Abstract

Purpose

The purpose of this paper is to describe the trends in residential solid waste collection (RSWC) services in rural China over the past decade and analyze the determinants of these services using nationally representative data.

Design/methodology/approach

The authors draw on panel data from three rounds of village-level surveys of 101 villages. The three surveys were conducted in 2005, 2008, and 2012 in five provinces. The authors used fixed-effected regression approach to analyze the determinants of these services.

Findings

The results show that in the aftermath of increased investment and policy attention at the national level, the proportion of villages providing RSWC services in rural China increased significantly from 1998 to 2011. However, half of all villages in rural China still did not provide RSWC services as of 2011. Based on econometrics analysis, the authors show that villages that are richer, more populous, and villages with more small hamlets are more likely to provide RSWC services.

Originality/value

The analyses are based on primary survey data and the first to quantify trends in waste management services in the beginning of the twentieth century. The authors believe that the results will have significant policy implications for China in its continuing quest for better waste management policy.

Abstract

Privatization continues to receive serious consideration at the federal, state, and local government levels. The most frequent reason cited for privatizing services is to reduce the size and cost of government. While many government entities have privatized services, it is often up to academic researchers to determine if the goals of privatization have been realized and to shed light on the organizational and service characteristics that make it more likely that the results of privatizing a particular service will be positive. This paper seeks to provide a background to those researchers interested in examining the privatization of government services. The paper reviews and synthesizes prior privatization research and discusses future research directions.

Abstract

This paper investigates residential sanitation collection (RSC) pricing under two different service delivery arrangements: (1) the municipal RSC arrangement where municipal employees collect residential refuse, and (2) the contract RSC arrangement where private sector firms, under contract with a municipality, collect residential refuse. The results of the study indicate that municipal RSC prices are significantly higher than contract RSC prices. Furthermore, municipal RSC prices exhibit greater variability than contract RSC prices. These findings suggest that contract pricing is consistent with pricing in a competitive market.

Abstract

Purpose

The purpose of this paper is to investigate the management of solid waste during monthly environmental sanitation exercise in different residential areas of Ibadan municipality, Nigeria. The study also examined how the government performed its responsibility during the exercise. This is expected to assist in improving the conduct of sanitation exercise in one of Africa’s populous indigenous settlement, Ibadan.

Design/methodology/approach

Collection of data for the study was through participant observation, administration of questionnaire, and interview. As a way of participating and observing, the authors were involved in the conduct of the exercise in the different residential areas of Ibadan municipality. Questionnaire was administered on respondents drawn from one of every ten buildings (10 percent) in the study area using systematic sampling technique. A respondent (preferably a household head) was surveyed from a floor of selected residential building. A total of 367 copies of questionnaire were completed and returned for analysis. Information provided in the questionnaire was analyzed using both descriptive and inferential statistics. Interview was conducted to collect information from the head of environmental sanitation unit in each of the five local government areas of Ibadan municipality.

Findings

The most widely used medium of storing solid waste was the polythene bag, which accounted for 22.8 percent of all the storage receptacles and was employed by 50.4 percent of the residents. Similarly, residents employed a combination of waste disposal methods which included burning, and dumping in the drains, river banks and on vacant plots. Methods of solid waste storage and disposal varied across the different residential areas of Ibadan municipality. It was established that despite the huge amount of money expended on the collection of solid waste during the exercise, only government-owned vans constituted less environmental health hazard.

Practical implications

It would assist in evaluating the success and failure of the monthly environmental sanitation exercise. It would also reveal to policy makers’ direction to which policy initiative should focus. Findings of the study could serve as a guide for the management of solid waste from similar exercises in countries of the developing world with similar socio-economic and environmental sanitation practices.

Originality/value

Presented in this paper are results of an investigation into solid waste management during monthly environmental sanitation exercise in Ibadan municipality, Nigeria. The study was an attempt at examining the different storage and disposal methods employed by households in the management of solid waste during the exercise. It also revealed what is committed financially into the collection and transportation of solid waste for final disposal during the exercise by government.

Abstract

A systems perspective of waste management allows an integrated approach not only to the five basic functional elements of waste management itself (generation, reduction, collection, recycling, disposal), but to the problems arising at the interfaces with the management of energy, nature conservation, environmental protection, economic factors like unemployment and productivity, etc. This monograph separately describes present practices and the problems to be solved in each of the functional areas of waste management and at the important interfaces. Strategies for more efficient control are then proposed from a systems perspective. Systematic and objective means of solving problems become possible leading to optimal management and a positive contribution to economic development, not least through resource conservation. India is the particular context within which waste generation and management are discussed. In considering waste disposal techniques, special attention is given to sewage and radioactive wastes.

Abstract

Purpose

The commercial and residential refuse generated by Ellsworth Air Force Base, USA was characterized and analyzed for collection procedures, and the opportunities for increasing the amount of solid waste that could be recycled were evaluated.

Design/methodology/approach

Random loads of hauled solid waste (an average 3.0 US tons/load) from different waste streams of Ellsworth Air Force Base were sorted. The weight fraction of each category of recyclable material derived from the hand sorting operations was applied to the three years of mixed waste tonnage in order to estimate the tonnage of each recyclable category disposed of as refuse during each year. The assessment of the data obtained from three full calendar years focused on the mixed solid waste generated from commercial and residential areas such as offices, childcare, lodging, supermarkets, food service facilities, and others.

Findings

Over 2,500 tones of recycling opportunities were missed during the 1999‐2001 calendar years. The characterizations of the total weight produced from commercial and residential waste streams showed that recyclable material constituted 35.95 percent and 23.27 percent of refuse from the commercial and the residential areas, respectively. The amounts of total recyclable material as missed opportunities for recycling were found to be 1,728 tons and 715 tons from the commercial and residential areas.

Practical implications

In response to the findings, Ellsworth Air Force Base has implemented a number of strategies for increased recovery of recyclables from its solid waste streams.

Originality/value

Quantifying missed opportunities for recycling is a useful action in planning future recycling operations aimed at best solid waste management practices.

Abstract

Purpose

The concept of sustainability has been gaining importance globally due to the growing environmental concerns and rising support from the nations to conserve the planet. Particularly for a country like India, this approach is highly relevant for combating the increasing stress on different sectors of the society due to the growing population. Solid waste management is an important sector that requires an immediate attention in the current context. Implementation of integrated sustainable waste management approach minimizes the waste and provides economic benefits, through best suitable method for managing the waste. In the present scenario, it is difficult for local bodies to apply this approach throughout the country due to diverse conditions and financial constraints. However this approach can be implemented through decentralization of solid waste management by the local bodies at a small scale. Technical institutes have a greater role to play in the society by nurturing the young minds about the need and ways to develop a sustainable society. The paper aims to discuss these issues.

Design/methodology/approach

The study area discussed in this paper is Jaypee University of Engineering and Technology situated on Agra-Mumbai national highway, Guna district, Madhya Pradesh, India. It covers an area of 125 acres and houses a population more than 3,000. The present work discusses about the development of strategic plan for sustainable waste management on the campus through the characterization and analysis of waste samples collected from academic buildings, hostels, mess, shopping complex and residential areas for beneficial utilization.

Findings

The study revealed that potential benefits such as biogas generation from organic waste, resource optimization through 3R concept (reduce, reuse and recycle) from paper, plastics, cardboard, glass, metals, etc. could be derived by adopting suitable waste management strategy.

Originality/value

The present work discusses the feasible options for the efficient utilization of the components of solid waste through integrated solid waste management system. The university with its diverse nature of wastes generated from academic buildings, hostels, mess, shopping complex and residential areas; provides a good opportunity to understand the options for sustainable waste management on the campus for wider applications.

The case helps to introduce some of the elements of strategic management process, which are vital for competitive advantage, particularly for the public utility services such as MSWM. It intends to achieve the following objectives: analyse the external environment for MSWM industry in India; analyse the internal organizational environment for a firm’s strategic competitiveness; introduce the concept of value and value chain understand the role of Stakeholder groups; understand the concept of public–private partnerships (PPP); and understand the role of technology in sustaining a competitive advantages.

Case overview/synopsis

This case focuses on entrepreneurial venture of Gaurav Sharma and his team who intend to transform the landscape of Municipal Solid Waste Management (MSWM) industry in the country. THANKYOU (letsthankyou.com) is a Jaipur, India-based enterprise offering waste management solutions across different verticals. It was founded in 2016, following an opportunity in the waste management industry unleashed by the Government of India’s (GOI) new MSWM 2016 rules making it mandatory for the waste generators to manage (segregate, process, transport and disposal) their own waste. After initial examination of MSWM service scenario in the country, Gaurav and his two team members realize that a lack of integration among the multiple entities of waste management value chain is the root cause of the current poor state of affairs. So, they come up with an online marketplace, which offers a one-stop solution for the waste management of general households, residential settings and corporate. With initial projects implemented in the decentralized mode offering unit-level services such as door-to-door waste collection, on-demand waste pick-up and waste audits for corporate, the company has eventually got an opportunity of working on a centralized MSWM project for a leading hotel. Indeed, the company has the first mover advantage of entering the government controlled MSWM industry. However, to move forward, the THANKYOU team must address some fundamental issues in the industry: How to integrate the informal and formal sectors involved in waste management to achieve economies of scale? How to make land-filling the least preferred option of waste management? How to use technology to enhance the efficiency of MSWM value chain?

Complexity academic level

The case can add value to a course on strategic management at the post-graduate level. It highlights the role of external and internal environment analyses in the formulation of business strategy, ultimately leading to a firm’s strategic competitiveness. In a strategic management course, the case can be used to discuss introductory topics such as the analysis of internal and external environment; value creation by leveraging internal resources and capabilities; analysis of a firm’s dependence on its stakeholder groups; ascertainment of the profitability driver for a firm’s business model; and the concept of PPP.

Abstract

Purpose

Hospital solid waste may cause serious health hazards and impair the quality of life of the community through transmission of diseases and injury if not properly managed. Therefore, the purpose of this paper is to examine solid waste management practice (SWMP) in Obafemi Awolowo University Teaching Hospital Complex.

Design/methodology/approach

Primary data were collected for this study through interview and questionnaire administration. Systematic sampling technique was used to select 60 students, 13 staffs, 43 cleaners, 8 contractors, and a management staff for questionnaire administration. Data obtained were analyzed using frequency distribution, pictorial analysis, and factor analysis.

Findings

Findings established that solid wastes components generated in the hospital were not segregated in line with the directive of the World Health Organization. The study further established that the factors influencing SWMP accounted for 79.9 percent variance in the following proportion: available storage and collection facilities (30.94 percent), number of patients’ factors (17.86 percent), transportation factor (15.39 percent), human and material resource factors (8.33 percent), and disposal (7.36 percent).

Originality/value

The study therefore concludes that the effectiveness of SWMPs depends on the facilities and equipment, human resources capacity, and frequency of waste collection and disposal.

Abstract

Purpose

The purpose of this paper is to review the present municipal solid wastes (MSWs) management system, from an engineering management (EM) perspective, for the City of Kitwe while proposing a levers-driven sustainable municipal solid waste management (MSWM) model focussing on improving waste management (WM).

Design/methodology/approach

The research work involves four stages. First, a comprehensive review of literature is conducted on MSWM. Second, structured interviews are conducted with key experts in solid waste management in the City of Kitwe in order to enhance the knowledge inputs. Third, direct observations and an interview with a WM driver are conducted in order to understand; the collection, disposal and treatment options for MSWs. Lastly, a sustainable model for managing MSWs is proposed

Findings

The research findings indicate that the existing MSW system for the city is highly unsustainable and lacks EM methodologies. There are still a number of challenges in the management of MSWs which include: lack of proper collection and storage of MSWs; lack of an engineered landfill; lack of waste recovery and treatment systems; and lack of public education aimed at reducing and separating MSWs.

Practical implications

A correct and detailed database for waste generation, collection, treatment and disposal is needed for the City of Kitwe. The system is necessary for WM resources allocation as well as for planning sustainable WM projects. The proposed model has been developed based on the actual observations, data collection and analysis.

Originality/value

The research identifies a gap in the management of MSWs for the City of Kitwe. This work is original as no similar MSW model has been proposed globally and specific for a developing economy such as Africa.
