Abstract

In recent years, the field of comparative and international education (CIE) has experienced an outburst of self-reflective papers wherein comparativists study the nature of the field and map its content. This study contributes to this trend by drawing attention to a previously unstudied aspect of CIE: its purpose. Using Arnove’s dimensions as a starting point to create five new purpose categories, four prominent CIE journals are surveyed to test whether the pragmatic history of CIE is evident in its current body of research. In this process, a complete and clear genetic mapping of the journals is created, which explores their similarities and differences, as well as the changes in their content over time. Findings indicate that the pragmatic purpose of CIE dominates, though it is primarily emancipatory and transformative in its prescription. Furthermore, articles rooted in specific situational contexts were more prominent than expected considering the comparative and international nature of the field.

Abstract

Purpose

This research investigated the reuse of Video Records of Practice (VRPs) – i.e. a type of qualitative data documenting teaching and learning in educational settings. It studied how reusers' purposes and experience-level with VRP reuse influence the importance of various VRP selection criteria and how these differ depending on whether the main goal for reuse was research or teaching. It also examined whether two different dimensions of qualitative research – reflexivity and context – were factors in VRP reuse.

Design/methodology/approach

The study reports on surveys of reusers at four VRP repositories. Questions were based on the literature and interviews with VRP reusers. The response rate was 20.6% (180 of 872 distributed surveys). This paper focused on 126 respondents who affirmatively responded they reused VRPs from a repository.

Findings

Researchers using VRPs were primarily interested in examining a broad range of processes in education and studying/improving ways to measure differences and growth in education. Reusers with teaching goals were commonly interested in VRPs to engage learners in showing examples/exemplars of – and reflecting on – teaching and learning. These differences between research and teaching led to varied expectations about VRPs, such as the amount of content needed and necessary contextual information to support reuse.

Research limitations/implications

While repositories focus on exposing content, understanding and communicating certain qualities of that content can help reusers identify VRPs and align goals with selection decisions.

Originality/value

Although qualitative data are increasingly reused, research has rarely focused on identifying how qualitative data reusers employ selection criteria. This study focused on VRPs as one type of qualitative data and identified the attributes of VRPs that reusers perceived to be important during selection. These will help VRP repositories determine which metadata and documentation meet reusers' goals.

Abstract

Properly conceived, conducted and interpreted, motivation research can be an extremely powerful management tool, designed to help the manufacturer or advertiser to sell more goods. Its aim is to expose the market situation, explain it and suggest courses of action which will lead to desired changes. It is a way of looking at a problem rather than a collection of specialist techniques and is strictly practical. Hence it can be used alongside other market research tools for the solution of marketing problems and can be applied to a wide range of business activities. Much of its development has been in the advertising field but it can also help in the formulation of production policy, solving packaging problems and marketing operations. It is examined here in all these contexts. The idea of motivation research, the reasons for its use and the techniques by which to apply it are discussed, as well as the pitfalls that are likely to occur. New and imaginary case studies are used throughout to illustrate points. A review of the subject literature is included.

Abstract

Purpose

The purpose of this paper is to examine how qualitative case research (QCR) has been conducted in the field of international entrepreneurship (IE) in terms of onto-epistemology and methodology. QCR can serve as an umbrella approach for contextualizing and capturing the complexity of IE opportunities, events, conditions and relationships, and to illuminate and enrich the understanding of related IE processes.

Design/methodology/approach

A thorough literature review was conducted of IE journal articles published between 1989 and mid-2017. This paper identified and analyzed 292 journal articles in terms of theoretical purpose and research design.

Findings

The findings suggest that the “positivistic” QCR is the customary convention of QCR in IE. “Exploratory” and “theory building” are the two most commonly pursued objectives. There have also been atypical practices and increased methodological rigor in recent years. Alternative paradigmatic QCRs that depart from positivistic assumptions are in an early stage of development in IE.

Originality/value

To the best of the authors’ knowledge, this is the first research examining QCR onto-epistemology and methodology approaches in IE, providing a useful state of the art that has been hitherto lacking in the literature. Based on this paper’s findings, the authors suggest that the IE field would benefit from greater methodological transparency in the reporting and writing of QCR. Also, the breadth of knowledge and legitimacy of the IE area would be enhanced through more studies involving unconventional (beyond positivistic) QCR.

Abstract

Purpose

The role of digital library resources (DLRs) in accelerating academic and research productivity has been acknowledged worldwide. The purpose of this study is to empirically explore the use of DLRs as a predictor of satisfaction and research productivity in the context of Pakistan to examine its impact on engineering research productivity.

Design/methodology/approach

Given the research objectives, the most suitable methodology for this study is survey. The tool used for gathering the research data on the frequency of usage, purpose, satisfaction level and impact of DLRs usage on research productivity was questionnaires.

Findings

The findings of this study showed that the frequency of use of DLRs and purposes of DLRs significantly contributed to the research students’ satisfaction and research productivity. In addition, a significant relationship was found between the predictors (DLRs purposes, DLRs frequency) and outcome variables (users’ satisfaction and research productivity). Thus, all five hypotheses are supported. The findings of this study further suggested the provision of information sources by university libraries to support research efforts and make a scientific knowledge-based society in the country. The findings are also significant for Higher Education Commission (HEC) authorities, university library administrators, Library and Information Science professionals/information providers to develop e-resources and formulate effective usage policies through which they could make effective use of DLRs.

Originality/value

The rationale of the present study is to fill the gap by empirically investigating the association of users’ satisfaction and research productivity with two dimensions of DLRs, namely, DLRs usage frequency and purposes of DLRs usage.

Abstract

Purpose

The purpose of this paper is to determine the appropriateness of a general‐purpose financial reporting model derived from a “decision‐useful” framework for government departments.

Design/methodology/approach

This research in this paper uses a survey methodology to access users of government department general purpose financial reports and is innovative because it has directly studied actual users across the entire public sector.

Findings

The findings of this paper indicate that general‐purpose financial reports are used to satisfy financial accountability and public accountability rather than decision making – indicative of users having an accountability focus rather than a “decision‐useful” focus. This provides systematic empirical evidence against the current financial reporting model used internationally in the public sector.

Research limitations/implications

The paper has important implications for policy makers since the choice of an accounting framework has the capacity to affect the information content of reports – what is reported and how it is measured, and thus have a direct impact on the operations of government. The paper argues that it is crucial that public policy regulators re‐examine the financial reports provided to stakeholders.

Originality/value

The research in this paper is original in that it has, for the first time, systematically reviewed all of the three elements of the public sector general‐purpose financial reporting model as well as directly accessing users. The authors can categorically argue for the abandonment of the model in favour of one, which is better suited to the public sector.

Abstract

Purpose

This study aims to evaluate the effectiveness of HEC digital library resources and services in the public sector universities of Khyber Pakhtunkhwa, Pakistan on the basis of research scholars' satisfaction and its impact on their research progress.

Design/methodology/approach

A descriptive survey research method was adopted in order to achieve the objectives of this study. A stratified random sampling technique was used to solicit data from both genders. Research scholars of MS/MPhil and PhD from 14 public sector universities of Khyber Pakhtunkhwa were selected as sampled for this study. A structured questionnaire was developed to collect data and a five-point Likert scale was used to know the purpose and the satisfaction level of respondents with digital library resources. The impact of digital library on research and problems faced by them while using these resources was also measured by using a five-point Likert scale.

Findings

The results of this study indicate that near to one-fourth of the respondents used digital library resources two to three times a week for article writing and thesis or dissertation purposes. The study concluded that digital library provides effective resources and services to research scholars and also found a significant impact on their research progress at these universities. However, research scholars were not satisfied with the support of library professionals regarding the use of digital library resources. The study has identified several problems encountered by respondents in the use of digital library resources and services.

Practical implications

The findings of this study and their implications will be helpful for HEC authorities, universities libraries administrators, decision and policy makers and LIS professionals both in Pakistan and in other places. They should benefit from considering the experience of research scholars with digital library resources. This experience can help future subscriptions, training and use of these resources to maximize research scholars' success and achievement in their research activities.

Originality/value

The study is the first of its kind and an important source for knowing the effectiveness of digital library resources on research scholars' progress at Pakistani universities.

A policy of surveillance which interferes with the fundamental right to a private life requires credible justification and a supportive evidence base. The authority for such interference should be clearly detailed in law, overseen by a transparent process and not left to the vagaries of administrative discretion. If a state surveils those it governs and claims the interference to be in the public interest, then the evidence base on which that claim stands and the operative conception of public interest should be subject to critical examination. Unfortunately, there is an inconsistency in the regulatory burden associated with access to confidential patient information for non-health-related surveillance purposes and access for health-related surveillance or research purposes. This inconsistency represents a systemic weakness to inform or challenge an evidence-based policy of non-health-related surveillance. This inconsistency is unjustified and undermines the qualities recognised to be necessary to maintain a trustworthy confidential public health service. Taking the withdrawn Memorandum of Understanding (MoU) between NHS Digital and the Home Office as a worked example, this chapter demonstrates how the capacity of the law to constrain the arbitrary or unwarranted exercise of power through judicial review is not sufficient to level the playing field. The authors recommend ‘levelling up’ in procedural oversight, and adopting independent mechanisms equivalent to those adopted for establishing the operative conceptions of public interest in the context of health research to non-health-related surveillance purposes.

Abstract

Purpose

ChatGPT, an artificial intelligence (AI)-powered chatbot, has gained substantial attention in the academic world for its potential to transform the education industry. While ChatGPT offers numerous benefits, concerns have also been raised regarding its impact on the quality of education. This study aims to bridge the gap in research by exploring teachers' perspectives on the adoption of ChatGPT, with a focus on identifying factors that motivate and inhibit them to adopt ChatGPT for educational purposes.

Design/methodology/approach

This research has employed a interpretative phenomenological analysis (IPA) qualitative approach. Through in-depth interviews among the teachers, data will be collected to identify the motivating and inhibiting factors that impact teachers' willingness to adopt ChatGPT. The data was collected from 34 teachers working across 10 branches of the University of Technology and Applied Sciences (UTAS) in Oman.

Findings

The analysis revealed four themes under motivating factors that encourage teachers to adopt ChatGPT for their educational purpose. These include Theme 1: Exploration of innovative education technologies, Theme 2: Personalization teaching and learning, Theme 3: Time-saving and Theme 4: Professional development. On the other hand, inhibiting factors includes five themes which includes Theme 1: Reliability and accuracy concerns, Theme 2: Reduced human interaction, Theme 3: Privacy and data security, Theme 4: lack of institutional support and Theme 5: Overreliance on ChatGPT.

Practical implications

This study contributes to the understanding of teachers' perspectives on the adoption of ChatGPT in education. By understanding teachers' perspectives, policymakers can design appropriate policies and service providers can customize their offerings to meet teachers' requirements. The study's findings will be valuable for higher education institutions (HEIs) in formulating policies to ensure the appropriate and effective utilization of ChatGPT. The study will provide suggestions to ChatGPT service providers, enabling them to focus on motivating factors and address inhibiting factors, thereby facilitating the seamless adoption of ChatGPT among teachers.

Originality/value

In comparison to previous studies, this study goes beyond merely discussing the possible benefits and limitations of ChatGPT in education. This research significantly contributes to the understanding of ChatGPT adoption among teachers by identifying specific motivating and inhibiting factors that influence teachers to adopt ChatGPT for educational purposes. The research enables to gain important new insights that were not previously found, giving a fresh dimension to the existing literature.

Abstract

Purpose

The purpose of this paper is to examine one aspect of the implementation of the performance appraisal with a focus on its operation in an economic downturn and particularly a global economic crisis.

Design/methodology/approach

It identifies the stated purposes of the performance appraisal in multinational corporations (MNCs) and explores the unstated purposes of the performance appraisal, which emerge during performance evaluation and feedback stages. The paper then investigates the different expectations employees and managers have of the performance appraisal and finally examines the changes to these expectations in an economic downturn.

Findings

The principal conclusion that can be drawn from this analysis is that there is a weakness in the design and substance of the performance appraisal research. The international appraisal is not exclusively conditioned by culture but also by the numerous contextual-organizational, institutional and economic factors found in the typical MNC.

Practical implications

It is suggested that possible strategies could include careful implementation of performance appraisal with attention to both the cultural and contextual environment. It is argued that by addressing both cultural and contextual variables the appraisal will be effective in helping achieve not only the MNC's strategic goals in a time of global economic crisis, but also recovery and survival following economic crisis.

Originality/value

This paper adds to the body of knowledge of international human resource management research by illuminating the consequences of an uncertain economic environment on performance management across borders and also paves the way for future research in this important area of management research.
