Abstract

Much analysis considering the putative political challenges of the European Union (EU) has focussed on the (lack of) participation and identifications of European citizens. But what about the bureaucrats working on their behalf? This contribution will address the issue of representative bureaucracy and identification in the EU, specifically in the European Commission. While the literature on representativeness of public administration has focussed on issues of social class, ethnicity and gender, it is also important to consider geographical representativeness. This is particularly important when region (in this case of the EU nations) is relevant. As the authors point out, this question is all the more relevant given the assumption that individuals who join the Commission will identify with Europe more than their home country. Yet, at a time of ongoing discussions about a crisis of the EU and in the midst of populist governments, such an assumption is at least questionable. While it is difficult to assess the extent to which decision-making may be influenced by nationality, at least understanding patterns of representation can be important for understanding how passive – if not active – representation functions. The formal emphasis on representative bureaucracy within the EU raises several potential conflicts with other important principles of public management. It also creates a conflict with the fundamental commitment to creating transnational personnel who eschew strong attachments to nation states.

Abstract

Purpose – This chapter discusses two puzzles emerging from the literature on race and the jury. First, although changes in laws and institutional practices have dramatically expanded jury participation, it is far from clear what additional changes would create more racially representative juries. Second, the push for racial diversity on juries stems, in part, from a belief that composition is related to decision making; nonetheless, empirical research typically fails to link jury composition and case outcomes.Methodology/approach – Through a review of recent research, I identify the bases for these puzzles, and I consider ways to advance the body of work on race and the jury.Findings – Studies on jury representativeness should simultaneously consider both institution-level and individual-level predictors of participation, examining in particular whether and how attitudes toward jury service differ across racial and ethnic groups. The literature would benefit most from longitudinal and multi-jurisdictional studies. Researchers on race and jury decision making should examine the reason why racial differences in attitudes and individual verdicts may not have an impact on case outcomes. By studying deliberating groups, scholars should consider whether any racial differences in viewpoints are substantively small, whether differences observed are ultimately irrelevant to group discussions, or whether group dynamics limit the participation and influence of racial minorities on mixed-race juries.Originality/value – This chapter advances the literature on race and the jury by considering both questions of representativeness and decision making and by critically examining a number of assumptions and accepted wisdom.

Abstract

Purpose

Taking a micro-perspective of governance that includes problem-solving and stakeholder involvement capabilities as part of the strategic steering role, we wish to contribute to the understanding of the human side of governance. Thus we have studied the relationships between the board and its management and stakeholders, and in so doing we recognize internal and external actors as well as the board itself, and how they all contribute to the implementation of the governance function.

Methodology/approach

Based on an interpretative approach that focuses on change over time, we performed a qualitative empirical study of the governance of Robotdalen, a small non-profit public organization in Sweden that is a joint public and private collaboration. This chapter forms part of a longitudinal study that has been carried out since 2009. It is based primarily on interviews with board members, management and other stakeholders, and complemented by document studies and observations.

Findings

Governance practice entails multiple and multilevel tasks, and the tensions between representativeness/professional boards, conformance/performance, and controlling/partnering up with management, are prevalent in both small non-profit and public organizations. According to our results the apparent choice between the extremes of each tension is, however, not a choice at all but rather a balancing act. In trying to balance tensions through collaboration between managers, board, financiers, and the hosting university, new governance structures and practices emerge at the organizational level.

Originality/value

By following the process of the emergence of a new board, we illustrate how various actors work together to co-produce governance functions in practice. In the past little or no effort has been made to take into account contextual factors such as organizational size – an aspect that may influence or shape board characteristics and work methodology. We therefore attempt to do so in our chapter, by studying the emergence of a new board in a small public organization, what possible paradoxes and tensions are involved in such work, and how such tensions are managed.

Introduction – Markowitz (1952) argues that individuals act rationally in their financial decisions. In contrast, Kahneman and Tversky (1979) claim that the psychological characteristics of people significantly affect financial decisions. In making these decisions, factors such as age, gender, and educational status may have an impact.

Purpose – The purpose of this study is to determine whether financial literacy has an impact on individuals’ cognitive biases related to financial investments.

Methodology – A sample of 444 individuals were surveyed.

Findings – In the results of study (1) it was determined that financial literacy leads to differences in cognitive biases; and (2) cognitive biases of individuals who do not receive finance education are different from individuals who receive finance education and professionals in the business world. The findings indicate that the increase in the level of financial literacy of individuals will reduce the cognitive biases and heuristics, and therefore will have a positive effect on the investor behavior in financial markets.

Abstract

We examine sample characteristics and elicited survey measures of two studies, the Health and Retirement Study (HRS), where interviews are done either in person or by phone, and the Understanding America Study (UAS), where surveys are completed online and a replica of the HRS core questionnaire is administered. By considering variables in various domains, our investigation provides a comprehensive assessment of how Internet data collection compares to more traditional interview modes. We document clear demographic differences between the UAS and HRS samples in terms of age and education. Yet, sample weights correct for these discrepancies and allow one to satisfactorily match population benchmarks as far as key socio- demographic variables are concerned. Comparison of a variety of survey outcomes with population targets shows a strikingly good fit for both the HRS and the UAS. Outcome distributions in the HRS are only marginally closer to population targets than outcome distributions in the UAS. These patterns arise regardless of which variables are used to construct post-stratification weights in the UAS, confirming the robustness of these results. We find little evidence of mode effects when comparing the subjective measures of self-reported health and life satisfaction across interview modes. Specifically, we do not observe very clear primacy or recency effects for either health or life satisfaction. We do observe a significant social desirability effect, driven by the presence of an interviewer, as far as life satisfaction is concerned. By and large, our results suggest that Internet surveys can match high-quality traditional surveys.

Abstract

The purpose of this chapter is to provoke thinking about the directions in which the travel survey toolkit should move in the near future based on the author's personal experience and as an outcome of the Travel Survey Methods conference. The chapter begins with a brief historical review that attempts to show some of the major elements of change that have occurred in travel survey methods over the past 40–50 years. A more detailed review is provided about developments over the past 10–15 years. The chapter then explores a number of emerging challenges, including telephone contact of potential respondents, computer-assisted surveys, Internet surveys, mixed-mode surveys, the impacts of language and literacy and the potentials of mobile technologies. Based on this, the chapter then considers future directions that should be pursued. The chapter suggests that it has been changes in survey methodology that have, in the past, sometimes enabled and at other times led to changes in modelling paradigms, and that this may be an appropriate time for travel survey methodology again to enable changes in modelling paradigms. A speculative specification of a new household travel survey that makes use of a number of these developments is then offered. The chapter ends with some concluding remarks that issue a challenge to the travel survey community to think ‘outside the box’ and foster change and improvement in the accuracy and representativeness of travel surveys.

Over the last decade, international accounting harmonization and convergence and the increasing adoption of IFRS as national standards have become dominant topics in international accounting research (Alp & Ustundag, 2009; Ashbaugh & Pincus, 2001; Cairns, Massoudi, Taplin, & Tarca, 2011; Christensen et al., 2007; Daske, 2006; Daske & Gebhardt, 2006; Daske et al., 2008; Ding et al., 2007; Gastón, García, Jarne, & Laínez Gadea, 2010; Haverals, 2007; Hellmann, Perera, & Patel, 2010; Lantto & Sahlström, 2008; Othman & Zeghal, 2006; Peng & van der Laan Smith, 2010; Schleicher, Tahoun, & Walker, 2010; Tyrrall et al., 2007). In this move toward convergence, the politics associated with IAS setting by the IASB has become an important and controversial topic in international accounting research. Although previous studies have aimed to examine political issues and stakeholder's perception toward the standard-setting process of the IASB (Alali & Cao, 2010; Chiapello & Medjad, 2009; de Lange & Howieson, 2006), no study has critically examined the complexity of factors influencing attitudes and public opinion toward this standard-setting process. Given that attitudes are likely to guide behavior and lead stakeholders to either advance the work of the IASB or create obstacles, it is timely and relevant to analyze attitudes toward this issue. A recent study has provided evidence that stakeholders’ acceptance of IFRS and preparers’ overall perception of IFRS may influence compliance and the quality of financial reports (Navarro-García & Bastida, 2010). As such, it is the objective of this chapter to provide insights into determinants of attitudes toward the IASB's standard setting and critically examine the influence of power structures and perceived legitimacy on individual attitudes and public opinion.1 Specifically, this study examines German attitudes toward the promotion of professional judgment by the IASB since the adoption of IFRS in the EU in 2005.

Purpose – This chapter introduces two empirical models that could be used to examine the influence of Eastern and Western culture on strategic management: the cultural consensus model (CCM) and the cultural mixture model (CMM).

Methodology/approach – We describe how strategic management scholars can use these models and suggest areas where these models can be of greatest use, including international market entry, international mergers and acquisitions and international alliances, global headquarters and subsidiary relationships, and corporate governance.

Findings – Originally developed by cognitive anthropologists and cultural psychologists, these models can measure domain specificity, scope, and heterogeneity of cultural influences within and across Eastern and Western societies; can address multilevel issues; and can measure an individual or firm's representativeness of the culture.

Social implications – This new research methodology can help strategic management researchers address the impact of “West meets East” on strategic management outcomes and processes.

Originality/value of chapter – The two empirical models provide methodologies that integrate qualitative and quantitative methods.

Abstract

The chapter deliberates on research ethics and the unanticipated side effects that technological developments have brought in the past decades. It looks at data protection and privacy through the prism of ethics and focuses on the need for safeguarding the fundamental rights of the research participants in the new digital era. Acknowledging the benefits of data analytics for boosting scientific process, the chapter reflects on the main principles and specific research derogations, introduced by the EU General Data Protection Regulation. Further on, it discusses some of the most pressing ethics concerns, related to the use, reuse, and misuse of data; the distinction between publicly available and open data; ethics challenges in online recruitment of research participants; and the potential bias and representativeness problems of Big Data research. The chapter underscores that all challenges should be properly addressed at the outset of research design. Highlighting the power asymmetries between Big Data studies and individuals’ rights to data protection, human dignity, and respect for private and family life, the chapter argues that anonymization may be reasonable, yet not the ultimate ethics solution. It asserts that while anonymization techniques may protect individual data protection rights, the former may not be sufficient to prevent discrimination and stigmatization of entire groups of populations. Finally, the chapter suggests some approaches for ensuring ethics compliance in the digital era.
