Abstract

Purpose

Real estate investment trusts (REITs) have shown great potential in addressing the current contradiction between underinvestment and sustainable development of urban regeneration in China, as well as in further facilitating the transformation and upgrading of China's urban development. In this regard, this study aims to investigate critical success factors (CSFs) and explore the relationships among these factors, and serve as a reference to provide recommendations and strategies for the successful implementation and sustainable development of urban regeneration REITs.

Design/methodology/approach

In this study, an integrated total interpretive structural modeling–matriced impact croises multiplication applique (TISM–MICMAC) approach using the TISM technique and MICMAC analysis is then implemented to explore the relationships among CSFs, demonstrate the hierarchical structure and classify these factors into clusters based on calculated driving powers and dependence.

Findings

This study has determined a final list of 11 CSFs through literature review and expert survey. The TISM model demonstrates a six-level hierarchical structure encompassing the influence transmission paths of CSFs, in which the most significant factors and links are established, while the MICMAC analysis further classifies CSFs into four clusters as a complement for the findings of the TISM technique.

Practical implications

This study offers practical implications for governments, individual and institutional investors, REITs and property managers, and other stakeholders concluded in urban regeneration REITs. The final list of determined CSFs can serve as the decision points for management and control of the implementation processes, while the findings of the TISM–MICMAC approach can be a significant reference to provide strategies for optimization and enhancement of urban regeneration REITs.

Originality/value

This study is a novel attempt to use both the TISM technique and MICMAC analysis to investigate CSFs for the implementation of urban regeneration REITs, and to address the theoretical and methodological research gaps in the existing literature.

Abstract

Purpose

The purpose of this paper is to examine Communities First, an area‐based regeneration policy in Wales to explore the barriers to community empowerment. Three related research projects provide data to inform the discussion of community empowerment and to consider the implications of delivery of the policy for theorising the relationship between the citizen and the state as mediated through regeneration partnerships.

Design/methodology/approach

Data from three related research projects are discussed. These are an evaluation of local delivery of the Communities First programme, the delivery of technical support to participating communities and a Joseph Rowntree‐funded case study of nine regeneration partnerships. All projects are concerned with exploring the experience of community members within regeneration partnerships.

Findings

The findings identify major barriers to the achievement of community empowerment including issues of community capacity, institutional capacity, organisational cultures and regulatory frameworks. The findings identify mechanisms for improving community participation and empowerment. The findings are also used to identify community actor agency within regeneration partnerships and to argue against an analysis of regeneration initiatives as a mechanism of social control and incorporation of community activism into a state led agenda.

Research limitations/implications

The paper explores one specific policy within a UK devolved region and is not able to comment extensively on similar policy programmes in other areas of the UK. However, it uses this specific experience to comment on generic issues in the community empowerment field and to elaborate theory on the relationship between the citizen and the state.

Practical implications

The paper offers practitioners and policy makers insight into the community experience of participation in regeneration partnerships and proposes methods and policy refinements which can improve empowerment outcomes and assist community participation to achieve higher levels of influence over statutory partners.

Originality/value

While the paper identifies barriers to empowerment that are recognised in the wider literature, it demonstrates that such barriers can prevail even within a highly participative policy framework such as Communities First. The paper also provides evidence of a clear sense of agency on the part of community members of regeneration partnerships and counters models which suggest regeneration partnerships are simple mechanisms of social control which diffuse community activism.

Abstract

Purpose

Property performance indices have invariably focused upon prime markets with a variety of approaches used to measure investment returns. However, there is relatively little knowledge regarding the investment performance of property in regeneration areas. Indeed, there is a perception that such locations carry increased risk and that the returns achieved may not be sufficient to offset the added risk. The main objective of this paper, therefore, is to construct regeneration property performance indicators consistent with the CBRE rent index and average yield monitor.

Design/methodology/approach

Local market experts were asked to estimate rents and yields for hypothetical standardised offerings for a range of regeneration locations throughout the UK, covering the period 1995 to 2002.

Findings

The results show that rental growth was similar in regeneration locations compared to the prime market. However, the analysis highlights a major yield shift for property in regeneration areas in the short to medium term. The downward pressure in yields would suggest that once a regeneration area becomes established and rental growth emerges, investor interest is stimulated resulting in increased competition and a shortening of yields.

Originality/value

The significance of this research is the quantification of property investment performance from regeneration areas that previously has not been available to investment institutions and decision makers. From a policy perspective this analysis is of relevance in confirming the maturing of locations that have received high levels of public sector support and indicating the effectiveness of regeneration policy mechanisms in creating sustainable urban environments capable of meeting private sector investment goals.

Abstract

Purpose

The purpose of this paper is to explore the key practitioners’ level of involvement in the delivery of sustainable regeneration projects in the UK. Practitioners’ level of involvement is a major factor that has and continues to determine the delivery of sustainability outcomes of regeneration projects.

Design/methodology/approach

The paper adopted a qualitative study that obtained data from 21 key practitioners through semi-structured interviews in exploring practitioners’ level of involvement in the delivery of sustainable regeneration projects in the UK. The semi-structured interviews are conducted with seven practitioners, each from the three construction organisations selected through a purposive sampling approach for the study.

Findings

The findings identify varied levels of involvement of the key practitioners at the three delivery stages – early, construction and post-construction of the projects. The findings further reveal that clients’ representatives, commercial managers and architects are the most frequently involved practitioners during the early stages of the projects. The findings also indicate that practitioners who have sustainability assigned to their roles and their responsibilities, such as sustainability managers, are the least involved in all the three delivery stages of the projects.

Research limitations/implications

The study involves interview with 21 practitioners from three organisations delivering sustainable regeneration projects; hence, this could limit the generalisation of the research findings. However, the findings of this study could serve as a useful source of information for the further study in this area.

Practical implications

The paper is of the view that the level of key practitioners’ involvement in the delivery of the projects will have an impact on their knowledge and will determine how sustainability benefits are promoted and delivered from the projects.

Originality/value

Although some studies have been carried out on practitioners’ engagement in the delivery of “normal” construction projects, none has focussed on practitioners’ levels of involvement in sustainable regeneration projects. Hence, this study has brought to the fore how the key practitioners tasked with the responsibilities of delivering sustainability benefits of regeneration projects have been involved (at various levels of the project life cycle) in the delivery of these projects.

Purpose

The purpose of this paper is to identify two contrasting, yet successful, ways of conducting CPD training specific to the regeneration sector; looking at the different delivery methods of the two courses and the benefits associated with each.

Design/methodology/approach

The paper provides an overview and analysis of contrasting courses available through Coventry University and the University of Salford through literature and participants' experience.

Findings

For professionals in the regeneration sector traditional CPD courses from HE institutions are not the most effective. Regeneration covers a variety of different activities and is practically based; as a result flexible work based courses are more effective. Two contrasting examples of effective delivery methods are individual study based around existing projects and workplace based training to support tailored company development.

Originality/value

This paper will be of interest to regeneration professionals, managers and HR officers looking for effective ways to develop the workforce while maintaining business relevance. It looks at two new courses which take different approaches to work‐based CPD and discusses the differences and benefits of the two.

Abstract

Purpose

This article aims to explore the concept of achieving the “right to the city” for marginalised communities. It uses human rights instruments and regeneration best practice to develop a toolkit of indicators for urban regeneration. The article contributes to the literature on realising economic, social and cultural rights encompassed in the “right to the city”.

Design/methodology/approach

The article adopts an interdisciplinary approach, involving human rights law, urban planning, housing studies, community development, housing law and social policy. It draws on primary qualitative (participative and observatory) research undertaken by the author while implementing a human rights based approach in an Irish inner‐city local authority estate from 2009 to 2013.

Findings

The human rights framework can be adapted to develop a set of measurable regeneration indicators. This article suggests that the application of this rights toolkit provides a greater potential for regeneration to meet human rights standards, and therefore, realise the “right to the city” in practice.

Research limitations/implications

The application of the human rights based approach to urban regeneration would benefit from wider empirical testing on its suitability for implementation in other countries and global regions. It would benefit from critical engagement with human rights practitioners, community groups, and state agencies seeking to realise the “right to the city”.

Originality/value

This is the first known academic attempt to explore the pathway of a human rights based approach to urban regeneration in order to realise the “right to the city” in practice.

Abstract

The city of Newcastle upon Tyne, UK, has become an urban laboratory where numerous nationally prescribed regeneration partnerships and strategies have been “tried‐out” over the last 30 years. This paper unpacks the different and often contradictory spatial scales that such responses have taken, be they area‐based or city‐wide, as well as how “ways of doing” regeneration have been subsequently recast by this range of new partnerships, structures and processes. These developments have subsequently transformed the linkages between both central government and localities, and between local authorities and citizens, especially with regard to issues of trust‐based relationships. This paper will exemplify these changes by highlighting how the Government's flagship community‐centred regeneration partnership collided with an ambitious and far‐reaching local authority‐led city‐wide regeneration strategy. This paper concludes by discussing and how this has implications for managing regeneration partnerships per se in the current urban policy context.

Abstract

Purpose

Regeneration of industrial heritage aims to display the patrimony assets by launching measures to convert them into cultural spaces associated with sustainable initiatives for satisfying environmental, social and economic demands in the city. The adaptive transformation and reusing process of industrial heritage constitutes a crucial cultural objective and consequently must be identified in a way that simultaneously integrates preservation with conversion and conservation with refurbishment. Hence, this paper explores to develop a framework for the sustainable regeneration of industrial heritage in cities.

Design/methodology/approach

By reviewing the current literature, research and experiences on urban industrial heritage, including existing approaches, frameworks, and case studies, this study brings a theoretical and conceptual approach to sustainable regeneration of industrial heritage, which is a fundamental start point for conducting further research and performing practical projects.

Findings

Three key phases of the Initiation as decision context, including understand the characteristics and assess the significance, the Planning as decision problem, including study the feasibility, develop a policy, and prepare a proposed reuse plan, and the Execution as decision output, including implement the plan, monitor the results and review the plan should be considered regarding the sustainable regeneration of urban industrial heritage.

Originality/value

The suggested framework considers sustainable regeneration of industrial heritage in cities as a decision-making process, which requires defining the decision context, analyzing the decision problem, and finally, results in the decision output. Accordingly, it seems to help bridge the gap between various discourses and planning perspectives and make all stakeholders' involvement easier, more effective and efficient regarding the sustainable regeneration of industrial heritage in cities.

Abstract

Purpose

To develop a multi‐criteria decision‐making framework for evaluating different schemes of urban regeneration project.

Design/methodology/approach

Urban decay in Hong Kong has long warranted community concern. To tackle the problem, there are generally two different approaches, namely building rehabilitation and redevelopment. In the past, urban regeneration was dominated by complete redevelopment. However, with the rise of the concept of sustainability, the choice of building rehabilitation is becoming increasingly popular. Nevertheless, with either option, difficulties are often encountered in balancing the diverse interests of the stakeholders, who have varied aims and ambitions for the achievements of a project. Therefore, we have developed a framework, which contains the factors to be considered when planning an urban renewal project. To obtain the relative importance of these factors in a reliable but reasonably inexpensive manner from the building‐related professionals, the Non‐structural Fuzzy Decision Support System was employed. In total, 34 building surveyors and 31 town planners were interviewed using structured questionnaires.

Findings

The set of perceived weightings of the decision criteria obtained from building surveyors was quite different from that from town planners. People of different backgrounds hold divergent views towards the relative importance of the decision criteria in an urban regeneration project.

Research limitations/implications

Due to the resource limitations, individuals from the professions of building surveying and town planning were studied only.

Practical implications

To achieve a credible decision‐making process, it is therefore advisable to have a balanced mix of members in any urban regeneration project decision making panel. Also, the framework developed in this study can be used to facilitate the decision making process in the future project.

Originality/value

This paper is the first attempt to explore the relative importance of various criteria for the decision‐making process in urban regeneration projects perceived by different professionals.
