Abstract

Both labour groups and the national press frequently justify demands for protection against industrial adjustment on the grounds that it leads to the destruction of communities and traditional ways of life, with a devastating effect on welfare. To justify this claim in the context of a Ricardian open‐economy model requires quite strong restrictions on worker preferences, but a plausible case can be made. Presents a model based on the attachment of workers to their socio‐cultural environment, and suggests some policy options for redressing trade‐induced inequities.

Abstract

This paper uses a method devised by Geary and Stark to estimate regional GDPs for 24 Swedish provinces 1855–2000. In empirical tests, we find that the Swedish estimations yield results of good precision, comparable to those reported in the international literature. From the literature, we generate six expectations concerning the development of regional GDPs in Sweden. Using the GDP estimations, we test these expectations empirically. We find that the historical regional GDPs show a high correlation over time, but that the early industrialization process coevolved with a dramatic redistribution of productive capacity. We show that the regional inequalities in GDP per capita were at their lowest point in modern history in the early 1980s. However, while efficiency in the regional system has never been as equal, absolute regional differences in scale of production has increased dramatically over our investigated period. This process has especially benefited the metropolitan provinces. We present detailed sources of our estimations and also sketch a research agenda from our results.

Abstract

This chapter does three things. First, it estimates regional gross domestic product (GDP) for three different geographical levels in Switzerland (97 micro regions, 16 labor market basins, and 3 large regions). Second, it analyzes the evolution of regional inequality relying on a heuristic model inspired by Williamson (1965), which features an initial growth impulse in one or several core regions and subsequent diffusion. Third, it uses index number theory to decompose regional inequality into three different effects: sectoral structure, productivity, and comparative advantage.

The results can be summarized as follows: As a consequence of the existence of multiple core regions, Swiss regional inequality has been comparatively low at higher geographical levels. Spatial diffusion of economic growth occurred across different parts of the country and within different labor market regions. This resulted in a bell-shaped evolution of regional inequality at the micro regional level and convergence at higher geographical levels. In early and in late stages of the development process, productivity differentials were the main drivers of inequality, whereas economic structure was determinant between 1888 and 1941. The poorest regions suffered from comparative disadvantage, that is, they were specialized in the vary sector (agriculture), where their relative productivity was comparatively lowest.

Abstract

Purpose

Distinguishing what employers in different areas of Great Britain need to pay to attract and retain labour has been a central component of public-sector resource allocation decisions. This paper examines how changes in the pattern of spatial wage differentials following the global financial crisis have impacted on the formulae which allocate government funding to local government and health providers in the NHS.

Design/methodology/approach

Using employer-reported data on earnings, we examine spatial patterns of private-sector wages in Great Britain between 2007 and 2017. The method permits the analysis of finely defined geographical areas and controls for differences in industry and workforce composition to distinguish those differences that are attributable from unmeasured characteristics, such as differences between areas in the cost of living and amenities. These standardised spatial wage differentials (SSWDs) underpin the funding allocation formulae.

Findings

The analysis shows that since 2007 private-sector wage dispersion, both within and between regions, has reduced: lower paid areas have experienced a relative increase in wages and higher paid a relative decline. Over the period, there was a significant reduction in the London wage premium.

Originality/value

This paper demonstrates the importance of ensuring established policies are applied using contemporary data. The SSWDs used to distribute government funds have not been re-estimated for some time. As a result, the current resource allocation model has overcompensated the London region and undercompensated others during this period.

Abstract

This study investigates, on the basis of a unique combination of two large‐scale data sets, how rent sharing interacts with the gender wage gap in the Belgian private sector. Empirical findings show that individual gross hourly wages are significantly and positively related to firm profits‐per‐employee even when controlling for group effects in the residuals, individual and firm characteristics, industry wage differentials and endogeneity of profits. Our instrumented wage‐profit elasticity is of the magnitude 0.06 and it is not significantly different for men and women. Of the overall gender wage gap (on average women earn 23.7 per cent less than men), results show that around 14 per cent can be explained by the fact that on average women are employed in firms where profits‐per‐employee are lower. Thus, findings suggest that a substantial part of the gender wage gap is attributable to the segregation of women in less profitable firms.

This study presents estimates of the effect of changes in the real minimum wage on the employment ratio of three groups believed to be most vulnerable to changes in the minimum wage: teenagers, young adults, and adult high-school dropouts. It also examines the effect of the minimum wage on three sub-groups within each of these larger groups: males, females, and nonwhites. The data set was obtained from the monthly outgoing rotation groups of the Current Population Survey (CPS), Three Budgets for Urban Families, and the CPI-W for various urban areas. The sample period is 1979–1999.

Abstract

Large regional disparities lead, among other things, to significant internal migration flows. Internal migrations, on the other hand, reinforce existing regional disparities by causing a lack of human capital in underdeveloped regions. In this chapter, we apply the Multiple Criteria Decision Aiding (MCDA) sorting method, ELECTRE Tri-C, to determine the current internal migration potential for districts in Serbia. The method will provide four classes of migration potential, ranging from strong emigration to strong immigration potential, based on the main drivers of internal migration. The main determinants of internal migration flows fall into three groups: (1) economic and labour market indicators, (2) demographic indicators and (3) housing market and amenities indicators.
