Abstract

Purpose

This paper aims to review the case for improved (supra‐national) regional social and labour policies in principle, assess the extent to which existing regional associations of governments and regional organizations are actually developing effective regional labour policies in different sub‐regions of Europe, Latin America, Africa and Asia, and finally explore the driving forces behind their development and suggest how they might be further enhanced.

Design/methodology/approach

The paper compares the emergence of regional policies concerning labour rights and migrant workers' rights across regions. A sample of more than 15 regional arrangements are then ranked on the basis of their commitment in these areas. Finally, correlations between these rankings and different indicators of (real) regional interdependence are looked at.

Findings

The paper shows that regional socio‐economic policies are gaining importance in different world regions, although speeds are varied and generally low. It is difficult, however, to find strong correlations with indicators of regional interdependence such as trade or migration.

Originality/value

The paper presents one of the first systematic accounts of the development of regional socio‐economic policies in different world regions. It shows at the same time that huge opportunities for new policy initiatives exist in this area.

Abstract

Purpose

This paper aims to examine the road ahead for the African Continental Free Trade Area (AfCFTA), focusing on its potential opportunities and challenges. It is intended to help the AfCFTA’s effective implementation by highlighting the major areas of intervention for State Parties.

Design/methodology/approach

The paper analyses relevant economic, political and legal research sources on regional integration in Africa and offers some personal views of the author to evaluate the past, present and future of the AfCFTA.

Findings

The paper shows that the AfCFTA can support its State Parties’ industrialization and diversification, better integrate micro-, small- and medium-sized enterprises (MSMEs) to regional value chains, create jobs, encourage sustainable investments and help its State Parties have common positions on global issues and achieve development. But, it also shows the challenges facing the AfCFTA, which include infrastructure gap, revenue and job losses, overlapping membership of State Parties in Regional Economic Communities, cumbersome customs systems, difficulty to cross African borders, fledgling MSMEs and inadequate technical capacity on trade policy. Accordingly, it recommends that State Parties continuously take various actions to address these challenges and maximize the multiple benefits of the AfCFTA.

Originality/value

The paper provides a comprehensive and up-to-date appraisal of the opportunities and challenges of the AfCFTA, both in the context of the history of regional integration in Africa and the recent global shocks that adversely impacted the continent (COVID-19 and the war in Ukraine).

Abstract

Purpose

This paper aims to explore the contours of the future intellectual property (IP) protocol of the African Continental Free Trade Area (AfCFTA) Agreement.

Design/methodology/approach

This paper frames the IP protocol within the architecture of the AfCFTA Agreement, meaning that it will follow the structure of other protocols and will be guided by the Agreement’s foundational principles and objectives. With the place, shape and form of the protocol so established, the paper considers the substantive aspects that ought to be addressed. It also considers provisions on technical assistance, capacity building and cooperation.

Findings

The paper finds that the Tripartite Free Trade Phase 2 IP agenda is a credible starting place, which must be broadened to better meet gendered challenges and the continent’s developmental priorities. This will entail including provisions on specific aspects enumerated in the paper, which must be aligned with provisions on technical assistance, capacity building and cooperation to enhance implementation. The best outcomes in the negotiation, adoption and implementation of the IP protocol will be achieved by an inclusive approach incorporating all national, sub-regional and regional institutions guided by coherent policy and coordinated to ensure efficiency in resources and capacity mobilisation.

Originality/value

To the best of the author’s knowledge, this is the first paper to formally consider both the architecture and substantive provisions of the future AfCFTA IP protocol with specific focus on gendered dimensions.

Abstract

Purpose

The proposed Regional Comprehensive Economic Partnership (RCEP) will become a large trade agreement in Asia, which has brought together the ten members of Association of Southeast Asian Nations (ASEAN) and five of the neighbors’ countries. Under the trend of globalization, the progress of the transportation industry and regional integration will increase the volume of trade, therefore maritime performance is intrinsically linked to trade. In fact, few studies have examined regional integration in the context of seaborne. This paper aims to use the cluster analysis and Poisson quasi-maximum likelihood (PQML) gravity model to investigate the trading bloc phenomenon and relation between trade and marine transportation.

Design/methodology/approach

In this paper, hierarchical clustering analysis and tree diagrams are used to identify functional areas characterized by bilateral trade intensity and bilateral liner shipping connectivity indices. Regional reorganizations that have occurred within Asian countries were studied. This study illustrates that these trading blocs have a positive impact on trade when maritime transport, production and trading networks have developed between regions. A gravity model was constructed using worldwide trade data for 2007, 2010 and 2015. The study considered free trade agreement (FTA)/common market (CM) of EU, RCEP and North American Free Trade Agreement (NAFTA) as regional dummies and designed a real trade bloc induction variable. In addition, the study did not use the commonly adopted ordinary least squares (OLS) estimation but used the PQML method to estimate the gravity equation to overcome the problem of a large number of zero trade observations. Preliminary results show that regional integration cannot guarantee the establishment of intraregional trade but depends on the stage of economic development and regional industrial characteristics.

Findings

The major findings are summarized as follows. Both liner shipping connectivity and logistics performance have significant advantages with positive coefficients in each regression results. The creation of intraregional trade is not guaranteed, depending on the characteristics of the trade and the stage of economic development of the region. For RCEP, the effect created by intra-regional trade is better than the EU. Instead, the “nominal” intra-RCEP trade was significantly below the “real” trading blocs. For RCEP, the effect created by intra-regional trade is better than that of the EU. Instead, “nominal” intra-RCEP trade is much lower than “real” trading blocs. The real trading bloc between East Asia and Taiwan clearly exists, and the bloc phenomenon is becoming more and more significant. This result shows that Taiwan’s trade flow with East Asia is higher than the normal level relationship implied by its corresponding economic and geographical conditions.

Originality/value

This paper focuses on new empirical work done for this study is on the potential impact on trade. Earlier studies that have discussed and/or provided estimates of the benefits to the RCEP plan from improved transport and supply chain connectivity are cited. Marine transportation performance inherently links to economies of commerce. Few studies have examined regional integration in the context of maritime transportation, which reflects the lack of a mix of trade economists and maritime logistics research in the existing literature. This paper attempts to investigate the trading bloc phenomenon formed by regional integration (such as RCEP) and the relation between trade and marine transportation. With the official entry into force of the RCEP in 2020, it will promote increased trade and demand for logistics and maritime transport services in East Asia.

The purpose of this paper is to examine the effects of a regional trade agreement among a group of small island developing states on trade creation and trade diversion.

Design/methodology/approach

An augmented gravity model and panel data are used to estimate the trade creation and trade diversion effects. The generalized method of moments technique is used to account for possible endogeneity. Country pair and time fixed effects are also included.

Findings

The regional trade agreement had a positive effect on intra-regional trade creation, but there was no significant diversion of imports from extra-regional trade partners.

Practical implications

Small developing economies can benefit from regional trade agreements (RTAs) among themselves. The trade diversion effects of such agreements are likely to be limited.

Originality/value

To the best of authors’ knowledge, this is the only paper which investigates the impact of RTAs among small island developing states.

Abstract

Purpose

The purpose of this paper is to explore the two issues of regional trade agreements (RTAs) and the new theory of international trade and draw conclusions for Pacific Island countries (PICs). The authors provide a deeper conceptual treatment of the consequences of RTAs and analyse the new theory of international trade to explore its implications for trade policy in PICs.

Design/methodology/approach

With regard to RTAs, the argument is developed in the context of the conjecture that questions the benefits from adopting more open trade policies with neighbours while maintaining restrictive policies towards the rest of the world. The authors draw on international and regional analytical literature and on recent modelling work to review critically the possible gains and losses of RTAs for PICs. In the latter issue, the focus is on the roles of imperfect competition and scale economies and their relevance to PICs.

Findings

Freeing up trade gradually and unilaterally and realizing the benefits of comparative advantage remains the best way to maximise welfare. PICs could be worse off under a complex system of overlapping RTAs and existence of RTAs by Australia and New Zealand outside the region has the possibility of marginalizing weak PICs economies.

Practical implications

PICs are currently at a critical juncture in terms of trade policy making with various trade agreements being thrown in the region and this paper has the capacity to provide some answers to policy makers on the approach to take.

Originality/value

The paper offers insights into regional trade agreements and the new theory of trade.

Abstract

This paper focuses on the disparity that exists between Arab and non‐Arab trading blocs and the potential that e‐commerce offers in narrowing this gap. The current Arab intra‐trade state of affairs is analyzed, targeting potential trade opportunities. These prospects are evaluated, along with the adoption of technology to render advantages to the Arab world. Many countries have and continue to benefit from the acceptance of e‐commerce; understanding its applicability and effectiveness beyond and within the Arab trading blocs is of vital importance to increase trade. Our analysis presents a perspective on regional trade and utilization of technology within the global community and broadening trade possibilities among Arab countries.

Purpose

The paper presents the facts on the policy challenges and opportunities in the way forward of trade and economic co-operation in South Asia amid the coronavirus disease 2019, which comes to be the least economically integrated region worldwide. Due to tense geopolitics in South Asia, trade is heavily biased toward extra-regional markets despite of existing regional trade agreements (TAs) in the region.

Design/methodology/approach

Having tested the stationarity of data with structural break, the paper uses intra-regional trade in addition to other domestic economic variables as exogenous regressors in autoregressive distributed lag multivariate framework, hence raising the quality of statistical inference.

Findings

This paper highlights that intra-regional trade significantly affects the economic welfare as measured by Gross Domestic Product per capita of the people from the region, hence raising the need for higher regional trade openness. If trade barriers are overcome, all the South Asian countries will gain through effective implementation of regional TAs.

Research limitations/implications

The study relies on the multivariate technique with regional trade share as the main exogenous variable. In addition, the regulatory and economic conditions of all countries are different which also tends to affect the mutual degree of trade relations.

Practical implications

Over the economic reasons, the manmade barriers owing to political differences are the root cause for the low intra-regional trade. Amid the pandemic, South Asian courtiers have the high time to leverage the bilateral trade for mutual benefits. India being the largest economy can play a decisive role in pushing forward the regional trade bloc – South Asian Association for Regional Cooperation (SAARC) – for achieving its objective through multilateral engagements in a wider perspective.

Originality/value

The present study makes pioneer efforts to examine the dynamic linkages between regional trade and economic growth. The results provide new insight into the dynamics of benefits driven by trade interdependency.

As a coastal emerging country, export-led marine economy has been the development model of Vietnam over the past decades since The Renovation 1986. Given the rise of globalization, regional economic integration and logistics enhancement have been identified as key engines for economic sustainability by Vietnamese government. Nevertheless, little sectoral and sub-sectoral evidence has been given for the platform shaped by policies relevant to export, logistics performance and regional economic integration. The paper employs the trade gravity model to study the relationship between seafood export, logistics performance and regional economic integration in the case of Vietnam. Sectoral and sub-sectoral trade gravity models are employed. Logistics performance from the exporter-side and importer-side is included in the estimations. Membership to effective regional trade agreements of Vietnam are proxies for regional economic integration. Zero trade issue is resolved by the Pooled Ordinary Least Squares (POLS), Poisson Pseudo-Maximum Likelihood (PPML) and Heckman Sample Selection estimations, while endogeneity is tackled by the difference and system Generalized Method of Moments (GMM) models. Findings vary by estimation methods, data levels, product groups, and whether which side is considered. In addition, theoretical contributions and some seafood export-driving policy recommendations relevant to regional economic integration and logistics performance development are discussed.

Abstract

Purpose

The global governance of trade is in a deadlock and the WTO is suffering from a long standing crisis of legitimacy. This paper aims to analyse the main issues which might influence the governance of world trade from now until 2030 and present quantitative projections of international trade.

Design/methodology/approach

The research on the main issues which might influence the governance of world trade from now until 2030 draws on a detailed analysis of the WTO and trade policies. Four scenarios of the world economy are presented, which are derived from the international AUGUR research project “Challenges for Europe in the world in 2030” coordinated by Paris Nord University. The analysis takes into account econometric forecasting of world trade conducted in the framework of this project.

Findings

First, the failure of the Doha Round of multilateral trade negotiations to reach its ambitious agenda derives from the discrepancy between the governance of world trade and the new power relationship prevailing in the world economy, with new emerging powers (China, India, etc.) rapidly increasing their share of world trade. Second, the continuous restructuring of world trade and economy, which goes together with new forms of globalization, will increase pressure for a profound reform of the governance of world trade in the next few years.

Research limitations/implications

This paper calls for a reform of world trade governance, especially of the missions of WTO within a renovated economic world order. Future research could investigate more deeply the potential for regional trade integration, which is reinforced by international production networks. Regional trade agreements might be an increasing alternative to multilateral trade agreements.

Originality/value

This paper brings new ideas by raising the issue of the governance of world trade using a prospective approach, with the aim to identify the key channels through which international trade integration will impact the world economy. This study bases its analysis on potential scenarios from now on until 2030, each of these scenarios corresponding to a specific institutional configuration.
