Abstract

Purpose

The purpose of this paper is to demonstrate the relative effectiveness of a range of search tools in finding open access (OA) versions of peer reviewed academic articles on the world wide web.

Design/methodology/approach

Some background is given on why and how academics may make their articles OA and how they may be found by others searching for them. Google, Google Scholar, OAIster and OpenDOAR were used to try to locate OA versions of peer reviewed journal articles drawn from three subjects (ecology, economics and sociology).

Findings

Of the 2,519 articles, 967 were found to have OA versions on the world wide web. Google and Google Scholar found 76.84 per cent of them. The results from OpenDOAR and OAIster were disappointing, but some improvements are noted. Only in economics could OAIster and OpenDOAR be considered relative successes.

Originality/value

The paper shows the relative effectiveness of the search tools in these three subjects. The results indicate that those wanting to find OA articles in these subjects, for the moment at least should use the general search engines Google and Google Scholar first rather than OpenDOAR or OAIster.

Abstract

Evaluations of on‐line information‐retrieval systems have been largely dependent upon monitoring of users' searches and the cooperation of users in interviews and questionnaires. Since users have a variety of information needs and levels of experience, the evaluation process has been difficult. This paper describes and presents the results of a series of experiments designed to evaluate selected features of a full‐text information‐retrieval system in a controlled environment. Features are evaluated on the basis of their development and implementation cost and their effect on user performance and system load. A figure of merit is developed for each feature, and the results of statistical tests to determine the validity of these measurements are presented.

Abstract

Design and construction of indexing languages require thorough knowledge and understanding of the information environment. This empirical study investigated a mixed set of methods (group interviews, recollection of information needs and word association tests to collect data; content analysis and discourse analysis to analyse data) to evaluate whether these methods collected the data needed for work domain oriented thesaurus design. The findings showed that the study methods together provided the domain knowledge needed to define the role of the thesaurus and design its content and structure. The study was carried out from a person‐insituation perspective. The findings reflected the information environment and made it possible to develop a thesaurus according to the characteristics of the work domain. It seemed more difficult to capture the needs of the individual user and adapt the thesaurus to individual characteristics.

Abstract

Purpose

This paper seeks to examine the further integration of machine translation technologies with cross language information access in providing web users the capabilities of accessing information beyond language barriers. Machine translation and cross language information access are related technologies, and yet they have their own unique contributions in handling information in multiple languages. This paper aims to demonstrate that there are many opportunities to further integrate machine translation with cross language information access, and the combination can greatly empower web users in their information access.

Design/methodology/approach

Using English and Chinese as the language pair for studying, this paper looks at machine translation in query translation‐based cross language information access at multiple important aspects, which include query translation, relevance feedback, interactive cross language information access, out‐of‐vocabulary term translation, and data fusion. The goal is to obtain more insights about the wide range usages of machine translation in cross language information access, and to help the community to identify promising future directions for both machine translation and cross language access.

Findings

Machine translation can be applied effectively in many places in the whole cross language information access process. Queries translated by a machine translation system are high quality and are more robust in handling potential untranslated terms. Translation enhancement, a relevance feedback method using machine translation generated returned documents, is not only a valid technique by itself, but also helps to generate more robust cross language information access performance when combined with other relevance feedback techniques. Machine translation is also found to play a significant role in resolving untranslated terms and in data fusion.

Originality/value

This set of comparative empirical studies on integrating machine translation and cross language information access was performed on a common evaluation framework, and examined integration at multiple points of the cross language access process. The experimental results demonstrate the value of further integrating machine translation in cross language information access, and identify interesting future directions for both machine translation and cross language information access research.

The central issues are listed that affect the implementation of a short‐term test technique that is intended to make the routine quality checks of production of components in plastic pipes that are expected to have a service life of 50 to 60 years. It is concluded that, in view of the needs of industry for a short‐term quality control test procedure and in the absence of a viable alternative, there is much to recommend the adoption of fatigue as the basis of a production quality assurance system.

The most obvious symptom of the most obvious trend in the building of new libraries is the fact that, as yet, no spade has entered the ground of the site on Euston Road, London, upon which the new building for the British Library Reference Division has to be erected. Some twenty years of continued negotiation and discussion finally resulted in the choice of this site. The UK and much more of the world awaits with anticipation what could and should be the major building library of the twentieth century. The planning and design of a library building, however large or small, is, relatively speaking, a major operation, and deserves time, care and patience if the best results are to be produced.

Abstract

Scotland, with its Parliament recently re‐established after 300 years, is likely to see the development of a networked service to make electronic information, learning and research materials readily available to all of its citizens as a key aim in the early part of the twenty‐first century. The newly‐created Centre for Digital Library Research (http://bubl.ac.uk/cdlr) at Strathclyde University (http://www.strath.ac.uk/) in Glasgow aims to be a significant player in the process of making the vision a reality, whilst also contributing to international research efforts in the area. Bringing the networked service of the future into being requires collaborative research and development effort in a range of areas – from identifying and documenting current problems and establishing future requirements, to work on major elements of the problem such as user needs and user interfaces, collaborative collection development, content creation and maintenance, interoperability problems, navigation and integration issues, access control, metadata, and standards and policy frameworks. The Centre is already working with stakeholder institutions, organisations and individuals across the country on a number of relevant projects and initiatives that will contribute to understanding and develop expertise in these areas. Many of them have a practical focus that will help to partially implement the kind of environment envisaged. Examples are GDL (the Glasgow Digital Library project ), CVU (Clyde Virtual University project) (http://cvu.strath.ac. uk/), CAIRNS (Co‐operative Academic Information Retrieval Network for Scotland) (http://cairns.lib.gla.ac.uk/), SCONE (Scottish Collections Network Extension project) and DIO (Digital Information Office project).

Purpose

Policymakers are developing national strategic plans to encourage organizations to adopt Construction 4.0 technologies. However, organizations often adopt the recommended technologies without aligning with organizational vision. Furthermore, there is no prioritization on which Construction 4.0 technology should be adopted, including the impact of the technologies on different criteria such as safety and health. Therefore, this study aims to evaluate Construction 4.0 technologies listed in a national strategic plan that targets the enhancement of safety and health.

Design/methodology/approach

A list of Construction 4.0 technologies from a national strategic plan is evaluated using the fuzzy technique for order preference by similarity to ideal solution (TOPSIS) method. Then, the data are analyzed using reliability, fuzzy TOPSIS, normalization, Pareto, sensitivity, ranking and correlation analyses.

Findings

The analyses identified six Construction 4.0 technologies that are critical in enhancing safety and health: Internet of Things, autonomous construction, big data and predictive analytics, artificial Intelligence, building information modeling and augmented reality and virtualization. In addition, six pairs of Construction 4.0 technologies illustrate strong relationships.

Originality/value

This study contributes to the existing body of knowledge by ranking a list of Construction 4.0 technologies in a national strategic plan that targets the enhancement of safety and health. Decision-makers can use the study findings to prioritize the technologies during the adoption process. Also, to the best of the authors’ knowledge, this study is the first to evaluate the impact of Construction 4.0 technologies listed in a national strategic plan on a specific criterion.
