The purpose of this paper is to demonstrate that applied spatial modelling can inform the planning, delivery and evaluation of retail services, offering improvements over traditional retail impact assessment (RIA), especially within localities which experience seasonal fluctuations in demand.

The paper first describes a new theoretically informed tourist-based spatial interaction model (SIM) which has been custom-built and calibrated to capture the dynamics of the grocery sector in Cornwall, UK. It tests the power of the model to predict store performance for stores not used in the original calibration process, using client data for a new store development. The model is operationalised for the evaluation of various retail development schemes, demonstrating its contribution across a full suite of location decision making application areas.

The paper demonstrates that this highly disaggregate modelling framework can provide considerable insight into the local economic and social impacts of new store developments, rarely addressed in the retail location modelling literature.

Whilst SIMs have been widely used in retail location research by the private sector, the paper shows that such a model can have considerable value for public sector retail planning, a sector which seemed to have abandoned such models from the 1980s onwards, replacing them with often very limited and crude RIA.

The ability to review the forecasting capabilities of a model (termed post-investment review) are very rare in academic research. This paper offers new evidence that SIMs can support the RIA process.

Factory outlet shopping centres are one of a number of new “out‐of‐town centre” retail formats within the UK. Outlines their major characteristics and origins within the USA, describes current developments within the UK and focuses on the planning issues raised by these developments.

Revisits a retail development near Stoke on Trent, UK, first reported on in 1998. It draws on recent work by Arnold and Luthra which has called for attention to be paid to the effects of large format (big box) retailing. To do so it draws on the opinions of members of the public who live within view of the Stoke on Trent development. It utilises before and after surveying, supplemented by interviews with a community leader, to show how redevelopment is viewed by those it most affects. Findings suggest that even the redevelopment of an existing site can generate protest. However, post‐opening, the concerns are more muted. The research process also reveals that the case study is one with implications for current concerns regarding future use of sites with A1 or open consent as defined under locally‐applicable land‐use planning regulations.

Outlines the origin and development of factory outlet shopping centres in the UK and explores some of the tensions and relationships between developers, planners and retail operators, as a means of helping to understand the development and property management process.

Reflects on the origins and development of The Retail Planner’s Bookshelf and outlines the composition of the 2002 version. Concludes that the updated version, by providing common language all round, will enable progress at the national and local level.

Whether the recent pressure for more out‐of‐town shopping appears to be easing in favour of further revitalisation of the inner city centre is discussed by involved interlocutors, both at local and at ministerial level. Amongst other relevant aspects of retail development, the pros and cons of superstores operating side by side with small businesses in town centres are examined.
