Abstract

Purpose

This paper highlights the potential value of “return on investment” analysis for leadership development investment methods to better providing research informed decision regarding improving organisational outcomes.

Design/methodology/approach

Working with published research on leadership dimensions with greatest impact on student outcomes, return on leadership development formula, and empirical research on Australian university‐based educational leadership programmes, this paper demonstrates an illustrative example of estimating the return on leadership investment.

Findings

Using an illustrative example of Australian university‐based educational leadership programmes, this paper argues that methodologies for estimating the return on leadership development offers a powerful tool for making research informed decisions at the individual, organisational and systemic levels.

Research limitations/implications

This paper provides the basis for substantial further work on the measures of impact of leadership preparation and development such as matters of duration of effect, instrumentations of quality, costing and causal models of effect.

Practical implications

The methodology demonstrated in this paper provides a basis for individuals, organisations and school systems to make decisions regarding the resourcing, or not, of school leadership preparation and development.

Social implications

The methodology demonstrated in this paper provides a basis for individuals, organisations and school systems to make decisions regarding the resourcing, or not, of school leadership preparation and development.

Originality/value

The application of return on investment analysis has been rare in educational leadership preparation and development programmes and its value opens up information for rigorous debate on the resourcing, or not, of programmes by systems, government and individuals.

Abstract

Purpose

This paper aims to explore how sales managers make resourcing decisions with particular focus on their perceptions of outsourcing.

Design/methodology/approach

This paper is based on in-depth interviews with 29 senior sales managers from a variety of industry sectors based in the UK. All had more than five years’ experience of making resourcing decisions.

Findings

The findings are that resourcing decisions are prompted by cost pressure, the need to access skills or to improve flexibility. Outsourcing preferences are strongly moderated by perceived reputational risk. Availability of suitable suppliers and the ability to manage outsourcing are also practical moderators.

Research limitations/implications

The sample was purposeful in identifying and accessing senior respondents in substantial companies with extensive experience, but it was not random.

Practical implications

Respondents reported a lack of information available when making resourcing decisions; the model proposed provides a framework by which sales managers can identify the factors which should be taken into account and the information they need to make objective evaluations of resourcing options.

Originality/value

It has been acknowledged in prior literature that there is relatively little outsourcing of sales activities. This is the first exploratory study of the perceptions of sales managers about resourcing options and the first conceptualisation of how sales resourcing decisions are made.

Abstract

Purpose

Guided by a relational, stakeholder perspective of resource-based theory, the purpose of the current investigation is to help unpack the complexity of the performance-enhancing nature of coopetition for international entrepreneurs, namely the interplay between collaboration and competition. The context features under-resourced wine producers owned and managed by entrepreneurs that have implemented an internationalised business model. The focus of the study involves the influence of a “competitor orientation”, namely when decision-makers understand the short-term strengths, weaknesses, long-term capabilities and strategies of key current and potential rivals.

Design/methodology/approach

Data collection primarily featured semi-structured interviews with owner-managers of wine-producing firms in New Zealand that reflected heterogeneity amongst international entrepreneurs' strategies targeting different product markets within their respective business models. Secondary data were also collected where possible. Specifically, interviewees' firms exhibited different portfolios involving wine sales (with varying export intensities) together with augmented sales of tourism-related products/services focussed on the domestic market.

Findings

Coopetition activities amongst international entrepreneurs varied; i.e. influenced by respective owner-managers' competitor orientations. Illustrations of different decision-makers' business models within a 2 × 2 matrix feature those with a low- or high-export intensity, together with a narrow or augmented product portfolio. Internationalising entrepreneurs' perceptions varied regarding the extent to which their respective business model was oriented towards local cluster-based domestic tourism with limited export sales, as opposed to those with national and more importantly international wine sales. Possessing and acting upon relevant knowledge manifested in which competitors international entrepreneurs collaborated with and the extent to which this took place across product-market strategies. In turn, this enabled particular decision-makers to exhibit flexibility; hence, entrepreneurs enter and exit certain markets together with changing export intensities, as varying opportunities were identified and exploited.

Originality/value

Although the performance-enhancing nature of coopetition is largely established in prior literature, the complexity of that relationship remains relatively under-researched, not least, amongst international entrepreneurs. More specifically, the extent to which decision-makers that are engaged in coopetition exhibit a competitor orientation remains under-researched. Unique insights feature a 2 × 2 matrix in order to provide originality regarding international entrepreneurs' respective product-market strategies within their business models that are underpinned by varying coopetition relationships and competitor orientations.

Abstract

Purpose

Managing special events which utilise volunteer labour presents unique challenges due to the time-bound and infrequent nature of events, coupled with the non-traditional employment contractual basis associated with volunteers. Having committed, well-trained volunteers can sometimes be the difference between success and failure for an event. This paper explores factors shaping event managers' decision-making in relation to allocating organisational resources towards training for event volunteers.

Design/methodology/approach

Utilising qualitative methods, a sample of senior event managers practicing within Australia were invited to participate in semi-structured interviews. Their attitudes towards, and factors shaping, their decision-making in relation to allocating organisational resources towards training for event volunteers were analysed and discussed through an interpretive lens.

Findings

Six intervening variables which shaped event managers' decisions to resource volunteer training were identified. These six variables both shaped and constrained event managers' decisions to resource and implement volunteer training.

Originality/value

The study highlights factors that need to be considered when considering attaining festival attendance satisfaction with volunteers’ service provision through training. This work also contributes to future discussions about the value of volunteer training to event success.

Abstract

Purpose

Underpinned by a stakeholder-oriented resource-based theoretical lens, this inter-disciplinary study investigates the association between an entrepreneurial orientation and firm performance under different degrees of coopetition (cooperation among rival firms).

Design/methodology/approach

Alongside undertaking 20 semi-structured interviews, survey responses were obtained from 302 smaller-sized producers in the American wine industry. The elements of the conceptual model were evaluated via hierarchical regression. Moreover, all major robustness checks were assessed.

Findings

Positive and significant relationships respectively existed between an entrepreneurial orientation and coopetition with firm performance. However, a somewhat counter-intuitive finding involved the interaction between these two constructs negatively and significantly influencing firm performance.

Originality/value

Even though employing an entrepreneurial orientation has been long-since linked to facilitating improved firm performance, under-resourced owner-managers of certain smaller-sized enterprises may struggle to implement these activities. In principle, cooperating with competitors can enhance resources/capabilities and lead to mutually beneficial outcomes. Nevertheless, unique insights suggest that the potential exists for coopetition-based networking activities to have detrimental outcomes with respect to entrepreneurially orientated strategies. Consequently, decision-makers are advised to consider the merits of collaborating with their industry rivals, but also be aware of the potential “dark sides” surrounding these behaviours. Furthermore, improved knowledge emerges regarding the stakeholder themes of resource-based theory.

Abstract

Purpose

Guided by resource-based theory, this investigation examines the extent to which knowledge sharing as part of interfirm collaboration serves as a performance-enhancing strategy; that is, in the context of assisting ethnic minority-owned urban restaurants to survive during a major market disruption. Specifically, the study features owner-managers' perceptions concerning the evolving environmental circumstances associated with the novel coronavirus (COVID-19) pandemic.

Design/methodology/approach

Data collection took place among owner-managers of urban restaurants in a Canadian city during the COVID-19 pandemic in late 2020. This featured semi-structured interviews with restaurants' owner-managers originating from various ethnic origins together with secondary data where possible. Data analysis followed an adapted Gioia approach.

Findings

Examples of interfirm collaboration include restaurants' owner-managers leveraging social capital and sharing knowledge about the effects of legislation and health guidelines on operating procedures, together with good and bad practices where firms have pivoted their business models via take-outs, patio dining and in-room dining. Irrespective of the strength of network ties (within and across ethnic communities), owner-managers were motivated to share information to facilitate their survival. Nevertheless, this study raises questions over the extent that certain decision-makers exhibit strategic flexibility responding to environmental conditions together with their respective ability to engage/retain customers plus service-oriented employees. In addition, a question is whether some owner-managers will continue to collaborate with their competitors after COVID-19 ends, and if so, with whom and the magnitude of activities. In particular, “trust” via psychological contracts and “complementary strategies” among partners across coethnic and different ethnic origins are key considerations.

Originality/value

A body of knowledge exists addressing the notions of both interfirm collaboration and market disruptions in the broader cross-disciplinary literature. However, the interfirm collaborative practices of small firms with ethnic minority ownership that are otherwise rivals remain under-researched. More specifically, interfirm collaboration as a survival strategy for owner-managers during the market disruption arising from a crisis situation features as an original contribution.

Abstract

Purpose

This paper explores the challenging nexus of police custody, risk and intra-organisational boundaries in the context of a recently reformed national police service. Police custody is an often-hidden aspect of policing, away from the public gaze and scrutiny. Although there is increasing recognition of the importance of rural policing (e.g. Harkness (2020); Mawby and Yarwood (2011); Ruddell and Jones (2020); Yarwood and Wooff (2016)), there has been little or no focus on rural police custody. This paper seeks to begin to redress this by focussing on the challenges faced by rural police custody in the context of large-scale organisational change.

Design/methodology/approach

This paper draws on data from a study funded by the Scottish Institute for Policing Research (2016–2018), entitled “Measuring Risk and Efficiency in Police Custody in Scotland”. The paper adopts a qualitative methodology to develop an understanding of the varying nature of police custody across Scotland. Two contrasting case study locations were selected, one urban and one rural. 12 semi-structured interviews and 15 hours of observation were carried out. Data was transcribed, coded and analysed and thematic analysis enabled themes to be developed. This paper draws on the data from the rural custody suite.

Findings

Drawing on the theoretical framework of Giacomantonio (2014) and more recent considerations of abstract policing Terpstra et al. (2019), this paper offers insights into the ways that police custody in rural Scotland has been organised, against the backdrop of challenging organisational change. I argue that as policing services in Scotland have become increasingly “abstract” from communities, police custody as a national division has witnessed the impact of this more greatly than other parts of local policing. Intra-organisational management around staffing has led to complex management of risk, illustrating some of the challenges of national organisational change on police custody.

Originality/value

This paper focuses on the impact of large scale organisational change on rural police custody and intra-organisational relationships and dynamics. Rural policing is still a largely neglected area of study and rural police custody is even less understood. This paper therefore provides an original contribution by focusing on this under-researched area of policing. It also illustrates complexity around risk, staffing and management of people being held in rural police custody suites. It is therefore of value to policing scholars in other contexts, as well as rural criminology more generally. It has applicability to international contexts where macro level policing reform is occurring.
