Reports on a study of the state of the (Anglican) Church in Wales, which investigated the Church in Wales as a sociological institution through attitudes held by the clergy and lay members of the Church. Asserts that churches are institutional associational groups with rational‐bureaucratic forms of administration, rather than organizations, but that it helps to conceptualize the church as if it were an organization. Outlines some of the problems the Church faces – maintaining a presence in sparsely populated areas, secularization, decreasing personnel, and conservatism. Discusses the Church’s theory of itself and explores the conceptual world of the laity with regard to the nature of the Church, its structure, and the relationship between the Church and the world. Concludes that social enquiry is all about listening.

Assessing the capacity of individuals with learning disabilities to make decisions about treatment is problematic. This field has received little attention in the United Kingdom, the concept of capacity proving difficult to define. There are no commonly agreed standards, English law in this area is still developing and there are few guidelines to instruct health professionals. This paper reviews the diagnostic, outcome and functional approaches to examining the issue of capacity and outlines a number of tests that have been developed for use in the clinical setting, though not adapted for use with people with a learning disability. Issues to be addressed in the adaptation of tests are explored and areas for practitioners to consider are discussed.

The duties of the Public Analyst necessarily bring him more or less into contact with the members of his local authority. His work, like that of the other chief officers, is dealt with by one or more Committees before the results as a whole are submitted to the Council. The actual part played by the Committee or Committees depends on the will of the Council, and is in no way laid down by law. One thing is quite clear, namely, that the jurisdiction of the Committee and of the Council only extends the proceedings prior, and subsequent to the analysis of the samples. The nature of the analyses, the scientific methods employed, and the opinions based on the analytical results are entirely in the hands of the Public Analyst himself. The authority may not agree with him, and may not follow his advice, but unless there is very strong reason for doubting his competence, it is their duty to avail themselves of his expert knowledge and experience, and he is obliged to place his services at their disposal in these directions however inadequately he may be paid.

The aim of social research, however, is to explore the new contents of the reality as the source of creativity, hope and optimism. By the same token, the threats and dangers existing within this contemporary reality are being exposed and illuminated to reveal the concerns of human beings that are characteristic to our times.

THE pre‐occupation of the moment is naturally the work of the Public Libraries Committee of the Board of Education. Its Questionnaire has been widely issued, and has been variously criticised. One or two authorities, including Wandsworth, have declined to furnish replies on the ground that they object to any disturbance of the present local control of libraries. The objection is a sound one, no doubt, although even that point is controversial, but we deprecate the attempt to anticipate the attitude and findings of the Committee. There is as yet no adequate reason to suppose that the Board of Education contemplates any national control of libraries which shall remove them from the keeping of their present authorities. There are many other ways, however, in which reforms are necessary and urgent, and these can only be brought about or even be considered in the light of comprehensive and accurate information. The refusal to supply information is, in any case, an ostrich‐like policy, since, if the Board of Education has determined that they will take over the control of public libraries, the objections of a local authority here and there will not alter that policy. We do not believe, however, that such a change is contemplated, and, in any case, it could only come about by a general agreement on the part of local authorities to that effect.

Analyzing factors of delays in construction projects and determining their impact on project performance is necessary to better manage and control projects. Identification of root factors which may lead to project delay and increased cost is vital at the early or planning stage. Better identification of delay factors at the early stage can help the practitioners to reduce their impacts over the long run. Hence, the purpose of this paper is to propose an intelligent method to analyze causal relationships between delay factors in construction projects. The proposed approach is further validated by a real case study of the construction projects in West Azerbaijan province in Iran.

During the first phase, the fuzzy cognitive map (FCM) is drawn to indicate the causal relationships between the delay factors and the evaluation factors. For this purpose, the causal relationships between 20 delay factors and four evaluation factors are considered. Afterward, the effect of each factor on management goals is evaluated by using a hybrid learning algorithm. Delay factors are further prioritized by applying fuzzy data envelopment analysis (FDEA). In the second phase, an interpretive structural modeling (ISM) is employed to determine the root causes of delay factors.

Results of the first phase show that “supervision technical weaknesses for overcoming technical and executive workshop problems” and “Inaccurate estimation of workload, required equipment and project completion time” are the most significant delay factors. In contrary, “non-use of new engineering contracts” has the lowest impact on the management goals. Meanwhile, the results of the second phase conclude that factors like “Inaccurate estimation of workload, required equipment and project completion time” “weakness of laws and regulations related to job responsibilities” and “lack of foreseen of fines and encouragements in the contracts” are the most significant root factors of delay in construction projects.

This paper integrates three methods including FCM method, FDEA and ISM. In the first phase, FCM is drawn according to the experts’ opinions and concerning management goals and delay factors. Later, these factors are prioritized according to the results of running the algorithm and using the FDEA model. The second phase, the seven-step in the ISM methodology, is done to identify the root factors. To ensure that the root factors of the delay are at a lower level of hierarchical structure, delay factors are partitioned by drawing the ISM model.
