

Originality/value

The authors demonstrate how knowledge sharing as a CSR outcome improves managerial knowledge and boosts CSOs to seek opportunities for greater cooperation. The partnering possibilities become more apparent as a CSO learns how to deal with business, understands its vocabulary, context and interests. Additionally, corporate organizational learning relies on more knowledge about how CSOs operate and more information about the local community. Knowledge sharing efforts improve an organization’s commitment to develop social projects and improve the impact and legitimacy of CSR.

Abstract

Purpose

This paper aims to demonstrate how public procurement can be strategic.

Design/methodology/approach

A systematic literature review (SLR) was conducted following the protocol from Pagani, Kovaleski and Resende (2015), called Methodi Ordinatio, to select the relevant literature on this topic. The analysis of papers selected was carried out following the procedures of categorical content analysis (Bardin, 1977).

Findings

In all, 68 full papers were analyzed from Science Direct and Web of Science. The results present the main characteristics of publications analyzed and the authors propose some categories of strategic practices related to public procurement that are in turn related to: sustainability, partnerships and supplier management, information systems and technology and other issues.

Research limitations/implications

The main limitations of this paper are: the publication period considered of the articles selected is from January 2012 to March 2017; the databases Science Direct and Web of Science are selected as the sources of articles; the Methodi Ordinatio is used as the basic protocol of the SLR and, consequently, the inclusion and exclusion criteria described in the steps of the protocol are used.

Practical implications

Showing how the public procurement can be strategic, this paper highlights the benefits of best procurement practices; similarly, it highlights those practices adopted by the private sector, which can highly contribute to the creation of value in public services that are aligned with the concept of obtaining “the best value for money”.

Social implications

The incorporation of strategic practices in public procurement can result in the best expenditure of public resources and the reduction of corruption in the process of procurement.

Originality/value

This paper contributes to synthesize the knowledge on strategic procurement, a topic exploited by few people in the public organizations. It differentiates from other literature reviews already published, considering that these studies do not deal, specifically, with public procurement and, also, do not use protocols of SLR. Moreover, this paper indicates a future agenda of research, which can aid researchers and practitioners acting in this field of knowledge.

Abstract

We present a critical literature review debating Brazilian research on social and environmental accounting (SEA). The aim of this study is to understand the role of politics in the construction of hegemonies in SEA research in Brazil. In particular, we examine the role of hegemony in relation to the co-option of SEA literature and sustainability in the Brazilian context by the logic of development for economic growth in emerging economies. The methodological approach adopts a post-structural perspective that reflects Laclau and Mouffe’s discourse theory. The study employs a hermeneutical, rhetorical approach to understand and classify 352 Brazilian research articles on SEA. We employ Brown and Fraser’s (2006) categorizations of SEA literature to help in our analysis: the business case, the stakeholder–accountability approach, and the critical case. We argue that the business case is prominent in Brazilian studies. Second-stage analysis suggests that the major themes under discussion include measurement, consulting, and descriptive approach. We argue that these themes illustrate the degree of influence of the hegemonic politics relevant to emerging economics, as these themes predominantly concern economic growth and a capitalist context. This paper discusses trends and practices in the Brazilian literature on SEA and argues that the focus means that SEA avoids critical debates of the role of capitalist logics in an emerging economy concerning sustainability. We urge the Brazilian academy to understand the implications of its reifying agenda and engage, counter-hegemonically, in a social and political agenda beyond the hegemonic support of a particular set of capitalist interests.

Abstract

Purpose

The aim of this paper is to describe the arena in which managers of small size Brazilian municipalities make decisions as constrained by stakeholder influence.

Design/methodology/approach

Four case studies were carried out with municipalities in the State of Minas Gerais, Brazil. The investigation was carried out using grounded theory. Data were gathered through in‐depth interviews with managers and with the main stakeholders. Data were analysed using content analysis, supported by QSR N6 software.

Findings

The contribution of this paper to theory is based on a description of the arena in which Brazilian municipal districts make decisions. In so doing, it endeavours to model this arena as comprised of five clusters of stakeholder concerns: limitation, collaboration, orientation, legitimacy, and inspection. The paper raises some issues that are helpful in explaining the relationship between stakeholder influences and public organisations. In other words, it helps to label stakeholder influences and to make stakeholder influence more manageable by public organisations at the local government level. In practical terms, the paper concludes that the number of stakeholders is less important than the sort of influence they are supposed to exert upon organisations.

Research limitations/implications

The limitations of this investigation relate to the features of the case study methods employed. The results show the particular situation of the State of Minas Gerais (at the southeast of Brazil) and represent the situation of small municipalities.

Originality/value

There has been very little prior analysis of stakeholder influence focusing on local government. This investigation is the first with a specific focus on identifying the arena in which Brazilian municipalities make decisions and the relationship of those municipalities with stakeholders.

Abstract

Purpose

This paper seeks to extend the analysis of performance management regimes by Bouckaert and Halligan to other countries in order to contribute to the developing theory of forms and challenges in public sector performance management.

Design/methodology/approach

The state of performance management and the context in which it has evolved is assessed in seven different countries using dimensions drawn from Bouckaert and Halligan's work along with elements from earlier work by Pollitt and Bouckaert. These are summarized in a table and comparisons made to generate additional insights into the factors that influence the shape and speed of public management evolution.

Findings

The paper finds that the Bouckaert and Halligan framework for analyzing public sector performance management is useful, albeit with some modifications. Specifically, it finds that administrative culture is a key factor influencing the speed of reform and that the attitude of elites (politicians and civil servants, in most cases) is also a vital piece of the puzzle that was not included in Bouckaert and Halligan, but did appear in the earlier framework of Pollitt and Bouckaert. It also finds evidence that economic and political crises occurring together accelerate the introduction of integrated performance management systems, but that trust in government does not appear to be a significant factor. Finally, the paper observes that, absent political crisis/commitment, governments will prioritise “external” performance measures such as customer service, participation and transparency objectives over “internal” performance measures such as financial, staff management and whole of government reporting.

Originality/value

The countries studied provide a rare insight into lesser‐known performance management regimes and the use of the Bouckaert and Halligan framework allows for comparisons to earlier (and future) research. The findings will be of interest to scholars in public administration reform and performance management.

Purpose – This chapter aims to provide an overview of public administration practices in Brazil for the last 200 years, highlighting its main characteristics and the relationship between state and society. The chapter begins with the arrival of the Portuguese Crown in Brazil in 1808 and describes the main events up to the end of the President Lula's period of government.

Design/Methodology/Approach – The ideas presented in this essay originate from a review of extant literature as well as from the testimony of the authors who have researched and participated as active actors in the process in the last 20 years.

Practical implications – A source of information for those studying the evolution of the Brazilian public administration. The essay presents several phases of how political ideology has influenced public services delivery, pinpointing the impact of patrimonialism, bureaucracy, and managerialism on the government's daily activities.

Originality/Value – This is an original chapter that discusses recent Brazilian political and administrative history in order to ascertain a comprehensive picture of the main events and achievements that have led to the current state of affairs. The chapter is a valuable source of reference for analysis of the different periods of public administration in Brazil.

Abstract

Purpose

Much has been done in the public organization performance management field and there are some established theories that account for what would improve performance, but there is little strong empirical evidence about the determinants factors to performance in developing countries. This paper aims to contribute to the knowledge in this area by providing some empirical evidence about the importance of management and resource for the local government performance.

Design/methodology/approach

The paper presents a cross-sectional investigation carried out with a sample of Brazilian municipalities. Data come from reliable sources, namely official databases. In order to ensure causality, regression and correlation analysis was carried out with the data. Educational outcomes were chosen as the dependent variable for measuring performance.

Findings

The analysis indicates that financial resources are paramount in producing performance to the extent that resource availability increases educational effectiveness, and dependence on intergovernmental transfer of financial resources reduces the effectiveness a great deal. Some other issues, such as mayoral quality have little or no importance upon performance.

Originality/value

The study corroborates some established ideas and challenges others. An example of the latter is the notion that the quality of political leadership (the mayor) is a determinant factor for performance. An example of the former is that more money is likely to represent better performance if the local government is able to raise money for itself instead of relying solely on transferences from upper tie authorities.

Abstract

There is an important intellectual and conceptual challenge for many of us working across the broad field of public sector management. Part of this challenge stems from the observation that there are three connected but separate profound policy and political changes taking place. Firstly, there is the impact of neo-liberalism as an ideological project and as a model(s) of managing national economies and social and welfare policy. We recognise that there are competing definitions of neo-liberalism and that we need to be careful about over-generalising its effect and its coherence. But, it does seem to us that by taking a longer term view we can see how the language and ideas of the primacy of markets and, in particular, markets in social and welfare policy have become dominant. This is not to say that in some places there is no resistance to these ideas and we can observe in the European Union how for a long time there was very explicit resistance to the ideas of the New Right. But the desire to weaken the role of the state as funder and provider of welfare services and the emergence of a counterview that markets and the privatisation of the welfare sector is the most appropriate choice is a demonstration of an ideological shift.
