Abstract

Purpose

This paper intends to explore and appraise the humanitarian supply chain management enablers (HSCMEs) for efficient and effective humanitarian operations. This research aims to analyze the interaction of enablers for humanitarian supply chain management (HSCM) using a proposed hybrid framework consists of fuzzy Delphi (FD), interpretive structural modeling (ISM)–matriced impacts croises multiplication appliquee a un classement (MICMAC) and revised Simos approach.

Design/methodology/approach

This research is deliberate to identify 28 HSCMEs through a literature review and experts' opinions; out of which 20 HSCMEs are selected using FD. ISM is applied to know contextual relationship among the selected HSCMEs for developing a hierarchical model. The MICMAC analysis classifies the HSCMEs based on driving power and dependence power to validate the developed hierarchical ISM structure. The revised Simos technique is used to prioritize the HSCMEs to access its relative significance in humanitarian operations.

Findings

The finding of the analysis suggests that government policy and leadership support obtained the highest priority, having high driving power and low dependence power is significantly strategic and emerged as the leading driver for the HSCM implementation.

Research limitations/implications

ISM model presents an insight into interrelationship among HSCMEs, but this cannot quantify the impact of each HSCMEs.

Practical implications

Disaster relief aid agencies and stakeholders may focus on the enablers having high driving power and higher weight in designing and executing an effective and efficient humanitarian supply chain and to improve their activities and strategies of HSCM.

Social implications

This research helps humanitarian logisticians and humanitarian organizations to make better decisions to improve their operational performance in pre and postdisaster phases.

Originality/value

This paper explores the application of proposed hybrid framework to analyze the HSCMEs that can be considered as the original contribution.

Abstract

Purpose

The purpose of this study is to identify and prioritize the critical success factors (CSFs) of knowledge management (KM) implementation through a novel hybrid model, namely, Fuzzy Delphi method (FDM), interpretive structural modeling (ISM) and revised Simos, which is one of group decision-making (GDM) approaches.

Design/methodology/approach

The CSFs of KM implementation were identified through a systematic literature review. FDM was adopted to determine the CSFs in the Iranian oil industry. Then, a novel hybrid model consisting of ISM and revised Simos techniques were used to classify and prioritize the CSFs.

Findings

The obtained results suggest that there are 13 CSFs of KM implementation. The result of ISM shows that the CSFs of KM implementation were classified into five levels. The result of revised Simos reveals that the “human resources management” obtained the highest priority and “leadership commitment and support” and “intellectual capital” ranked second and third, respectively.

Research limitations/implications

As this research was performed in the Iranian oil industry, caution should be taken regarding the generalizability of the obtained results.

Practical implications

The top managers of the surveyed companies could get acquainted with CSFs of KM implementation in their organization and use a GDM technique that has various advantages to solve the relevant problems.

Originality/value

This paper provides a twofold contribution to expand KM and GDM literature and to the best knowledge of the authors, it is a novel hybrid GDM model of its kind.

Abstract

Purpose

To propose a multi‐criteria approach for ranking the performance of the economic sectors of the Portuguese economy and to identify the most attractive sectors.

Design/methodology/approach

A multi‐criteria approach using ELECTRE III and SRF software for eliciting the weights of criteria is used to solve the ranking problem statement.

Findings

The sector non‐metallic mineral products was ranked in first place in relation to all the rankings; the wholesale trade and retailing trade sectors were ranked in second place in relation to all the rankings; the sector wood, cork and furniture was ranked often in second place; the electronic and electrical industry sectors was ranked in third place; the agriculture and fishing sector was ranked in the tail‐end of the ranking; the agro‐industry sector and the transportation and distribution sector consistently were ranked in the lowest positions, just before the agriculture and fishing sector.

Research limitations/implications

Other evaluation criteria can be used to improve the relative ranking classification, namely strategic and operational performance measures.

Practical implications

The results of this application are useful for investors, business leaders, and policy makers. From the perspective of potential investors, investment opportunities can be evaluated based on the attractiveness of the economic sectors studied. From the perspective of Portuguese policy makers and business leaders, sectors of the Portuguese economy that are in need of fundamental restructuring are easily identified. For these sectors, business strategies and policy initiatives that are based on benchmarking effective innovations are in order. Therefore, joint partnership between business leaders, policy makers and higher education to lay the ground for innovative practices in these sectors may prove very useful.

Originality/value

The proposed multi‐criteria approach utilized in this study is simple; furthermore it has the capacity to deal well with uncertainty. This study also contributes to an important, yet relatively new body of application‐based literature, dealing with a multi‐criteria approach to decision making with the aid of fuzzy theory methodologies.

Abstract

Purpose

This paper aims to rank and identify the most efficient project managers (PMs) based on personality traits, using Preference Ranking Organization METHod for Enrichment Evaluations (PROMETHEE) methodology.

Design/methodology/approach

The proposed methodology relies on the five personality traits. These were used as the selection criteria. A questionnaire survey among 82 experienced engineers was used to estimate the required weights per personality trait. A second two-part questionnaire survey aimed at recording the PMs profile and assess the performance of personality traits per PM. PMs with the most years of experience are selected to be ranked through Visual PROMETHEE.

Findings

The findings suggest that a competent PM is the one that scores low on the “Neuroticism” trait and high especially on the “Conscientiousness” trait.

Research limitations/implications

The research applied a psychometric test specifically designed for Greek people. Furthermore, the proposed methodology is based on the personality characteristics to rank the PMs and does not consider the technical skills. Furthermore, the type of project is not considered in the process of ranking PMs.

Practical implications

The findings could contribute in the selection of the best PM that maximizes the project team’s performance.

Social implications

Improved project team communication and collaboration leading to improved project performance through better communication and collaboration. This is an additional benefit for the society, especially in the delivery of public infrastructure projects. A lot of public infrastructure projects deviate largely as far as cost and schedule is concerned and this is an additional burden for public and society. Proper project management through efficient PMs would save people’s money and time.

Originality/value

Identification of the best PMbased on a combination of multicriteria decision-making and psychometric tests, which focus on personality traits.

Abstract

Purpose

Many projects focus on the reliable operation of the activities in the project. Any failure in the process activities leads to major problems resulting in waste, defects, equipment damage, which has a direct impact on the consumers. In addition, Lean Six Sigma (LSS) is not new to this issue. LSS projects have faced an interruption in the process flow and unforeseen defects. Therefore, the purpose of this paper is to identify the vital failure factors of LSS projects.

Design/methodology/approach

Through extant literature review, the researchers found 44 critical failure factors (CFFs) of LSS. Using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) SIMOS approach, the decision makers’ (DMs) rating and weight for each factor were collected. Moreover, the study was conducted in both the manufacturing and service industries to identify the impact of CFFs in LSS projects.

Findings

CFFs and their evaluation have received little attention in the literature. Most of the previous studies deal only with the identification of the success factors in general. Therefore, the study identified 44 CFFs and ranked them through DMs. In addition, the TOPSIS SIMOS approach ranked the vital failure factors enabling the management to avert the LSS project from failures.

Research limitations/implications

The study focused on project failures due to CFFs of LSS. Nevertheless, it did not consider other failure factors of project and knowledge management. Further, the sample used to test the approach was considerably small. Therefore, the study can be repeated with significant samples and the vital failure factors compared.

Practical implications

In real-life application, all the parameters in the LSS project need to be understood in a better manner. In such a condition, the practitioner needs to know that the project never fails due to the CFFs and TOPSIS SIMOS approach can prevent the LSS project failures.

Originality/value

The study applied TOPSIS SIMOS approach to rank the CFFs in an LSS project, which is first of its kind and aids the practitioners to make the right decisions in the business environment.

Abstract

Purpose

For a long time, women have not been judged by the same standards as men when trying to enter a trade or profession reserved traditionally for men or even after becoming part of it, while progressing. This paper explores the concept of career progression of female staff in an academic institute. It seeks to answer the following research questions: What barriers are faced by women in career progression? What are the differences in perceptions among female sub‐groups regarding these barriers? What policies and improvement programs can be provided to promote women's career progression? What is the relationship between women's career progression and justice?

Design/methodology/approach

According to the research objectives, the best way to collect the required data was a questionnaire. In this research, three different questionnaires were used. Also, to rank women's career progression barriers, the TOPSIS technique was used.

Findings

The authors found that there is a significant relationship between career progression barriers with interactional and distributive justice. Our ranking results showed that lack of organisational support and job restrictions are the main barriers to women's career progression. Also, flexible working time options is the main support program for eliminating of these barriers.

Research limitations/implications

The major research limitations of this study were the failure to collect and analyse data that would yield a quantitative assessment of organisational justice, and the distribution of questionnaires among women at work.

Originality/value

This is the first study of its nature conducted among female Iranian university staff to focus on barriers to women's career progression. The paper also offers practical guidance that can be used by management and women employees to facilitate career progression.

Abstract

Purpose

Several healthcare quality assessment tools measure the processes and outcomes of the care system. The actual physical infrastructure (buildings and organizational) aspects are, however, rarely considered. The purpose of this paper is to describe the process of validation and weighting of an evidence-informed framework for the quality assessment of hospital facilities from social, environmental and organizational perspectives to complement other assessments.

Design/methodology/approach

Sustainable High-quality Healthcare version 2 (SustHealth v2) is the updated version of an existing framework composed of three domains (social, environmental and organizational quality). To validate and establish a relevant weighting, interviews were conducted with 15 professionals within the field of healthcare planning, design, research and management. The study has been conducted through semi-structured interviews and the application of the Simon Roy Figueras (SRF) procedure for the elicitation of weights criteria. The data collected have been processed through the DecSpace web platform.

Findings

Among the three domains, the organizational qualities appear to be the most important (W = 49%), followed by the environmental (W = 29%) and social aspects (W = 22%). Relevant indicators such as future-proofing, wayfinding and users’ space control emerged as the most important within each macro-area. Those results are confirmed by the outcome of the interviews that highlight user/patient-centeredness, wayfinding strategies and space functionality as the most important concepts to foster in existing healthcare facilities improvement.

Practical implications

The study highlights important structural and organizational aspects that hospital managers and planners can consider when dealing with healthcare facilities’ quality improvement.

Originality/value

The use of the SRF multicriteria method is novel in this context when used to weight an assessment tool with a focus on hospital built environment.

Abstract

Purpose

The concept of knowledge cities (KCs) offers advantages to any urban region. Many cities globally claim themselves as being already KCs, while other cities have elaborated strategic plans in order to integrate this concept into their operational structures. The examination of their approaches reveals however that these initiatives are fragmented. The purpose of this paper is to present a multi‐dimensional and integrated decision support model for a KC's strategy formulation.

Design/methodology/approach

Reference is made to a methodological approach (KnowCis) for the integrated development of a KC, consisting of five main phases and taking into account nine different dimensions. The strategy formulation phase is a particularly complex procedure for any authority (e.g. local government or city's development agency). The reasons for this complexity are related to the amplitude of the KC concept, to the variety of the factors to be considered as well as to the challenge for balancing the needs and interests of different target groups.

Findings

The proposed model consists of the following building blocks: identification of the appropriate actions (based on the KnowCis methodology), modeling of the city's current status as a KC (via the development of related indicators), assessment of actions' necessity (based on the indicators' outcomes and through the benchmarking of other successful KCs cases), selection of the most appropriate form for each proposed action (based on their efficiency during the last reference period) and, finally, prioritisation of the proposed actions (based on a multi‐criteria approach).

Research limitations/implications

The main suggestion for future research is the development of an intelligent information system which will incorporate the building blocks of the proposed model.

Originality/value

The originality and value of the paper is that the proposed model can be a really helpful decision support tool for any city which is developing a knowledge‐based strategy.

Abstract

Purpose

The purpose of this paper is to determine which criteria should be taken into account while choosing face masks for pandemic times and to what extent their effects are.

Design/methodology/approach

Nine face mask alternatives were evaluated based on the assessments of their performance with respect to twelve attributes. Seven experts were asked to evaluate the mask alternatives and the influences among attributes. In gathering expert judgments, spherical fuzzy number-based linguistic terms were utilized in the study to provide a more comprehensive representation domain to them.

Findings

According to the results, the most important attributes are found as material type, cost and bacteria–virus protection level. The best face mask is N95, which is followed by respirators and surgical masks.

Research limitations/implications

The implication of the research is to evaluate face masks in terms of criteria such as physical, performance, protection and cost to decide on what basis they were selected as a personal protective equipment (PPE) based on expert assessments. This is useful in selection of the right face mask with optimum performance and provides guidance to the general public and profession specific groups for this purpose. The face mask companies might be also benefitted from the implications of the present study in their design and research and development (R&D) operations.

Originality/value

The preference ranking of the face mask alternatives has not been studied in detail yet in the literature. Focusing on this issue, the present study provides a comprehensive assessment of the selection criteria of face masks in the pandemic era.

Abstract

Purpose

This paper aims to identify, analyze and evaluate the major enablers for the sustainable public distribution system (PDS) supply chain in India in lessening food insecurity by distributing essentials food grains at a subsidized rate.

Design/methodology/approach

The major enablers for the sustainable PDS supply chain were explored by conducting the literature survey and discussion with academic and warehouse experts. Then, the fuzzy-DEMATEL (decision-making trial and evaluation laboratory) technique was applied to develop a causal model that analyses the interaction among the identified enablers.

Findings

This study recognizes fifteen enablers through literature survey and experts' opinions. The present work concludes that “proper identification of the PDS beneficiaries” and “willingness and commitment of the top management and policymaker” are the two major enablers for the sustainable PDS supply chain.

Research limitations/implications

This work would be helpful for profoundly understanding the major enablers, and how they are affecting the entire PDS supply chain. The study would be beneficial for the general people and the entire society straightforwardly by providing suggestions for food security.

Originality/value

Identifying and analyzing the major enablers for the sustainable PDS supply chain helps to visualize the problem more effectively and efficiently. Besides, the causal model explains a comprehensive perspective on the identified enablers.
