Abstract

Purpose

The purpose of this paper is to comparatively analyze the electrical circuits defined with the conventional and revisited time domain circuit element definitions in the context of fractional conformable calculus and to promote the combined usage of conventional definitions, fractional conformable derivative and conformable Laplace transform.

Design/methodology/approach

The RL, RC, LC and RLC circuits described by both conventional and revisited time domain circuit element definitions has been analyzed by means of the fractional conformable derivative based differential equations and conformable Laplace transform. The comparison among the obtained results and those based on the methodologies adopted in the previous works has been made.

Findings

The author has found that the conventional definitions-based solution gives a physically reasonable result unlike its revisited definitions-based counterpart and the solutions based on those previous methodologies. A strong agreement to the time domain state space concept-based solution can be observed. The author has also shown that the scalar valued solution can be directly obtained by singularity free conformable Laplace transform-based methodology unlike such state space concept based one.

Originality/value

For the first time, the revisited time domain definitions of resistance and inductance have been proposed and applied together with the revisited definition of capacitance in electrical circuit analyses. The advantage of the combined usage of conventional time definitions, fractional conformable derivative and conformable Laplace transform has been suggested and the impropriety of applying the revisited definitions in circuit analysis has been pointed out.

Abstract

Purpose

The purpose of this paper is to test the capability to properly analyze the electrical circuits of a novel constitutive relation of capacitor.

Design/methodology/approach

For ceteris paribus, the constitutive relations of the resistor and inductor have been reformulated by following the novel constitutive relation of capacitor. The responses of RL, RC, LC and RLC circuits defined on the fractal set described by these definitions have been derived by means of the fractal calculus and fractal Laplace transformation. A comparative Hamiltonian formalism-based analysis has been performed where the circuits described by the conventional and the formerly proposed revisited constitutive relations have also been considered.

Findings

This study has found that the novel constitutive relations give unreasonable results unlike the conventional ones. Like such previous revisited constitutive relations, an odd Hamiltonian has been obtained. On the other hand, the conventional constitutive relations give a reasonable Hamiltonian.

Originality/value

To the best of the author’s knowledge, for the first time, the analysis of fractal set defined electrical circuits by means of unconventional constitutive relations has been performed where the deficiency of the tested capacitive constitutive relation has been pointed out.

Abstract

This article revisits two vital questions largely ignored in the scholarly literature devoted to professionalism in government. First, is the public purchaser a professional? And second, is public purchasing a profession? Our reexamination of the first question led us to conclude that a public purchaser that meets certain requirements in government purchasing practices distinct from traits reserved for recognized traditional professions such as law, medicine and clergy can be a professional. Furthermore, when we analyzed the basic criteria that characterized a profession such as the existence of esoteric knowledge, rigorous formal training, codes of ethics, representative association, autonomy in practice, and criteria for admission into the occupation, we concluded that public purchasing is a profession.

Abstract

Fifteen years ago the author published an article in Aslib Proceedings entitled, ‘The electronic academy’, which assessed trends in distance education and open learning. The paper provided an overview of the then dominant delivery technologies (e.g., broadcast television, videotext, audiographics, teleconferencing) and also engaged the issues of cost and quality. It is instructive to revisit that article and reflect on the extent to which the world has moved on, particularly in terms of technology and pedagogy. Naturally, the 1984 article made no mention of either the Internet or the World Wide Web, both of which are necessarily centre‐stage today in any serious discussion of asynchronous or network‐based learning. While technological advances have played an important part in accelerating the adoption of new modalities of remote learning, there are other factors (e.g., economic, socio‐cultural) to be taken into account. This article offers a wide‐angled review of developments in distance education and distributed learning: specifically, it describes the structural dynamics of the emerging virtual marketplace for perpetual learning products and services. Though written from a primarily North American perspective, the paper highlights thinking and practice globally.

Twenty years ago, Hindy Schachter (1989) posed a question about the foundation we use to structure the Public Administration theory narrative. Would an approach based on an art model, rather than the more common science model, produce a narrative with less distortion? This essay employs a definition of modernism developed by Thomas Vargish and Delo Mook outside the purview of public administration and a famous M. C. Escher lithograph as a basis for proposing an alternate way to construct the narrative. It then applies the alternative approach to Frederick Taylor and Elton Mayo.

Abstract

Purpose

The purpose of this paper is to analyse insidership vs outsidership, enriching the revisited Uppsala model with the resource-based view, transaction cost economics and internalisation theory. The authors also address empirical gaps affecting the role of dyadic business relationships (BRs) (customers/suppliers/research institutions/competitors) and business networks and their effect on international performance. Finally, the authors research whether insiders’ firm-specific advantages have a stronger effect on international performance than outsiders’.

Design/methodology/approach

The authors work with an unbalanced panel data set of 14,231 firm-observations (period: 2000-2010). First, the author use ANOVA models (with pooled and panel data) in order to test the Uppsala basics. Second, the authors refine the research through dynamic Tobit models.

Findings

The authors find that insiders perform significantly better than outsiders. When analysing the impact on international performance, the authors confirm that not only do dyadic BRs with customers or suppliers have a positive effect, but so do BRs with research institutions; however, business networks with customers and suppliers have a negative impact. Finally, when testing interactions, the results point at technological skills as an alternative means to overcome the liability of outsidership.

Originality/value

Prior studies on this topic have been broadly focused on testing the original Uppsala (1977) model. However, the authors advance it by reconciling the revisited Uppsala (2009) model with the main international business theories as well as testing and refining its content in line with Johanson and Vahlne’s guidelines.

Abstract

How did the Planning Programming Budgeting System (PPBS), and the Congressional Budget and Impoundment Control Act (CBA) of 1974 change the nature of budget hearing deliberations in Congress? This study focuses upon the inquiry search patterns from 1949 through 1984 for the three House Appropriations subcommittees that reviewed the Forest, Parks, Prison, Internal Revenue, and Immigration and Naturalization Services' budget requests. After PPBS was implemented, all three subcommittees emphasized programmatic questioning more and object-of-expenditure questioning less. The more prevalent pattern of change was an abrupt change after implementing the budget reform followed by a gradual cumulative effect in subsequent years. A less prevalent pattern was an abrupt change followed by a gradual decrement over time.

Abstract

In a supply-constrained region like Asia, promoting exports has always been a challenge particularly at a time when Asia’s trade has been severely affected by lack of external demand. This paper argues that price barriers have taken a new shape during the global financial crisis period which may generate differential impacts on trade flows as we proceed toward recovery. The size and shape of price barriers would be higher if NTBs, applied by the countries during the crisis period, were counted. One of the conclusions of this paper is that ‘price’ barrier is still more important than ‘non-price’ barrier in enhancing Asia’s trade and integration. The higher the price barrier between countries in a pair, the less they trade. In other words, a 10 percent increase in the ad-valorem price (transport and tariff) lowered trade by 6 percent. Tariff and transport costs, each considered separately, also influence the trade flow in the same direction, to more or less the same extent. There are indications of huge domestic infrastructure bottlenecks in countries in Asia. Based on direct and indirect evidence related to trade barriers, this paper concludes that complementary trade policies focusing on price and non-price barriers have immense importance in enhancing international trade and integration in the post-crisis period.
