Abstract
Purpose
This study aims to investigate a framework for implementation of legislative framework governing records management throughout the life cycle in the Limpopo provincial government of South Africa.
Design/methodology/approach
This quantitative multi-method study used a semi-structured questionnaire, document analysis and interviews to collect data. The dominant approach was quantitative, with some support from limited qualitative data, which served to clarify the statistical data. No sampling method was applied, as the study targeted the entire population of 135 records management participants from the provincial departments with the questionnaire, while nine participants from provincial archives participated in interviews.
Findings
The study revealed that the role of the provincial archives in enforcing compliance with legislative frameworks for the proper management of records was always disrupted by a lack of key resources such as staffing, for inspecting and training records-creating departments and working resources at the departmental levels.
Research limitations/implications
The findings will contribute to the field in respect of future studies into compliance with records management legislation, and the proposed framework may be applied as a theoretical basis for, or part of, a conceptual framework.
Practical implications
The study will serve as a resource or benchmark for archivists and records management professionals in the industry, as they count amongst the policymakers who find ways of monitoring, evaluating and enforcing compliance with the legislation governing proper records management.
Social implications
The proper implementation of recommendations from this study will lead to significant improvements in the management of records with enduring value, allowing them to finally be transferred to an archival repository to serve the public interest as heritage, national memory, or resources for researchers and authors, amongst others.
Originality/value
The study proposes a framework for implementation of legislation governing records management with greater ease in the Limpopo provincial government of South Africa.

Abstract
Purpose
The purpose of this study is to determine the extent to which total quality management (TQM) initiatives can improve the quality of services delivery at the medical records unit of the Korle-Bu Teaching Hospital (KBTH) to help meet the expectations and aspirations of patients and customers of the hospital.
Design/methodology/approach
This research adopted the survey strategy as its research design. The total study population consisted of 114 medical records staff of the KBTH. Questionnaires and personal observations were employed as the data collection instruments. The study recorded a response rate of 98 per cent. Data gathered from respondents were analysed in qualitative terms.
Findings
The overall finding of this study was that, although the medical records department of the KBTH had a fair degree of understanding on the benefits of TQM to records management service delivery, the exiting values for TQM did not meet the framework of good TQM practice, principles and standards.
Research limitations/implications
Even though the subjects for the study were from the biggest hospital in Ghana, the findings of this study may not be generalised to the whole country.
Practical implications
The study has demonstrated the need for the medical records department of the KBTH to have and develop good TQM standards to improve the quality of services to patients and varied customers of the hospital.
Originality/value
The literature reviewed indicated that this study is a maiden attempt to examine how TQM initiatives including sensitivity, customer satisfaction, commitment of top management, team work, effective leadership and participatory management, people development and effective and open communication can improve the quality of medical records service delivery at the KBTH in Ghana.

Abstract
Purpose
This paper aims to establish public departments’ compliance with National Archives of Zimbabwe (NAZ)’s records survey recommendations as well as to find out reasons for compliance and non-compliance.
Design/methodology/approach
This quantitative research used a survey research design and collected data using questionnaires, which were triangulated by document reviews and personal observation. A census approach was used where all 15 public departments upon which post-records survey inspections were conducted by Gweru Records Centre in the Midlands Province in 2016 were involved in the study.
Findings
The study revealed that many public departments in Zimbabwe disregarded records survey recommendations given by NAZ after records surveys. This was despite the fact that NAZ was armed with the National Archives of Zimbabwe Act (1986) which in principle is supposed to induce compliance by client departments. As a result, the records management situation in public departments has not improved much, and in some cases, it has become worse.
Originality/value
A lot has been published about records surveys in Zimbabwe, for example, by Chaterera (2008, 2013), Dewah (2010), Karimanzira and Mutsagondo (2015), Maboreke (2007) and Mutsagondo (2012). These studies have shown the importance of records surveys. However, none of them has evaluated the effectiveness of records surveys by examining the degree of compliance to records survey recommendations by public departments. This study thus scores a first in this regard. The study will enable NAZ to make a cost-benefit analysis of records surveys as well as to use results of this study to effect necessary operational, tactical and strategic decisions as regards the exercise.

Abstract
I approached the writing of this paper by trying to reach some tentative conclusions about some of the differences between administrative records and other forms of information. It seems to me that published sources, information digests and management information have as their aim the dissemination of knowledge. This knowledge is directed either at the world at large or at a general, though perhaps specialist, sector of it. Moreover the knowledge is packaged, selected and processed to illustrate a theme, to answer an information requirement or to prove a point. Records, on the other hand, are composed of items of information directed at particular known users or recipients and created in the service of a particular administrative process. They are thus relatively unselfconscious. The case report which documents a particular social work decision does not wish to call attention to itself except as a justification for and record of that decision. It is this specificity and unselfconsciousness which seem to distinguish administrative records from the rest and which give them a unique value.

Abstract
Purpose
The purpose of this study is to assess the extent to which the Mpumalanga Provincial Archives (MPA) complies with the Mpumalanga Archives Act, 2008 legislative/policy provisions of archives building, capacity building and electronic records management and to suggest recommendations for effective archives and records management (ARM) programme in South Africa.
Design/methodology/approach
This paper adopts a quantitative approach supplemented by qualitative data using document review to collect data and content analysis.
Findings
The results show that MPA enacted Mpumalanga Archives Act, 2008. However, the challenge is the implementation of such legislation. The findings of this paper would contribute towards the literature in archival legislation in South Africa and other parts of the world.
Research limitations/implications
Even though the paper was based in South Africa, it was limited to the MPA of South Africa.
Practical implications
The findings are expected to be instrumental in the implementation of Mpumalanga Archives Act, 2008.
Social implications
The findings and recommendations will help in guiding MPA on the implementation of an effective provincial archive and records to facilitate the effective management of records to determine those of archival value, to preserve them for posterity and to make them accessible to the public.
Originality/value
This is an original study using a document review to review the Mpumalanga Archives Act, 1998. The effective archives infrastructure will contribute to compliance with legislative components such as archives building, cooperation, ERMS, appraisal and disposal of records, archives advisory body and access to information.

Abstract
Purpose
The purpose of this paper is to investigate the impact of climate change on South Africa’s Mpumalanga Provincial Archives (MPA) and related records management activities.
Design/methodology/approach
A qualitative research approach/method was used to collect data from the source, including purposive sampling and expert knowledge solicited through semi-structured interviews. A review was undertaken to source climate data and related archival sector literature.
Findings
Recent extreme weather events in Mpumalanga seem to bear out climate change projections. The current absence of relevant strategies and plans implies that the MPA and provincial departments are not yet prepared for emergencies. The lack of a plan, an implementation strategy and related training may increase the impact of disasters on the provincial archives’ environment. Without disaster plans and robust preparedness, the question of how the MPA is going to preserve archives for future generations is raised. In addition, due to a lack of guidance for registry staff, appraisal is not allowing for identification and processing of archival materials, so combined with a lack of disaster management strategies and plans contributes to the loss of archives.
Research limitations/implications
This research is limited to the MPA; however, the findings may be extended to other South Africa provincial archives and parts of the world experiencing similar issues. There is a need to conduct similar research on a larger scale so as to explore the impact of climate change in other provincial archives to provide a wider context of the problem within South Africa.
Practical implications
When archivists accept holdings into their repositories, they take the responsibility for their archival custody. But, these efforts may come to nothing if the archives are lost. Disaster management is the key to the protection of the archives.
Originality/value
This paper contributes to the literature on the impact of climate change on archives. The results achieved should be seen as a first step towards identification of the issue.

Abstract
This research seeks to determine the extent and direction of computerization of records systems in businesses with identifiable records departments. The data collection methodology was on‐site interviews and inspection of facilities in ten businesses selected from cities with populations of more than 100,000 in the western United States. The findings indicate that records managers are rapidly installing computer programs for tracking records. There was little evidence that traditional paper records were being moved to a digital format though the possibility was mentioned frequently. Records management and data processing departments cooperate, but no trend to integrate them is evident.

Abstract
Describes an action research project to improve quality in three hospital departments including operating theatres, X‐ray, and medical records. The approach combined quality assurance (QA) or audit methods with those of continuous quality improvement (CQI) or TQM. The intention was to bring about improved organizational performance through an emphasis on bottom‐up rather than top‐down methodology, and to assess the relative effectiveness of different quality strategies being used within the hospital. Abstract
Purpose
The purpose of this paper is to assess records management components, such as record scheduled, records appraisal, destroyed/disposed, retained, training of staff on the management of the student affairs records (SARs), provided access, the challenges associated with efficient management of SARs and strategies for effective management of SARs, to determine the extent the Student Affairs Department (SAD) complies with the University of Mpumalanga (UMP) records management policy.
Design/methodology/approach
This paper uses qualitative methodology of a triangulation of data collection and this included interviews, document analysis and observation.
Findings
The literature review, as well as the interview, revealed that findings on the UMP records management policy are multi-layered. A number of participants mentioned lack of records centre, records retention and appraisal of records, records management training and managing access to information as a challenge to the management of SARs.
Research limitations/implications
The research was only limited to the UMP, Student Affairs Division, with a population of 15 staff members even though the findings can be applied to all the universities in South Africa.
Practical implications
SAD has a unique contribution to make to ensure that records created within their division are managed in terms of the UMP records management policy by ensuring that components such as records storage retention and appraisal of records management training and managing access to information are adhered to.
Social implications
Failure to comply with the UMP records management policy by the Student Affairs Division will contribute to the loss of institutional memories, non-compliance with legislations such as Promotion of Access to Information Act 2000, National Archives and Records Services Act 46 of 1996 and the Protection of Personal Information Act No 4. Of 2013.
Originality/value
The research appears to be the first of its kind, to the best of the authors’ knowledge, to assess SARs at the UMP, South Africa.
