Abstract

Purpose

The Recast Energy Efficiency Directive 2023 has defined the concept of “split incentive,” also known as “tenant-owner dilemma.” This dilemma refers to the situation where neither landlords nor tenants have incentives to invest in energy efficiency upgrades. Although the Energy Efficiency Directive calls Member States to overcome legal barriers to remove split incentives and to encourage retrofits, the list of possible measures is too vague. This paper aims to discuss tenancy law measures designed to increase the energy efficiency of residential housing and to detect which Member States have already addressed this phenomenon.

Design/methodology/approach

This paper analyses, from a civil legal perspective, the possible private law barriers arising from the tenant-owner dilemma when performing energy efficiency works in selected countries and proposes legal reforms in tenancy law and related policies to overcome them. To do so, this paper follows a legal-dogmatic and comparative law methodology.

Findings

This paper concludes that some tenancy law provisions, such as the possibility to increase the rent after energy efficiency renovations and long-term leases, may challenge the tenant-owner dilemma in private rented markets, thus promoting renovations and retrofitting for energy efficiency purposes. It also proposes other policies intended to increase parties’ willingness to undertake works.

Research limitations/implications

More research on the economic and legal efficiency to regulate some of the civil law measures to challenge the tenant-owner dilemma should be necessary.

Practical implications

The civil law measures included in this paper may help national policymakers meet the energy efficiency targets, according to what is established in the Recast Energy Efficiency Directive 2023.

Originality/value

Based on the economic theory of the tenant-owner dilemma, this paper investigates the elements of tenancy law that may contribute to less energy-efficient homes, proposing policies for those countries interested in addressing the energy-efficiency challenge from a private law point of view.

Abstract

Purpose

Proper performance assessment of residential building renovation is crucial to sustainable urban development. However, a comprehensive review of the literature in this research domain is lacking. This study aims to uncover the study trend, research hotspots, prominent contributors, research gaps and directions in this field.

Design/methodology/approach

With a hybrid review approach adopted, relevant literature was examined in three stages. In Stage 1, literature retrieved from Scopus was screened for their relevance to the study topic. In Stage 2, bibliographic data of the shortlisted literature underwent scientometric analyses by the VOSviewer software. Finally, an in-depth qualitative review was made on the key literature.

Findings

The research hotspots in performance assessment of residential building renovation were found: energy efficiency, sustainability, thermal comfort and life cycle assessment. After the qualitative review, the following research gaps and future directions were unveiled: (1) assessments of retrofits incorporating renewable energy and energy storage systems; (2) evaluation of policy options and financial incentives to overcome financial constraints; (3) establishment of reliable embodied energy and carbon datasets; (4) indoor environment assessment concerning requirements of COVID-19 prevention and involvement of water quality, acoustic insulation and daylighting indicators; and (5) holistic decision-making model concerning residents' intentions and safety, health, well-being and social indicators.

Originality/value

Pioneered in providing the first comprehensive picture of the assessment studies on residential building renovations, this study contributes to offering directions for future studies and insights conducive to making rational decisions for residential building renovations.

Abstract

Purpose

The COVID-19 pandemic has caused a dramatic impact on energy supply and demand. It is vital to understand households’ behaviour with regard to energy, particularly during the pandemic, to deploy future sustainable energy systems. This study aims to investigate the nexus of Malaysian households’ energy consumption behaviour in relation to various electrical appliances, their energy-saving appliance purchasing behaviour and their current possession of energy-saving appliances during the pandemic, especially during the lockdown period, from the perspective of the energy cultures framework.

Design/methodology/approach

The partial least squares structural equation modelling technique was used to test hypothesised relationships based on the 1,485 pieces of household data collected using an online and physical survey during the lockdown period in Malaysia.

Findings

The energy-saving behaviour cultivated due to the impact of the COVID-19 pandemic led to residential customers’ intentions to purchase energy-saving appliances which subsequently led to their current possession of energy-saving appliances. Indeed, energy-saving behaviours in the kitchen, entertainment, office, home lighting and cooling appliances have more than 77.4% influence on their purchasing behaviour. The consumer’s purchase behaviour for energy-saving appliances has a significant, partially mediating influence on the energy-saving behaviour of various electrical appliances and the consumers’ current possession of energy-saving appliances.

Research limitations/implications

This study could be enhanced by improving the sample using a higher-income group and involving other parts of Malaysia such as the southern region. The findings do extend the energy cultures framework by demonstrating the mediating role of households’ energy-saving appliance purchasing behaviour on the relationship between their energy consumption behaviour in relation to various electrical appliances and their current possession of energy-saving appliances.

Practical implications

The results of this study will help develop future action plans for transitioning to energy-saving appliance practices.

Originality/value

This paper examines the effects of the COVID-19 pandemic on future energy efficiency practices in developing countries from the perspective of the energy cultures framework.

Purpose

The escalating levels of greenhouse gas emissions have become a growing global concern, with household energy consumption emerging as a significant contributor. To develop effective public policies, it is crucial to understand the energy-saving behavior of households. This study delves into the determinants of energy-saving practices in a developing country.

Design/methodology/approach

The authors chose a multivariate probit model, as it allowed to look after possible correlations among seven energy-saving practices within households.

Findings

The findings underscore the significant influence of sociodemographic variables, such as gender, civil status, income and education, on energy-saving practices. Furthermore, the authors discovered that households where the head actively volunteers in social organizations are more likely to adopt energy-saving behaviors. Additionally, internet access positively contributes to pro-environmental behavior. This research reveals that certain energy-saving practices are interconnected, acting as complements or substitutes.

Research limitations/implications

Recommendations for public policy include prioritizing education in rural areas to boost energy-saving practices, improving internet access in nonurban regions and promoting citizen involvement in social organizations to enhance environmental awareness and encourage energy-saving behavior. The authors contribute to literature evidencing that certain energy-saving practices are not independent of each other, they are rather complementary and, in some cases, substitutes.

Practical implications

Recommendations for public policy include prioritizing education in rural areas to boost energy-saving practices, improving Internet access in nonurban regions and promoting citizen involvement in social organizations to enhance environmental awareness and encourage energy-saving behavior.

Originality/value

Previous studies have overlooked these interdependencies, highlighting the necessity of a system of equations to yield more efficient estimates by considering correlations between error terms.

Purpose

The recent surge in light emitting diode (LED) lighting retrofitted into schools in the UK is as a result of the UK Government’s 2050 zero carbon pledge. However, the benefits and consequences of LED retrofit projects for staff and enablers and stakeholder knowledge gaps about LED lighting retrofitting have not been fully explored. The aim of this research is to determine the amount of savings in cost, carbon reduction and kilowatt usage and to confirm if repayment from energy and cost savings derived from LED retrofit school projects funded through the SALIX funding option in the UK would be enough to service the loan. Thus, it examines monetary and non-monetary benefits, internal project stakeholder knowledge gaps and the consequences of LED retrofit for the staff and enablers of a large community college in the UK which is funded through the SALIX funding option.

Design/methodology/approach

The methodology relied on a hybrid research approach of a case secondary school through the review of literature, analysis of secondary data, focus group and questionnaire survey. The focus group consists of six key project stakeholders. The secondary data was sourced from the Project IGP [Individual Grade Proposal] and the Positive Energy Report from Zenergi, and the closed online questionnaire survey was used to sample 150 teaching staff and school enablers.

Findings

The findings show that stakeholders lack project knowledge, trust and expertise/project comprehension. This is in terms of baseline information, LED technology/management, payback modalities, management of risks and ethical issues around environmental impact. The forecasted SALIX savings were not achieved in real-time, partly because it does not take into consideration the increase in energy costs over the payback period. However, the LED retrofit creates efficiencies; drives down energy costs and energy usage; and drives carbon reduction, helping pupils’ learning, improving productivity and performance, and finally leading to a better lighting environment for the school community.

Originality/value

The study will help schools in the UK that intend to access SALIX finance for LED retrofits to understand the challenges and mitigate the risks. It will also help the government to understand the importance of adjusting the payback modalities to the base price when the retrofit was carried out for real-time savings to be made. The research would be useful in ensuring the proactive involvement of all the identified stakeholders in understanding the challenges and what the function entails.

Abstract

Purpose

This study aims to examine the challenges for green retrofitting implementation in existing residential buildings to lower the running cost and achieve a better energy-efficient system.

Design/methodology/approach

This study adopted a qualitative approach by interviewing conveniently selected 16 construction professionals, made up of architects, quantity surveyors and engineers. Data received were analysed using the content analysis method.

Findings

The findings revealed that the main barriers to incorporating green retrofitting in the existing residential buildings as the nature of the existing structures, limited knowledge, not being a priority and high costs involved in the process. Moreover, other factors influencing property developers’ decision to apply energy-efficient principles in a residential home include cost (initial capital and maintenance), level of knowledge, nature of the climate in the area, local legislation, more independence and increasing the property’s market value and environmental aspect.

Research limitations/implications

This study is limited to South Africa; thus, the literature available was limited.

Practical implications

People’s perceptions, either wrong or correct, affect their ability to make an informed decision to adopt green retrofitting principles, thereby denying them the opportunity to reap the associated benefits. Therefore, there is an urgent need for the construction industry stakeholders and government to increase educational opportunities for property owners on the importance of green retrofitting.

Originality/value

This study provides the occupants with the possible barriers and problem areas with implementing these principles. They will thus make an informed decision when implementing sustainable design methods.

Purpose

The Internet of Things-based digital twin (IoT-DT) technologies offer a transformative approach to building retrofitting for reducing operational carbon (ROC) emissions. However, a notable gap exists between the potential and adoption of the two emerging technologies, further exacerbated by the nascent state of research in this domain. This research aims to establish the best practices that innovatively strengthen the identified enablers to decisively tackle challenges, ensuring the efficient implementation of IoT-DT for ROC emissions in buildings.

Design/methodology/approach

This study adopted a mixed-method approach. Questionnaire data from 220 multidiscipline professionals were analysed via structural equation modelling analysis, while interview data obtained from 18 stakeholders were analysed using thematic content analysis. The findings were triangulated for cohesive interpretation.

Findings

After the analysis of questionnaire data, a structural model was established, depicting the critical challenges (inadequate data security, limited technical expertise and scalability issues) and key enablers (robust data security measures, skill development and government incentives) of implementing IoT-DT for ROC. Sequentially, analysis of in-depth interview data revealed the IoT-based DT best practices (safeguarding data, upskilling and incentivization). Upon triangulating the questionnaire and interview findings, this study explicitly highlights the potential of the established best practices to strategically strengthen enablers, thereby mitigating challenges and ensuring the successful implementation of IoT-based DT for ROC emissions in buildings.

Originality/value

This study provides practical guidance for stakeholders to effectively implement IoT-DT in ROC in buildings and contributes significantly to climate change mitigation.

Abstract

Purpose

This study aims to explore how an accessibility database (AD) has been developed and implemented as a tool for facility managers to evaluate and increase the accessibility of public facilities.

Design/methodology/approach

Eight participants were strategically sampled for semi-structured interviews, and documents on the AD were gathered. The Consolidated Framework for Implementation Research (CFIR) was used for a directed content analysis of the data. The CFIR domains used for the analysis were: intervention characteristics, outer setting, inner setting, characteristics of individuals and process.

Findings

The development and implementation of the AD demonstrated the complexity in assessing and planning for increased accessibility. The communication and iterative processes within the inner as well as with the outer setting was an important part of the development and implementation, as well as anchoring each step locally, regionally and nationally, within public authorities and disability organizations.

Practical implications

The assessments of environmental barriers and the results reported in the AD can serve as a guide for identification of accessibility issues. However, singular identified barriers were reported as a fragmentation of the building regulations, and thereby when retrofitting is carried out, experts who have the competence to suggest solutions based on the entirety need to be involved to reach the goals of increased accessibility and countering of exclusion and discrimination.

Originality/value

By structuring the implementation process by means of the CFIR, facilitators and barriers of using an AD as a basis for retrofitting were revealed. The practical challenges outlined in assessing and increasing accessibility can guide facility managers when considering actions to increase accessibility.

Abstract

Purpose

The organizational digital transformation (ODT) in companies presents small and medium-sized enterprises (SMEs) – who remain at the beginning of this transformation – with the challenge of offering digital services based on sensor technologies. Against this backdrop, the present paper identifies ways SMEs can enable digital servitization through sensor technology and defines the possible scope of the organizational transformation process.

Design/methodology/approach

Around 21 semi-structured interviews were conducted with experts from different hierarchical levels across the German manufacturing SME ecosystem. Using the Gioia methodology, fields of action were identified by focusing on influencing factors and opportunities for developing these digital services to offer them successfully in the future.

Findings

The complexity of existing sensor offerings must be mastered, and employees' (data) understanding of the technology has increased. Knowledge gaps, which mainly relate to technical and organizational capabilities, must be overcome. The potential of sensor technology was considered on an individual, technical and organizational level. To enable the successful implementation of service offerings based on sensor technology, all relevant stakeholders in the ecosystem must network to facilitate shared value creation. This requires standardized technical and procedural adaptations and is an essential prerequisite for data mining.

Originality/value

Based on this study, current problem areas were analyzed, and potentials that create opportunities for offering digital sensor services to manufacturing SMEs were identified. The identified influencing factors form a conceptual framework that supports SMEs' future development of such services in a structured manner.

Abstract

Purpose

Organizations use innovations and respond to external pressures, creating a transition to the sociotechnical system. In their transitions, they interact with the environment and undergo adaptation-selection. The extant literature used a multilevel perspective (MLP) with a structural view and examined dynamics and transitions (phenomena) in a noninterventionistic setting. This study aims to examine the dynamics and phenomena with a microstructural or functional view and expand the MLP; this paper uses neo-institutionalism and human values as part of the functional view. Moreover, when the authors examine the phenomena in an interventionistic setting, they can obtain certain unique dynamics and their influence on the phenomena.

Design/methodology/approach

The authors need to examine the phenomena in its setting, so this paper selected a case study, Indian electricity generation. For diverse heuristic and analytic views, it selected two Indian states.

Findings

The findings from the functional view showed that organizations exhibit certain traits of neo-institutionalism and human values, which mediate their responses (behavior) to external pressures. Additionally, due to the interventionist state, their dynamics use shaping instead of selection logic for innovations, which decides the transition pathway selection (technology adoption). It further decided the extent to which innovations cumulate as stable designs. As a result, the responses and the transition provide benefits in the short term while invariably failing in the long term.

Research limitations/implications

By selecting cases with higher investments in renewable energies and combustible fuels, the authors can expand the functional view to include user typologies such as producers, intermediaries and citizen groups and obtain further insights into transitions.

Practical implications

The study highlights the generation dynamics specific to Indian electricity generation and its transition pathways. The study’s outcome provides insights to researchers and practitioners in formulating policy changes and transforming electricity generation.

Originality/value

The study uses a functional view comprising neo-institutionalism and human values and expands the sociotechnical transition theory. In addition, selecting an interventionist setting provided insights into dynamics specific to organizational behavior and associated services. Finally, the obtained insights offer suggestions for technology development to better manage transitions with adaptation-selection.
